Linkages of dietary patterns, international trade and land use: the case of olive oil in the European Union

Within only two decades olive oil developed from a niche product which could hardly be found in food stores outside the producing regions towards an integrated component in the diets of industrial countries. This paper discusses the impacts of the promotion of the “healthy Mediterranean diet” on land use and agro-ecosystems in the producing countries. It examines the dynamics of olive oil production, trade and consumption in the EU15 in the period 1972 to 2003 and the links between dietary patterns, trade and land use. It analyses the underlying socio-economic driving forces behind the increasing spatial disconnect between production and consumption of olive oil in the EU15 and in particular in Spain, the world largest producer during the last three decades. In the observed period olive oil consumption increased 16 fold in the non-producing EU15 countries. In the geographically limited producing regions like Spain, the 5 fold increase in export production was associated with the rapid industrialization of olive production, the conversion of vast Mediterranean landscapes to olive monocultures and a range of environmental pressures. High amounts of subsidies of the European Common Agricultural Policy and feedback loops within production and consumption systems were driving the transformation of the olive oil system. Our analysis indicates the process of change was not immediately driven by increases in demand for olive oil in non-producing countries, but rather by the institutional setting of the European Union and by concerted political interventions.

The ‘Dragon’ and the ‘Elephant’ and Global Imbalances

Global financial imbalances receive a great deal of attention in relation to the emerging economies China and India. This chapter analyzes this relation, but argues first that they are actually re-balancing the existing structural inequality in the world economy, in which for so long only the Western economies and Japan dominated economic growth and international trade, moving towards a more multi-polar world economy. China in particular, with its rapid export-led growth, has indeed been part and parcel of the emerging financial imbalances, feeding the ‘over-consumption’ in the US and using its accumulating international reserves in buying US-treasury bonds. Finance therefore is moving to the economy that ‘least needs it’. This imbalance can only be redressed if the US (and some of the other OECD countries) start saving more and consuming less (and become more competitive), with China further stimulating domestic demand (which it already did in response to the crisis). China and to a lesser extend India, as emerging large economies and a more important roles in global markets, also contribute to new imbalances, such as the influence of the insatiable appetite for resources (carbon-hydrates, minerals and bio-mass) of these relatively energy-inefficient economies, while at the same time attracting an increasing share of FDI towards them. The chapter finally raises the issue that these three mentioned imbalances make it more difficult for developing countries (except for those who are resource-rich) to get access to the necessary development finance.

Sistema Web para compartir plazas de parking

El proyecto da la posibilidad a las personas que tienen una plaza de aparcamiento y que durante el día, la noche, fines de semana o en un horario variable la dejan libre para ir al trabajo o para estudiar fuera de los municipios, la puedan intercambiar, alquilar o vender con otras personas que vengan a trabajar y/o estudiar a la ciudad donde se encuentra la plaza. En este proyecto se presenta un buscador inteligente que lista las plazas por proximidad y la georeferencia en un mapa para saber la localización. Además: el servicio Web da la posibilidad de subir fotografías para más detalle, se dota al usuario de contratos legales, cumple las normativas de accesibilidad a nivel AA, así como los test de validación de xHtml y Css, y además se puede integrar perfectamente en las páginas de los clientes.

Es desenvolupa l'aplicació GestFrio per donar una solució informàtica actualitzada i personalitzada a una empresa de comerç d'embotits. Es pretén controlar tots els moviments generats per la compravenda del producte mantenint en tot moment la traçabilitat de les partides de mercaderia. D'aquesta manera es podrà treballar amb sistemes de qualitat.

Language knowledge and earnings in Catalonia

This paper investigates the economic value of Catalan knowledge for national and foreign first- and second-generation immigrants in Catalonia. Specifically, drawing on data from the “Survey on Living Conditions and Habits of the Catalan Population (2006)”, we want to quantify the expected earnings differential between individuals who are proficient in Catalan and those who are not, taking into account the potential endogeneity between knowledge of Catalan and earnings. The results indicate the existence of a positive return to knowledge of Catalan, with a 7.5% increase in earnings estimated by OLS; however, when we account for the presence of endogeneity, monthly earnings are around 18% higher for individuals who are able to speak and write Catalan. However, we also find that language and education are complementary inputs for generating earnings in Catalonia, given that knowledge of Catalan increases monthly earnings only for more educated individuals.

