Objectives: This paper examines public understandings of possibilities for increasing life expectancy, interest in taking up lifespan-extending interventions, and motivations influencing these intentions. Methods: Structured interviews were conducted with 31 adults, aged 50 and over. Results: Participants believed that technological advances would increase life expectancy but questioned the value of quantity over quality of life. Life in itself was not considered valuable without the ability to put it to good use. Participants would not use technologies to extend their own lifespan unless the result would also enhance their health. Conclusions: These findings may not be generalisable to the general public but they provide the first empirical evidence on the plausibility of common assumptions about public interest in 'anti-ageing' interventions. Surveys of the views of representative samples of the population are needed to inform the development of a research agenda on the ethical, legal and social implications of lifespan extension.

Este trabalho apresenta um estudo de caso sobre o papel da Câmara Técnica de Pesca (CTP) do Consórcio Intermunicipal Lagos São João (CILSJ) na mediação de conflitos de gestão da pesca artesanal na região da Lagoa de Araruama (LA). A CTP é gerida pelas prioridades da Política Nacional de Recursos Hídricos (PNRH), preservacionista, em oposição a Política Nacional de Desenvolvimento Sustentável da Atividade Pesqueira (PNDSAP), com fins de exploração econômica. Na Bacia Hidrográfica Lagos São João, o CILSJ, prioriza as ações de conservação e manutenção dos corpos de água para o abastecimento, deixando em segundo plano a recuperação dos estuários em que lança o esgoto tratado e o não tratado, justamente os locais onde ocorre a pesca. O sujeito da pesquisa foi a representação dos pescadores, que são os presidentes das colônias. O levantamento de dados ocorreu por meio de entrevistas, observação direta, observação participante, documentos, filmes, fotografias, depoimentos, considerando também os atores da gestão pública da pesca local, estadual e federal. As entrevistas foram examinadas com base em análise textual. A abordagem da pesquisa é qualitativa. A pesca artesanal praticada na localidade é de pequena escala, se utiliza de embarcações miúdas, o trabalho ocorre em regime de companha e/ou familiar. O co-manejo é a metodologia de gestão dos recursos comuns mais utilizadas na atualidade na pesca artesanal. Os dados revelaram que o modelo de co-manejo da CTP não é o mais adequado para mediar os conflitos da pesca na localidade. Este estudo constatou que existe a união das colônias por meio da CTP, mas mesmo assim, o mecanismo CTP, não permite que maiores conquistas sejam alcançadas pelos pescadores, tendo em vista que o modelo de co-manejo é apenas consultivo, em que o poder público consulta, mas toma a decisão de forma autônoma sem compartilhar o poder de gestão, desse modo não há o empoderamento por parte dos pescadores. Assim, se faz urgente a substituição do sistema de co-manejo exercido pela CTP, por outro que possibilite maior participação dos pescadores e não só das suas representações; autonomia de gestão dos pescadores; possibilidade de financiamento além das atividades de preservação, mas também de desenvolvimento econômico da pesca. Outros modelos de co-gestão passíveis de substituir a CTP são a Reserva Extrativista (RESEX), a Reserva de Desenvolvimento Sustentável ou Fórum de Pesca tendo em vista serem esses os modelos de co-manejo mais bem sucedidos no país e inclusive em parte da região, a RESEX de Arraial do Cabo. A constatação desta pesquisa do papel exercido pela CTP no que tange o co-manejo na LA é compatível com as deficiências dos modelos de co-manejo da pesca no Brasil, com menor empoderamento dos pescadores diante do poder público e da própria submissão da gestão pública da pesca diante da gestão pública do ambiente. Apesar de haver certa produção acadêmica sobre a pesca, a literatura sobre a gestão da pesca na localidade da LA é escassa, o que dificulta o desenvolvimento da sustentabilidade pesqueira e da aplicação de qualquer plano de manejo e indica a urgência do desenvolvimento de maiores investigações, no que este trabalho procura oferecer alguma contribuição.

