The general goal of this study was to analyze the relations between the agents’ social capital and joint actions developed by the Cluster of wine produced at the high altitudes of Santa Catarina. This group is made up of 43 agents: one governing agent, 26 support agents and 16 winemakers. This descriptive and exploratory study uses data from qualitative and quantitative approaches. During the exploratory phase, a documental analysis was carried out, as well as semi-structured interviews. The data collection tool used to gather information concerning the social capital and joint actions was the semi-structured questionnaire, and this data gathering was conducted through field research using a structured interview with the selected agents from November 16 to November 26, 2015. The results of this study show a good social capital, which reflects on the joint actions done by the agents. Among the variables of social capital, trust shows a great level among the Cluster agents, followed by good levels concerning commitment and involvement, information share, rules and sanctions, horizontality and authority and improvement. As a result, it has created a nice level of involvement and effectiveness of joint actions, highlighting events organization, joint participation at fairs and events, marketing campaigns, development of products and processes, and human resources improvement. There is a small group of agents who show a strong social capital and a proper environment to expand this capital throughout the network. However, the evaluation concerning reciprocity and density represents only one third of the possibilities of this group, and it happens especially because of the geographical distance between the agents who are part of the Cluster. The main limitation of this study was the trouble trying to map the whole agent group before applying the questionnaires and identifying the responsible people in each of the support agents to inform everything correctly. It is suggested that these questionnaires be carried out with other Clusters as well as in the future in order to have a temporal assessment of this study.

As tecnologias de saúde, nomeadamente medicamentos, dispositivos médicos (DM), procedimentos médicos ou cirúrgicos, entre outros, têm ocupado uma posição de destaque no setor da saúde, e na vida dos seus utilizadores. A inovação e utilização de tecnologias de saúde, e consequente aumento das despesas fizeram emergir a necessidade de avaliação das tecnologias de saúde. Surge assim, a avaliação de tecnologias de saúde (ATS), que tem por objetivo abordar os impactos clínicos, económicos, organizacionais, sociais, legais e éticos de uma tecnologia de saúde, considerando o seu contexto médico específico, bem como as alternativas disponíveis. A ATS pretende que os processos sejam feitos de forma rigorosa, transparente, valorizando e garantindo a sustentabilidade do acesso aos cuidados em saúde. Seguindo a tendência europeia de implementação de políticas e modelos de ATS, Portugal criou o seu próprio sistema de avaliação de tecnologias. O Decreto-Lei nº 97/2015, de 1 de junho veio oficializar a criação do Sistema Nacional de Avaliação de Tecnologias de Saúde (SiNATS). O SiNATS vai permitir uma avaliação não só de medicamentos, mas também de DM e outras tecnologias tendo em consideração a avaliação técnica, terapêutica e económica das tecnologias de saúde com base em fatores sociais, políticos, éticos e a participação de entidades, como, a indústria, as instituições de ensino, as instituições de saúde, os investigadores, os profissionais de saúde, os doentes e as associações dos doentes. O SiNATS vai emitir recomendações e decisões sobre o uso das tecnologias de saúde e possibilitar o ganho em saúde e contribuir para a sustentabilidade do Serviço Nacional de Saúde (SNS). O SiNATS vem permitir a avaliação de DM. O sector dos DM é um sector caracterizado pela inovação, crescimento e também competitividade. A complexidade e especificidade deste sector devem por isso ser tidas em consideração aquando da sua análise. A implementação do SiNATS permitirá avaliar e reavaliar preços, comparticipações, recomendações, contratos ao longo do ciclo de vida de cada DM. No presente momento, ainda é difícil expor os processos através dos quais esta avaliação vai ser processada, uma vez que se aguarda a publicação de despachos e portarias referidos no Decreto-Lei nº 97/2015, de 1 de junho. Tendo em consideração a partilha de informação sobre políticas, métodos, procedimentos de ATS aplicada aos DM na Europa, foram analisados os casos de França e do Reino Unido com o objetivo de alargar o conhecimento acerca do que já é feito a nível Europeu e explorar se os mesmos poderiam