In this paper, I analyze the processes that transformed aquaculture into a major export industry in India, in order to understand the role aquaculture has as a social and economic development strategy of the Indian state. The discussion employs a political ecology approach as I explore the complex relations between access and control of India’s coastal resources, society, and economy. I argue that many of the forces that initiated the development of aquaculture in India, namely the involvement of the Indian state, continue to shape the industry today. I also discuss how despite widespread social conflict, the shrimp farming industry, in particular, continues to thrive and grow in rural India. My analysis utilizes ethnographic and archival data collected over the course of 9 months of fieldwork in Tamil Nadu, India. Keywords: rural development, aquaculture, India, State, ethnography

Two concepts in rural economic development policy have been the focus of much research and policy action: the identification and support of clusters or networks of firms and the availability and adoption by rural businesses of Information and Communication Technologies (ICT). From a theoretical viewpoint these policies are based on two contrasting models, with clustering seen as a process of economic agglomeration, and ICT-mediated communication as a means of facilitating economic dispersion. The study’s conceptual framework is based on four interrelated elements: location, interaction, knowledge, and advantage, together with the concept of networks which is employed as an operationally and theoretically unifying concept. The research questions are developed in four successive categories: Policy, Theory, Networks, and Method. The questions are approached using a study of two contrasting groups of rural small businesses in West Cork, Ireland: (a) Speciality Foods, and (b) firms in Digital Products and Services. The study combines Social Network Analysis (SNA) with Qualitative Thematic Analysis, using data collected from semi-structured interviews with 58 owners or managers of these businesses. Data comprise relational network data on the firms’ connections to suppliers, customers, allies and competitors, together with linked qualitative data on how the firms established connections, and how tacit and codified knowledge was sourced and utilised. The research finds that the key characteristics identified in the cluster literature are evident in the sample of Speciality Food businesses, in relation to flows of tacit knowledge, social embedding, and the development of forms of social capital. In particular the research identified the presence of two distinct forms of collective social capital in this network, termed “community” and “reputation”. By contrast the sample of Digital Products and Services businesses does not have the form of a cluster, but matches more closely to dispersive models, or “chain” structures. Much of the economic and social structure of this set of firms is best explained in terms of “project organisation”, and by the operation of an individual rather than collective form of “reputation”. The rural setting in which these firms are located has resulted in their being service-centric, and consequently they rely on ICT-mediated communication in order to exchange tacit knowledge “at a distance”. It is this factor, rather than inputs of codified knowledge, that most strongly influences their operation and their need for availability and adoption of high quality communication technologies. Thus the findings have applicability in relation to theory in Economic Geography and to policy and practice in Rural Development. In addition the research contributes to methodological questions in SNA, and to methodological questions about the combination or mixing of quantitative and qualitative methods.

This thesis examines two ongoing development projects that received financial support from international development organizations, and an alternative mining tax proposed by the academia. Chapter 2 explores the impact of commoditization of coffee on its export price in Ethiopia. The first part of the chapter traces how the Ethiopian’s current coffee trade system and commoditization come to be. Using regression analysis, the second part tests and confirms the hypothesis that commoditization has led to a reduction in coffee export price. Chapter 3 conducts a cost-benefit analysis on a controversial, liquefied natural gas export project in Peru that sought to export one-third of the country’s proven natural gas reserves. While the country can receive royalty and corporate income tax in the short and medium term, these benefits are dwarfed by the future costs of paying for alternative energy after gas depletion. The conclusion is robust for a variety of future energy-price and energy-demand scenarios. Chapter 4 quantifies through simulation the economic distortions of two common mining taxes, the royalty and ad-valorem tax, vis-à-vis the resource rent tax. The latter is put forward as a better mining tax instrument on account of its non-distortionary nature. The rent tax, however, necessitates additional administrative burdens and induces tax-avoidance behavior, both leading to a net loss of tax revenue. By quantifying the distortions of royalty and the ad-valorem tax, one can establish the maximum loss that can be incurred by the rent tax. Simulation results indicate that the distortion of the ad-valorem tax is quite modest. If implemented, the rent tax is likely to result in a greater loss. While the subject matters may appear diverse, they are united by one theme. These initiatives were endorsed and supported by authorities and development agencies in the aim of furthering economic development and efficiency, but they are unlikely to fulfill the goal. Lessons for international development can be learnt from successful stories as well as from unsuccessful ones.

