This project represents the collaboration of Charta Mede Ltd and the Interdisciplinary Higher Degrees Scheme at the University of Aston. The aim of the project was to monitor the effects of the Civil Service's Executive Officer Qualifying Test Battery on minority group applicants. Prior to monitoring the EO Test Battery, however, an ethnic classification had to be developed which was reliable, acceptable to respondents and appropriate for monitoring. Three pilot studies were conducted to examine these issues, during which different classifications and different ways of asking the question were trialled. The results indicated that by providing more precise instructions as to the meanings of categories, it was possible to obtain classifications which were acceptable and reliable. However, there were also certain terms and expressions which should be avoided such as those referring to colour and anthropological racial groups. Two classifications were used in the Executive Officer Study - one derived from an Office of Population Censuses and Surveys classification and one developed for this project - the MultiCultural British Classification. The results indicated that some minority groups (Asians, West Indians and Africans in particular) pass the tests in significantly lower proportions than the majority group and also score significantly less well on the tests. Factors which were significantly related to pass/fail and test scores included educational qualifications and age on entering the UK (the latter being negatively correlated). Using variables in this study, however, it was only possible to account for 5% of the variance in pass/fail rates and 11% of the variance in test scores. Analyses of covariance carried out indicated that the differences in test scores still remained even though the effects of significantly correlated variables were removed. Although indirect discrimination could not be inferred from the data, further research into differential validity and fairer methods of select ion is needed.

A tanulmány – egy 2005 végén lefolytatott, országosan reprezentatív kérdőíves felmérés empirikus bázisán – a magyar közigazgatási dolgozók körében 2002-től bevezetett egyéni teljesítményértékelési rendszert vizsgálja. A rendszer egészét tekintve a vizsgálat végkövetkeztetései nem túl rózsásak: az eredmények arra utalnak, hogy a rendszer mint egész nem képes kitűzött fő célját, a munkateljesítmények javítását elérni. Az egyes részrendszerek, szervezettípusok szintjén differenciáltabb eredményeket kapunk, míg a minisztériumokban a rendszer egésze a szándékolttól alapvetően különböző célokat látszik szolgálni, addig a többi szervezettípusnál inkább „csak” a rendszer tökéletlen működéséről beszélhetünk. ____ On the basis of a questionnaire survey of a nationally representative sample of Hungarian civil servants, the study attempts to give a preliminary evaluation of the individual performance assessment system introduced in 2002 throughout the Hungarian civil service. The general conclusion of the analysis is that the performance assessment system is unlikely to reach its goals: its central element, the performance related pay incentives are overly dispersed and, on the average, insignificant in size, meanwhile the objectivity of performance assessments is also questionable. Moreover, comparative analysis of responses from different administrative branches reveals an interesting idiosyncrasy characteristic for central government ministries. Here, the main function of the incentive system seems to be ensuring the labor market competitiveness of the ministries as employers by enabling them to pay higher-than-usual salaries for employees having certain types of expertise.

In 2013-15 there was a new type of post graduate training elaborated and piloted in Hungary at the Institute of Executive Training and Continuing Education (VTKI) within the National University of Public Service (NKE). Although the pilot financed by the State Administration Reform Operative Program (ÁROP) had not lacked the previously established attempts to include interactivity in the training, it was the first to observe and apply the actual principles of the European Union 2020 expressed in the threefold criteria of economic growth: smartness, sustainability and inclusiveness. All of them are represented by a pillar of the program like e-learning, class training and field training with the inclusion of local society. According to the objectives of the program there were at least 10 thousand attendees from the civil service sphere set as project indicators, so it has been a large scale training program that took place in 2014 in Hungary. The following article shows the innovations included in this new approach model of post graduate training civil servants.

This study aims to analyze citizen participation in state policy decisions, as an essential element of legitimacy in the branches of government, especially in the sphere of the Executive, in the context of deliberative democracy. But, this study still has the desideratum to understand the citizen's role in public life, especially in the sphere of the Executive Branch, in order to effect the Fundamental Right to Public Administration proba, efficient and honest. Thus, to achieve this mister, the proposal is to expose the pesamento the classic contractualist, Thomas Hobbes, John Locke and Rousseau about the legitimacy of governments, through the statutes, and the question of the general will and majority rule as well how to present the comments of Thomas Jefferson on popular sovereignty and dialogical citizen participation in matters of local interest. After, it will be studied the theories of Fundamental Rights in order to demonstrate the need for the Civil Service should be veiled in a more specific custody rights, given the deep crisis in the Public Administrative practice due, especially, corruption. On the other side, the fundamentality of management also covers the aspect of the development of cities, which decisively affects the development of man, which, to join a deliberative governance program needs to be politicized, adopting full participation, dialogue, as duty citizen. Furthermore, taking as the major heart, it will be presented the doctrine of Jürgen Habermas whose Discourse Theory element is to be followed for the implementation of a broad deliberative and emancipatory democracy, with effective citizen participation. It will also be considered the Condorcet Constitution Project as a comparative link in the linking of the public deliberative will, and the Central Power, in the face of the Theory of “Sluice” Habermas. The proposal, based on communicative action, must allow a continuous flux and influx process of social interests towards the exercise of administrative power. The dialogical deal, brought to the center of the decisions, will allow discussions in the public scope, and may contribute to the legitimacy of government actions, inasmuch as it creates the feeling of politicization demanded by the man in a democratic state.

