Gobernanza Ambiental en América Latina: hacia una agenda de investigación integradora (Tema Central)

América Latina juega un papel importante en relación con la Gobernanza Ambiental. El conocimiento generado por estudios empíricos y teóricos sobre los desafíos ambientales del presente pueden apoyar los renovados esfuerzos de la región por alcanzar un uso de los recursos naturales que sea equitativo y sustentable. A pesar de que los vínculos entre las dimensiones social y ambiental han sido explorados por la academia desde los años noventa, las nuevas tendencias de la Gobernanza Ambiental en América Latina requieren una aproximación analítica comprehensiva. Los autores argumentan que, a fin de potenciar las “perspectivas latinoamericanas” para la solución de los dilemas socioambientales, algunas corrientes de investigación deben juntarse en marcos analíticos integradores que puedan generar complejas preguntas relacionadas con las interacciones a múltiples niveles entre Estado, sociedad civil y actores de mercado.

La investigación versa sobre el visto bueno, forma de terminación unilateral del contrato de trabajo, motivada en causales determinadas en la ley y con un procedimiento ante autoridad administrativa, y sobre la jubilación patronal, incorporada en 1938 al primer Código Laboral Ecuatoriano y creada para solucionar, transitoriamente, el seguro de vejez de los trabajadores del sector privado. En el análisis hemos tratado de demostrar la obsolescencia y anacronismo de estas instituciones que no aportan en forma adecuada para el objetivo que fueron establecidas. La poca contundencia del visto bueno que, al no tener fuerza obligatoria, puede ser impugnado, la subjetividad con la que resuelve la autoridad y la lentitud del trámite administrativo, hacen necesario un sistema ágil y efectivo. La jubilación patronal debe ser sustituida por un beneficio que, sin perjudicar a los trabajadores, una vez terminada su vida laboral, les sirva como compensación a sus años de servicio.

El artículo hace referencia al desarrollo de la soberanía y las nuevas formas de regionalismo en América Latina. En esta lógica, el “nuevo regionalismo” surge en los últimos años bajo condiciones internas y externas que se traducen en el surgimiento de nuevas formas regionales como ALBA, UNASUR, CELAC. Adicionalmente, se recalca la persistencia de obstáculos a la integración regional como la soberanía nacional, pero al mismo tiempo se plantea enfrentar los mencionados desafíos a través de cambios conceptuales del término soberanía, en función de una estrategia a largo plazo que genere una gobernanza regional.

El artículo se refiere a los cambios globales que se han dado en el sistema internacional cuyo resultado ha sido el debilitamiento de la gobernanza global. En esta lógica, el autor argumenta que las relaciones de poder han provocado un cambio en los conceptos tradicionales de las Ciencias Sociales y las Relaciones Internacionales, especialmente los relacionados al tiempo y espacio que en la actualidad son globales y simultáneos. Finalmente concluye que varias tendencias afectarán a América Latina y a la Unión Europea en cuanto a la globalización, la paz, el afianzamiento del sistema democrático, la diplomacia de cumbres, la cooperación y al poder como elemento cambiante.

Este artículo se centra en el papel de UNASUR frente a las diversas crisis nacionales e internacionales que ha vivido Suramérica desde 2008. Igualmente, analiza su accionar en dos casos concretos: Ecuador en 2010 y Paraguay en 2012, que son ejemplos extremos de la vulnerabilidad institucional prevaleciente en la región. Se evidencia, además, que el proceso de resolución de conflictos es un tema frágil en la agenda política e institucional de UNASUR que se vincula, sobre todo, con la defensa de la democracia y el mantenimiento de la paz, factores importantes para los Estados.

Este artículo se aboca a un breve análisis relativo a los orígenes y debates conceptuales relativos a la gobernanza y su aplicación al caso de América Latina. En este último espacio no ha tenido la mejor de las acogidas puesto que otros términos, como el de gobernabilidad o el de gobierno, han respondido a una tradición en el análisis político regional como producto de un pasado reciente turbulento en lo relativo a las alteraciones al sistema democrático.

La descentralización fiscal ha tenido un mejor desarrollo relativo si se la compara con la descentralización administrativa de la que es su complemento, se pueden mostrar resultados visibles en dos escenarios que forman parte de su contenido esencial: por una parte, la transferencia de recursos del presupuesto general del Estado a favor de los gobiernos autónomos descentralizados que observan los criterios de asignación contemplados en la Constitución, ha logrado definir el sistema de transferencia de recursos que cumple con sus características esenciales: ser predecible, automática y oportuna. Por otra parte, está el sistema impositivo subnacional que, con su base constitucional, se ha desarrollado en la legislación secundaria, de manera que tres de los cuatro niveles de gobierno subnacional tienen la posibilidad real de incrementar sus recursos propios, a través del ejercicio de la potestad tributaria que les permite crear, modificar y exonerar tasas y contribuciones especiales de mejoras, dentro del ámbito de competencias de cada nivel.

