The Securities and Exchange Commission (SEC) in the United States and in particular its immediately past chairman, Christopher Cox, has been actively promoting an upgrade of the EDGAR system of disseminating filings. The new generation of information provision has been dubbed by Chairman Cox, "Interactive Data" (SEC, 2006). In October this year the Office of Interactive Disclosure was created(http://www.sec.gov/news/press/2007/2007-213.htm). The focus of this paper is to examine the way in which the non-professional investor has been constructed by various actors. We examine the manner in which Interactive Data has been sold as the panacea for financial market 'irregularities' by the SEC and others. The academic literature shows almost no evidence of researching non-professional investors in any real sense (Young, 2006). Both this literature and the behaviour of representatives of institutions such as the SEC and FSA appears to find it convenient to construct this class of investor in a particular form and to speak for them. We theorise the activities of the SEC and its chairman in particular over a period of about three years, both following and prior to the 'credit crunch'. Our approach is to examine a selection of the policy documents released by the SEC and other interested parties and the statements made by some of the policy makers and regulators central to the programme to advance the socio-technical project that is constituted by Interactive Data. We adopt insights from ANT and more particularly the sociology of translation (Callon, 1986; Latour, 1987, 2005; Law, 1996, 2002; Law & Singleton, 2005) to show how individuals and regulators have acted as spokespersons for this malleable class of investor. We theorise the processes of accountability to investors and others and in so doing reveal the regulatory bodies taking the regulated for granted. The possible implications of technological developments in digital reporting have been identified also by the CEO's of the six biggest audit firms in a discussion document on the role of accounting information and audit in the future of global capital markets (DiPiazza et al., 2006). The potential for digital reporting enabled through XBRL to "revolutionize the entire company reporting model" (p.16) is discussed and they conclude that the new model "should be driven by the wants of investors and other users of company information,..." (p.17; emphasis in the original). Here rather than examine the somewhat illusive and vexing question of whether adding interactive functionality to 'traditional' reports can achieve the benefits claimed for nonprofessional investors we wish to consider the rhetorical and discursive moves in which the SEC and others have engaged to present such developments as providing clearer reporting and accountability standards and serving the interests of this constructed and largely unknown group - the non-professional investor.

Purpose: To evaluate lenses produced by excimer laser ablation of poly(methyl methacrylate) (PMMA) plates. Setting: University research laboratory. Methods: Two Nidek EC-5000 scanning-slit excimer laser systems were used to ablate plane-parallel plates of PMMA. The ablated lenses were examined by focimetry, interferometry, and mechanical surface profiling. Results: The spherical optical powers of the lenses matched the expected values, but the cylindrical powers were generally lower than intended. Interferometry revealed marked irregularity in the surface of negative corrections, which often had a positive “island” at their center. Positive corrections were generally smoother. These findings were supported by the results of mechanical profiling. Contrast sensitivity measurements carried out when observing through ablated lenses whose power had been neutralized with a suitable spectacle lens of opposite sign confirmed that the surface irregularities of the ablated lenses markedly reduced contrast sensitivity over a range of spatial frequencies. Conclusion: Improvements in beam delivery systems seem desirable.

This study examines the performance of series of two geomagnetic indices and series synthesized from a semi-empirical model of magnetospheric currents, in explaining the geomagnetic activity observed at Northern Hemipshere's mid-latitude ground-based stations. We analyse data, for the 2007 to 2014 period, from four magnetic observatories (Coimbra, Portugal; Panagyurishte, Bulgary; Novosibirsk, Russia and Boulder, USA), at geomagnetic latitudes between 40° and 50° N. The quiet daily (QD) variation is firstly removed from the time series of the geomagnetic horizontal component (H) using natural orthogonal components (NOC) tools. We compare the resulting series with series of storm-time disturbance (Dst) and ring current (RC) indices and with H series synthesized from the Tsyganenko and Sitnov (2005, doi:10.1029/2004JA010798) (TS05) semi-empirical model of storm-time geomagnetic field. In the analysis, we separate days with low and high local K-index values. Our results show that NOC models are as efficient as standard models of QD variation in preparing raw data to be compared with proxies, but with much less complexity. For the two stations in Europe, we obtain indication that NOC models could be able to separate ionospheric and magnetospheric contributions. Dst and RC series explain the four observatory H-series successfully, with values for the mean of significant correlation coefficients, from 0.5 to 0.6 during low geomagnetic activity (K less than 4) and from 0.6 to 0.7 for geomagnetic active days (K greater than or equal to 4). With regard to the performance of TS05, our results show that the four observatories separate into two groups: Coimbra and Panagyurishte, in one group, for which the magnetospheric/ionospheric ratio in QD variation is smaller, a dominantly QD ionospheric contribution can be removed and TS05 simulations are the best proxy; Boulder and Novosibirsk,in the other group, for which the ionospheric and magnetospheric contributions in QD variation can not be differentiated and correlations with TS05 series can not be made to improve. The main contributor to magnetospheric QD signal are Birkeland currents. The relatively good success of TS05 model in explaining ground-based irregular geomagnetic activity at mid-latitudes makes it an effective tool to classify storms according to their main sources. For Coimbra and Panagyurishte in particular, where ionospheric and magnetospheric daily contributions seem easier to separate, we can aspire to use the TS05 model for ensemble generation in space weather (SW) forecasting and interpretation of past SW events.

