Currently, the Division of Appeals and Hearings of the South Carolina Department of Health and Human Services has no specific presence on the agency's website to provide information or to allow for the electronic submission of appeals. This project's focus was developing an online presence for the Division on SCDHHS' website. The page will make the Division's procedures publicly available to beneficiaries, providers, and agency program staff who attend hearings. Additionally, parties will have a secure online portal through which they can file appeals and upload supporting documentation, reducing the need to send appeals via first class mail. The online appeal portal will further the agency' s goal of reducing paper.

Knowledge organization (KO) research is a field of scholarship concerned with the design, study and critique of the processes of organizing and representing documents that societies see as worthy of preserving (Tennis, 2008). In this context we are concerned with the relationship between language and action.On the one hand, we are concerned with what language can and does do for our knowledge organization systems (KOS). For example, how do the words NEGRO or INDIAN work in historical and contemporary indexing languages? In relation to this, we are also concerned with how we know about knowledge organization (KO) and its languages. On the other hand, we are concerned with how to act given this knowledge. That is, how do we carry out research and how do we design, implement, and evaluate KO systems?It is important to consider these questions in the context of our work because we are delegated by society to disseminate cultural memory. We are endowed with a perspective, prepared by an education, and granted positions whereby society asks us to ensure that documentary material is accessible to future generations. There is a social value in our work, and as such there is a social imperative to our work. We must act with good conscience, and use language judiciously, for the memory of the world is a heavy burden.In this paper, I explore these two weights of language and action that bear down on KO researchers. I first summarize what extant literature says about the knowledge claims we make with regard to KO practices and systems. To make it clear what it is that I think we know, I create a schematic that will link claims (language) to actions in advising, implementing, or evaluating information practices and systems.I will then contrast this with what we do not know, that is, what the unanswered questions might be (Gnoli, 2008 ; Dahlberg, 2011), and I will discuss them in relation to the two weights in our field of KO.Further, I will try to provide a systematic overview of possible ways to address these open questions in KO research. I will draw on the concept of elenchus - the forms of epistemology, theory, and methodology in KO (Tennis, 2008), and framework analysis which are structures, work practice, and discourses of KO systems (Tennis, 2006). In so doing, I will argue for a Neopragmatic stance on the weight of language and action in KO (Rorty, 1982 ; 2000). I will close by addressing the lacuna left in Neopragmatic thought – the ethical imperative to use language and action in a particular good and moral way. That is, I will address the ethical imperative of KO given its weights, epistemologies, theories, and methods. To do this, I will review a sample of relevant work on deontology in both western and eastern philosophical schools (e.g., Harvey, 1995).The perspective I want to communicate in this section is that the good in carrying out KO research may begin with epistemic stances (cf., language), but ultimately stands on ethical actions. I will present an analysis describing the micro and the macro ethical concerns in relation to KO research and its advice on practice. I hope this demonstrates that the direction of epistemology, theory, and methodology in KO, while burdened with the dual weights of language and action, is clear when provided an ethical sounding board. We know how to proceed when we understand how our work can benefit the world.KO is an important, if not always understood, division of labor in a society that values its documentary heritage and memory institutions. Being able to do good requires us to understand how to balance the weights of language and action. We must understand where we stand and be able to chart a path forward, one that does not cause harm, but adds value to the world and those that want to access recorded knowledge.

