Urban wayfinding technology offers many possibilities by which older people and mobility-impaired users can overcome the barriers encountered on every-day journeys in the built environment. Previous work has highlighted the extent to which personal mobility and independence are significant determinants of the quality of life amongst both elderly and visually impaired groups. The paper outlines the development of the auditory location finder (ALF), which is a beacon-based local information system designed to enhance the wayfinding activities of these, and potentially other, user-groups in the community. The proposed system provides the user with an audio message, which is obtained on request via a small portable hand unit. The messages inform the user of their whereabouts and give information about the area that they are currently in. The development of the device involves issues such as message content and structure, route choice, orientation, landmarks, clues and the extent of user reliance on technology. Preliminary trials have been carried out in a UK city and have obtained initial user feedback to help underpin the technological development of the device and its potential application. The paper concludes by outlining the importance of new urban technology and the way in which such local information systems can potentially contribute to overcoming particular patterns of exclusion experienced by mobility-impaired groups, such as the visually impaired

At the dawn of the twentieth century, Imperial Russia was in the throes of immense social, political and cultural upheaval. The effects of rapid industrialization, rising capitalism and urbanization, as well as the trauma wrought by revolution and war, reverberated through all levels of society and every cultural sphere. In the aftermath of the 1905 revolution, amid a growing sense of panic over the chaos and divisions emerging in modern life, a portion of Russian educated society (obshchestvennost’) looked to the transformative and unifying power of music as a means of salvation from the personal, social and intellectual divisions of the contemporary world. Transcending professional divisions, these “orphans of Nietzsche” comprised a distinct aesthetic group within educated Russian society. While lacking a common political, religious or national outlook, these philosophers, poets, musicians and other educated members of the upper and middle strata were bound together by their shared image of music’s unifying power, itself built upon a synthesis of Russian and European ideas. They yearned for a “musical Orpheus,” a composer capable of restoring wholeness to society through his music. My dissertation is a study in what I call “musical metaphysics,” an examination of the creation, development, crisis and ultimate failure of this Orphic worldview. To begin, I examine the institutional foundations of musical life in late Imperial Russia, as well as the explosion of cultural life in the aftermath of the 1905 Revolution, a vibrant social context which nourished the formation of musical metaphysics. From here, I assess the intellectual basis upon which musical metaphysics rested: central concepts (music, life-transformation, theurgy, unity, genius, nation), as well as the philosophical heritage of Nietzsche and the Christian thinkers Vladimir Solov’ev, Aleksei Khomiakov, Ivan Kireevskii and Lev Tolstoi. Nietzsche’s orphans’ struggle to reconcile an amoral view of reality with a deeply felt sense of religious purpose gave rise to neo-Slavophile interpretations of history, in which the Russian nation (narod) was singled out as the savior of humanity from the materialism of modern life. This nationalizing tendency existed uneasily within the framework of the multi-ethnic empire. From broad social and cultural trends, I turn to detailed analysis of three of Moscow’s most admired contemporary composers, whose individual creative voices intersected with broader social concerns. The music of Aleksandr Scriabin (1871-1915) was associated with images of universal historical progress. Nikolai Medtner (1879-1951) embodied an “Imperial” worldview, in which musical style was imbued with an eternal significance which transcended the divisions of nation. The compositions of Sergei Rachmaninoff (1873-1943) were seen as the expression of a Russian “national” voice. Heightened nationalist sentiment and the impact of the Great War spelled the doom of this musical worldview. Music became an increasingly nationalized sphere within which earlier, Imperial definitions of belonging grew ever more problematic. As the Germanic heritage upon which their vision was partially based came under attack, Nietzsche’s orphans found themselves ever more divided and alienated from society as a whole. Music’s inability to physically transform the world ultimately came to symbolize the failure of Russia’s educated strata to effectively deal with the pressures of a modernizing society. In the aftermath of the 1917 revolutions, music was transformed from a symbol of active, unifying power into a space of memory, a means of commemorating, reinterpreting, and idealizing the lost world of Imperial Russia itself.

