Iowa Criminal and Juvenile Justice Plan 1998 Update

Pursuant to Iowa Code 216A, subchapter 9, CJJP is required to issue an annual report containing long-range systems goals, special issue planning recommendations and research findings. CJJP’s 1998 response to its reporting requirement is replicated in the manner of the distribution of the 1997 Update. Again this year, CJJP is issuing one large document which contains many separate reports. Single-issue 1998 Update reports will be made available based on reader interest and need.

Educação e desafios da multiculturalização: uma pedagogia da sociedade civil

A progressiva complexificação cultural das sociedades contemporâneas, que se seguiu à extraordinária aceleração da mobilidade e da movimentação das pessoas através das fronteiras dos Estados, vem criando enormes desafios à coesão e à convivência no interior desses cenários e exige, em respeito aos princípios fundamentais da democracia e aos direitos humanos, respostas urgentes e adequadas. As entidades governamentais, por meio de políticas sociais e culturais de antidiscriminação e de redistribuição de bens e serviços, são necessárias ao desenho dessas respostas, porém, não são suficientes para induzir a estima social pelos estranhos culturais, em particular os recém-chegados aos países economicamente mais estáveis e avançados. O apreço pelos outros culturalmente diferentes depende essencialmente de uma mudança de atitudes e comportamentos e estes só podem evoluir para formas mais amigas das diferenças culturais com a contribuição da sociedade civil mediante uma pedagogia do exemplo, centrada em novos valores, novas atitudes, novos olhares e novos comportamentos. Este texto, a partir da análise e da reflexão sobre essa problemática, argumenta em favor do papel educativo da sociedade civil na organização da vida em comum entre estranhos culturais e propõe as linhas mestras da pedagogia que redefine a agenda educativa dessa sociedade em contextos multiculturais.

Rewarding civil service performance through team bonuses : findings, analysis and recommendations

Performance-related pay within public organizations is continuing to spread. Although it can help to strengthen an entrepreneurial spirit in civil servants, its implementation is marred by technical, financial, managerial and cultural problems. This article identifies an added problem, namely the contradiction that exists between a managerial discourse that emphasizes the team and collective performance, on the one hand, and the use of appraisal and reward tools that are above all individual, on the other. Based on an empirical survey carried out within Swiss public organizations, the analysis shows that the team is currently rarely taken into account and singles out the principal routes towards an integrated system for the management and rewarding of civil servants.

Cattini is a young historian who offers an itemized study on Berneri's Guerra di Classe: he refers the first moments and also the definitive crisis of this newspaper after Berneri¿s assassination in May 1937. This is not the first work devoted to this militant platform has been annalysed but Cattini's approach observes not only the ideological and political contest maintained with other sectors of the libertarian movement but the contrived militant tools that have allowed its existance during the Spanish Civil War.

La legislación civil y eclesiástica concerniente a las supersticiones y a las pervivencias idolátricas en la Hispania de los siglos VI-VII.

La legislación hispana de los siglos VI y VII (tanto la civil como la canónica) nos ofrece múltiples ejemplos relativos a la pervivencia de supersticiones y prácticas idolátricas. Las leyes visigodas pertinentes atañen principalmente a la toma de augurios y al uso de la magia, ambas consideradas perniciosas y castigadas severamente. Por su parte, los cánones eclesiásticos, aunque también regularon la cuestión de los augurios y de la magia, dedicaron casi toda su atención al problema de la herencia del paganismo (algo que no observamos en la legislación civil). El análisis de las fuentes narrativas contemporáneas nos permite comprobar que éste era un problema real y cotidiano y que su inclusión en los códigos legislativos no respondía a una mera necesidad de llenar lo que podría haber supuesto un vacío legal.

DMC Section: 2008 State of Iowa Juvenile Justice and Delinquency Prevention Act Formula Grant Update, March 2009

This document is the DMC Section of Iowa’s 2009 federal Juvenile Justice and Delinquency Prevention Act (JJDP Act) formula grant three year plan update. The Division of Criminal and Juvenile Justice Planning (CJJP) wrote this update. CJJP is the state agency responsible for administering the JJDP Act in Iowa. Federal officials refer to state administering agencies as the state planning agency (SPA). The Plan was developed and approved by Iowa’s Juvenile Justice Advisory Council. That Council assists with administration of the JJDP Act, and also provides guidance and direction to the SPA, the Governor and the legislature regarding juvenile justice issues in Iowa. Federal officials refer to such state level groups as state advisory groups (SAG’s). The acronyms SPA and SAG are used through this report.