Industrial land development has become a key feature of urbanization in Greater Jakarta, one of the largest metropolitan areas in Southeast Asia. Following Suharto’s marketoriented policy measures in the late 1980s, private developers have dominated the land development projects in Greater Jakarta. The article investigates the extent to which these private industrial centers have effectively reduced the domination of Jakarta in shaping the entire metropolitan structure. The analysis indicates that major suburban industrial centers have captured most of the manufacturing employment that has dispersed from Jakarta. The industrial centers have now increasingly specialized and diversified. It is likely that a polycentric metropolitan structure will emerge in the future.

Spanish tourist destinations in rural areas have been established over more than two decades of implementation of various public policy instruments (mainly tourism and rural development policies). These convey complementary objectives in theory but provoke distant results in practice. The intervention of these instruments produces in the region of Sierra de Albarracín (Teruel) two types of destination whose sustainability is committed: the historical urban site of Albarracín as a consolidated cultural tourism destination based on heritage and the Sierra as a generic and incipient destination of rural tourism. It is discussed how the deployment of the local public action causes a fragmented territory in two models of management and tourism development. Cooperation is presented as a key element for the necessary rethinking of tourism development in the region.

Are you ready for a tender project? – Analysis of organisational project management maturity in the Austrian- Hungarian border region. Since the 1990s the European Union has paid more and more attention to subsidising cross-border development. It is understandable that different funding from proposal sources is particularly important for the border area, especially to those of utmost importance that support co-operation and rural development. Therefore, they could become a driving force for development. The authors’ research analyses the organisational project management maturity of the projects implemented in the frame of the Austria-Hungary Cross-border Cooperation Programme 2007-2013 (AT-HU). Analysing this kind of organisation is an important issue, since the new call for proposals are open in 2016 and the results of this study may provide a self-evaluation opportunity to organisations that need to know if they are ready or mature enough for a new tender project. The aim of this study was twofold. First of all, those indicators that could be used to analyse the project management maturity of implementing organisations in the AT-HU programme were identified. Based on the empirical research these are the project experience accumulated by the organisation, the internal processes operating at the institution and the professional background. Secondly, factors that can affect this project management maturity were explored and we determined five influencing area: the organisational structure, culture, project managers motivation and the typical and important competences.

Purpose – The aim of this study is to investigate the role of key strategic factors in new service development (NSD). In particular, the role of service development strategy, a formalised development process, integrated development teams and customer co-creation were investigated and the results were compared with managers' beliefs. Design/methodology/approach – The study used a sample of more than 500 service development projects to test a NSD conceptual model. Regression analysis was used to test the relative importance of the key strategic factors, and the results were compared with managers' beliefs. Findings – The results show that managers believe that customer co-creation is most important in order to succeed with NSD. However, contrary to management belief, a service development strategy is the “missing link” in improving NSD performance. In addition, the research highlighted an interaction effect between integrated development teams and customer co-creation, which means that project managers should focus on individual competencies on the development team and how they interact with customers throughout the NSD process. Originality/value – For a long time, NSD has failed to receive the attention it deserves, not just in practice but also in service research. This study shows that the number of new services put on the market and then withdrawn because of low sales remains as high as 43 per cent. This paper contributes knowledge on how to reduce the number of failures in NSD by pointing out the key strategic factors that influence NSD performance.