It is a matter of pride that Costa Rica and the National University, both with extensive experience in the development of library we are the headquarters for the first time, an event that brings together three different activities on this theme: the Central American Seminar, Workshops and Standing Committee of the International Federation of Library Associations and Institutions, which will strengthen the monitoring and Manifestos on Public Libraries, Schools and Internet IFLA-UNESCO. Defining information as a set of processed data that are needed, have value and meaning for individuals and for developing countries where data is any fact.The information could also be considered as an international resource indispensable. The scientific and technological development is a consequence of the relevant information is handled. The "heap" is a source of information that libraries must consider and integrate them because they give rise to more information and new technology. The need for improved information systems in recent years, it has become critical because the information data grows in quantity and complexity of organization. Consequently, some libraries have tried to coordinate functions, redistribute resources, identify needs and work together to give easier access to information

Background: The Medical Education Partnership Initiative, has helped to mitigate the digital divide in Africa. The aim of the study was to assess the level of access, attitude, and training concerning meaningful use of electronic resources and EBM among medical students at an African medical school. Methods: The study involved medical students at the University of Zimbabwe College of Health Sciences, Harare. The needs assessment tool consisted of a 21-question, paper-based, voluntary and anonymous survey. Results: A total of 61/67 (91%), responded to the survey. 60% of the medical students were ‘third-year medical students’. Among medical students, 85% of responders had access to digital medical resources, but 54% still preferred printed medical textbooks. Although 25% of responders had received training in EBM, but only 7% found it adequate. 98% of the participants did not receive formal training in journal club presentation or analytical reading of medical literature, but 77 % of them showed interest in learning these skills. Conclusion: Lack of training in EBM, journal club presentation and analytical reading skills have limited the impact of upgraded technology in enhancing the level of knowledge. This impact can be boosted by developing a curriculum with skills necessary in using EBM.

Means to automate the fact replace the man in their job functions for a man and machines automatic mechanism, ie documentary specialists in computer and computers are the cornerstone of any modern system of documentation and information. From this point of view immediately raises the problem of deciding what resources should be applied to solve the specific problem in each specific case. We will not let alone to propose quick fixes or recipes in order to decide what to do in any case. The solution depends on repeat for each particular problem. What we want is to move some points that can serve as a basis for reflection to help find the best solution possible, once the problem is defined correctly. The first thing to do before starting any automated system project is to define exactly the domain you want to cover and assess with greater precision possible importance.

In this dissertation, I explore information practices during life transition in the context of immigration. This study aims to understand how their unique personal, social, and life contexts shape immigration experiences, and how these diverse contexts are related to various information practices that they engage in to resolve daily information needs and achieve immigration goals. In my study I examined daily information needs and acquisition of Korean immigrant women. Data were collected through two interview sessions, diary entries on everyday information seeking up to three weeks, post-diary debriefing interviews to reveal contexts surrounding information practices, and observation sessions. My study shows that one’s accumulated experiences with information-related situations shape the person’s attitudes toward diverse information resources and habitual information practices. Both personal and social contexts surrounding immigrant women change during life transition and shape how they interpret their immigration experiences, what information they need to deal with both daily and long-term goals, and how they modify their information practices to obtain the relevant information in an unfamiliar information environment. Also, life transition of immigration entails changes in immigrant women’s social roles, which engender their daily responsibilities in the new society. These daily responsibilities motivate immigrant women’s everyday interactions with a variety of communities in order to exchange information and conduct their social roles in the new sociocultural environment. While immigrant women had common information needs around culture learning, social roles and associated responsibilities explain differences in their differing information needs and tend to direct daily information practices. The advancement of ICTs allows immigrant women to conduct their social roles in a remote city as well as to maintain multiple connections with both the heritage and host society. Limited cultural knowledge influences immigrant women’s evaluation and use of the obtained information as well as their acquisition of relevant information. This study provides understandings on the role of information during life transition as well as Korean immigrant women’s information practices.