Cette thèse examine les pratiques architecturales et les dynamiques identitaires chez les Podokwo, Muktele et Mura des monts Mandara (Cameroun). Elle s’organise autour de l’hypothèse-cadre selon laquelle la logique pratique et fonctionnelle de la construction, de l’extension et de la transformation d’une maison évolue en tandem avec des considérations d’ordre symbolique, notamment la production des sentiments ethniques (Hodder, 1982) et la quête du prestige social à l’intérieur de la communauté (Duncan, 1982 ; Roux, 1976). En partant de l’approche développée par des auteurs comme Ian Hodder (2012, 2006, 1999, 1982), Daniel Miller (2010, 2007, 2005, 2001, 1987), et Christophey Tilley (2010, 2006, 2004, 2002, 1999), je montre comment la maison, à travers ses multiples usages, devient porteuse de plusieurs appartenances identitaires à un niveau sociétal et individuel (Bromberger, 1980). Pour cela, j’ai porté mon attention, non seulement sur ce que les individus font avec la maison, mais aussi sur la manière dont celle-ci construit à son tour l’identité des individus (Miller, 2001 : 119). J’ai par ailleurs centrée mon analyse autour de quelques évènements clés survenus dans l’histoire des Podokwo, des Muktele et des Mura, en particulier la descente en plaine (1963), l’exode rural et le fonctionnariat (1980) et la transition démocratique (1990). Ces évènements influent sur les pratiques architecturales et sur les discours identitaires qui en sont les corolaires.

O contexto prisional tem recebido nos últimos anos uma grande atenção por parte dos investigadores portugueses. Porém, esse estudo não se têm centrado nos guardas prisionais, como grupo profissional. Dada a inexistência de pesquisas sobre esta temática, o presente estudo pretende analisar os contextos em que se desenrola o exercício das funções dos guardas prisionais, uma vez que estas podem produzir desmotivação e desgaste profissional nestes indivíduos. A investigação decorreu com a participação de guardas prisionais, a exercer funções nos Estabelecimentos Prisionais de Chaves, Lamego e Izeda. Para serem atingidos os objetivos propostos, optou-se pelo método qualitativo,através da aplicação de entrevistas semiestruturadas como instrumento de recolha de dados. Durante o mês de Abril e Maio de 2016 foram realizadas entrevistas a quinze guardas prisionais que trabalhavam em contacto direto com os reclusos. Ao longo da análise das entrevistas ficaram patentes nas declarações algumas fontes de desmotivação devido ao congelamento de salários e das progressões na função pública, à inexistência de concursos internos e à ineficácia e injustiça das avaliações de desempenho. Por outro lado, os profissionais estudados afirmam sentir uma fraca valorização das suas funções no serviço, a par de uma má imagem da sua profissão, difundida e sustentada pelos meios de comunicação social. Estes fatores podem contribuir para que eles próprios não se sintam identificados com o grupo profissional ao qual pertencem. Finalmente, os entrevistados manifestam sentir uma falta de formação contínua, cuja existência consideram fundamental.

A prepayment scheme for health through the National Health Insurance Scheme (NHIS) was commenced in Nigeria about ten years ago. Nigeria operates a federal system of government. Sub- national levels possess a high degree of autonomy in a number of sectors including health. It is important to assess the level of coverage of the scheme among the formal sector workers in Nigeria as a proxy to gauge the extent of coverage of the scheme and derive suitable lessons that could be used in its expansion. This is a cross-sectional, descriptive survey carried out among formal sector workers in Ilorin Kwara State, Nigeria. A stratified sampling technique was used to select study participants. A self-administered questionnaire was used to collect data from respondents. Data was analysed with the SPSS. Ethical approval to conduct the study was obtained from the Bowen University Teaching Hospital Research Ethics Committee. A total of 370 people participated in the study. Majority, (78.9%) of the respondents were aware of the NHIS, however only 13.5 % paid for health care services through the NHIS. Logistic regression analysis shows that respondents with post-secondary education (OR = 9.032, CI = 2.562 – 31.847, p = 0.001) and in federal civil service (OR = 2.679, CI = 1.036 – 6.929, p = 0.042) were over nine and three times more likely to be aware of the scheme than others. Coverage of the scheme among the respondents was unimpressive. A lot still need to be done to fast-track the expansion of the scheme among this sector of the population.
