Is childhood valuable? And is childhood as, less, or more, valuable than adulthood? In this essay I first delineate several different questions that we might be asking when we think about the ‘value of childhood’, and I explore some difficulties of doing so. I then focus on the question of whether childhood is good for the person who experiences it. I argue for two key claims. First, if childhood wellbeing is measured by the same standards as adulthood, then children are worse off than adults. Second, if childhood and adulthood wellbeing are measured by different standards, then we cannot compare them, and children are neither better off nor worse off than adults. This has some counter-intuitive implications, such as we do not harm persons by depriving them of a childhood, nor by keeping them as children for elongated periods.

In the present contribution, I discuss the claim, endorsed by a number of authors, that contributing to a collective harm is the ground for special responsibilities to the victims of that harm. Contributors should, between them, cover the costs of the harms they have inflicted, at least if those harms would otherwise be rights-violating. I raise some doubts about the generality of this principle before moving on to sketch a framework for thinking about liability for the costs of harms in general. This framework uses a contractualist framework to build an account of how to think about liability for costs on the basis of the presumably attractive thought that individual agents should have as much control over their liabilities as is compatible with others having like control. I then use that framework to suggest that liability on the basis of contribution should be restricted to cases in which the contributors could have avoided their contribution relatively costlessly, in which meeting the liability is not crippling for them, and in which such a liability would not have chilling effects, either on them or on third parties. This account of the grounds for contributory liability also has the advantage of avoiding a number of awkward questions about what counts as a contribution by shifting the issue away from often unanswerable questions about the precise causal genesis of some harm or other. Instead, control over conduct, which plausibly has some relation to the harm, becomes crucial. On the basis of this account, I then investigate whether a number of uses of the contributory principle are entirely appropriate. I argue that contributory liability is not appropriate for cases of collective harms committed by coordinated groups in the way that, for example, Iris Marion Young and Thomas Pogge have suggested and that further investigation of how members of such groups may be liable will be needed.

Civil wars are the most common type of large scale violent conflict. They are long, brutal and continue to harm societies long after the shooting stops. Post-conflict countries face extraordinary challenges with respect to development and security. In this paper we examine how countries can recover economically from these devastating conflicts and how international interventions can help to build lasting peace. We revisit the aid and growth debate and confirm that aid does not increase growth in general. However, we find that countries experience increased growth after the end of the war and that aid helps to make the most of this peace dividend. However, aid is only growth enhancing when the violence has stopped, in violent post-war societies aid has no growth enhancing effect. We also find that good governance is robustly correlated with growth, however we cannot confirm that aid increases growth conditional on good policies. We examine various aspects of aid and governance by disaggregating the aid and governance variables. Our analysis does not provide a clear picture of which types of aid and policy should be prioritized. We find little evidence for a growth enhancing effect of UN missions and suggest that case studies may provide better insight into the relationship between security guarantees and economic stabilization.

Profit, embezzlement, restitution. The role of the traitants in the Nine Years War and Chamillart’s tax on financial benefits The aim of this article is to revisit the question of the financiers in Old Regime France. It starts with an analysis of the discourses about the financiers under the Absolute monarchy that underlines the complexity of their relationship with the government and the public. It then reviews the secondary literature and highlights the existence of competing historical interpretations (functional, political, utilitarian), which raise the question of their overall capacity to account for the role and impact of the financiers at different times. On this ground, the article focuses on a specific group of financiers, the so-called traitants d’affaires extraordinaires, during the Nine Years War. Further to a description of the specific role and scope of the activities of the various financiers responsible for helping the monarchy to raise the funds it needed to pay for its peace and wartime expenditure, the article examines the conditions and profits granted by the king in his contracts with the traitants whose services were hired for the purpose of selling royal offices in the public and advancing the revenue to the Treasury. It also explores the contractual arrangements of the companies established by the financiers to manage their operations as well as the rights and the responsibilities of their various stakeholders. These bases being laid, the article relies on the administrative correspondence relating to the traités during the Nine Years War to address a range of issues, in particular the extent to which these contracts, and other control procedures, were robust enough to deter fraud. The accounts of two traitants’ companies offer an opportunity to analyse and compare the structure of their income and expenditure (including the volume and cost of the promissory notes sold in the public to finance their payments to the Treasury), to explore the strategies of the contractors, to calculate their net profits and further discuss the problem of embezzlement. The article ends with the study of the context and debates which led to the introduction by finance minister Michel Chamillart, in 1700, of a shortfall tax on the financial profits of the gens d’affaires or traitants, the method used to determine its rate (50 % of the net benefits), its distribution among the various stakeholders (including the bailleurs de fonds or backers), and the related procedures. In total, the article argues that the relationship between the monarchy, society and the financiers under the Ancien Regime was not static and, therefore, suggests that the broad question of control and fraud must be examined against changing circumstances. With regard specifically to the Nine Years War, the article concludes that within the constraints of the Absolute monarchy, contractors offered valuable services by raising capital for the benefit of a king who ruled over a country which, at the time, was by far the wealthiest in Europe, and where ministers failed to foresee long wars of attrition and whose financial strategy was limited by the very existence of privilege. Overall, the traités were too costly to be a viable system of war financing. In these conditions, the substantial fortunes made by a handful of very successful traitants suffice to explain that the government easily gave in to public criticism against the wealth of the financiers and felt compelled, when peace resumed, to cancel the advantageous conditions offered in the treaties by taxing financial profits.

