O Mercosul social: avanços e obstáculos para uma nova dinâmica de integração regional

Este trabalho busca analisar a nova dinâmica do processo de integração no Mercosul, caracterizada pelo tratamento de temas sociais como direitos humanos, meio ambiente, saúde e educação, indicando o avanço de uma agenda social de integração que rompe com a tradição comercialista do bloco. O avanço de governos progressistas nos países membros contribuiu para essa nova lógica integradora, tendo estimulado também o aumento dos mecanismos de participação social, abrindo espaço para uma maior presença de atores sociais nas discussões relativas à integração. É objetivo da pesquisa avaliar qual é a efetiva influência desses novos atores no Mercosul, questionando-se a possível existência de uma esfera pública transnacional. Para chegar a uma resposta, o trabalho recorre a variáveis e conceitos como déficit democrático, transparência, representatividade e faz um estudo específico das características e dos meios de articulação de duas categorias sociais no bloco: as centrais sindicais e os empresários.

Regional study on social dimensions of MPA practice in Central America: cases studies from Costa Rica, Nicaragua, Honduras and Panama

This research focuses on the social dimensions of marine conservation, and makes an assessment of the experiences of coastal and fi shing communities with regard to the governance of MPAs in Central America, based on case studies from Honduras, Nicaragua, Costa Rica and Panama. It examines the national contexts of the above countries in relation to the governance of MPAs. Furthermore, it analyzes the social impacts of MPAs on coastal communities by gathering the experiences and the voices of the communities and institutions involved, and reflects on how to build bridges in the search for forms and models of conservation that respect human rights and which are able to successfully integrate into local development efforts without affecting cultural and/or social patterns. To this end, this monograph looks at nine case studies across the region: in Honduras, the Islas de la Bahia-Guanaja Marine National Park, the Cayos Cochinos Marine Archipelago Natural Monument, and the Cuero and Salado Wildlife Refuge; in Nicaragua, the Chacocente Wildlife Refuge; in Costa Rica, the Guanacaste Conservation Area, the Ballena Marine National Park and the Golfo Dulce Responsible Fishing Area; and, in Panama, the Nargana Protected Area, in the Comarca de la Biosfera Guna-Yala, the Bastimentos Island Marine National Park, and Bocas del Toro.

Estudio regional sobre las dimensiones sociales en el manejo de areas marinas protegidas: casos en Costa Rica, Nicaragua, Honduras y Panama

Explora la percepción de las personas residentes en las comunidades costeras vinculadas a los espacios marinos protegidos en Honduras, Nicaragua, Costa Rica y Panamá. Profundiza, a partir de estudios de caso y el análisis comparativo, los temas de gobernanza, derechos humanos y distribución justa y equitativa de beneficios derivados de la conservación. Los resultados destacan que los esfuerzos de conservación marina no han logrado establecer puentes que permitan satisfacer las necesidades sociales. Las comunidades han sido excluidas de los procesos de toma de decisiones, y los costos de la conservación han recaído en las pueblos costeros. Se plantean recomendaciones orientadas hacia el desarrollo de procesos de conservación marina y desarrollo local en aras de tender puentes en la búsqueda de formas y modelos de conservación marina que sean respetuosos de los derechos humanos y promuevan “el buen vivir” de las comunidades en territorios marino-costeros.

Polaridade regional e percepção de ameaças: comparando as políticas de defesa de África do Sul, Brasil e Índia

Tendo como pressuposto teórico a regionalização das questões de segurança internacional no pós Guerra Fria, esta dissertação objetiva realizar uma análise comparativa da Política de Defesa de três potências regionais, quais sejam, África do Sul, Brasil e Índia, identificando percepção de ameaça no âmbito das suas políticas de defesa. Para fazê-lo, fez-se necessário ter em consideração as capacidades materiais (inspirado no neorrealismo e realismo neoclássico), e os aspectos relativos à percepção de ameaças, numa dimensão ampliada dos estudos de segurança (inspirados pela Escola de Copenhague). Com isso em mente, este trabalho lida com a literatura sobre a segurança regional e as potências regionais, a qual se baseia em vários pressupostos teóricos Neorrealistas, Realistas Neoclássicos e da Escola de Copenhague. A proposição heurística que guia este trabalho é, dado que a percepção de ameaça externa vem de uma leitura, feita pelo Estado, do seu contexto regional, um Estado com baixo nível de ameaças externas tende a vincular de forma mais intensiva de segurança com o desenvolvimento. As fontes utilizadas são dados quantitativos (Composite Index of National Capabilities do projeto Correlates of War), que permitem avaliar a distribuição de capacidades materiais em três regiões (América do Sul, África do Sul, e no Sul da Ásia) e, principalmente, as políticas declaratórias de defesa, os documentos que carregam percepção dos Estados em relação à segurança. Na comparação dos casos, dois aspectos são o foco para a análise do discurso de segurança: as percepções de segurança sobre as suas regiões, o nexo entre segurança e desenvolvimento.