Résumé : Le développement durable est un processus d'évolution dans lequel toutes les ethnies coexistent en harmonie avec un environnement sain. Depuis une quarantaine d'années, le Laos a connu de nombreux bouleversements. Des groupes minoritaires, dont les Hmongs, ont subi les contrecoups des changements socio-politiques et économiques. Les Hmongs, qui habitent les régions montagneuses et qui pratiquent l'agriculture itinérante, sont particulièrement touchés par des inégalités économiques et sociales malgré la politique d'égalité ethnique. Les transformations progressives de leur méthode d'utilisation du sol, de leur mode de production et de leur mode de vie itinérants en sédentarisation durable deviennent fondamentales et cruciales. Les Hmongs défavorisés aspirent fortement à de meilleures conditions de vie tout comme les populations qui vivent dans les plaines. En effet, les Hmongs, qui habitent dans les régions de Lakhasipsong et de Longsan, province de Vientiane, s'adaptent aux nouvelles conditions de transformation socio-économique, soient la sédentarisation du mode de production et du mode de vie. On peut affirmer que le développement rural et communautaire permet la sédentarisation des Hmongs et que ces derniers sont aptes à s'adapter à la vie moderne. La méthode d'enquête par entrevue sur la base d'un sondage employée sur le terrain nous a permis de découvrir les caractéristiques de développement durable autant socio-économique que politique dans la province de Vientiane avec application particulière aux Hmongs. Les résultats de l'enquête démontrent que les stratégies de sédentarisation sans relocalisation et avec relocalisation sur l'initiative soit personnelle soit gouvernementale ont fait leurs preuves. Des changements dans les modes de production et de vie ont non seulement permis une meilleure utilisation du sol, une augmentation de la production et une amélioration des conditions de vie mais aussi une meilleure préservation de l'écosystème.||Abstract : Sustainable development is an evolutionary process in which all ethnie groups live in harmony with a healthy environment. For approximately forty years, Laos has been subjected to many disruptions. Minority groups, like the Hmong, have felt the full impact of the numerous socio-political and economic changes that took place in the country. The Hmong, in particular, who live in mountainous regions and practice slash and burn agriculture, have suffered from economic and social inequality policies praticed by previous governments. The progressive transformation of their methods of land use, their mode of production and their migrant life style must clearly be understood before any attempt at a sedentary life style with a view to a sustainable development be undertaken. The underprivileged Hmong aspire to better living conditions comparable to those of people living in the plains. More precisely, the Hmong, who live in Lakhasipsong and Longsan in the province of Vientiane, adapt to their new conditions of social and economic transformation by fixing into place their mode of production and their lifestyle. We can state that the rural community development taking place allows an effective sédentarisation for the Hmong and, that they are able to adapt themselves to modem life. The survey method by interview and randown sampling on the ground permits us to discover elements of farming development within the socio-economic as well as political life in Vientiane province with a particular application to the Hmong. The survey results in showing that settling down strategies without relocation or with relocation on personal or governmental initiative are truly operational. Changes in the mode of production and life style have not only permitted a better land use, an increased production and a better life style but also, a better conservation of the environment.