Reciprocal development of the object and subject of learning. The renewal of the learning practices of front-line communities in a telecommunications company as part of the techno-economical paradigm change. Current changes in production have been seen as an indication of a shift from the techno-economical paradigm of a mass-production era to a new paradigm of the information and communication technological era. The rise of knowledge management in the late 1990s can be seen as one aspect of this paradigm shift, as knowledge creation and customer responsiveness were recognized as the prime factors in business competition. However, paradoxical conceptions concerning learning and agency have been presented in the discussion of knowledge management. One prevalent notion in the literature is that learning is based on individuals’ voluntary actions and this has now become incompatible with the growing interest in knowledge-management systems. Furthermore, commonly held view of learning as a general process that is independent of the object of learning contradicts the observation that the current need for new knowledge and new competences are caused by ongoing techno-economic changes. Even though the current view acknowledges that individuals and communities have key roles in knowledge creation, this conception defies the idea of the individuals’ and communities’ agency in developing the practices through which they learn. This research therefore presents a new theoretical interpretation of learning and agency based on Cultural-Historical Activity Theory. This approach overcomes the paradoxes in knowledge-management theory and offers means for understanding and analyzing changes in the ways of learning within work communities. This research is also an evaluation of the Competence-Laboratory method which was developed as part of the study as a special application of Developmental Work Research methodology. The research data comprises the videotaped competence-laboratory processes of four front-line work communities in a telecommunications company. The findings reported in the five articles included in this thesis are based on the analyses of this data. The new theoretical interpretation offered here is based on the assessment that the findings reported in the articles represent one of the front lines of the ongoing historical transformation of work-related learning since the research site represents one of the key industries of the new “knowledge society”. The research can be characterized as elaboration of a hypothesis concerning the development of work related learning. According to the new theoretical interpretation, the object of activity is also the object of distributed learning in work communities. The historical socialization of production has increased the number of actors involved in an activity, which has also increased the number of mutual interdependencies as well as the need for communication. Learning practices and organizational systems of learning are historically developed forms of distributed learning mediated by specific forms of division of labor, specific tools, and specific rules. However, the learning practices of the mass production era become increasingly inadequate to accommodate the conditions in the new economy. This was manifested in the front-line work communities in the research site as an aggravating contradiction between the new objects of learning and the prevailing learning practices. The constituent element of this new theoretical interpretation is the idea of a work community’s learning as part of its collaborative mastery of the developing business activity. The development of the business activity is at the same time a practical and an epistemic object for the community. This kind of changing object cannot be mastered by using learning practices designed for the stable conditions of mass production, because learning has to change along the changes in business. According to the model introduced in this thesis, the transformation of learning proceeds through specific stages: predefined learning tasks are first transformed into learning through re-conceptualizing the object of the activity and of the joint learning and then, as the new object becomes stabilized, into the creation of new kinds of learning practices to master the re-defined object of the activity. This transformation of the form of learning is realized through a stepwise expansion of the work community’s agency. To summarize, the conceptual model developed in this study sets the tool-mediated co-development of the subject and the object of learning as the theoretical starting point for developing new, second-generation knowledge management methods. Bangladesh, often better known to the outside world as a country of natural calamities, is one of the most densely populated countries in the world. Despite rapid urbanization, more than 75% of the people still live in rural areas. The density of the rural population is also one of the highest in the world. Being a poor and low-income country, its main challenge is to eradicate poverty through increasing equitable income. Since its independence in 1971, Bangladesh has experienced many ups and downs, but over the past three decades, its gross domestic product (GDP) has grown at an impressive rate. Consequently, the country s economy is developing and the country has outperformed many low-income countries in terms of several social indicators. Bangladesh has achieved the Millennium Development Goal (MDG) of eliminating gender disparity in primary and secondary school enrollment. A sharp decline in child and infant mortality rates, increased per capita income, and improved food security have placed Bangladesh on the track to achieving in the near future the status of a middle-income country. All these developments have influenced the consumption pattern of the country. This study explores the consumption scenario of rural Bangladesh, its changing consumption patterns, the relationship between technology and consumption in rural Bangladesh, cultural consumption in rural Bangladesh, and the myriad reasons why consumers nevertheless feel compelled to consume chemically treated foods. Data were collected in two phases in the summers of 2006 and 2008. In 2006, the empirical data were collected from the following three sources: interviews with consumers, producers/sellers, and doctors and pharmacists; observations of sellers/producers; and reviews of articles published in the national English and Bengali (the national language of Bangladesh) daily newspapers. A total of 110 consumers, 25 sellers/producers, 7 doctors, and 7 pharmacists were interviewed and observed. In 2008, data were collected through semi-structured in-depth qualitative interviews, ethnography, and unstructured conversations substantiated by secondary sources and photographs; the total number of persons interviewed was 22. -- Data were also collected on the consumption of food, clothing, housing, education, medical facilities, marriage and dowry, the division of labor, household decision making, different festivals such as Eid (for Muslims), the Bengali New Year, and Durga puja (for Hindus), and leisure. Qualitative methods were applied to the data analysis and were supported by secondary quantitative data. The findings of this study suggest that the consumption patterns of rural Bangladeshis are changing over time along with economic and social development, and that technology has rendered aspects of daily life more convenient. This study identified the perceptions and experiences of rural people regarding technologies in use and explored how culture is associated with consumption. This study identified the reasons behind the use of hazardous chemicals (e.g. calcium carbide, sodium cyclamate, cyanide and formalin, etc.) in foods as well as the extent to which food producers/sellers used such chemicals. In addition, this study assessed consumer perceptions of and attitudes toward these contaminated food items and explored how adulterated foods and food stuffs affect consumer health. This study also showed that consumers were aware that various foods and food stuffs contained hazardous chemicals, and that these adulterated foods and food stuffs were harmful to their health.