Since its inception in 2006, the United Nations-backed Principles for Responsible Investment (PRI) have grown to over 1300 signatories representing over $45 trillion. This growth is not slowing down. In this paper, we argue that there is a set of attributes which make the PRI salient as a stakeholder and its claim to sign the six PRI important to institutional investors. We use Mitchell et al.’s (Acad Manag Rev 22:853–886, 1997) theoretical framework of stakeholder salience, as extended by Gifford (J Bus Eth 92:79–97, 2010). We use as evidence confidential data from the annual survey of signatories carried out by the PRI in a 5-year period between 2007 and 2011. The findings highlight pragmatic and organizational legitimacy, normative and utilitarian power, and management values as the attributes that contribute most to the salience of the PRI as a stakeholder.

Remotely sensed rainfall is increasingly being used to manage climate-related risk in gauge sparse regions. Applications based on such data must make maximal use of the skill of the methodology in order to avoid doing harm by providing misleading information. This is especially challenging in regions, such as Africa, which lack gauge data for validation. In this study, we show how calibrated ensembles of equally likely rainfall can be used to infer uncertainty in remotely sensed rainfall estimates, and subsequently in assessment of drought. We illustrate the methodology through a case study of weather index insurance (WII) in Zambia. Unlike traditional insurance, which compensates proven agricultural losses, WII pays out in the event that a weather index is breached. As remotely sensed rainfall is used to extend WII schemes to large numbers of farmers, it is crucial to ensure that the indices being insured are skillful representations of local environmental conditions. In our study we drive a land surface model with rainfall ensembles, in order to demonstrate how aggregation of rainfall estimates in space and time results in a clearer link with soil moisture, and hence a truer representation of agricultural drought. Although our study focuses on agricultural insurance, the methodological principles for application design are widely applicable in Africa and elsewhere.

A bill allowing researches with human embryonic stem cells has been approved by the Brazilian Congress, originally in 2005 and definitively by the Supreme Court in 2008. However, several years before, investigations in Brazil with adult stem cells in vitro in animal models as well as clinical trials, were started and are currently underway. Here, we will summarize the main findings and the challenges of going from bench to bed, focusing on heart, diabetes, cancer, craniofacial, and neuromuscular disorders. We also call attention to the importance of publishing negative results on experimental trials in scientific journals and websites. They are of great value to investigators in the field and may avoid the repeating of unsuccessful experiments. In addition, they could be referred to patients seeking information, aiming to protect them against financial and psychological harm.