To identify the relationship between GPS scintillation in Natal-RN (Brazil) and geomagnetic disturbances of any intensities and variations, this work made analysis of the ionospheric behavior and magnetic indexes (Dst , AE and Bz of the interplanetary magnetic field) concerning to different periods of the solar cycle between 2000 and 2014. Part of the data of this research originated at the UFRN observatory, from a GEC Plessey board connected to an ANP -C 114 antenna, modified by Cornell University’s Space group Plasma Physics in order to operate the ScintMon, a GPS monitoring program. This study, therefore, found several cases of inhibited scintillations after the main phase of magnetic storms, a fact that, along with others, corroborated with categorization of Aarons (1991) and models of disturbed dynamo (according to Bonelli, 2008) and over-shielding penetration, defended by Kelley et al. (1979) and Abdu (2011) [4]. In addition to these findings, different morphologies were noted in such disruptions in the GPS signal in accordance with previous magnetic activities. It also found a moderate relationship (R2 = 0.52) between the Dst rate (concerning to specific time) and the average of S4 through a polynomial function. This finding therefore, corroborating Ilma et al. (2012) [17], is an important evidence that the scintillation GPS are not directly controlled by magnetic induction of storms. Completing this work, this relation did show itself as a way of partial predicting of scintillations.

In this work are presented the results of research on the variation of vertical plasma drift from the F layer that commonly occurs during the period close to the going down of the sun (between 21UT - 22UT), and consisting of an increase in the F layer in time of day and a drop at night on the cities of Natal / RN (The 33.7º, 5.6º S), Fortaleza / CE (38.45º O, 3.9º S) and Cachoeira Paulista / SP (45.0ºO, 22.7º S ). Thus, data was used (ionograms) virtual height t ( h' ) as a function of the frequency F for the layer of the ionosphere. These data were collected through ionossonda type CADI (Canadian Advanced Digital Ionosonde) to the cities of Natal and Fortaleza, and the Digisonde DPS to the town of Cachoeira Paulista. They considered only the data available 2000 maximum solar year. With the virtual height ( h' ) data reduced in the frequencies of 6MHz and 5MHz, the next step was to calculate. The results showed that the variability of the vertical drift rate F ionospheric layer periods of magnetic storms is related both to the penetration of the electric fields as the disturbance dynamo electric fields.

The Spanish Space Weather Service SeNMEs, www.senores.es, is a portal created by the SRG-SW of the Universidad de Alcala, Spain, to meet societal needs of near real-time space weather services. This webpage-portal is divided in different sections to fulfill users needs about space weather effects: radio blackouts, solar energetic particle events, geomagnetic storms and presence of geomagnetically induced currents. In less than one year of activity, this service has released a daily report concerning the solar current status and interplanetary medium, informing about the chances of a solar perturbation to hit the Earth's environment. There are also two different forecasting tools for geomagnetic storms, and a daily ionospheric map. These tools allow us to nowcast a variety of solar eruptive events and forecast geomagnetic storms and their recovery, including a new local geomagnetic index, LDin, along with some specific new scaling. In this paper we also include a case study analysed by SeNMEs. Using different high resolution and cadence data from space-borne solar telescopes SDO, SOHO and GOES, along with ionospheric and geomagnetic data, we describe the Sun-Earth feature chain for the event.

