Diez mensajes clave de la Consulta Regional de América Latina y el Caribe sobre Financiamiento del Desarrollo

La Consulta Regional de América Latina y el Caribe sobre Financiamiento del Desarrollo tuvo lugar en Santiago, los días 12 y 13 de marzo de 2015, en el marco del vigésimo período de sesiones del Comité de Expertos Gubernamentales de Alto Nivel (CEGAN), creado en virtud de la resolución 310(XIV) de la CEPAL e integrado por los países de América Latina y el Caribe miembros de la Comisión. La Consulta Regional se realizó en preparación de la Tercera Conferencia Internacional sobre la Financiación para el Desarrollo, que se celebrará en Addis Abeba en julio de 2015, y dio lugar a diez mensajes clave.

The Caribbean and the post-2015 development agenda

This paper will contend that the post-2015 development agenda presents a major opportunity for Caribbean countries to reverse decades of lagging economic performance and make the transition to balanced, holistic, and people-centred growth and development. The MDGs, while valuable in promoting gains in poverty reduction, health, education, nutrition, and maternal well-being were not tailored to the growth and development needs of the region. This can now be changed by a post-2015 development agenda which goes beyond improving the welfare of citizens by meeting basic needs and enhancing access to primary services. The necessary scaling-up of the MDG framework will require that the sustainable development goals, which will anchor the post- 2015 development agenda, are capable of promoting structural change, competitiveness and output gains while advancing social development and meeting environmental concerns. They must also address the unfinished business of the millennium development goals, primarily in the area of human development.

Towards universal social protection: Latin American pathways and policy tools

This book reflects on the public policies, programmes and regulatory frameworks that are taking a rights-based approach to expanding social protection coverage and benefits in Latin America, with a view to achieving universal coverage. The book’s discussion of the policy tools and programmes pursued in the region aims to provide the reader with technical and programmatic insights for assembling and coordinating public policies within consistent and sustainable social protection systems. The combination of normative orientations and stock of technical knowledge, together with advances regarding the rights-based approach to social protection within a life cycle framework, afford the reader not only a tool box of specific social protection instruments, but also an in-depth examination of related political economy aspects.

The 2015 edition of Social Panorama of Latin America analyses poverty trends, as measured by ECLAC. It also examines changes in income distribution and in other aspects of inequality. With a view to contributing to the development of public policies to overcome poverty and socioeconomic inequality, this edition examines the latest trends in social spending and the challenges posed by demographic change, and provides in-depth analysis of persistent gaps in the labour market, of the challenges facing policies and programmes that foster inclusion in the labour market and production, and of social development institutions in Latin America.

En esta edición de 2015 del Panorama Social de América Latina se analizan las tendencias de la pobreza según las mediciones propias de la CEPAL. Asimismo, se revisan los cambios registrados en la distribución del ingreso y en algunas otras dimensiones de la desigualdad. Con el objeto de contribuir al avance de las políticas públicas para superar la pobreza y la desigualdad socioeconómica, además de examinarse las últimas tendencias del gasto social y los desafíos que presenta la transición demográfica, se profundiza el análisis de las persistentes brechas que se manifiestan en el mercado laboral, de los desafíos en materia de políticas y programas de inclusión laboral y productiva, y de la institucionalidad para el desarrollo social en América Latina.