Syftet med föreliggande projekt var att söka flexibla utbildningslösningar isamverkan inom specialistsjuksköterskeutbildningarna vid Karlstads universitet,Högskolan Dalarna, Högskolan i Gävle, Mälardalens högskola ochÖrebro universitet.Frågeställningar1. Hur ser regionens personalförsörjning och behov ut?2. Vilka utbildningsformer och vilken lärarkompetens finns?3. Vilka antagningsvolymer finns?4. Hur kan samordning ske?Projektet baseras på en kartläggning av Penta Plus regionens personalförsörjning,behov och befintligt utbildningsutbud.Preliminärresultatet visar att anställda specialist- och handledarutbildadesjuksköterskor inom distriktssjukvård, vård av äldre och psykiatri ärförhållandevis lågt jämfört med anställda specialist- och handledarutbildadeinom anestesi-, intensiv- och operationssjukvård.Campusförlagd utbildning och distansutbildning på heltid och eller i annan studietaktförekommer vid lärosätena. Tre olika lärplattformar används: Fronter,First Class och två versioner av Blackboard. Lärarkompetensen i form av disputeradeinom respektive specialistutbildning är inte till alla delar kongruent i relationtill lärosätenas utbildningsutbud.Nuvarande antagningsvolymer är relaterade till antalet tillgängliga vfu platser,logistiken inom regionen i relation till lärosätenas kursutbud och kursstarer harmöjligheter till viss expansion inom vissa specialistutbildningar.Samordning där företrädesvis lärosätenas kursstarer, kursinnehåll och valbarakurser logistiskt korrelerar är ett mål för framtida arbete och medveten samverkan.

Syfte: Syftet med studien var att beskriva hur ungdomar med självskadebeteende upplever bemötandet från vårdpersonalen. Metod: Studien genomfördes som en litteraturöversikt där sju kvalitativa vetenskapliga artiklar samt en kvantitativ vetenskaplig artikel användes. Datainsamlingen gjordes i databaserna PubMed, Psyc INFO och CINAHL Resultat: Resultatet av denna studie visade på att de flesta av ungdomarna med självskadebeteende inte sökte vård då de antingen var rädda för att förvärra sina problem eller för att de inte visste vart de skulle vända sig. De valde att i första hand söka hjälp hos sina vänner. Resultatet visade på tre kategorier. Dessa var: rädsla för vården, negativa upplevelser av bemötandet och positiva upplevelser av bemötandet. I resultatet framkom att av de som sökte hjälp inom sjukvården kände sig många missnöjda. Dessa ungdomar upplevde att det största problemet under vårdtiden var negativa attityder och dåligt bemötande från personalen. De ungdomar som tagit överdoser var övervägande positiva till det bemötande och den vård de fått till skillnad från de som inte tagit överdoser. Slutsats: Studien visade att ungdomar inte söker hjälp av sjukvården för sitt självskadebeteende då de är rädda för att deras problem ska förvärras eller att de inte ska bli förstådda eller tagna på allvar. De som ändå söker hjälp upplever att de får en annan hjälp än den de önskar.

Deliberate self harm as defined pathologically as well as socially is becoming an increasing phenomenon within forensic psychiatry. Nurses working with patients who have self harm behaviour and are confined to forensic psychiatry face different challenges which affect their feelings and attitudes in different ways, in their nursing practice. Purpose: To explore nurses’ experiences of caring for patients who suffer from deliberate self harm behaviour and are confined to forensic psychiatry. Method: Qualitative semi- structured interview s from eight nurses working within the forensic psychiatric clinic. Interviews were analysed by using a qualitative content analysis. Results: They worked strategically and emphasized the importance of teamwork, good communication and urged for the need to get necessary education, staff focused tutoring and patient focused therapy. Conclusion: Need for necessary education, patient focused therapy and staff focused tutor is needed to empower staff working with patients who are confined within forensic psychiatry and suffer from deliberate self harm behaviour.

Aim. The aim of this study was to describe, explore and explain the concept of sustainability in nursing. Background. Although researchers in nursing and medicine have emphasised the issue of sustainability and health, the concept of sustainability in nursing is undefined and poorly researched. A need exists for theoretical and empirical studies of sustainability in nursing. Design. Concept analysis as developed by Walker and Avant. Method. Data were derived from dictionaries, international healthcare organisations and literature searches in the CINAHL and MEDLINE databases. Inclusive years for the search ranged from 1990 to 2012. A total of fourteen articles were found that referred to sustainability in nursing. Results. Sustainability in nursing involves six defining attributes: ecology, environment, future, globalism, holism and maintenance. Antecedents of sustainability require climate change, environmental impact and awareness, confidence in the future, responsibility and a willingness to change. Consequences of sustainability in nursing include education in the areas of ecology, environment and sustainable development as well as sustainability as a part of nursing academic programs and in the description of the academic subject of nursing. Sustainability should also be part of national and international healthcare organisations. The concept was clarified herein by giving it a definition. Conclusion. Sustainability in nursing was explored and found to contribute to sustainable development, with the ultimate goal of maintaining an environment that does not harm current and future generations' opportunities for good health. This concept analysis provides recommendations for the healthcare sector to incorporate sustainability and provides recommendations for future research.

