O UNICEF no Brasil e as práticas vizinhas na atualidade

Este artigo visa pensar, analisar e descrever as práticas do Fundo das Nações Unidas para a Infância, na relação com um campo de vizinhança com outras intervenções de saber e poder voltadas às crianças e adolescentes, no Brasil. Para tanto, realiza uma breve história da atualidade do complexo tutelar articulado pela rede de proteção, garantia e defesa dos direitos oferecida pelo Fundo das Nações Unidas para a Infância em conjunto com outras entidades, instituições, grupos, comunidades, organizações não governamentais, fundações, bancos, países, universidades, localidades e agências ligadas à Organização das Nações Unidas. Por meio de análises baseadas em Michel Foucault, de Paul Veyne, em Robert Castel e em Jacques Donzelot, analisamos estas práticas cotidianas, no campo da sociedade disciplinar, da biopolítica, da gestão de riscos e do complexo tutelar, na medida em que formam um dispositivo econômico e político que opera na relação sujeito de direitos e sujeito econômico.

This study investigated Social Care as an institution that creates mechanisms for the production of subjectivity in the care of children and adolescents. For this, we used some analytical coordinates, both conjectural and structural, models of care for mapping care in confrontation in the field of Social Care. It was concluded that there was two contradictory paradigms, in the dialectical sense, organizing social care, one being the philanthropic mode and the other the socioeducative mode. The first, which is hegemonic in the field, corresponds to a care entity still organized from philanthropic care and is guided by a minority age logic, articulated by a discourse of criminalizing the lower classes. It is informally based on the legal concept of irregular situations, which would develop preventive, repressive, correctional and moralizing care practices. The construction of a socioeducative mode implies socioeducative care that aims for an effective increase in the rights of children and adolescents, based on their status as subjects and citizens, through democratic, dialogic, participatory, multi-disciplinary and fundamentally emancipatory institutional practices.

Leg Amputation for an Extensive, Severe and Intractable Sickle Cell Anemia Ulcer in a Brazilian Patient

A 35-year-old African Brazilian patient had sickle cell anemia complicated with recurrent vasoocclusive (VOC) crises and refractory painful leg ulcers for 16 years. The ulcers started over both medial malleoli and expanded gradually. The ulcer on the left leg spread from the foot to the knee circumferentially and was refractory to all forms of therapy within the frame work of multi-disciplinary care. The patient agreed to a below the knee amputation of the left leg. He felt much better after the amputation but developed severe neuropathic phantom pain that was well controlled medically. He could differentiate the sickle cell anemia and ulcer pain from the neuropathic pain. About 6 months after the amputation he had dengue fever with fatal outcome. This is the first report of treatment of refractory sickle cell anemia leg ulcer with amputation and probably the first report of a Brazilian patient with sickle cell anemia and dengue fever.

This paper presents a proposal for the teaching of cataloguing, emphasizing the problem-solving methodology. The proposal was designed for the distance-based continuing education of the professional cataloguer. It takes into account the challenges inherent to the development of interactive and inter-disciplinary tasks, as well as the development of directed self-education and critical consciousness of that professional, inasmuch as he becomes an active subject, manager of his/her own education.