This paper analyzes the People’s Republic of China economic and political ascendance in the 21st century, focusing on the evolution of its sui géneris economic development model and its significance for the relationship between China and the developing countries of the peripheral ‘Global South.’ The objective of this article is to analyze the relationship between China and Latin America in the 21st century, characterizing it as a new Center-periphery global power network based on trade and investment, which is often referred to as the ‘Asian Consensus’. The article will give special attention to the Brazilian case.

In the last decade, the presence of China in Latin America has been characterized by a model of economic cooperation based on pragmatic principles of complementarity and mutual benefits. Latin America is presented as a “paradise” of natural resources and expanding markets, while China stands as the main financier and investor in the region. In this scenario, particularly since 2009, Ecuador has become one of the top recipients of Chinese funding and investment, mainly in strategic sectors such as energy and infrastructure. The presence of China in the country has been the subject of extensive discussions about the true benefits and costs behind its model of economic cooperation.

[1] High-elevation forests represent a large fraction of potential carbon uptake in North America, but this uptake is not well constrained by observations. Additionally, forests in the Rocky Mountains have recently been severely damaged by drought, fire, and insect outbreaks, which have been quantified at local scales but not assessed in terms of carbon uptake at regional scales. The Airborne Carbon in the Mountains Experiment was carried out in 2007 partly to assess carbon uptake in western U.S. mountain ecosystems. The magnitude and seasonal change of carbon uptake were quantified by (1) paired upwind-downwind airborne CO2 observations applied in a boundary layer budget, (2) a spatially explicit ecosystem model constrained using remote sensing and flux tower observations, and (3) a downscaled global tracer transport inversion. Top-down approaches had mean carbon uptake equivalent to flux tower observations at a subalpine forest, while the ecosystem model showed less. The techniques disagreed on temporal evolution. Regional carbon uptake was greatest in the early summer immediately following snowmelt and tended to lessen as the region experienced dry summer conditions. This reduction was more pronounced in the airborne budget and inversion than in flux tower or upscaling, possibly related to lower snow water availability in forests sampled by the aircraft, which were lower in elevation than the tower site. Changes in vegetative greenness associated with insect outbreaks were detected using satellite reflectance observations, but impacts on regional carbon cycling were unclear, highlighting the need to better quantify this emerging disturbance effect on montane forest carbon cycling.

We present a well-dated, high-resolution, ~ 45 kyr lake sediment record reflecting regional temperature and precipitation change in the continental interior of the Southern Hemisphere (SH) tropics of South America. The study site is Laguna La Gaiba (LLG), a large lake (95 km2) hydrologically-linked to the Pantanal, an immense, seasonally-flooded basin and the world's largest tropical wetland (135,000 km2). Lake-level changes at LLG are therefore reflective of regional precipitation. We infer past fluctuations in precipitation at this site through changes in: i) pollen-inferred extent of flood-tolerant forest; ii) relative abundance of terra firme humid tropical forest versus seasonally-dry tropical forest pollen types; and iii) proportions of deep- versus shallow-water diatoms. A probabilistic model, based on plant family and genus climatic optima, was used to generate quantitative estimates of past temperature from the fossil pollen data. Our temperature reconstruction demonstrates rising temperature (by 4 °C) at 19.5 kyr BP, synchronous with the onset of deglacial warming in the central Andes, strengthening the evidence that climatic warming in the SH tropics preceded deglacial warming in the Northern Hemisphere (NH) by at least 5 kyr. We provide unequivocal evidence that the climate at LLG was markedly drier during the last glacial period (45.0–12.2 kyr BP) than during the Holocene, contrasting with SH tropical Andean and Atlantic records that demonstrate a strengthening of the South American summer monsoon during the global Last Glacial Maximum (~ 21 kyr BP), in tune with the ~ 20 kyr precession orbital cycle. Holocene climate conditions occurred as early as 12.8–12.2 kyr BP, when increased precipitation in the Pantanal catchment caused heightened flooding and rising lake levels in LLG. In contrast to this strong geographic variation in LGM precipitation across the continent, expansion of tropical dry forest between 10 and 3 kyr BP at LLG strengthens the body of evidence for widespread early–mid Holocene drought across tropical South America.