W artykule porównano dwa raporty Najwyższej Izby Kontroli, która przeprowadziła kontrole organów państwowych zobligowane do wykonywania nadzoru nad funkcjonowaniem ferm zwierząt. Wnioski przedstawione przez Najwyższą Izbę Kontroli wykazały, że nadzór nad funkcjonowaniem owych ferm nie jest wystarczająco skuteczny i pozostawia wiele wątpliwości co do działalności organów państwowych. W przytaczanych raportach została opisana niestabilna sytuacja polskich organów kontroli, która stawia pod znakiem zapytania nie tylko działalność wymienionych organów, ale także kondycję całej struktury administracyjnej i kontrolnej. Ponadto wnioski zawarte w raportach wykazały, że podmioty uzyskujące zgodę na prowadzenie danych instalacji środowiskowych nie zawsze spełniają wymogi związane z ochroną środowiska, bowiem dokonują niekorzystnego podziału instalacji. Rozwój nowoczesnego rolnictwa i jego intensyfikacja może powodować szereg zagrożeń środowiskowych, głównie dla mieszkańców znajdujących się w bezpośrednim sąsiedztwie ferm utrzymujących zwierzęta. Przemysłowa hodowla zwierząt nie jest obojętna dla jakości i warunków życia ludzi mieszkających w bliskim sąsiedztwie ferm za sprawą uciążliwych odorów oraz zanieczyszczeń wód, w tym w wyniku przenawożenia gleb, prowadzących do zagrożeń chemicznych i mikrobiologicznych. Skutkiem występujących uciążliwości są protesty lokalnych społeczeństw. Brak odpowiedniego nadzoru zagraża również rodzimym gatunkom zwierząt, wyniszczając zwłaszcza ptaki i niektóre ssaki.

Numerous ecological problems of continental shelf ecosystems require a refined knowledge of the evolution of suspended sediment concentrations (SSC). The present investigation focuses on the spatial and temporal variabilities of near-surface SSC in coastal waters of the English Channel (western Europe) by exploiting numerical predictions from the Regional Ocean Modeling System ROMS. Extending previous investigations of ROMS performances in the Channel, this analysis refines, with increased spatial and temporal resolutions, the characterization of near-surface SSC patterns revealing areas where concentrations are highly correlated with evolutions of tides and waves. Significant tidal modulations of near-surface concentrations are thus found in the eastern English Channel and the French Dover Strait while a pronounced influence of waves is exhibited in the Channel Islands Gulf. Coastal waters present furthermore strong SSC temporal variations, particularly noticeable during storm events of autumn and winter, with maximum near-surface concentrations exceeding 40 mg l−1 and increase by a factor from 10 to 18 in comparison with time-averaged concentrations. This temporal variability strongly depends on the granulometric distribution of suspended sediments characterized by local bi-modal contributions of silts and sands off coastal irregularities of the Isle of Wight, the Cotentin Peninsula and the southern Dover Strait.

Ce travail présente deux nouveaux systèmes simples d'analyse de la marche humaine grâce à une caméra de profondeur (Microsoft Kinect) placée devant un sujet marchant sur un tapis roulant conventionnel, capables de détecter une marche saine et celle déficiente. Le premier système repose sur le fait qu'une marche normale présente typiquement un signal de profondeur lisse au niveau de chaque pixel avec moins de hautes fréquences, ce qui permet d'estimer une carte indiquant l'emplacement et l'amplitude de l'énergie de haute fréquence (HFSE). Le second système analyse les parties du corps qui ont un motif de mouvement irrégulier, en termes de périodicité, lors de la marche. Nous supposons que la marche d'un sujet sain présente partout dans le corps, pendant les cycles de marche, un signal de profondeur avec un motif périodique sans bruit. Nous estimons, à partir de la séquence vidéo de chaque sujet, une carte montrant les zones d'irrégularités de la marche (également appelées énergie de bruit apériodique). La carte avec HFSE ou celle visualisant l'énergie de bruit apériodique peut être utilisée comme un bon indicateur d'une éventuelle pathologie, dans un outil de diagnostic précoce, rapide et fiable, ou permettre de fournir des informations sur la présence et l'étendue de la maladie ou des problèmes (orthopédiques, musculaires ou neurologiques) du patient. Même si les cartes obtenues sont informatives et très discriminantes pour une classification visuelle directe, même pour un non-spécialiste, les systèmes proposés permettent de détecter automatiquement les individus en bonne santé et ceux avec des problèmes locomoteurs.

In Brazil, off-season rainfed maize is usually affected by limited water due to irregularities in rainfall. Alternatives to mitigate these effects include ground cover to reduce evaporation losses and the use of cultivars with a deeper rooting system. We conducted a study in Goias, Brazil, to evaluate the influence of different crop management strategies to mitigate the effect of limited water in maize yield. Modeling was used to simulate scenarios that consisted of 0, 3.5 and 5.0 t ha-1 of soybean residue left on the soil surface combined with cultivar ideotypes with 0.30 m, 0.50 m 0.70 m deep rooting system grown with 60 and 340 kg ha-1of nitrogen. The results showed that maintaining residue in the soil surface in combination with the use of cultivars with deeper rooting systems favored higher yields of off-season maize. Our results also indicated that a cultivar with rooting system in the top 0.50 m of the soil fertilized with a high nitrogen rate tended to be more efficient in the use of the soil available water