ser adaptados à realidade portuguesa. Em França, a ATS está diretamente relacionada com a comparticipação de DM, já no Reino Unido, o National Institute and Centre of Excellence (NICE) tem a responsabilidade de avaliar os DM segundo procedimentos de ATS, mas não está diretamente relacionado com comparticipação. O NICE publica normas de orientação que auxiliam a decisão de aquisição ou não de um DM. Tendo em consideração a informação reunida e descrita, este trabalho também propõe um modelo hipotético sobre o sistema português de avaliação de DM. Este modelo aborda, ainda que não de forma exaustiva, os possíveis processos e procedimentos para a avaliação de DM. Este sistema caracteriza-se pela importância dada ao envolvimento dos stakeholders e partilha de informação com os mesmos, mas também na agilização dos processos, isto é, uma redução e simplificação dos processos de avaliação de DM. A reavaliação de DM durante a sua comercialização também ganha destaque, apontando que cada grupo genérico de dispositivos ou DM inovador dever ser reavaliado a cada cinco anos, ou sempre que informação emergente o justifique. Este modelo representa uma abordagem experimental sobre o futuro do SiNATS aplicado aos DM. A partilha de informação, os fóruns de discussão e o envolvimento da sociedade serão uma mais-valia para que a implementação do SiNATS aos DM seja feita de forma gradual e com a máxima transparência possível.

Inbred strains of C5731 and NIH nice infected with the A/S strain of Plasmodium chaubaudi usually developed high parasitaemias but infections were rarely fatal in immunocompetent mice and in most mice the parasites could be eradicated within 53 days or less. The immune response of C57B1 and NTH mice to infection with the A/S strain of P. chabaudi was studied. The principle method used in this study for investigating the immune response of the mice was to examine the immunity conferred on syngeneic mice, either X-irradiated or non-irradiated, by transferring to them lymphoid cells or serum from immune or semi-immune donors. The lymphoid cell populations examined were unfractionated spleen cells, nylon wool column enriched subpopulations of thymus-derived lymphocytes (T cells) and the so-called bursa-derived lymphocytes (B cells), bone marrow cells and phagocytic cells. In the course of these experiments observations were made on the effect of X-irradiation on the subsequent growth and multiplication of the parasite. In addition, an in vitro assay for antibody-dependent cell mediated cytotoxicity was used to investigate the activity of splenic K cells during malaria infection. K cells are lymphoid cells which may include lymphocytes of an undefined category, but possess receptors for the Fc portion of antibody on their surface and have the ability to non-specifically lyse target cells coated in antibodies. a) The adoptive transfer of immunity to P.chabaudi with immune spleen cells. Spleen cells from mice which had previously been infected with P.chabaudi were able to confer some immunity on syngeneic mice which had been irradiated with 600 or 800 rads. The protection was detected as a shortened patent parasitaemia in immune cell recipients compared to controls. The early experiments indicated the value of using irradiated recipients rather than non-irradiated recipients. In irradiated mice, a) smaller numbers of immune cells were required to promote detectable immunity than in non-irradiated mice, b) there was an amplification of the difference in the duration of primary parasitaemias in recipients of immune cells and normal cells compared to non-irradiated mice and c) as the irradiated host is immunodepressed, the protective effect of donor cells can be examined with a reduced contribution by the hosts own immune system. An initial non-specific resistance to P.chabaudi infection was observed in irradiated mice, although the infection in most of these mice was subsequently more severe than in non-irradiated mice. The non-specific resistance could be reduced or abolished by injecting lymphoid cells into mice shortly after irradiation or by infecting irradiated mice more than 15 days after irradiation. Other workers suggest that following irradiation, the reticulo-endothelial system is stimulated at the time that the non-specific resistance to P.chabaudi was observed. b) the adoptive transfer of immunity in syngeneic mice with enriched subpopulations of splenic immune T cells, B. cells, bone marrow cells and phagocytes. Immunity to P.chabaudi could be adoptively transferred with enriched spleen subpopulations of immune T cells or immune B cells in mice which had been irradiated 600 or 300 rads. The protective effects of unfractionated immune cells