The cost management in any organization provides a number of benefits such as security in the good management of resources, but it is little used in the public hospital sector which is shaped like a paradox, facing the complexity of hospital organization and the underfunding situation of Cheers. The purpose of this book was to develop and submit an application method of a costing system in public hospitals. This proposal was developed in partnership with the Secretariat of the State of Paran Health, with financial support from PPSUS and Araucaria Foundation. The study was conducted as an action research in two public hospitals in Paran, but it can be replicated in any hospital from the premises of the developed method. For this, We developed the concepts of administration and public governance, the right to health in Brazil, the costs in the public sector and the detailed presentation of the proposed costing system model. The results constitute an important management tool for hospitals and Ministry of Health, enabling greater security leaders in the face of difficulties and challenges in this segment. Thus, it is expected that the book will contribute to governments for better management of public funds allocated to health; with academia, as a still incipient theme in literature; and society, so that more hospitals were professionalize its cost management and thereby provide a more efficient and effective service.

Sustainability in buildings, while reducing the impact on the environment, contributes to the promotion of social welfare, to increase the health and productivity of occupants. The search for a way of build that meets the aspirations and development of humanity without, however, represent degradation of the environment, has become the great challenge of contemporary architecture. It is considered that the incorporation of principles that provide a sustainable building with careful choices of design solutions contribute to a better economic and thermal performance of the building, as well as functional and psychological comfort to its users. Based on this general understanding, this paper presents an architecture project aimed to health care whose the solutions adopted follow carefully the relevant legislation and sets his sights on the theme of sustainability. The methodology began with studies on the themes of verification service of deaths, sustainability and those application in construction developed through research in academic studies and analysis of architectural projects, using them like reference for the solutions adopted. Within the project analysis was performed a visit to the verification service of deaths in the city of Palmas in Tocantins, subsidizing information that, plus the relevant legislation, led to functional programming and pre-dimensional of the building to be designed. The result of this programming environments were individual records with information from environmental restrictions, space required for the development of activities, desirable flow and sustainability strategies, that can be considered as the first product of relevance of the professional master's degree. Finally we have outlined the basic design architecture of a Verification Service of Death SVO/RN (in portuguese), whose process of projecting defined as a guiding line of work four points: the use of bioclimatic architecture as the main feature projectual, the use of resources would provide minimal harm to the environment, the use of modulation and structure to the building as a form of rationalization and finally the search for solutions that ensure environmental and psychological comfort to users. Importantly to highlight that, besides owning a rare theme in literature that refers to architectural projects, the whole project was drawn up with foundations in projective criteria that contribute to environmental sustainability, with emphasis on thermal performance, energy efficiency and reuse of rainwater

This analysis on the ambient licensing is based on a research that identifies the fragilities and advances of the application of this instrument of politics of the environment in the ambient politics of the Rio Grande do Norte, in the period of 1992 the 2003. The isolated urban area of Bzios, situated in the City of Nsia Floresta/RN, situated in the eastern coast of the State, where concentrates the boarding of the ambient question as a matter in the Brazilian process of urbanization, over all the institutionalization and implementation of the ambient licensing. They are distinguished in the used methodology in consultation to the diverse involved social segments with the ambient subject in study, the example of the managers, technician and specialists, as well as the application of the legislation and norms techniques, the forms of appropriation of the common wealth and the procedures of ambient licensing of the competent agencies. The results of the research designate that the ambient licensing while instrument of the ambient politics is one of the alternatives more efficient as techniques in the process of sustainable development, since it is beyond the prerogatives to conciliate the activities and enterprises with the conservation of the environmental resources and natural benefits to the societies. In the RN one evidenced progress in the ambient legislation and the instructions techniques, and that the imperfections and limitations in the system of ambient licensing are not directly on to the instruments, but in the implementation of mechanisms of the ambient agencies. This because they do not make use of operational structure to apply in practical and established abilities, as an ambient management, institutional joint and deliberations of the State Counselor for Environment