A customer reported problem (or Trouble Ticket) in software maintenance is typically solved by one or more maintenance engineers. The decision of allocating the ticket to one or more engineers is generally taken by the lead, based on customer delivery deadlines and a guided complexity assessment from each maintenance engineer. The key challenge in such a scenario is two folds, un-truthful (hiked up) elicitation of ticket complexity by each engineer to the lead and the decision of allocating the ticket to a group of engineers who will solve the ticket with in customer deadline. The decision of allocation should ensure Individual and Coalitional Rationality along with Coalitional Stability. In this paper we use game theory to examine the issue of truthful elicitation of ticket complexities by engineers for solving ticket as a group given a specific customer delivery deadline. We formulate this problem as strategic form game and propose two mechanisms, (1) Division of Labor (DOL) and (2) Extended Second Price (ESP). In the proposed mechanisms we show that truth telling by each engineer constitutes a Dominant Strategy Nash Equilibrium of the underlying game. Also we analyze the existence of Individual Rationality (IR) and Coalitional Rationality (CR) properties to motivate voluntary and group participation. We use Core, solution concept from co-operative game theory to analyze the stability of the proposed group based on the allocation and payments.

O objetivo do artigo é registrar, criticamente, o processo de implantação da gestão estratégica na Assembleia Legislativa de Minas Gerais, com o propósito de revelar seusantecedentes e motivações; os momentos-chave; as facilidades e dificuldades; os resultados alcançados e os desafios futuros. A abordagem escolhida foi a histórico-descritiva e as ações de pesquisa envolveram revisão bibliográfica, pesquisa documental e entrevistas semiestruturadas. As conclusões apontam que a implantação da gestão estratégica na Assembleia Legislativa de Minas Gerais é um processo complexo e multifacetado, diante de suas características de órgão público, hierarquizado, com alta divisão de trabalho. O avanço da implantação é lento, devido aos fatores dificultadores apontados. O caso traz elementos relevantes para a pesquisa sobre gestão estratégica no setor público, seja por apresentar o processo de forma analítica e confrontada com a teoria, seja por se tratar especificamente de um órgão do Poder Legislativo