was, however, usually better than that of either immune T or F cell subpopulations. In most experiments enriched immune T cell recipients were more likely to suffer relapsing patent parasitaemias than either enriched immune B cell recipients or unfractionated immune cell recipients. In one experiment a comparison was made of the course of P.chabaudi infection in mice which had been irradiated with either 600 rads or 300 rads and which received injections of different immune cells. A dose of 600 rads permits the immune system of mice to recover from the effects of irradiation, but a dose of 800 rads is lethal to mice unless lymphoid cells are injected after irradiation. It was found that in recipients of enriched immune T or B cells, which had been irradiated with 600 rads, the parasitaemia became subpatent before their equivalents irradiated with 800 rads, but that there was little difference in parasitaemias between recipients of unfractionated immune cells given 600 or 800 rads. Experiments in which enriched immune T cells and B cells were recombined and injected into syngeneic mice gave inconclusive results as to whether the immune subpopulations acted synergistically. Similar experiments in which immune subpopulations of lymphoid cells were recombined with normal subpopulations of lymphoid cells demonstrated that the latter cells did not enhance the protective effect of the former cells. Bone marrow cells from immune mice were able to confer some protection on syngeneic recipients, but were not as protective as enriched immune T cells or B cells. The results obtained in adoptive transfer experiments using phagocytic cells from the spleen of immune mice depended on the length of time spleen cells were incubated in petri-dishes at 37° C before harvesting the phagocytes. Using C57B1 mice, phagocytes harvested after 15 hours incubation were as protective as unfractionated immune cells in a cell transfer experiment, but phagocytes harvested after 16 hours incubation were not protective. Examination of NIH phagocytic cells after 2.5 hours incubation at 37°C, which were as protective as unfractionated immune spleen cells in a cell transfer experiment, demonstrated that the petri-dish adherent cells may have contained B lymphocytes. c) The passive transfer of immunity with serum from P.chabaudi infected mice. The passive transfer of serum from C57B1 mice which had been previously infected with P.chabaudi to normal or irradiated syngeneic mice demonstrated that the serum recipients were initially protected from infection. Irradiated mice, however, were delayed longer in the onset of parasitaemia compared to non-irradiated mice. Using NIH mice, sera were collected from unfractionated immune spleen cell recipients, enriched immune T cell recipients and normal spleen recipients on the 11th day of a P.chabaudi infection, just after peak parasitaemia, and also on the 14th day of infection. On day 14, all immune cells recipients and most of the enriched immune T cell recipients had become subpatent but all normal cell recipients still had patent infections. Sera collected from the different spleen cell recipients on the 11th day of infection and passively transferred to irradiated mice demonstrated little protection. Sera collected on the 14th day of infect ion, however, reflected the immune status of the donors in their protective properties in mice infected with P.chabaudi. The serum from unfractionated immune cell recipients was the most protective of the 3 sera when compared to normal NIH serum and the serum from enriched immune T cell recipients was slightly protective, but the serum from normal cell recipients produced an enhanced infection in mice infected with P.chabaudi. d) Antibody-dependent cell-mediated cytotoxicity of spleen cells in P.chabaudi infected mice. In a preliminary investigation of K cell activity in the spleens of P.chabaudi infected mice, it was found that there was an increased activity of K cells collected at around peak parasitaemia compared to the activity of K cells in non-infected mice, and that this increased activity could also be found in mice which had recently become subpatent. As the target cell for antibody-dependent cell-mediated cytotoxicity employed was the thick red blood cell, it is not known whether the K cell is involved in the killing of P.chabaudi parasites. These results suggest that both T cells and B cells and antibody may be important in the immune response to P.chabaudi in mice. Primed T cells may act as helper cells in the production of malarial antibodies, but, as enriched primed T cells could confer protection on immunodepressed mice, it is possible that a cell-mediated mechanism of immunity may also exist.