Energy indicators are tools to support decision-making on energy. The growing debate on sustainable development, contributed to the energy indicators began to incorporate, besides the traditional economic, social and environmental information. Therefore, taking sustainable development into account, it is important to know contributions and limitations of these tools. The overall goal of this study is to analyze the contributions and limitations of the energy indicators as assets to support sustainable development.This study can be classified as descriptive because it relies on bibliographical and documental material. As a result of documental analysis, 55 energy indicators for sustainable development (EISD) were selected. The selection took place by identification of those indicators through the institutions International Atomic Energy Agency (IAEA), Helio International and World Energy Council (WEC), among 19 institutions involved in research on energy identified in the survey. The study stresses that most of the selected indicators focuses on the economic dimension, 19 EISDs (34.54%), followed by 10 EISDs (18.18%) focused on the environmental dimension, 9 EISDs (16.36%) focused on the social issues, 7 EISDs (12.45%) are classified as resilience, 4 EISDs (7.27%) is about governance, 3 EISDs (5.45%) focused on vulnerability and 3 EISDs (5.45%) is about policy. Despite the inclusion of indicators associated with other dimensions than economy, information provided by those indicators emerges as their own limitation. Because, recently, indicators information were used to promote sustainable development as well as the opposite. Additionally, the study identified EISDs whose components were not specified. They may enable generation of information far from the real scenario, if components dissociated EISD would be taking into consideration or even the non-consideration of relevant components. Despite limitations, EISDs assisting decision-makers contributes to the pursuit of sustainable development. But they may be improved through information about environmental issues, such as emission of atmospheric pollutants, soil and water, resulting from energy sources, helps identifying which sources are more or less harmful for sustainable development. However, difficulty in collecting data, identifying the components for calculation of each indicator and even interpretation of this, as analyzed, may not only fail to contribute to sustainable development, as can delay taking corrective or preventive decisions.

The present work studies the natural ventilation and its relationship with the urban standards, which establishes the form of occupation and use of the land in our cities. The method simulates the application of the urban standards of the City Master Plan over the last three years. The simulation takes place in the District of Petrpolis, in the city of Natal , Brazil and analyses the effects of the standards of natural ventilation. The formulated hypothesis states that the reductions in the urban spaces between buildings rises up the vertical profile of ventilation, reducing, therefore, the velocity of the wind at the lower levels of the buildings. To develop the study, occupation models were built, using computerized, three-dimensional models. These occupation models were analyzed using the CFD (Computational Fluid Dynamics) code. The conclusion is that the more we reduce the urban space between buildings, the more we reduce the wind speed in constructed areas, increasing, therefore, the possibility to generate heat islands

This research deals with the evaluation of the Programa do Governo Federal para Urbanizao de Favelas Habitar Brasil(1993) carried out in the Africa slum - Redinha neighbourhood in Natal-Rn. This study carried out in period from 2005 to 2006 searches to identify the effects of the actions proposed by Program in 1993-1994 about the current urbanistic configuration of the Africa community. It analyzes the effectiveness in the process of achievement of the considered objectives to habitation, communitity equipments, infrastructure and agrarian regularization. On the evaluation process, it has been as reference the works developed by Adauto Cardoso (2004), Blaine Worthen (2004), Ronaldo Garcia (2001) and Rosngela Paz (2006). About the Habitational Policy with approach to the Urbanistic Right and the right to the housing, the reflections by Raquel Rolnik, Nabil Bonduki, Ermnia Maricato, Saule Jnior, Betnia de Moraes Alfonsin and Edsio Fernandes are main references. To gauge the execution of the objectives proposed by Habitar Brasil in 1993, it has searched in the documentary data of the time and in information gotten in interviews with technicians that had participated of the program, consistent references on what was considered, what was executed and the process of the intervention of Habitar Brasil in the Africa community. The area analysis in 2005-2006 has developed on the base of the urbanistic survey of the current situation from the four performance lines of the Program: habitation, infrastructure, community equipments and agrarian regularization, with a current urbanistic evaluation of Africa considering the intervention carried out in 1993 and 1994. The study points out the context of Brazilian Habitational Policy where the Programa Habitar Brasil was launched, explaining the main principles of the Program. In terms of local, it empahsizes the administrative-political factors that had contributed so that Natal-Rn city has been pioneering in the resources captation of Habitar Brazil (1993). Considering Habitar Brazil in Africa, the work argues and presents the intervention diagnosis and the proposal, developed by Program in 1993 evidencing the local problem of the time. After that, it makes a current reading of the area, identifying in 2006 representative elements of Habitar Brasil (1993-1994) for the Africa community. It identifies significant advances in the constitution of the institucional apparatus of the plaining system of Habitation of Social Interest for the city of Natal and points the fragilities in the implementation of the urban infrastructure actions and above all in the achievement of the objectives of the agrarian regularization