Este estudo teve como objeto as práticas educativas em saúde desenvolvidas no Programa de Saúde da Família (PSF), no Município do Rio de Janeiro. O objetivo geral foi a compreensão das práticas educativas realizadas pelos profissionais que atuam no PSF. O interesse se deu pelo fato de reconhecer o PSF como espaço privilegiado no desenvolvimento de práticas educativas voltadas para a conscientização popular, nos aspectos sociais, políticos e da saúde, pelas suas características de atuação em território definido, e na lógica de vigilância à saúde. Ressalta-se a importância da Educação em Saúde como estratégia de intervenção por uma sociedade mais saudável. Trata-se de pesquisa qualitativa descritiva, realizada entre 2007 e 2008. A análise dos dados foi orientada pelo método de Análise de Conteúdo. Os dados foram coletados através de entrevista semi-estruturada, com cinco equipes de saúde da família, totalizando vinte profissionais. Na análise foram identificadas quatro categorias: organização do processo de trabalho, papel do profissional na equipe, organização da prática educativa e fatores que interferem na realização das práticas educativas. Na análise verificou-se que os profissionais enfrentam dificuldades no planejamento das práticas educativas, relacionadas, principalmente, à falta de capacitação pedagógica e à dificuldade de organização do processo de trabalho, centrado no modelo biomédico. Os agentes comunitários se destacam na realização das atividades, com o apoio da equipe, principalmente da enfermeira. Os temas são escolhidos, prioritariamente, a partir da identificação das necessidades de saúde dos usuários pelos profissionais. Verifica-se que há dificuldade na definição dos objetivos das práticas educativas. Predomina o formato de grupos, voltados para a promoção da saúde, mas também com enfoque preventivista. Verifica-se a presença de práticas com outras formas de relação entre profissionais e usuários, num exercício de cidadania para a qualidade de vida. A avaliação é realizada informalmente, entre os profissionais e, geralmente, se detém à quantidade de usuários participantes, ou na constatação de mudança de comportamento do usuário. Os fatores que interferem dizem respeito às relações estabelecidas entre os profissionais, e entre estes e os usuários. A violência associada ao narcotráfico surge como fator que prejudica a atividade no território. As capacitações em prática educativa também são mencionadas. Verifica-se que a forma de organização do processo de trabalho influencia fortemente, visto que a realização das práticas