We live in a world full of social media and portable technology that allows for the effortless access to, and sharing of, information. While this constant connection can be viewed as a benefit by some, there have been recent, sometimes embarrassing, instances throughout the world that show just how quickly any expectation of privacy can be destroyed. From pictures of poorly dressed shoppers at a grocery store to customers recording interactions with their servers at restaurants, the internet is full of media (all with the potential to go viral) created and posted without consent of all parties captured. This risk to privacy is not just limited to retail and restaurants, as being in any situation amongst people puts you at risk, including being in an academic classroom. Anyone providing in-class instruction, be they professor or librarian, can be at risk for this type of violation of privacy. In addition, the students in the class are also at risk for being unwittingly captured by their classmates. To combat this, colleges and universities are providing recommendations to faculty regarding this issue, such as including suggested syllabus statements about classroom recording by students. In some instances, colleges and universities have instituted formal policies with strict penalties for violators. An overview of current privacy law as it relates to an academic setting is discussed as well as recent, newsworthy instances of student recording in the classroom and the resulting controversies. Additionally, there is a discussion highlighting various recommendations and formal policies that have been issued and adopted by colleges and universities around the country. Finally, advice is offered about what librarians can do to educate students, faculty, and staff about the privacy rights of others and the potential harm that could come from posting to social media and the open web images and video of others without their consent.

A pesquisa propõe a construção de um modelo de gestão pelas competências em uma organização não-governamental a partir da metodologia de pesquisa-ação e de uma abordagem baseada na gestão social. A pesquisa de campo foi realizada no período de janeiro a dezembro de 2005, no Instituto Bola Pra Frente, e está ancorada em um modelo de gestão participativa, contemplando uma reflexão crítica a respeito dos modelos de gestão adotados no terceiro setor, especialmente nas ONGs. Busca-se apresentar uma antítese para os conceitos de gestão estratégica adotados no segundo setor, que possuem uma base utilitarista e não contemplam o mundo intersubjetivo e as experiências e vivências anteriores das pessoas que atuam nas organizações deste setor. Para contextualizar a formação do terceiro setor e das ONGs, o referencial prático é precedido de uma breve retrospectiva histórica a respeito da atuação do Estado na promoção da cidadania e das principais características do terceiro setor e das ONGs.

Esta dissertação procura traçar a trajetória da artista plástica CeleidaTostes (1929-1995) e de sua atuação junto à comunidade do ChapéuMangueira, iniciada nos anos 1980. A pesquisa foi elaborada porintermédio de entrevistas gravadas em suporte videográfico emetodologia de história oral. Além do trabalho escrito, foi realizado umvideodocumentário. Esta pesquisa procurou, por meio da memória daspessoas que conviveram com a artista, montar uma colcha de retalhos,como as que ela própria incentivou as mulheres do Morro do ChapéuMangueira a relembrar e fazer. Buscou-se também trazer à tona o queessas pessoas realizaram junto com a artista no projeto Formação deCentros de Cerâmica Utilitária nas Comunidades de Periferia Urbana doRio de Janeiro Chamadas Favelas (1980-1994) e a importância que issoteve para suas vidas. Além disso, tentou-se perceber as transformaçõesque este encontro causou nos dois lados: nos moradores do ChapéuMangueira e na própria Celeida Tostes.

Esta pesquisa foi desenvolvida a partir da verificação da eficácia da utilização da Tecnologia da Informação ¿ TI, nas empresas públicas. O estudo pretende proporcionar uma melhor compreensão das causas e circunstâncias que favorecem ou prejudicam os melhores resultados das empresas com a utilização de TI no cumprimento de suas missões. A TI é um componente relativamente novo nas empresas e que propicia transformações radicais em sua atuação. Esta tecnologia vem evoluindo muito rapidamente e tem sido utilizada de maneira intuitiva e fundamentada em bom senso. No início seu papel se restringia somente ao apoio à produtividade das empresas. Atualmente passa a representar uma nova dimensão estratégica. Desta forma, a presente pesquisa se propõe a identificar a adequada utilização da TI pelas empresas públicas em nível estratégico. A aplicação prática será apresentada com fatos observados na Financiadora de Estudos e Projetos ¿ FINEP.