As paisagens rurais portuguesas construídas e mantidas ao longo dos tempos por sistemas agrícolas tradicionais, estão hoje ameaçadas por motivos tão diversos como o envelhecimento da população, o abandono rural, a intensificação, a homogeneização dos sistemas de produção e a perda de competitividade. Mas apesar destes problemas, estas paisagens agrícolas, suportam ainda várias funções não produtivas, nomeadamente, constituem, um importante suporte de biodiversidade, pelo que a sua manutenção é importante para a conservação destes habitats e espécies. Eventualmente novas formas de gestão destas paisagens devem ser criadas, nomeadamente com base na combinação de várias funções numa perspectiva de multifuncionalidade, através de uma adaptação e integração de políticas públicas. Estando actualmente em discussão o novo programa de Desenvolvimento Rural e a definição das futuras Medidas Agro-Ambientais, e a gestão e o financiamento da Rede Natura 2000, estamos portanto num momento crítico para decisões futuras, que terão forçosamente que interligar, a agricultura, o ambiente e desenvolvimento das zonas rurais portuguesas. Com o intuito de melhor compreender estas problemáticas, em particular, as transformações em curso na paisagem rural, o papel das Medidas Agro-Ambientais e apresentar possíveis soluções, foi efectuado este estudo de caso no concelho de Marvão, concelho típico das áreas marginais agrícolas do interior sul de Portugal. ABSTRACT; The Portuguese rural landscapes built up and kept throughout the times by traditional agricultural systems, are today threatened by so diverse reasons as the ageing of the population, the agricultural abandonment, the intensification, the homogenization of the production systems and the loss of competitiveness. But despite these problems. These agricultural landscapes still support a multitude of non-commodity functions, and particularly they still constitute an important support of biodiversity and thus their maintenance is important for the conservation of these habitats and species. Probably new management forms must be created based on the combination of various functions and the adaptation and integration of public policies. Being currently in discussion the new program of Rural Development and the definition of the future Agri-Environmental Measures, and the management and the financing of the Natura 2000 Network, we are therefore at a critical moment for future decisions that will forcibly have to establish connections, between the agriculture, the environment and the development of the portuguese agricultural areas. With the intention of better understanding these problems and questions, , the transformations taking place in Portuguese peripheric rural areas, and in particular role of the Agri-Environmental Measures, and also for presenting possible solutions, a case study was analyzed in municipality of Marvão, characteristic of the agricultural marginal areas of the interior Southern Portugal.

This article focuses on the connections between built heritage-making and socioeconomic renewal in declining rural areas. Drawing on fieldwork in twelve rural villages in eastern Portugal, it sheds light on the outcomes of a State-led programme, the objectives of which were to renovate the historic built fabric and generate tourism revenue for a region with declining population levels. Overall, the programme was successful in terms of preservation / conservation of monuments and the built fabric, but failed to stimulate the anticipated social and economic development. The conclusion is that the making of heritage spaces is not the remedy for the economic and demographic ills of rural areas, notwithstanding the positive effect that such measures may have in certain cases.

Agroforestry is considered nowadays as a sustainable form of land management that is being promoted by different global institutions like FAO and its Global Alliance Smart Climate Agriculture to mitigate and adaptate to Climate change. The European Commission through the protection of landscape features, greening and Rural Development Programs is promoting the essential presence of woody vegetation across Europe, but in a way that is difficult to recognize by farmers. AGROFE and AGFORWARD projects are both demonstrating the important value of Agroforestry at European level, which together with EURAF are pushing European Commission to include measures enhancing Agroforestry. However, there is a need of a European Agroforestry Strategy that recognizes the drawbacks of Agroforestry to be implemented at European level. This strategy should include the main mechanisms to show farmers how to implement it and at the same time to get funded for the important ecosystem services that they provide when implementing agroforestry. AGFORWARD project has identified the main agroforestry practices in Europe, highlighting silvopasture, but showing the importance that others forms of agroforestry have to play like homegardens with multipurpose trees, or the adequate improvement of fallow lands where woody vegetation can enhance the levels of organic matter in the soil if adequately managed. AGFORWARD also shows the lack of information of the real implementation of agroforestry practices like forest farming, in spite of the important productive and ecosystem benefits it provides. EURAF through the participation in the different civil dialogue groups (CAP, Direct Payments and Greening, Forestry and Cork, Organic Farming, Arable, Environment and Climate Change and Rural Development) has included and promoted agroforestry within the European Agenda. The role of Agroforestry has been also enhanced in the Groups of experts of European Structural and Investments funds and as part of the European Network for Rural Development and its derived groups: innovation, evaluation and CLLD/LEADER. EURAF is pleased to announce that Agroforestry will be discussed as part of a focus group of the European Innovation Partnership, so, apply and join the group. This book represents the lastest findings on agroforestry in Europe, integrating the participation of researchers but also policy makers and farmers and farmers' associations. It was a pleasure for EURAF to integrate all this needed knowledge to be disseminated at European levels. On behalf of EURAF, I wish all of you a successful meeting and invite you to strengthen agroforestry within the different European Union countries when you go back home.