While a variety of crisis types loom as real risks for organizations and communities, and the media landscape continues to evolve, research is needed to help explain and predict how people respond to various kinds of crisis and disaster information. For example, despite the rising prevalence of digital and mobile media centered on still and moving visuals, and stark increases in Americans’ use of visual-based platforms for seeking and sharing disaster information, relatively little is known about how the presence or absence of disaster visuals online might prompt or deter resilience-related feelings, thoughts, and/or behaviors. Yet, with such insights, governmental and other organizational entities as well as communities themselves may best help individuals and communities prepare for, cope with, and recover from adverse events. Thus, this work uses the theoretical lens of the social-mediated crisis communication model (SMCC) coupled with the limited capacity model of motivated mediated message processing (LC4MP) to explore effects of disaster information source and visuals on viewers’ resilience-related responses to an extreme flooding scenario. Results from two experiments are reported. First a preliminary 2 (disaster information source: organization/US National Weather Service vs. news media/USA Today) x 2 (disaster visuals: no visual podcast vs. moving visual video) factorial between-subjects online experiment with a convenience sample of university students probes effects of crisis source and visuals on a variety of cognitive, affective, and behavioral outcomes. A second between-subjects online experiment manipulating still and moving visual pace in online videos (no visual vs. still, slow-pace visual vs. still, medium-pace visual vs. still, fast-pace visual vs. moving, slow-pace visual vs. moving, medium-pace visual vs. moving, fast-pace visual) with a convenience sample recruited from Amazon’s Mechanical Turk (mTurk) similarly probes a variety of potentially resilience-related cognitive, affective, and behavioral outcomes. The role of biological sex as a quasi-experimental variable is also investigated in both studies. Various implications for community resilience and recommendations for risk and disaster communicators are explored. Implications for theory building and future research are also examined. Resulting modifications of the SMCC model (i.e., removing “message strategy” and adding the new category of “message content elements” under organizational considerations) are proposed.

This paper analyses the intermediary role of the technical bodies that support the use of budgetary and financial information by central government politicians in Portugal. The main findings show that information brokers are playing a central role in preparing this information in a credible, simple and understandable way. However, even if not intentionally, the information they present can be biased. Politicians need to be aware that the information brokers they rely on may not be giving them ‘neutral’ information.

Analysis of data without labels is commonly subject to scrutiny by unsupervised machine learning techniques. Such techniques provide more meaningful representations, useful for better understanding of a problem at hand, than by looking only at the data itself. Although abundant expert knowledge exists in many areas where unlabelled data is examined, such knowledge is rarely incorporated into automatic analysis. Incorporation of expert knowledge is frequently a matter of combining multiple data sources from disparate hypothetical spaces. In cases where such spaces belong to different data types, this task becomes even more challenging. In this paper we present a novel immune-inspired method that enables the fusion of such disparate types of data for a specific set of problems. We show that our method provides a better visual understanding of one hypothetical space with the help of data from another hypothetical space. We believe that our model has implications for the field of exploratory data analysis and knowledge discovery.

This paper proposes a principal-agent model between banks and firms with risk and asymmetric information. A mixed form of finance to firms is assumed. The capital structure of firms is a relevant cause for the final aggregate level of investment in the economy. In the model analyzed, there may be a separating equilibrium, which is not economically efficient, because aggregate investments fall short of the first-best level. Based on European firm-level data, an empirical model is presented which validates the result of the relevance of the capital structure of firms. The relative magnitude of equity in the capital structure makes a real difference to the profits obtained by firms in the economy.

The story of the 1956 Hungarian Revolution at sixty years remains contested. The current center-right government led by Prime Minister Viktor Orbán at once embraces the Revolution and yet at the same time trumpets the failure of the liberal states of the West. Hungarians are encouraged to view the authoritarian politics of Vladmir Putin as a successful model worthy of emulation. In this light the liberal state envisioned by many of the revolutionaries, let alone the liberal state expected by the European Union stands in contrast with one of the principal tenets of the ruling FIDESz/Christian Democrat (KDNP) coalition. At the same time, the current yearning for an illiberal state accords with a strand of desire more akin to those who supported Cardinal Mindszenty during the Revolution and by extension his sympathy for the authoritarian regime of Miklós Horthy.