In many instances of holographic correspondences between a d-dimensional boundary theory and a (. d+. 1)-dimensional bulk, a direct argument in the boundary theory implies that there must exist a simple and precise relation between the Euclidean on-shell action of a (. d-. 1)-brane probing the bulk geometry and the Euclidean gravitational bulk action. This relation is crucial for the consistency of holography, yet it is non-trivial from the bulk perspective. In particular, we show that it relies on a nice isoperimetric inequality that must be satisfied in a large class of Poincaré-Einstein spaces. Remarkably, this inequality follows from theorems by Lee and Wang.

Występowanie akcji wielogłosowych w spółkach publicznych nie zawsze jest postrzegane jako zjawisko pozytywne. Niektóre regulacje zachodnioeuropejskie wyłączyły dopuszczalność wprowadzania akcji wielogłosowych albo doprowadziły do ich ograniczenia. Polski ustawodawca przyjął rozwiązanie, zgodnie z którym w spółce akcyjnej (niepublicznej) maksymalny pułap uprzywilejowania głosowego wynosi dwa głosy na jedną akcję. W odniesieniu jednak do spółki publicznej posłużono się niefortunnym sformułowaniem „uprzywilejowanie co do głosu nie dotyczy spółki publicznej”. W doktrynie napotkać można różnice w poglądach, co do obecnie obowiązujących przepisów regulujących tytułową problematykę. Wskazuje się, że przepis art. 351 § 2 zdanie drugie Kodeksu spółek handlowych może być rozumiany niejednolicie. Występowanie wielogłosowych akcji w spółkach publicznych wiąże się między innymi ze zmianą stanu prawnego, ale także, ze stanem faktycznym polegającym na uzyskaniu przez spółkę niepubliczną (prywatną) statusu spółki publicznej. Publikacja obejmuje teoretyczno-prawne rozważania związane z akcjami wielogłosowymi w spółkach publicznych. Celem artykułu jest przybliżenie tytułowej problematyki, począwszy od zagadnienia akcji wielogłosowych ustanowionych na gruncie nieobowiązującego już stanu prawnego, a zakończywszy na upublicznieniu spółki i wynikających z tego konsekwencjach w odniesieniu do akcji uprzywilejowanych co do głosu.

Ce congrès était organisé conjointement par les deux grandes associations de développement de l'aquaculture dans le monde: la World Aquaculture Society (WAS, 2300 membres) et la European Aquaculture Society (EAS, 550 membres). Le précédent s'était tenu à Nice, en mai 2000. Il a rassemblé pendant 5 jours plus de 3000 chercheurs et responsables institutionnels de 95 nationalités. Environ 600 communications orales étaient réparties sur 67 sessions suivant un système de 11 salles en parallèle. Entre les salles de conférence étaient présentés les panneaux des 460 posters. Sur le site, l'exposition commerciale accueillait 135 entreprises et organismes; elle a reçu la visite d'environ 2000 visiteurs dont la moitié d'Italiens (source: EAS). Le thème général du congrès était le lien entre la tradition et la technologie. L'objectif était de montrer que les technologies, dont l'image est ambivalente, constituent un outil remarquable de développement de l'aquaculture, y compris en tenant compte des contraintes de durabilité. En effet, les attentes du citoyen, comme du consommateur, restent centrées autour des notions de qualité, sécurité alimentaire, bien-être et santé animale. Les travaux portaient sur les disciplines classiques de l'aquaculture (nutrition, physiologie, génétique, etc) et leur relation avec les biotechnologies. Il faut souligner l'émergence de thèmes de plus en plus liés la démonstration que l'aquaculture peut s'intégrer dans détruire (capacité de charge d'un écosystème, animaux échappés, etc) et à la perception de la société (perception du consommateur, aquaculture et société, position des ONG écologistes, etc). L'U.E. était très présente avec 5 représentants et une implication marquée dans de plusieurs sessions. Sous différentes formes, ses représentants ont rappelé la volonté de l'UE de continuer à soutenir l'aquaculture, avec l'objectif de poursuivre le développement de ce secteur (4 % de croissance moyenne par an). L'aquaculture devrait générer 8 à 10 000 emplois nouveaux sur les 15 prochaines années, notamment dans la conchyliculture