educativas depende diretamente da dinâmica dada ao trabalho, e do espaço destinado para essa atividade na divisão do trabalho. As questões relacionadas à infra-estrutura são relatadas, principalmente, no que diz respeito à escassez de material, recursos financeiros, e espaço físico inadequado. Percebe-se que a falta da sistematização da prática educativa parece comprometer as transformações necessárias para o seu aprimoramento e reflete a falta de compreensão dos profissionais sobre a importância do processo educativo para a saúde e como instrumento de transformação social e política dos sujeitos. Percebe-se, ainda, a necessidade de investimentos para a qualificação do profissional do PSF, não somente em relação às práticas educativas, mas também para que seja possível operar as mudanças necessárias para a reorientação do modelo de atenção à saúde proposto pelo PSF.

  克隆植物常常生长在资源异质性分布的环境中,克隆植物特有的生活史特征使其对环境和资源变化产生的反应规范(Reaction norm)具有特殊的表现和适应意义。本文以匍匐茎草本植物蛇莓(Duchesnea indica)和活血丹(Glechoma longituba)为材料,研究克隆植物在不同异质性环境中的反应规范,即可塑性(plasticity)和克隆分株间相互作用(即克隆整合(clonal integration))对表型的影响及其适应意义。 蛇莓和活血丹是具有不同分枝类型的两种匍匐茎草本植物。对于匍匐茎草本植物而言,生境中光资源分布在时间和空间上的变化极为丰富。本文主要研究在不同环境中,这两种克隆植物克隆分株间的相互作用是如何通过影响其形态特征,从而影响其光资源获取策略。 实验涉及了4种光照条件,分为5个部分,分别在大棚和野外进行。 1.同质光环境中蛇莓和活血丹克隆片段的可塑性 在大棚中,将整个克隆片段(clonal fragment)都放置在光照强度分别为自然光照PPFD(Photosynthetic Photon Flux Density)的100%、50%和10%三种不同的同质光环境中,目标是通过比较不同光照强度同质环境中不同基因型的形态特征,揭示匍匐茎草本克隆植物的反应规范及遗传差异。实验结果发现,当光照强度从100% PPFD 降到 50% PPFD时,活血丹增加对地上部分生物量投资,增加部分多投入到匍匐茎上,用于支持匍匐茎实现觅食行为,叶片和叶柄的变化不大。同样条件下,蛇莓的生物量投资却向根部转移,地上部分叶片和叶柄形态上的变化比匍匐茎的形态变化显著,出现增强对光资源吸收能力的变化。当光照强度从50%降到 10%时,活血丹继续增加对地上部分的生物量投资,但由于光照强度弱,几乎不足以维持新的匍匐茎的发生,所有增加的生物量部分都投入到叶片和叶柄的变化上。这种条件下,蛇莓的生物量投资依然向根部转移,叶片和叶柄为增加对光资源吸收能力而发生了相应变化,匍匐茎的新增数减少,形态变化也不大。实验证明,可能由于匍匐茎的发生方式不同,活血丹的匍匐茎节间长度,叶片和叶柄的关联程度比蛇莓相应性状的关联程度强。不同基因型的蛇莓和活血丹对光照梯度的反应有显著差异。 2.异质光环境中蛇莓克隆片段的可塑性 针对克隆植物分株间在相当长的时间里形体相连,而环境异质性可能存在于分株大小的空间尺度,设置异质环境,将蛇莓的不同相连分株放置在不同的光资源斑块中,研究其整合作用在适应异质性环境过程中的作用及其对表型的影响。首先设置同一种资源(光资源)的梯度差异斑块。 在光斑块中,整合作用发生与否、作用方式与资源梯度、分株自身所处斑块的资源条件和分株的年龄结构有关。在不同的条件下,整合作用可能造成对表型的不同影响,从而可能加剧或削弱分株对本地资源的反应(局部反应,local response)。整合作用对分株局部反应的影响强度和方向,在不同基因型间存在明显差异。这些基因型间的差异暗示,整合作用可能也是具有遗传基础的一种独立性状。 3.光块斑和养分斑块共存环境中活血丹克隆片段的可塑性 设置光和养分的资源互补性斑块。将相连分株种植在不同斑块中。当生长在高光低养斑块中的分株与其互补斑块(低光高养斑块)的分株相连时,其适合度相关性状的值增加,根冠比是可塑的,通过相应的形态变化,高光照斑块中的分株捕获光资源的能力增强,但两种斑块中植株的吸收养分的能力却没有大的变化。收益-损耗分析显示整合作用有益于异质环境中的植株,低光高养斑块中植株的生物量获益。实验结果证明了异质环境中相连分株间存在光合产物和养分传递。在这种环境种,分株形态的变化对本地斑块发生趋富反应,形态的改变有助于对本地丰富资源的吸收。这种反应有利于克隆片段对资源的吸收。 4.野外环境中蛇莓克隆片段的可塑性 基于大棚实验资料,对野外林下蛇莓种群进行监测。