The results of coupled high resolution global models (CGCMs) over South America are discussed. HiGEM1.2 and HadGEM1.2 simulations, with horizontal resolution of ~90 and 135 km, respectively, are compared. Precipitation estimations from CMAP (Climate Prediction Center—Merged Analysis of Precipitation), CPC (Climate Prediction Center) and GPCP (Global Precipitation Climatology Project) are used for validation. HiGEM1.2 and HadGEM1.2 simulated seasonal mean precipitation spatial patterns similar to the CMAP. The positioning and migration of the Intertropical Convergence Zone and of the Pacific and Atlantic subtropical highs are correctly simulated by the models. In HiGEM1.2 and HadGEM1.2, the intensity and locations of the South Atlantic Convergence Zone are in agreement with the observed dataset. The simulated annual cycles are in phase with estimations of rainfall for most of the six regions considered. An important result is that HiGEM1.2 and HadGEM1.2 eliminate a common problem of coarse resolution CGCMs, which is the simulation of a semiannual cycle of precipitation due to the semiannual solar forcing. Comparatively, the use of high resolution in HiGEM1.2 reduces the dry biases in the central part of Brazil during austral winter and spring and in most part of the year over an oceanic box in eastern Uruguay.

Regional climate change projections for the last half of the twenty-first century have been produced for South America, as part of the CREAS (Cenarios REgionalizados de Clima Futuro da America do Sul) regional project. Three regional climate models RCMs (Eta CCS, RegCM3 and HadRM3P) were nested within the HadAM3P global model. The simulations cover a 30-year period representing present climate (1961-1990) and projections for the IPCC A2 high emission scenario for 2071-2100. The focus was on the changes in the mean circulation and surface variables, in particular, surface air temperature and precipitation. There is a consistent pattern of changes in circulation, rainfall and temperatures as depicted by the three models. The HadRM3P shows intensification and a more southward position of the subtropical Pacific high, while a pattern of intensification/weakening during summer/winter is projected by the Eta CCS/RegCM3. There is a tendency for a weakening of the subtropical westerly jet from the Eta CCS and HadRM3P, consistent with other studies. There are indications that regions such of Northeast Brazil and central-eastern and southern Amazonia may experience rainfall deficiency in the future, while the Northwest coast of Peru-Ecuador and northern Argentina may experience rainfall excesses in a warmer future, and these changes may vary with the seasons. The three models show warming in the A2 scenario stronger in the tropical region, especially in the 5A degrees N-15A degrees S band, both in summer and especially in winter, reaching up to 6-8A degrees C warmer than in the present. In southern South America, the warming in summer varies between 2 and 4A degrees C and in winter between 3 and 5A degrees C in the same region from the 3 models. These changes are consistent with changes in low level circulation from the models, and they are comparable with changes in rainfall and temperature extremes reported elsewhere. In summary, some aspects of projected future climate change are quite robust across this set of model runs for some regions, as the Northwest coast of Peru-Ecuador, northern Argentina, Eastern Amazonia and Northeast Brazil, whereas for other regions they are less robust as in Pantanal region of West Central and southeastern Brazil.

The impact of the inter-El Nio (EN) variability on the moisture availability over Southeastern South America (SESA) is investigated. Also, an automatic tracking scheme was used to analyze the extratropical cyclones properties (system density - SD and central pressure - CP) in this region. During the austral summer period from 1977-2000, the differences for the upper-level wave train anomaly composites seem to determine the rainfall composite differences. In fact, the positive rainfall anomalies over most of the SESA domain during the strong EN events are explained by an upper-level cyclonic center over the tropics and an anticyclonic center over the eastern subtropical area. This pattern seems to contribute to upward vertical motion at 500 hPa and reinforcement of the meridional moisture transport from the equatorial Atlantic Ocean and western Amazon basin to the SESA region. These features may contribute to the positive SD and negative CP anomalies explaining part of the positive rainfall anomalies found there. On the other hand, negative rainfall anomalies are located in the northern part of SESA for the weak EN years when compared to those for the strong events. Also, positive anomalies are found in the southern part, albeit less intense. It was associated with the weakening of the meridional moisture transport from the tropics to the SESA that seems have to contributed with smaller SD and CP anomalies over the most part of subtropics, when compared to the strong EN years.

Based on previous observational studies on cold extreme events over southern South America, some recent studies suggest a possible relationship between Rossby wave propagation remotely triggered and the occurrence of frost. Using the concept of linear theory of Rossby wave propagation, this paper analyzes the propagation of such waves in two different basic states that correspond to austral winters with maximum and minimum generalized frost frequency of occurrence in the Wet Pampa (central-northwest Argentina). In order to determine the wave trajectories, the ray tracing technique is used in this study. Some theoretical discussion about this technique is also presented. The analysis of the basic state, from a theoretical point of view and based on the calculation of ray tracings, corroborates that remotely excited Rossby waves is the mechanism that favors the maximum occurrence of generalized frosts. The basic state in which the waves propagate is what conditions the places where they are excited. The Rossby waves are excited in determined places of the atmosphere, propagating towards South America along the jet streams that act as wave guides, favoring the generation of generalized frosts. In summary, this paper presents an overview of the ray tracing technique and how it can be used to investigate an important synoptic event, such as frost in a specific region, and its relationship with the propagation of large scale planetary waves.