Fitxers de microdades a la Biblioteca de la UPF

Experiència sobre la identificació, la compilació i la posada a disposició dels usuaris dels recursos estadístics de temàtica social i econòmica utilitzats pels investigadors de la UPF. Es va fer un estudi d'identificació dels recursos utilitzats, de la seva procedència i de la font de finançament. Davant dels resultats es van iniciar dues línies d'actuació segons si les dades estadístiques eren d'accés lliure o de consulta restringida. Pel que fa als fitxers d'accés lliure, es va procedir a la instal·lació, conjuntament amb el Servei d’informàtica, dels fitxers en un servidor i possibilitar-ne l’accessibilitat a través de la xarxa UPF, es va elaborar una guia de desenvolupament de la col·lecció per aquests materials, per tal d’equilibrar el fons i respondre a les necessitats dels usuaris i es van fer diverses accions per millorar la recuperació del material a través del web i del catàleg de la Biblioteca. Pel que fa a les microdades van ser tractades apart tenint en compte les característiques especials d’aquest material, protegit per les lleis de protecció de dades personals. Es va crear una xarxa interna amb un sistema d’accés i control d’usuaris molt estricte, amb la col·laboració del Servei d’Informàtica, es va elaborar un circuit d'adquisició (amb negociacions amb les agències productores per signar llicències institucionals) i gestió interna dels materials. En conclusió: la Biblioteca, amb un actitud proactiva, es va anticipar a les necessitats dels investigadors i va donar-los resposta, tot va millorant la gestió i l'accessibilitat d'uns recursos -fitxers estadístics- tradicionalment molt restringits i racionalitzant processos i circuits.

Is the Spanish Inheritance and Gift Tax incompatible with the free movement of workers and capital?: The reasoned opinion of the EU Commission IP/10/513

The aim of my speech is answering to the question if the Spanish Inheritance and Gift Tax is incompatible with the free movement of workers and capital. We are going to pay special attention to the European Commission’s request to Spain to change its Inheritance and Gift Tax provisions for Non-Residents or Assets held abroad. In order to answer to the question mentioned above five points will be explained. At first place I am going to describe the infrengement procedure established in the Article 258 that the EU Commission can follow when a Member State doesn’t comply with Community Law. At second place, we are going to explain what is the content of the EU Commission delivered on 5th of may 2010 regarding the spanish Inheritance and Gift Tax. Then, we will analise what establishes the Community Law regarding the freedom of workers and capital and how they are understood by the EU Court of Justice in similar cases. Finally, we are going to provide possible amendments that Spain could undertake.

Projecte pilot d’anàlisi de la coordinació entre la Guia de Carrers digital de l’AMB i el Mapa de Carrers d’OpenStreetMap (OSM)

La Mancomunitat de Municipis de l’Àrea Metropolitana de Barcelona (MMAMB) i Logisim en col•laboració amb el Departament de Geografia de la Universitat Autònoma de Barcelona (UAB) i el Laboratori de Càlcul de la Facultat de Informàtica de Barcelona (LCFIB), porten a terme la migració de la guia de carrers dels municipis de l’AMB al format de cartografia mundial lliure de OpenStreetMap (OSM), creant un servidor de dades geoespacials propi que contindrà els mateixos components i eines que l’estructura original de OSM, permetent l’edició, sincronització i actualització d’aquestes dades per part de diferents usuaris dels ajuntaments.

Migració d’una aplicació estàndard de gestió (catàleg fotogràfic del parc de Collserola) a entorn web

La constant evolució que estan experimentant les tecnologies d’informació fa que cada vegada els programes es vagin quedant més obsolets, a la vegada que cada vegada són més els programes nous, amb noves funcionalitats, nous avantatges, llicències gratuïtes, etc. El Consorci del Parc de Collserola es veu amb la necessitat d’investigar en aquests nous camps que van sorgint per anar actualitzant-se. La nostra aplicació pretén ser un model de migració i desenvolupament d’una aplicació ja existent, que gestiona l’arxiu fotogràfic del parc de Collserola, a una aplicació de programari lliure que sigui d’accés a tot el públic via Internet, capaç de gestionar el catàleg de fotografies a la vegada que s’incorporen noves funcionalitats a l’aplicació. Pel desenvolupament de l’aplicació es farà servir Microsoft Visual Web Developer 2008 Express Edition afegint-hi una API de Google Maps, tots dos software de codi lliure.

Creació d’un servidor de mapes OGC per a la consulta i publicació d’indicadors de l’Institut d’Estudis Regionals i Metropolitans de Barcelona (IERMB)

L’objectiu del projecte és la creació d’una proposta de servei d’Internet que proporcioni mapes temàtics per a la visualització i consulta de dades estadístiques territorials dels estudis i enquestes de l’Institut d’Estudis Regionals i Metropolitans de Barcelona (IERMB) en un entorn HTML. A més es fa servir el programari lliure de codi obert MapServer CGI per representar la informació geogràfica del servidor de mapes, així com també la programació amb codi HTML i les llibreries de codi JavaScript, OpenLayers + ExtJS i MapFish (que fa possible una interfície molt més agradable i entenedora connectant la part client i la part servidor).