O município de Diadema é conhecido no panorama público pela criação e implementação de programas inovadores em várias áreas das políticas públicas. Na educacional, a educação inclusiva foi inicialmente implementada nos anos 1990, muito antes da leis federais que atualmente vêm sendo amplamente discutidas. Como resultado, em 2000 o município recebeu o prêmio da Fundação Getúlio Vargas, que objetivava incentivar inovações na administração e prestação de serviços públicos municipais e estaduais: Programa de Inclusão Caminhos para a Inclusão Social: múltiplas leituras no olhar da diferença . Dessa forma, com o reconhecimento desse trabalho, em 2002 a educação especial foi contemplada com o financiamento do BNDES (Banco Nacional de Desenvolvimento Econômico e Social) para reformar, ampliar e adequar todas as instalações do CAIS (Centro de Atenção à Inclusão Social), com vistas a melhoria do atendimento a crianças, jovens e adultos com necessidades educacionais especiais. O recurso também previa adequação arquitetônica nas escolas municipais objetivando mais acessibilidade. Trata-se, portanto, de um município que dispõe de uma experiência valorosa na implementação de políticas públicas de inclusão social e educacional, além dos serviços de suporte pedagógico para essa inclusão. Em face desses pressupostos esta pesquisa parte da análise das bases conceituais e das influências do pensamento pedagógico de Paulo Freire que permearam o desenvolvimento da educação nesse município e tem como objetivos compreender os procedimentos desenvolvidos em Diadema para a efetivação do trabalho pedagógico e conhecer, a relação do que foi desenvolvido com o que hoje estabelecem as normativas federais. Assim, são questões norteadoras para este trabalho: o que foi considerado como inclusão educacional naquele momento em Diadema? Qual a formação teórica dos agentes envolvidos nesse trabalho pedagógico? Quais são os aspectos inovadores das normas desenvolvidas no município? Como comparar o trabalho desenvolvido e as normativas federais atuais? Para responder a esses questionamentos este estudo, de cunho qualitativo, teve como referencial teórico, além da legislação nacional e municipal, as concepções de Mendes (2010) e Mainardes (2006; 2009), entre outros autores. A pesquisa de campo, realizada por meio de entrevistas a gestores e professores, possibilitou evidenciar que o panorama democrático contribuiu de forma muito antecipada para a implementação de um modelo de inclusão educacional, ousado e produtor de procedimentos pedagógicos, metodológicos de grande atualidade.

Policy towards planning presents scholars of politics and public policy with a significant puzzle. Since 1947, there has been a surprising level of stability in the system used to plan the use of land. On the other hand, there has been growing evidence that insufficient land has been released for development. The paper considers the question why, in spite of the planning system demonstrably failing to allocate sufficient land, fundamental reform of the system has not been achieved. In answering the question, the paper considers in particular attempts at reform under the Labour governments from 1997 to 2010. It argues that there is an interplay of interests, ideas and institutions: public attitudes, the interests of certain sections of the population, and institutions which are responsive to these attitudes and interests combined to stymie policy reform. As a consequence, radical reform was not achieved, and the paper concludes that attempt to find a technical “fix” to the planning system are unlikely to succeed. A diagnosis recognising the political and distributive nature of the problem will be required.

During the last 15 years corporate governance has become increasingly prominent in the public sector. The Audit Commission's 1993 report on probity in local government recommended the establishment of audit committees. However, progress on this was slow, as demonstrated by a survey of Scottish local authorities by the authors in 1998. Recent major changes in government in Scotland at both a local and national level have prompted councils to improve the accountability, openness and integrity of their operations. One major aspect of this exercise was the formation of scrutiny committees to provide objective scrutiny of the process and audit committees were the most common vehicle for this. This article explores recent developments in Scottish local government and their impact on audit committees. The article also reports the results of a 2005 survey of Scottish local authorities and compares these with the 1998 survey. This indicates a significant growth in the number of audit committees in Scottish councils and although the level of their perceived effectiveness is patchy, they are a more important feature of local government than they were in 1998.

The way in which employed senior elites in English local government exercise their agency in the practice of local democracy and local governance is considered in this thesis. The research posits the notion that elite Officers act as Local Democracy Makers as they draw on their own traditions and ideologies in responding to the dilemmas of changing policy and politics in the public realm. The study is located in the latter part of New Labour?s term of office and applies an interpretive and reflexive approach to three studies of the exercise of well being powers. The approach is one of applied ethnography through the examination of literature reviews, interviews and observations of decisions taken in the exercise of the powers of economic, environmental and social well-being are used to examine how and why the Local Democracy Makers make sense of their world in the way that they do. The research suggests that, despite prevailing narratives, local governance arrangements depend on a system of hierarchy, employed elites and local politics. The challenges of re-configuring local democracy and attempts at "hollowing out" the state have secured an influential role for the non-elected official. How officials interpret, advise, mediate and manage the exercise of local governance and local democracy presents a challenge to assumptions that public services are governed beyond or without local government. New narratives and reflections on the role of the local government Officer and the marginalisation of the elected Councillor are presented in the research. In particular, how the senior elite occupy managerial, strategic and political roles as Local Democracy Makers, offers an insight into the agency of strategic actors in localities. Consequently, the success of changes in public policy is materially influenced by how the practitioner responds to such dilemmas. The thesis concludes by suggesting that integral to the design and success of public policy implementation is the role of the Officer, and especially those practitioners that advise governing arrangements and democratic practice.

