En septiembre de 2015, los Estados Miembros de las Naciones Unidas deberán comprometerse con un nuevo conjunto de ambiciosos objetivos mundiales para una nueva era de desarrollo sostenible. Lograr dichos objetivos requerirá un esfuerzo conjunto sin precedentes por parte de los gobiernos a todos los niveles, la sociedad civil y el sector privado, y millones de decisiones y acciones a nivel individual. Para su consecución, los Objetivos de Desarrollo Sostenible requerirán un marco de seguimiento y rendición de cuentas y un plan de ejecución. El plan de acción para los Objetivos de Desarrollo Sostenible deberá contener el firme compromiso de aprovechar las oportunidades de la revolución de los datos, con el fin de apoyar a los países más necesitados de recursos y para dar al mundo un impulso sin precedentes hacia un nuevo mundo de datos por el cambio.

This occasional paper examines the experiences of three leading global centres of the ICT industry – India, Silicon Valley, and Estonia – to reflect on how the lessons of these models can be applied to the context of countries in the Caribbean region.Several sectors of the technology industry are considered in relation to the suitability for their establishment in the Caribbean. Animation is an area that is showing encouraging signs of development in several countries, and which offers some promise to provide a significant source of employment in the region. However, the global market for animation production is likely to become increasingly competitive, as improved technology has reduced barriers to entry into the industry not only in the Caribbean, but around the world. The region’s animation industry will need to move swiftly up the value chain if it is to avoid the downsides of being caught in an increasingly commoditized market. Mobile applications development has also been widely a heralded industry for the Caribbean. However, the market for consumer-oriented smartphone applications has matured very quickly, and is now a very difficult sector in which to compete. Caribbean mobile developers would be better served to focus on creating applications to suit the needs of regional industries and governments, rather than attempting to gain notice in over-saturated consumer marketplaces such as the iTunes App Store and Google Play. Another sector considered for the Caribbean is “big data” analysis. This area holds significant potential for growth in coming years, but the Caribbean, which is generally considered to be a datapoor region, currently lacks a sufficient base of local customers to form a competitive foundation for such an industry. While a Caribbean big data industry could plausibly be oriented toward outsourcing, that orientation would limit positive externalities from the sector, and benefits from its establishment would largely accrue only to a relatively small number of direct participants in the industry. Instead, development in the big data sector should be twinned with the development of products to build a regional customer base for the industry. The region has pressing needs in areas such as disaster risk reduction, water resource management, and support for agricultural production. Development of big data solutions – and other technology products – to address areas such as these could help to establish niche industries that both support the needs of local populations, and provide viable opportunities for the export of higher-value products and services to regions of the world with similar needs.

The Economic Commission for Latin America and the Caribbean (ECLAC) Subregional Headquarters for the Caribbean, in collaboration with the World Bank, conducted a week-long Regional Workshop on Microdata Documentation and Dissemination. The workshop, which was funded by the Partnership in Statistics for Development in the Twenty-First Century (PARIS21) and the Organization for Economic Co-operation and Development (OECD), was held at the Hilton Hotel and Conference Centre in Port of Spain, Trinidad, from 26 to 30 April 2010. The main objective of the workshop was to provide training to member States on the Microdata Management Toolkit. This toolkit was developed by International Household Surveys Networks (IHSN) to assist in the documentation, dissemination and preservation of household survey, census and microdata in accordance with international standards and best practices. The training was organized in response to numerous requests by directors of statistics in the region for the development of capacity in that area. It was specifically timed to meet the training needs of those offices ahead of the 2010 round of Population and Housing Censuses.

The new digital technologies have led to widespread use of cloud computing, recognition of the potential of big data analytics, and significant progress in aspects of the Internet of Things, such as home automation, smart cities and grids and digital manufacturing. In addition to closing gaps in respect of the basic necessities of access and usage, now the conditions must be established for using the new platforms and finding ways to participate actively in the creation of content and even new applications and platforms. This message runs through the three chapters of this book. Chapter I presents the main features of the digital revolution, emphasizing that today’s world economy is a digital economy. Chapter II examines the region’s strengths and weaknesses with respect to digital access and consumption. Chapter III reviews the main policy debates and urges countries to take a more proactive approach towards, for example, regulation, network neutrality and combating cybercrime. The conclusion highlights two crucial elements: first, the need to take steps towards a single regional digital market that can compete in a world of global platforms by tapping the benefits of economies of scale and developing network economies; and second, the significance of the next stage of the digital agenda for Latin America and the Caribbean (eLAC2018), which will embody the latest updates to a cooperation strategy that has been in place for over a decade.

O método de migração do tipo Kirchhoff se apresenta na literatura como uma das ferramentas mais importantes de todo o processamento sísmico, servindo de base para a resolução de outros problemas de imageamento, devido ao um menor custo computacional em relação aos métodos que tem por base a solução numérica da equação da onda. No caso da aplicação em três dimensões (3D), mesmo a migração do tipo Kirchhoff torna-se dispendiosa, no que se refere aos requisitos computacionais e até mesmo numéricos para sua efetiva aplicação. Desta maneira, no presente trabalho, objetivando produzir resultados com uma razão sinal/ruído maior e um menor esforço computacional, foi utilizado uma simplificação do meio denominado 2.5D, baseado nos fundamentos teóricos da propagação de feixes gaussianos. Assim, tendo como base o operador integral com feixes gaussianos desenvolvido por Ferreira e Cruz (2009), foi derivado um novo operador integral de superposição de campos paraxiais (feixes gaussianos), o mesmo foi inserido no núcleo do operador integral de migração Kirchhoff convencional em verdadeira amplitude, para a situação 2,5D, definindo desta maneira um novo operador de migração do tipo Kirchhoff para a classe pré-empilhamento em verdadeira amplitude 2.5D (KGB,do inglês Kirchhoff-Gausian-Beam). Posteriormente, tal operador foi particularizado para as configurações de medida afastamento comum (CO, do inglês common offset) e ângulo de reflexão comum (CA, do inglês common angle), ressaltando ainda, que na presente Tese foi também idealizada uma espécie de flexibilização do operador integral de superposição de feixes gaussianos, no que concerne a sua aplicação em mais de um domínio, quais sejam, afastamento comum e fonte comum. Nesta Tese são feitas aplicações de dados sintéticos originados a partir de um modelo anticlinal.

In general, pattern recognition techniques require a high computational burden for learning the discriminating functions that are responsible to separate samples from distinct classes. As such, there are several studies that make effort to employ machine learning algorithms in the context of big data classification problems. The research on this area ranges from Graphics Processing Units-based implementations to mathematical optimizations, being the main drawback of the former approaches to be dependent on the graphic video card. Here, we propose an architecture-independent optimization approach for the optimum-path forest (OPF) classifier, that is designed using a theoretical formulation that relates the minimum spanning tree with the minimum spanning forest generated by the OPF over the training dataset. The experiments have shown that the approach proposed can be faster than the traditional one in five public datasets, being also as accurate as the original OPF. (C) 2014 Elsevier B. V.