El Régimen de amortización fiscal del Fondo de Comercio Financiero Internacional: su tratamiento jurídico como Ayuda de Estado. Problemas jurídicos planteados

El Dret Financer-Tributari d’un estat membre es doblega a les directrius i als objectius d’harmonització contemplats al bloc normatiu comunitari de la Unió Europea. La incidència i l’impacte del Dret Comunitari sobre la sobirania fiscal dels seus integrants és evident, sotmetent i delimitant determinantment les mesures fiscals a finalitats extrafiscals. Un clar exemple d’aquest fenomen el constitueix la qualificació del règim espanyol d’amortització fiscal del Fons de Comerç Financer Internacional (previst a l’article 12.5 del TRLIS) com ajut d’Estat per part de la Comissió Europea. L’anàlisi jurídic que aborda aquest treball sobre l’evolució i Decisió final d’aquest expedient d’ajut d’Estat en particular, permet concloure que, l’existència, d’una banda, d’una concepció genèrica i indeterminada de la institució d’ ajut d’Estat i, de l’altre, d’un soft law comunitari que dóna contingut a l’esmentada institució i que ha estat evacuat per el propi organisme encarregat de decidir sobre aquests expedients (la Comissió Europea), esbossen un instrument discrecional d’harmonització fiscal negativa en seu de la imposició directa al marc de la Unió Europea. En efecte, la presència de la regla d’unanimitat en la presa de decisions en matèria tributaria des de els organismes comunitaris i l’absència d’una norma d’harmonització comunitària en seu d’imposició directa, propicien una notable inseguretat jurídica a l’hora de dissenyar beneficis fiscals per part dels legisladors d’un Estat. Mesures fiscals, que en cas de ser qualificades contràries a l’ordenament comunitari per part de la Comissió Europea, com al cas que ens ocuparà aquí, despleguen conseqüències especialment greus per als operadors econòmics que s’han beneficiat d’aquesta i que distorsionen la seva voluntat a la presa de decisions a posteriori i amb efectes retroactius. És necessari als efectes de dotar una major seguretat jurídica al sistema comunitari d’imposició directa, la substitució de la regla d’unanimitat per la de majories simples o qualificades, la voluntat de cedir parcel•les de sobirania fiscal per part dels Estats membre i Reglaments, per tal d’evitar d’arrel el fenomen de la desharmonització en aquest àmbit, així com l’ús abusiu d’instruments arbitraris d’harmonització fiscal negativa.

CAT (Curator Archiving Tool): improving access to web archives

PADICAT is the web archive created in 2005 in Catalonia (Spain ) by the Library of Catalonia (BC ) , the National Library of Catalonia , with the aim of collecting , processing and providing permanent access to the digital heritage of Catalonia . Its harvesting strategy is based on the hybrid model ( of massive harvesting . SPA top level domain ; selective compilation of the web site output of Catalan organizations; focused harvesting of public events) . The system provides open access to the whole collection , on the Internet . We consider necessary to complement the current search for new and visualization software with open source software tool, CAT ( Curator Archiving Tool) , composed by three modules aimed to effectively managing the processes of human cataloguing ; to publish directories where the digital resources and special collections ; and to offer statistical information of added value to end users. Within the framework of the International Internet Preservation Consortium meeting ( Vienna 2010) , the progress in the development of this new tool, and the philosophy that has motivated his design, are presented to the international community.

Oil price shocks and labor market fluctuations

We examine the impact of real oil price shocks on labor market flows in the U.S. We first use smooth transition regression (STR) models to investigate to what extent oil prices can be considered as a driving force of labor market fluctuations. Then we develop and calibrate a modified version of Pissarides' (2000) model with energy costs, which we simulate in response to shocks mimicking the behavior of the actual oil price shocks. We find that (i) these shocks are an important driving force of job market flows; (ii) the job finding probability is the main transmission mechanism of such shocks; and (iii) they bring a new amplification mechanism for the volatility and should thus be seen as complementary of labor productivity shocks. Overall we conclude that shocks in oil prices cannot be neglected in explaining cyclical labor adjustments in the U.S.

Exploring educational mobility in Europe

This paper is concerned with the investigation of the intergenerational mobility of education in several European countries and its changes across birth cohorts (1940-1980) using a new mobility index that considers the total degree of mobility as the weighted sum of mobility with respect to both parents. Moreover, this mobility index enables the analysis of the role of family characteristics as mediating factors in the statistical association between individual and parental education. We find that Nordic countries display lower levels of educational persistence but that the degree of mobility increases over time only in those countries with low initial levels. Moreover, the results suggest that the degree of mobility with respect to fathers and mothers converges to the same level and that family characteristics account for an important part of the statistical association between parental education and children’s schooling; a particular finding is that the most important elements of family characteristics are the family’s socio-economic status and educational assortative mating of the parents.