et la pisciculture marine au large avec comme mot clef l'intégration dans l'environnement, dans le tissu socio-économique côtier et dans l'imaginaire des gens, touristes, consommateurs, élus, etc. Ce congrès à vocation mondiale a attiré des représentants de régions habituellement peu représentées comme le Moyen Orient et la Chine, présente à de nombreuses sessions. Il a été aussi le lieu de multiples réunions satellites impliquant presque toujours des chercheurs français: grands programmes européens en cours comme SeaFood+, ASEM (coop. Europe - Asie) ou Consensus, assemblée générale de l'EAS, groupe de travail de l'UICN, etc. Ce type de réunion confirme l'importance des contacts personnels directs pour 1. Evaluer les grandes tendances mondiales du secteur 2. Etablir des contacts directs avec des chercheurs seniors des grandes équipes de recherche et des décideurs au niveau européen et extra-européen 3. Tester des idées et des projets de collaboration et de partenariat Il constitue un forum exceptionnel de diffusion de connaissances, d'informations et de messages. Il offre un espace de perception et de reconnaissance d'Ifremer par de nombreux acteurs de la communauté de recherche en aquaculture. Grâce à la variété thématique des sessions où des chercheurs d'Ifremer sont actifs, l'institut renforce sa notoriété notamment dans la dimension pluridisciplinaire. Cette capacité d'ensemblier est la qualité la plus demandée dans les conclusions d'ateliers et la plus rare dans les instituts présents. Le congrès révèle bien l'évolution de l'aquaculture mondiale: il y a 10 ans, la production de masse était au Sud et la technologie et les marchés au Nord (USA, Europe, Japon). Aujourd'hui, la progression économique et scientifique rapide des pays du Sud, surtout en Asie, crée des marchés locaux .solvables pour l'aquaculture (Chine, Inde) et fait émerger une capacité de recherche « de masse». Cette situation exige que la recherche occidentale évolue pour rester compétitive. Pour préserver un secteur important, qui concourt à la sécurité alimentaire en protéines de manière croissante (4% par an, record de toutes les productions alimentaires), la recherche européenne en aquaculture doit maintenir son effort afin de garder une longueur d'avance, surtout dans les secteurs qui seront vitaux dans la décennie: relations avec l'environnement naturel (durabilité dont la maîtrise des coûts énergétiques), qualité des produits, sécurité alimentaire, intégration socio-économique dans des espaces de plus en plus convoités, maîtrise de l'image de l'espèce « cultivée» (industrielle mais contrôlée) par rapport à l'image de l'espèce « sauvage» (naturelle mais polluée et surexploitée). En conséquence, l'UE conserve tout son potentiel de développement car l'essentiel de la valeur ajoutée sera de moins en moins dans la production en quantité mais dans sa maîtrise de la qualité. Cette évolution donne toute sa valeur à la recherche menée par Ifremer et ce d'autant plus que l'institut sera capable d'anticiper les besoins et les attentes des entreprises, des consommateurs, des associations comme des organisations internationales. Dans cette vision, réactivité, capacité d'ensemblier et réflexion prospective sont les qualités à développer pour que l'lfremer puisse donner toute sa mesure notamment dans la recherche en aquaculture. Ces enjeux sont à l'échelle internationale et Ifremer fait partie du petit nombre d'instituts capables de les traiter en large partenariat, en accord complet avec la politique souhaitée par l'UE

A liderança e a motivação são factores essenciais na obtenção do sucesso das organizações. Os dirigentes da Administração Pública têm de estar preparados para fazer face aos desafios constantes. Eles têm um papel de destaque nas organizações, quer através da tomada de decisões estratégicas, quer na motivação dos colaboradores. Esta investigação tem como objectivo principal compreender de que forma os comportamentos dos líderes constituem fatores de motivação nas equipas da atual Administração Pública. A metodologia seguida é a de um estudo de caso realizado na Administração da Região Hidrográfica do Alentejo, tendo-se efetuado