We present an endogenous growth model where innovations are factor saving. Technologies can be changed paying a cost and technological change takes place only if the benefits are larger than the costs. Since the gains derived from factor saving innovations depend on factor abundance, biased innovations respond to changes in factors supply. Therefore, as an economy becomes more capital abundant agents try to use capital more intensively. Consequently, (a) the elasticity of output with respect to reproducible factors depends on the capital abundance of the economy and (b) the income share of reproducible factors increases as the economy grows. Another insight of the model is that in some economies the production function converges to an AK in the long run, while in others long-run growth is zero

In the context of economic growth and recovering socio-economic conditions, many Latin American countries have implemented deep educational reforms since the beginning of the century. This paper aims to analyse whether these changes have promoted equality of educational opportunities in the region. Both the access and knowledge and skills dimensions are evaluated for six important countries, deepening the analysis for Argentina, Brazil and Colombia, in order to better understand the trends observed. Results point to reasonable progress in access, but reflect an unsatisfactory evolution of the level and distribution of knowledge and skills as reflected by PISA test scores.

Se evalúa el impacto redistributivo de las políticas educativas en Bogotá mediante el Análisis de Incidencia del Beneficio. A pesar que los hogares son autónomos con respecto a la elección entre la educación oficial y no oficial, la provisión pública de la educación genera fuertes impactos progresivos en el ingreso que se explayan hacia reducciones de pobreza y desigualdad, sin importar el cálculo del subsidio que se impute al ingreso.

We assess inequality of opportunity in educational achievement in six Latin American countries, employing two waves of PISA data (2006 and 2009). By means of a non-parametric approach using a decomposable inequality index, GE(0), we rank countries according to their degree of inequality of opportunity. We work with alternative characterizations of types: school type (public or private), gender, parental education, and combinations of those variables. We calculate incremental contributions of each set of circumstances to inequality. We provide rankings of countries based on unconditional inequalities (using conventional indices) and on conditional inequalities (EOp indices), and the two sets of rankings do not always coincide. Inequality of opportunities range from less than 1% to up to 27%, with substantial heterogeneity according to the year, the country, the subject and the specificication of circumstances. Robustness checks based on bootstrap and the use of an alternative index confirm most of the initial results.

Este documento presenta un resumen de las principales corrientes teóricas que han tratado de dar una explicación a la discriminación laboral, asi como una exposición pedagógica de las principales modalidades mediante las cuales dicha discriminación se manifiesta. Se realiza un particular análisis de las consecuencias que dicha discriminación tiene, en particular para el caso de los jóvenes de América Latina, y finalmente se realiza una revisión de los estudios que sobre el tema se han realizado en Colombia, sus aspectos metodológicos y las conclusiones a las que dichos estudios han llegado.

La literatura económica ha abordado la discusión sobre el crecimiento y la equidad en distintas líneas. La necesidad de tener una sociedad más equitativa es una de las opciones y este escrito intenta aportar nuevas ideas a la discusión dando prioridad a la equidad. Para este efecto, discute, el espacio en el que se trabajará la desigualdad, las causalidades existentes frente a la relación crecimiento y equidad, y las fortalezas y debilidades de sobre los indicadores convencionalmente utilizados para su medición.

This document examines, bases on the analysis of observable characteristics, if an income gapexists between the raizal population and non raizal population of San Andres Island. For thispurpose, the information of the SISBEN II survey for the year 2004, compelled by the NationalPlanning Department (DNP, Spanish acronym) is used. The methodological strategy uses quantileregressions to determine the existence of pay gaps throughout the distribution of income. Theresults suggest that being raizal has a negative impact on income for the lower quantiles. However,this difference vanishes as income increases, becoming positive at higher levels.