This research has as an objective to study the IT Governance in the Brazilian Federal Universities, discusses the relationships between the IT Governance (ITG) mechanisms and the noticed IT management development in those public institutions. The subject Information Technology Governance, is not only vast, but constitutes implications in most different operational and knowledge areas, being relevant to the Public Administration, as a part of Corporative Governance and the public related, evolves high investments, such as financial, structure and material and human resources. The universities are entities from Indirect Administration and essential actors in the knowledge developing and creating and on its managers. Theirs public administrative agents, responds for the managing public resources competence and to provide internal policy that determines how IT will allow a bigger alignment and reaching of institutions business. We highlight the role of universities that manage significant quantity of public resources to achieve its institutional purposes. Looking this way, this theoretical and empirical study has as its goal to design an ITG panorama in the Brazilian universities (67 universities), for the strategic alignment on governance actions and institutional development focusing on the efficiency of the public service offered by those institutions. Facing this research focus delimitation, the methodology process will evolve three investigative activities: (1) documental and bibliographical research, (2) questioning, and exploratory tool, to investigate the IT Governance and Management perception in the IFES, directed to IT executive responsible, as a data collection device and (3) research the availability of ITG information in institutes websites. This project contributes to the studies this subject; it investigates the relations that make the ITG as a business strategy and shows the implementation IT Governance, such as a tool to allow the viability of Corporate Governance. This way, expected to contributes to the Public Administration development, following the principle that to improve its needed diagnose, and then, offer better results to the society on this field of working.

Everyone has a right to health and the States duty is to provide it. SUS (unified health system) main principles are universalization, integrality and equality which are based on the decentralization, regionalization and hierarchization directives and shows the importance of a territorial perspective for planning healthcare actions. Decentralization was the strategy chosen to implant SUS, since municipalities were in charge of providing and organizing the municipal healthcare services. Nevertheless regionalization, thats to say service, institution and practice integration, was not performed satisfactorily, thus jeopardizing the health system decision making process and causing disputes between municipalities over financial resources instead of developing an interdependent and cooperative net. This way, it is important to analyze if health regionalization has a good potential for being used as public governance tool. The present study aims at giving answers to the following research problem: What are the contributions of regionalism to the State of Paran public governance applied to health? Besides that, it also aims at assessing the State of Parana health regionalization to identify healthcare gaps and help the State actions through public governance principles applied to healthcare. Therefore, the study used a quantitative-qualitative, exploratory and descriptive research, plus secondary data concerning bibliographic and documental research. The present study analyzed the current hospital bed distribution by compared to the ideal distribution allowing the identification of healthcare gaps in the regional healthcare centers, besides considering medical specialties in the State of Paran. The study conclusion is that health regionalization is an important tool for reducing healthcare gaps concerning hospital beds permitting the use of seven to ten public governance principles applied to healthcare, as established in the present study, and shows health regionalization is an important pubic governance tool.

