Chronique d'une controverse annoncée. Le récit d'urbanisme à l'heure du développement urbain durable

Ce rapport interroge l'émergence de l'agriculture comme nouvelle figure de ce que B. Secchi a appelé le « récit d'urbanisme ». Après avoir rappelé les rapports toujours-déjà controversés de l'urbain au rural, les auteurs s'intéressent à la manière dont différents acteurs mobilisent la nature et l'agriculture pour mettre en récit l'espace urbain, raconter la ville à venir - celle qui devrait voir le jour pour satisfaire à la doxa du développement urbain durable - et produire du consensus dans la production du territoire. L'analyse d'une controverse d'aménagement, celle relative au déclassement d'une parcelle de 58 hectares de zone agricole dans le canton de Genève (Suisse) pour construire 3000 logements ainsi que divers équipements collectifs, permet d'accomplir une généalogie de ce nouveau discours urbanistique. Pour ce faire, quatre types de sources sont mobilisés : des entretiens semi-directifs ; des documents d'urbanisme ; le matériau récolté lors d'une observation participante non déclarée ; la documentation produite à l'occasion de la campagne référendaire liée au déclassement de la parcelle en question ainsi que les commentaires produits sur les différents forums électroniques ouverts à cette occasion. L'analyse permet de dégager trois temps, qui sont trois figures du récit d'urbanisme : la genèse du plan directeur comme épopée d'un territoire (histoire des plans directeurs genevois); le plan de quartier comme roman (observation d'un collectif au travail pour produire un plan d'aménagement approprié à un site et à un programme); les contre-récits d'une controverse (le développement d'une campagne référendaire). La prosopopée du développement urbain durable apparaît ainsi comme une production éminemment intertextuelle et rhizomique - au sens de G. Deleuze et F. Guattari -, inscrite dans un mode de citation des différents produits de cette machine à produire des connaissances qu'est la pratique urbanistique. Au final, l'analyse au long cours proposée ici permet de réfléchir à la nature de cette activité supposément technique et politique qu'est l'urbanisme. Il se pourrait en effet que faire la ville consiste tout naturellement à faire des histoires...

The change over time in the fecundity and weight of queens was investigated in three monogynous, independent colony founding species,Lasius niger, Camponotus ligniperda andC. herculaneus, and two polygynous dependent colony founding species,Plagiolepis pygmaea andIridomyrmex humilis. Queens of the three species founding independently exhibited a similar pattern with a significant loss of weight between mating and the emergence of the first workers. In contrast, weights of queens of the species employing dependent colony founding remained more stable. Fecundity of queens founding independently increased slowly with time whereas fecundity of queens founding dependently reached the maximum level some weeks after the beginning of the first reproductive season. These results are discussed in relation to some differences in the life history (e.g., life-span) between queens utilizing independent and dependent colony founding.

The purpose of resource management is the efficient and effective use of network resources, for instance bandwidth. In this article, a connection oriented network scenario is considered, where a certain amount of bandwidth is reserved for each label switch path (LSP), which is a logical path, in a MPLS or GMPLS environment. Assuming there is also some kind of admission control (explicit or implicit), these environments typically provide quality of service (QoS) guarantees. It could happen that some LSPs become busy, thus rejecting connections, while other LSPs may be under-utilised. We propose a distributed lightweight monitoring technique, based on threshold values, the objective of which is to detect congestion when it occurs in an LSP and activate the corresponding alarm which will trigger a dynamic bandwidth reallocation mechanism

INTRODUCTION Tolerability and convenience are crucial aspects for the long-term success of combined antiretroviral therapy (cART). The aim of this study was to investigate the impact in routine clinical practice of switching to the single tablet regimen (STR) RPV/FTC/TDF in patients with intolerance to previous cART, in terms of patients' well-being, assessed by several validated measures. METHODS Prospective, multicenter study. Adult HIV-infected patients with viral load under 1.000 copies/mL while receiving a stable ART for at least the last three months and switched to RPV/FTC/TDF due to intolerance of previous regimen, were included. Analyses were performed by ITT. Presence/magnitude of symptoms (ACTG-HIV Symptom Index), quality of life (EQ-5D, EUROQoL & MOS-HIV), adherence (SMAQ), preference of treatment and perceived ease of medication (ESTAR) through 48 weeks were performed. RESULTS Interim analysis of 125 patients with 16 weeks of follow up was performed. 100 (80%) were male, mean age 46 years. Mean CD4 at baseline was 629.5±307.29 and 123 (98.4%) had viral load <50 copies/mL; 15% were HCV co-infected. Ninety two (73.6%) patients switched from a NNRTI (84.8% from EFV/FTC/TDF) and 33 (26.4%) from a PI/r. The most frequent reasons for switching were psychiatric disorders (51.2%), CNS adverse events (40.8%), gastrointestinal (19.2%) and metabolic disorders (19.2%). At the time of this analysis (week 16), four patients (3.2%) discontinued treatment: one due to adverse events, two virologic failures and one with no data. A total of 104 patients (83.2%) were virologically suppressed (<50 copies/mL). The average degree of discomfort in the ACTG-HIV Symptom Index significantly decreased from baseline (21±15.55) to week 4 (10.89±12.36) & week 16 (10.81±12.62), p<0.001. In all the patients, quality of life tools showed a significant benefit in well-being of the patients (Table 1). Adherence to therapy significantly and progressively increased (SMAQ) from baseline (54.4%) to week 4 (68%), p<0.001 and to week 16 (72.0%), p<0.001. CONCLUSIONS Switching to RPV/FTC/TDF from another ARV regimen due to toxicity, significantly improved the quality of life of HIV-infected patients, both in mental and physical components, and improved adherence to therapy while maintaining a good immune and virological response.