a recolha de dados através da análise documental, aplicação de questionário e realização de entrevistas. Os resultados evidenciam o estilo de líder simpático (82,1%) como o mais apreciado, estes líderes tem uma forte componente de orientação para as pessoas, criam ambiente favorável ao trabalho, conseguindo influenciar a motivação dos colaboradores, cujas necessidades de sucesso (82,1%) assumem uma maior preponderância na hierarquia das suas necessidades motivacionais; ABSTRACT: The leadership and motivation are essential factors to obtain organizational success. The leaders of the Public Administration have to be prepared to face permanent challenges. They have the main roll on the organizations, not only on making calls about strategic decisions but also in motivating collaborators. This investigation has as main goal to understand in which way the behavior of leaders will influence the motivation on the actual teams of the Public Administration. The methodology followed it’s from a study that was made in Administração da Região Hidrográfica do Alentejo, getting the data with documental analyses, surveys and interviews. The results show the “nice leader” style (82,1%) as the must appreciated, this leaders have a strong orientation component to lead people, they create a nice work environment, being able to motivate the collaborators, which necessities of success (82,1%) assume a major preponderance on the hierarchy of theirs motivational necessities.

With the proliferation of new mobile devices and applications, the demand for ubiquitous wireless services has increased dramatically in recent years. The explosive growth in the wireless traffic requires the wireless networks to be scalable so that they can be efficiently extended to meet the wireless communication demands. In a wireless network, the interference power typically grows with the number of devices without necessary coordination among them. On the other hand, large scale coordination is always difficult due to the low-bandwidth and high-latency interfaces between access points (APs) in traditional wireless networks. To address this challenge, cloud radio access network (C-RAN) has been proposed, where a pool of base band units (BBUs) are connected to the distributed remote radio heads (RRHs) via high bandwidth and low latency links (i.e., the front-haul) and are responsible for all the baseband processing. But the insufficient front-haul link capacity may limit the scale of C-RAN and prevent it from fully utilizing the benefits made possible by the centralized baseband processing. As a result, the front-haul link capacity becomes a bottleneck in the scalability of C-RAN. In this dissertation, we explore the scalable C-RAN in the effort of tackling this challenge. In the first aspect of this dissertation, we investigate the scalability issues in the existing wireless networks and propose a novel time-reversal (TR) based scalable wireless network in which the interference power is naturally mitigated by the focusing effects of TR communications without coordination among APs or terminal devices (TDs). Due to this nice feature, it is shown that the system can be easily extended to serve more TDs. Motivated by the nice properties of TR communications in providing scalable wireless networking solutions, in the second aspect of this dissertation, we apply the TR based communications to the C-RAN and discover the TR tunneling effects which alleviate the traffic load in the front-haul links caused by the increment of TDs. We further design waveforming schemes to optimize the downlink and uplink transmissions in the TR based C-RAN, which are shown to improve the downlink and uplink transmission accuracies. Consequently, the traffic load in the front-haul links is further alleviated by the reducing re-transmissions caused by transmission errors. Moreover, inspired by the TR-based C-RAN, we propose the compressive quantization scheme which applies to the uplink of multi-antenna C-RAN so that more antennas can be utilized with the limited front-haul capacity, which provide rich spatial diversity such that the massive TDs can be served more efficiently.