Over time, humanity began to realize the negative impact that the modern world has caused to the environment. The Atlantic Forest is one of the richest biomes in biodiversity, covering more than 60% of all species on the planet. This biome covered about 15% of the Brazilian territory, leaving currently only 7% of its fully fragmented forest remnants. This was the biome that suffered most from modernization and strong anthropogenic pressures in Brazil. For the account of environmental degradation, in the second half of the nineteenth century there was a shift in thinking, giving greater emphasis on conservation of some natural landscapes, with the intention of removing the man still preserved nature. Based on American models of conservation there were created the Nature Conservation Units. This study aimed to analyze the environmental quality of the State Park Vitrio Piassa, a Conservation Unit located in the city of Pato Branco - PR. The environmental quality was measured by use of bio-indicators and some environmental pressures that the Park has suffered over the years also were identified. Beetles of the familiy Scarabaeinae (Coleoptera: Scarabaeidae) were used as the bioindicators. To compare the most conserved areas and the most degraded areas of the Park, three specific sites were defined within the Atlantic Forest fragment, these insects were captured with pitfall traps and identified as to their species and genera. There were two collections in February and March 2015, which resulted in 945 individuals in 22 species and nine different genus. Then the population of beetles in each area were classified based on ecological measures such as species richness, abundance of individuals of each species through diversity index (Shannon and Simpson) to identify the differences between the sampled groups and equitability (Pielou) to measure the distribution of the total abundance of the species in each area. To meet the objective of identifying the environmental pressures that occur in PEVP, evidence were collected through photographs, watching the field, aerial images and conversations with the resident population in the park. Similarly, if made relevant to build on the project running by the municipality for the construction of infrastructure for public viewing. These data served as subsidies to confront the current situation of the park and the current Brazilian legislation for UC's of full protection, highlighting the existing socio-environmental conflicts in the park, involving political issues and the proximity of the Conservation Unit with the urban area of the city.

The Brazilian agricultural research agency has, over the years, contributed to solve social problems and to promote new knowledge, incorporating new advances and seeking technological independence of the country, through the transfer of knowledge and technology generated. However, the process of transfering of knowledge and technology has represented a big challenge for public institutions. The Embrapa is the largest and main brazilian agricultural research company, with a staff of 9.790 employees, being 2.440 researchers and an annual budget of R$ 2.52 billion. Operates through 46 decentralized research units, and coordinate of the National Agricultural Research System - SNPA. Considering that technology transfer is the consecration of effort and resources spent for the generation of knowledge and the validity of the research, this work aims to conduct an assessment of the performance of Embrapa Swine and Poultry along the production chain of broilers and propose a technology transfer model for this chain, which can be used by the Public Institutions Research IPPs. This study is justified by the importance of agricultural research for the country, and the importance of the institution addressed. The methodology used was the case study with a qualitative approach, documentary and bibliographic research and interviews with use of semi-structured questionnaires. The survey was conducted in three stages. In the first stage, there was a diagnosis of the Technology Transfer Process (TT), the contribution of the Embrapa Swine and poultry for the supply chain for broiler. At this stage it was used bibliographical and documentary research and semi- structured interviews with agroindustrial broiler agents, researchers at Embrapa Swine and Poultry, professionals of technology transfer, from the Embrapa and Embrapa Swine and Poultry, managers of technology transfer and researchers from the Agricultural Research Service - ARS. In the second step, a model was developed for the technology transferring poultry process of Embrapa. In this phase, there were made documentary and bibliographic research and analysis of information obtained in the interviews. The third phase was to validate the proposed model in the various sectors of the broilers productive chain. The data show that, although the Embrapa Swine and Poultry develops technologies for broiler production chain, the rate of adoption of these technologies by the chain is very low. It was also diagnosed that there is a gap between the institution and the various links of the chain. It was proposed an observatory mechanism to approximate Embrapa Swine and Poultry and the agents of the broiler chain for identifying and discussing research priorities. The proposed model seeks to improve the interaction between the institution and the chain, in order to identify the chain real research demands and the search and the joint development of solutions for these demands. The proposed TT model was approved by a large majority (96.77%) of the interviewed agents who work in the various links in the chain, as well as by representatives (92%) of the entities linked to this chain. The acceptance of the proposed model demonstrates the willingness of the chain to approach Embrapa Swine and Poultry, and to seek joint solutions to existing problems.