In knowledge technology work, as expressed by the scope of this conference, there are a number of communities, each uncovering new methods, theories, and practices. The Library and Information Science (LIS) community is one such community. This community, through tradition and innovation, theories and practice, organizes knowledge and develops knowledge technologies formed by iterative research hewn to the values of equal access and discovery for all. The Information Modeling community is another contributor to knowledge technologies. It concerns itself with the construction of symbolic models that capture the meaning of information and organize it in ways that are computer-based, but human understandable. A recent paper that examines certain assumptions in information modeling builds a bridge between these two communities, offering a forum for a discussion on common aims from a common perspective. In a June 2000 article, Parsons and Wand separate classes from instances in information modeling in order to free instances from what they call the “tyranny” of classes. They attribute a number of problems in information modeling to inherent classification – or the disregard for the fact that instances can be conceptualized independent of any class assignment. By faceting instances from classes, Parsons and Wand strike a sonorous chord with classification theory as understood in LIS. In the practice community and in the publications of LIS, faceted classification has shifted the paradigm of knowledge organization theory in the twentieth century. Here, with the proposal of inherent classification and the resulting layered information modeling, a clear line joins both the LIS classification theory community and the information modeling community. Both communities have their eyes turned toward networked resource discovery, and with this conceptual conjunction a new paradigmatic conversation can take place. Parsons and Wand propose that the layered information model can facilitate schema integration, schema evolution, and interoperability. These three spheres in information modeling have their own connotation, but are not distant from the aims of classification research in LIS. In this new conceptual conjunction, established by Parsons and Ward, information modeling through the layered information model, can expand the horizons of classification theory beyond LIS, promoting a cross-fertilization of ideas on the interoperability of subject access tools like classification schemes, thesauri, taxonomies, and ontologies. This paper examines the common ground between the layered information model and faceted classification, establishing a vocabulary and outlining some common principles. It then turns to the issue of schema and the horizons of conventional classification and the differences between Information Modeling and Library and Information Science. Finally, a framework is proposed that deploys an interpretation of the layered information modeling approach in a knowledge technologies context. In order to design subject access systems that will integrate, evolve and interoperate in a networked environment, knowledge organization specialists must consider a semantic class independence like Parsons and Wand propose for information modeling.

This study aimed to survey farmers knowledge and practices on the management of pastures, stocking rates and markets of meat goat-producing enterprises within New South Wales and Queensland, Australia. An interview-based questionnaire was conducted on properties that derived a significant proportion of their income from goats. The survey covered 31 landholders with a total land area of 567 177 ha and a reported total of 160 010 goats. A total of 55% (17/31) of producers were involved in both opportunistic harvesting and commercial goat operations, and 45% (14/31) were specialised seedstock producers. Goats were the most important livestock enterprise on 55% (17/31) of surveyed properties. Stocking rate varied considerably (0.3?9.3 goats/ha) within and across surveyed properties and was found to be negatively associated with property size and positively associated with rainfall. Overall, 81% (25/31) of producers reported that the purpose of running goats on their properties was to target international markets. Producers also cited the importance of targeting markets as a way to increase profitability. Fifty-three percent of producers were located over 600 km from a processing plant and the high cost of freight can limit the continuity of goats supplied to abattoirs. Fencing was an important issue for goat farmers, with many producers acknowledging this could potentially add to capital costs associated with better goat management and production. Producers in the pastoral regions appear to have a low investment in pasture development and opportunistic goat harvesting appears to be an important source of income.

Dopo lo sviluppo dei primi casi di Covid-19 in Cina nell’autunno del 2019, ad inizio 2020 l’intero pianeta è precipitato in una pandemia globale che ha stravolto le nostre vite con conseguenze che non si vivevano dall’influenza spagnola. La grandissima quantità di paper scientifici in continua pubblicazione sul coronavirus e virus ad esso affini ha portato alla creazione di un unico dataset dinamico chiamato CORD19 e distribuito gratuitamente. Poter reperire informazioni utili in questa mole di dati ha ulteriormente acceso i riflettori sugli information retrieval systems, capaci di recuperare in maniera rapida ed efficace informazioni preziose rispetto a una domanda dell'utente detta query. Di particolare rilievo è stata la TREC-COVID Challenge, competizione per lo sviluppo di un sistema di IR addestrato e testato sul dataset CORD19. Il problema principale è dato dal fatto che la grande mole di documenti è totalmente non etichettata e risulta dunque impossibile addestrare modelli di reti neurali direttamente su di essi. Per aggirare il problema abbiamo messo a punto nuove soluzioni self-supervised, a cui abbiamo applicato lo stato dell'arte del deep metric learning e dell'NLP. Il deep metric learning, che sta avendo un enorme successo soprattuto nella computer vision, addestra il modello ad "avvicinare" tra loro immagini simili e "allontanare" immagini differenti. Dato che sia le immagini che il testo vengono rappresentati attraverso vettori di numeri reali (embeddings) si possano utilizzare le stesse tecniche per "avvicinare" tra loro elementi testuali pertinenti (e.g. una query e un paragrafo) e "allontanare" elementi non pertinenti. Abbiamo dunque addestrato un modello SciBERT con varie loss, che ad oggi rappresentano lo stato dell'arte del deep metric learning, in maniera completamente self-supervised direttamente e unicamente sul dataset CORD19, valutandolo poi sul set formale TREC-COVID attraverso un sistema di IR e ottenendo risultati interessanti.