首先对单株在林下复杂的光环境中的表现进行了跟踪,结果发现,随着分株数目的增加,适合度相关性状值有所提高,而处于不同位置的相连分株在形态上的差异不显著。大棚实验中发现的显著形态变化在具有显著差异的自然环境条件下没有发生,这可能暗示着在资源条件变化频率较高的环境中整合作用的作用方式。分株不是对某一时刻资源条件进行形态特化,而是通过对所扩展的总体区域的总的环境条件调整表型。这样,从克隆片段的水平上看,资源的吸收可能达到较高水平。在密度增大,植株间互相荫蔽使得光照减弱的情况下,匍匐茎的变化没有表现出觅食行为,叶片和叶柄出现增大增长等增强吸收光能力的相应表型变化,证明叶片叶柄是克服光照不足的主要器官。这些结果与大棚实验结果一致。蛇莓基株对于相连分株内部可能具有密度调节功能,从而通过减弱叶片增大的趋势,增长匍匐茎,分散新生分株,使密度保持在一定程度,不对种群的发展造成阻碍作用。非相连分株间随着密度的增大,相互间的作用方式类似于非克隆植物:出现叶片增大,叶柄增长的现象,同时密度制约了适合度相关性状如分株数目等的增加。 5.野外环境中蛇莓种群格局动态 最后,在进化的单位,种群水平上对蛇莓种群在自然界的动态进行了调查。Spearman相关分析,没有发现光资源和测量指标在量上的相关。在自然界中整合作用使大量分散分布、相互连接的分株相互作用,以促进基株对资源的获取。Moran’s I指数分析显示,随时间的推进,各个指标在相关尺度上有所增加。这暗示了整合作用的存在,分株间联系的加强。大棚实验中观察到的关于各个器官的作用的结论在自然界中得到进一步的验证。蛇莓匍匐茎在遮荫环境中不是作为觅食器官。为了争取对更多光资源的吸收,蛇莓在叶片数和叶形态上发生改变。对分株数、叶片数、匍匐茎数目的分布格局的调查显示出没有一定的规律性,而且处于不断的变化中。这一结果可能暗示种群发展过程中处理异质性分布资源的对策的变化。 此外,本文还揭示了可塑性和整合作用在基因型间的差异,针对所发现的现象,从作用的遗传机制上对可塑性及其适应意义进行了讨论。结合分子生物学和地统计学等学科的研究成果,对进一步的实验提出了方法和路线。

植物的生境在时间和空间上都是异质性的,即使在很小的尺度上这种异质性也是存在的。克隆生长使得克隆植物在理论上更适应利用异质性环境,本文以几种克隆植物为对象,采用实验生态学方法,着重从生理生态特性、信号物质传导方面探讨克隆植物对异质性环境的适应对策。 以匍匐茎克隆植物野草莓(Fragaria vesca)为对象,研究了不同海拔梯度种群(1800m和3900m)对光照和养分资源斑块性分布生境的响应。研究结果显示:与资源的空间同质性处理(I) 和(II) 相比, 资源的空间异质性处理(III) 和(IV) 两个种群野草莓的近端、远端和整个克隆片段的生物量和分株数均获得显著增加。经历低光高养近端分株与经历高光低养的远段分株相连时,相比与低光高养的同质生境,来自两个海拔的种群分配更多的生物量到根;经历高光低养近端分株与经历低光高养远端分株相连时,相比于高光低养的同质生境,来自两个海拔的种群分配更少的生物量到根,类似的生物量分配格局在远端分株也被观察到。相比于高光低养同质性生境,当与低光高养远端分株相连时经历高光低养近端分株有更大的叶面积;相比于高光低养同质性生境,当与低光高养近端分株相连时经历高光低养远端分株有更大叶面积。实验结果表明, 资源交互斑块性生境中野草莓发生了克隆内分工。通过克隆内分工, 克隆植物能有效的利用异质性分布的资源, 缓解资源交互斑块性分布对克隆植物生长的不利影响。 以匍匐茎克隆植物蛇莓(Duchesnea indica)为对象, 研究其在高光照低水分斑块和低光照高水分斑块组成的资源交互斑块性生境中的克隆内分工。结果显示,当生长于高光照低水分(HL)条件下近端分株(basal ramets)与生长于低光照高水分(LH)条件下的远端分株(apical ramets)之间的匍匐茎连接时,近端分株根冠比显著下降,而远端分株根冠比显著增加,近端分株叶面积和远端分株总根长显著增加;当与低光照高水分条件下的远端分株相连时,近端分株叶片光合速率和叶绿素含量也相应增加。此外,克隆分株间资源交互传输显著提高蛇莓的生长表现(生物量和分株数)。因此,在光、水资源交互斑块性环境中克隆植物蛇莓分株在生物量分配、资源获取器官形态和生理特性方面发生了环境诱导的功能特化。这种对局部丰富资源的趋富特化在一定的程度上增强了克隆分株对资源的吸收利用能力,克隆内资源共享有助于缓解资源交互性斑块生境对克隆植物生长的不利影响,有效地提高克隆植物在其生境中存活与定居能力。 一个盆栽实验被采用以便调查克隆整合对经受局部沙埋的根状茎克隆植物沙生苔草(Carex praeclara)的影响,结果显示随着沙埋深度的增加,切断分株间的根状茎连接将显著降低经受沙埋处理分株的存活。当克隆植物经历局部沙埋时,切断分株间根状茎连接对其克隆生长(生物量、分株数和叶片数量)有显著负影响。耗-益(cost-benefit)分析显示,当与经历沙埋处理的远端分株相连时,近端分株的生长表现没有遭受任何负面影响。与经历沙埋处理远端分株相连时,近端分株的光合能力随沙埋深度的增加而增加。分株间的源-汇反馈调节机制所导致的补偿性反应减缓了局部沙埋对克隆植物生长的负效应。因此,克隆整合有助于提高经历局部沙埋克隆植物的存活,克隆植物在沙化地区植被恢复与重建方面具有重要意义。 克隆植物分株间的匍匐茎或根状茎连接不仅可以传输水分、矿质养分、光合产物,而且还可以传输信号物质。以根状茎克隆植物黑褐苔草(Carex alrofusca)为对象,采用盆栽实验研究外源茉莉酸诱导克隆片段相连分株间信号物质传导。结果显示,相比中龄和老龄分株,幼年分株对1mM茉莉酸诱导有显著反应。茉莉酸引起幼年分株叶片浓缩单宁含量显著增加,同时其叶片可溶性碳水化合物和氮含量降低。茉莉酸诱导后,幼年分株被昆虫咬食叶面积比率显著下降。因此匍匐茎或根状茎传也是克隆植物分株间信号物质传导重要通道,克隆植物通过分株间的风险扩散策略增强了对幼嫩植物组织器官的保护,这对克隆植物的存活或生长具有重要意义。