This work has as its main purpose to investigate the contribution of supply chain management in order to obtain competitive advantage by companies from the textile industry and from Cear footwear industry, focusing its analysis mainly in the interorganizational relations (dyadic). For this, the theoretical referential contemplates different explanatory streams of the competitive advantage, detaching the relational perception of the resources theory, as well as, the main presuppositions of the supply chain management which culminates with the development of an analysis sample that runs the empirical study; the one which considers an expanded purpose of the supply chain which includes the government and the abetment institutions as institutional environment representatives. Besides supply chain management consideration as a competitive advantage source, the work also tried to identify other possible competitive advantage sources for the companies of the investigated sectors. It represents a study of multiple interpretive cases, having four cases as a total; meaning two cases in each one of the sectors, which used as a primary data collecting instrument a semi-structured interview schedule. Different methods were used for the data analysis, the content analysis and the constant comparison methods, the analytical procedure originated from the grounded theory research strategy, which were applied the Atlas/ti software recourse. Considering the theoretical referential and the used analysis sample, four basic categories of the work were defined, including its respective proprieties and dimensions: (1) characteristics concerning to the relationship with the supplier; (2) the company relations with the government; (3) the company relations with the abetment institutions and; (4) obtaining sources of competitive advantage. In general, the applied research in the footwear sector revealed that in the relationships of the researched companies related to its suppliers, there is a predominance of the partnership system and the main presuppositions of the supply chain management are applied which contributes for the acquisition of the relational competitive advantage; while in the textile sector, only some of these presuppositions are applied, with little contribution for the relational competitive advantage. The main resource which was accessed by the companies in both sectors through its relationships with the government and the abetment institutions are the tax incentives which, for the footwear companies, contribute for the acquisition of the temporary competitive advantage in relation to the contestants who do not own productive installations in the Northeast region, it also conducts to a competitive parity situation in relation to the contestants who own productive installations in the Northeast region and to the external market contestants; while for the companies of the textile sector, the tax incentives run the companies to a competitive parity situation in relation to its contestants. Furthermore, the investigated companies from the two sectors possess acquisition sources of the competitive advantage which collimate with different explanatory streams (industrial analysis, resources theory, Austrian school and the dynamic capabilities theory), although there is a predominance of the product innovation as a competitive advantage source in both sectors, due to the bond of these with the fashion tendencies

The present study investigated the management of social, environmental and economic sustainability practices employed by 72 oil companies in Rio Grande do Norte state in Brazil associated to Joint Business Network for Enhancing the Competitive Ability of Suppliers of Goods and Services to the Gas and Oil Industry in Rio Grande do Norte (REDEPETRO-RN). Thus, our investigation aimed to determine the extent to which sustainability practices of companies associated to REDEPETRO-RN are developed through their own efforts or influenced by the Triple Helix interorganizational arrangement (governamental organizations, education and research institutions, and industries). The research instrument used was a questionnaire in order to map and characterize the sustainability practices. The research subjects were business owners and managers. The data collected supported the descriptive, correspondence and correlation analyzes. Were identified a greater emphasis of the companies surveyed in developing sustainability practices and greater economic influence of business organizations in the construction of sustainability status. It was concluded with confirmation of thesis of the REDEPETRO-RN arrangement exhibits the characteristics and functioning of a common Interorganizational Cooperative Arrangement, not those of a triple helix interorganizational arrangement, given that the influences exerted for the development of social, environmental and economical sustainability on the part of teaching and research institutions, and government and business organizations do not interact with one another sufficiently to create a virtuous circle of cooperation among the associated companies. By contrast, the Interorganizational Cooperative Arrangement plays an important role in strengthening the competitiveness of companies affiliated to REDEPETRO-RN, by combining different competencies in an attempt at supporting the adoption of sustainability practices, a role reinforced by the scope of PETROBRAS, which, due to its economic importance, has considerable weight in the managerial decisions of associated companies