Previous research has shown that richer people are more likely to engage in an environmentalcause. We extend it by considering the joint effect between subjective income and a set of macroeconomicvariables. For doing so, we employ the fifth wave of the World Values Survey (WVS).This study provides clear evidence that even when both factors matter, people´s attitudes cruciallydepend on the interaction effect. Hence, those measures that affect the characteristics of thecountry would also change the disposition to be involved.

We study the role of natural resource windfalls in explaining the efficiency of public expenditures. Using a rich dataset of expenditures and public good provision for 1,836 municipalities in Peru for period 2001-2010, we estimate a non-monotonic relationship between the efficiency of public good provision and the level of natural resource transfers. Local governments that were extremely favored by the boom of mineral prices were more efficient in using fiscal windfalls whereas those benefited with modest transfers were more inefficient. These results can be explained by the increase in political competition associated with the boom. However, the fact that increases in efficiency were related to reductions in public good provision casts doubts about the beneficial effects of political competition in promoting efficiency.

How do resource booms affect human capital accumulation? We exploit time and spatial variation generated by the commodity boom across local governments in Peru to measure the effect of natural resources on human capital formation. We explore the effect of both mining production and tax revenues on test scores, finding a substantial and statistically significant effect for the latter. Transfers to local governments from mining tax revenues are linked to an increase in math test scores of around 0.23 standard deviations. We find that the hiring of permanent teachers as well as the increases in parental employment and improvements in health outcomes of adults and children are plausible mechanisms for such large effect on learning. These findings suggest that redistributive policies could facilitate the accumulation of human capital in resource abundant developing countries as a way to avoid the natural resources curse.

La teoría económica ha demostrado que en mercados imperfectos la redistribución de la renta puede incrementar el bienestar social y dar lugar a situaciones en las que todos los agentes económicos involucrados puedan mejorar el nivel de bienestar. Se demuestra que la implantación de un regimen fiscal de subvenciones también puede mejorar los efectos en mercados competitivos perfectos, que se derivan de economías externas de escala.

Esta investigação visa analisar a relação entre trabalho produtivo e acumulação de capital desde a época do mercantilismo. Parte da hipótese de que não é a forma material ou imaterial do produto do trabalho que determina se este é ou não produtivo, mas a função que ele desempenha no processo global de acumulação de capital. Concebemos o capital como uma relação de produção em que trabalhadores assalariados produzem uma mais-valia para os proprietários dos meios de produção que não se limitam a consumi-la improdutivamente, mas a reinvesti-la periodicamente no processo produtivo. Pretendemos demonstrar que com o desenvolvimento do capitalismo a esfera do trabalho produtivo se alarga para além do processo de produção material porque a ciência se transforma numa força produtiva e, por conseguinte, num instrumento de valorização do capital. Além do mais, a revolução cibernética converte uma parte crescente do trabalho intelectual em trabalho produtivo. No entanto, como a desigualdade na repartição de rendimentos não parou de aumentar desde os anos oitenta do século passado, estas transformações tecnológicas não contribuíram para a melhoria das condições de existência de todos mas apenas para o incremento do sobretrabalho que sustenta a acumulação de capital.

Este ensayo propone la línea de codicia para controlar el máximo nivel de consumo ética y económicamente aceptable, sobre el cual una redistribución parcial de los ingresos individuales puede eliminar la pobreza y restituir la economía hasta sus límites sustentables. El crecimiento económico actual permite superar varias veces las necesidades fundamentales de la población, sin embargo, la enorme inequidad social impide que al menos el 40% de la humanidad satisfaga sus necesidades humanas básicas, mientras que, el consumo suntuario absorbe una parte significativa del producto mundial y el tamaño de la economía ha superado la capacidad de reposición del planeta. La línea de codicia puede ser constante en un contexto histórico nacional definido, pero es variable a escalas temporales y regionales más amplias, su nivel es menor a mayor inequidad o pobreza, y a mayor actividad económica globalmente insustentable, finalmente, aumenta conforme la economía crece dentro de límites sustentables y equitativos.