As public policy issues increasingly have a technical aspect to them an interactive relationship has developed between science and policy. The aim of this thesis is to investigate the two aspects of this relationship: the influence of science on policy and the influence of policy implications on science. Most existing studies in this area treat only one or other of these aspects. Furthermore, they tend to provide interesting case study material but very little theoretical analysis. This thesis attempts to overcome these problems by dealing with both aspects of the interaction between science and policy and by providing theoretical models of this relationship. The thesis combines the theoretical development of these models with the analysis of three empirical case studies: the controversy in Britain over smoking and health; the application of educational psychology to the development of education policy in Britain; the controversy over the health effect of lead in the environment. The theoretical models are developed in Part 1. In Part 2 the empirical case studies are presented and in Part 3 the theoretical material is assessed in the light of these case studies. The main thesis of this study is that there is a fundamental mismatch between science and policy-making. Criticism is always essential in science. However, when science is involved in the policy process, either scientific claims are not subjected to a significant level of criticism or they are scrutinized so closely that no view achieves general consensus and conflicting advice results. In this situation, contrary to the traditional view, science can generate uncertainty. The role which science plays in the policy process is influenced by this level of criticism, by the context of political power and by the progress of an issue through the various stages of the policy process.

In their search for innovative policy solutions to complex social problematics, local governance practitioners will look to synergising specific policy guidance from government departments with conceptual scientific research outputs. UK academics are also now expected to emphasise the relevance of their research and to increase its utilisation by practitioners. Away from utilitarian pressures, academics from applied discipline, such as Public Administration and Local Government Studies are increasingly drawn to the benefits of co-produced research. Despite the pressure for more co-research there are few opportunities for practitioners and academics to nurture relationships that would support close collaboration. This paper looks at the opportunity for closer collaboration when practitioners undertake research degrees, in order to enhance their cognitive skills and develop greater scientific knowledge of particular policy domains. If this route to closer collaboration is to succeed, it will require academics to think differently about their relationship with practitioner-students.

The recent White Paper, 'Modern Local Government: In Touch with the People' summarised Labour's project to modernise local government and to renew local democracy. Through the mediating concepts of accountability, responsiveness and representation, it is argued that the modernisation project will renew local authorities' political authority and legitimacy. However, a critical review of the White Paper and other Government's publications which discuss the modernisation of local government suggests that there are discrepancies between the claims to improve democratic local government and the role of councils in the provision of nationally decided andffunded welfare services.

The study presented here examines how public procurement agencies address establishing and maintaining competitive markets; a topic still in its academic infancy. Cases are used to address impediments and improve understanding of strategic priorities in managing for competitive markets. Public policy academics have observed many competing policies in the wider public sector. Specifically, this paper identifies a need for research on supplier incentives at a market level, on the post contract management of suppliers and as an important sub-set, key supplier relationship management, along with professional development.

Recent UK government initiatives aim to increase user involvement in the National Health Service (NHS) in two ways: by encouraging service users to take an active role in making decisions about their own care; and by establishing opportunities for wider public participation in service development. The purpose of this study was to examine how UK cancer service users understand and relate to the concept of user involvement. The data were collected through in-depth interviews, which were analysed for content according to the principles of grounded theory. The results highlight the role of information and communication in effective user involvement. Perhaps more importantly, this study suggests that the concept of user involvement is unclear to many cancer service users. This paper argues the need for increased awareness and understanding of what user involvement is and how it can work.

The foot and mouth disease (FMD) epidemic of 2001 was a disaster for sections of the agricultural industry, a number of businesses and for the Ministry of Agriculture, Fisheries and Food (MAFF), which met its demise as a government department during the crisis, being replaced by the Department of the Environment, Food and Rural Affairs (DEFRA). There were some 2,030 confirmed cases and over four million animals slaughtered. It caused the postponement of local elections and of a general election. From a public policy perspective it raised questions about contingency planning, the adjustment of policy to take account of change and how to manage a crisis. This article focuses on the background to the crisis and how it was handled.