The present study has proposed a structural model to identify the reasons why individuals become voluntary, keep and exit this type of work. The empirical space was the Pastoral da Criana - social action agency of the National Conference of Bishops of Brazil (CNBB) - community-based institution that has its work based on solidarity and the sharing of knowledge. The theoretical framework has the context in which are volunteering studies in Brazilian and world level. Then discuss the various concepts of volunteering and presented the theoretical models of volunteer motivation. Studies of Mostyn (1983) and studies conducted by the BEPEGE-Base for Studies and Research in Management Policies and Strategies - in their line of research GERQUAL - Human Resource Management and Organizational Quality - of the Federal University of Rio Grande do Norte as Carvalho e Souza(2006), Souza, Medeiros e Fernandes (2006), Souza et al (2009, 2010), Cavalcante et al (2011a, 2011b, 2011c, 2011d) were the main theoretical references for the construction of the model that was tested. Data collection was done through a survey with 71 indicators, in 2 visits to cities from the Diocese of Pesqueira, Pernambuco. The first data collection occurred in the period between May 30 and June 3, 2011, in Buique/PE and the second collection happened in Pesqueira/PE, in St. Joseph Seminary, in the period between July 6-8, 2011. 720 questionnaires were collected. The sample was divided into two parts. Exploratory Factor Analysis was applied in first part and Confirmatory Factor Analysis - structural equation modeling - in the second half. The examination of the results achieved by the expectations, reasons for entry, reasons for staying and exit reasons showed that all hypotheses were accepted. So the motivation of voluntary Pastoral da Criana can be explained by a set of interactions between these five constructs: Altruistic, Affectionate, Amiable, Adjusted and Astute

The IT capability is a organizational ability to perform activities of this role more effectively and an important mechanism in creating value. Its building process (stages of creation and development) occurs through management initiatives for improvement in the performance of their activities, using human resources and IT assets complementary responsible for the evolution of their organizational routines. This research deals with the IT capabilities related to SIG (integrated institutional management systems), built and deployed in UFRN (Universidade Federal do Rio Grande do Norte) to realization and control of administrative, academic and human resources activities. Since 2009, through cooperative agreements with federal and educational institutions of direct administration, UFRN has supported the implementation of these systems, currently involving more than 30 institutions. The present study aims to understand how IT capabilities, relevant in the design, implementation and dissemination of SIG, were built over time. This is a single case study of qualitative and longitudinal nature, performed by capturing, coding and analysis from secondary data and from semi-structured interviews conducted primarily with members of Superintenncia de Informtica, organizational unit responsible for SIG systems in UFRN. As a result, the technical, of internal relationship and external cooperation capabilities were identified as relevant in the successful trajectory of SIG systems, which have evolved in different ways. The technical capacity, initiated in 2004, toured the stages of creation and development until it reached the stage of stability in 2013, due to technological limits. Regarding the internal relationship capability, begun in 2006, it toured the stages of creation and development, having extended its scope of activities in 2009, being in development since then. Unlike the standard life cycle observed in the literature, the external cooperation capability was initiated by an intensity of initiatives and developments in the routines in 2009, which were decreasing to cease in 2013 in order to stabilize the technological infrastructure already created for cooperative institutions. It was still identified the start of cooperation in 2009 as an important event selection, responsible for changing or creating trajectories of evolution in all three capacities. The most frequent improvements initiatives were of organizational nature and the internal planning activity has been transformed over the routines of the three capabilities. Important resources and complementary assets have been identified as important for the realization of initiatives, such as human resources technical knowledge to the technical capabilities and external cooperation, and business knowledge, for all of them, as well as IT assets: the iproject application for control of development processes, and the document repository wiki. All these resources and complementary assets grew along the capacities, demonstrating its strategic value to SINFO/UFRN
