En el contexto de la lucha de la Unión Europea contra el crimen organizado transnacional, el tráfico ilegal de armas pequeñas y ligeras proveniente de los grupos criminales albaneses y kosovares, es uno de los delitos a los que la Unión Europea ha tenido que hacer frente. Así pues, esta investigación logró analizar cómo la falta de coordinación de las políticas europeas implementadas para luchar contra el tráfico ilegal de armas pequeñas y ligeras y la corrupción estatal en Albania y Kosovo, fueron los dos factores de mayor influencia para evidenciar el impacto a la efectividad de dichas políticas implementadas. Para esto se debió comprender las dinámicas de los grupos criminales y la influencia de la corrupción en su actuar, y después examinar las políticas implementadas por la Unión Europea y los factores que no permitieron que existiera coordinación entre ellas.

Este documento surge de la pregunta ¿por qué a pesar de los costos y los inconcluyentes resultados de la guerra contra las drogas, ésta se ha mantenido por más de 40 años? El texto analiza los factores que motivaron a Estados Unidos a iniciar un proceso de construcción discursiva para transformar el problema de las drogas en una amenaza a la seguridad nacional de ese país y del mundo, y cómo Colombia ha aprovechado esa situación para redefinir constantemente su identidad nacional e impulsar sus intereses. La aproximación al problema de las drogas se desarrolla desde la perspectiva del proceso de securitización y desde la óptica de la búsqueda de los intereses nacionales, soportada sobre la base teórica del constructivismo. Desde esa perspectiva, se evidencia cómo la construcción de la guerra contra las drogas ha dependido de la identidad (personalidad) de los Estados, de las políticas e intereses de sus gobernantes, pero también de elementos propios del contexto histórico que han potenciado su desarrollo. Finaliza con el planteamiento de un posible proceso de des-secutiritización del problema de las drogas.

In November 2008, Colombian authorities dismantled a network of Ponzi schemes, making hundreds of thousands of investors lose tens of millions of dollars throughout the country. Using original data on the geographical incidence of the Ponzi schemes, this paper estimates the impact of their break down on crime. We find that the crash of Ponzi schemes differentially exacerbated crime in affected districts. Confirming the intuition of the standard economic model of crime, this effect is only present in places with relatively weak judicial and law enforcement institutions, and with little access to consumption smoothing mechanisms such as microcredit. In addition, we show that, with the exception of economically-motivated felonies such as robbery, violent crime is not affected by the negative shock.

A panóplia de medicamentos e produtos de saúde existentes no mercado é enorme, existindo uma escolha alargada para os consumidores. Contudo, por vezes os preços são elevados; o medicamento que o consumidor quer não é legal no país onde se encontra; o consumidor, por vergonha, não se desloca a locais licenciados para comprar o medicamento que quer ou, o país ainda não tem acesso a um determinado medicamento inovador. E por estas razões o consumidor pode obter medicamentos falsificados através da cadeia ilegal de abastecimento, sendo a internet uma via provável de acesso. Contudo não é apenas na cadeia ilegal de abastecimento que se corre o risco de obter produtos falsificados. A cadeia de abastecimento legal tornou-se complexa e o controlo e fiscalização da mesma começou a ser mais difícil de realizar. Esta complexidade e o facto do sistema regulamentar não estar ainda bem implementado, levou ao aparecimento de produtos falsificados na cadeia legal. Para o controlo regulamentar deste problema, ao fim de alguns anos de debate e modificações à proposta existente, foi lançada na União Europeia a Directiva 2011/62/EU que pretende impedir a introdução de medicamentos falsificados na cadeia de abastecimento legal. A nível europeu existem iniciativas e organizações, tais como a International Medical Products Anti-Counterfeiting Taskforce(IMPACT), a Medicrime, Working Group of Enforcement Officers(WGEO), Pharmaceutical Security Institute(PSI), entre outras,cujo objectivo principal é o combate à contrafacção. São organizações e iniciativas com um grau de importância elevado devido ao trabalho que realizam. Para além destas acções as entidades reguladoras dos vários países europeus têm os Single Points of Contact (SPOCs) que permitem a troca de informação e colaboração internacional para que todos tenham acesso à mesma informação e a casos detectados. Em Portugal, o INFARMED I.P. é a Autoridade Nacional do Medicamento e Produtos de saúde e desta autoridade depende a fiscalização e controlo dos diversos intervenientes no ciclo do medicamento. Existe no INFARMED I.P. um departamento designado de Célula 3C que trabalha diariamente para o combate à contrafacção de medicamentos a nível nacional. São pontos essenciais no combate à contrafacção de medicamentos, que a Directiva seja implementada a nível nacional e que os esforços e cooperação entre os vários países perdurem para que haja uma diminuição do risco nos próximos anos.

The identification of criminal networks is not a routine exploratory process within the current practice of the law enforcement authorities; rather it is triggered by specific evidence of criminal activity being investigated. A network is identified when a criminal comes to notice and any associates who could also be potentially implicated would need to be identified if only to be eliminated from the enquiries as suspects or witnesses as well as to prevent and/or detect crime. However, an identified network may not be the one causing most harm in a given area.. This paper identifies a methodology to identify all of the criminal networks that are present within a Law Enforcement Area, and, prioritises those that are causing most harm to the community. Each crime is allocated a score based on its crime type and how recently the crime was committed; the network score, which can be used as decision support to help prioritise it for law enforcement purposes, is the sum of the individual crime scores.

In recent years, there have been increasing concerns over the safety of the Chinese food supply. Although many of these have only raised concern internally within China, several major food safety issues have had international repercussions. In response, China has implemented new food safety laws and management systems to improve its national food safety control system and reduce public and international concerns. This paper has describes and discusses the components of the Chinese system using the five key elements of a national food control system identified by the World Health Organization (WHO) and the Food and Agriculture Organization (FAO) as essential for an effective system. The latest Chinese national food safety control has made significantly improvement on its regulation framework, however, more work need to be done on standards, law enforcement, and information exchange.

This paper represents the second part of a study of semi-geostrophic (SG) geophysical fluid dynamics. SG dynamics shares certain attractive properties with the better known and more widely used quasi-geostrophic (QG) model, but is also a good prototype for balanced models that are more accurate than QG dynamics. The development of such balanced models is an area of great current interest. The goal of the present work is to extend a central body of QG theory, concerning the evolution of disturbances to prescribed basic states, to SG dynamics. Part 1 was based on the pseudomomentum; Part 2 is based on the pseudoenergy. A pseudoenergy invariant is a conserved quantity, of second order in disturbance amplitude relative to a prescribed steady basic state, which is related to the time symmetry of the system. We derive such an invariant for the semi-geostrophic equations, and use it to obtain: (i) a linear stability theorem analogous to Arnol'd's ‘first theorem’; and (ii) a small-amplitude local conservation law for the invariant, obeying the group-velocity property in the WKB limit. The results are analogous to their quasi-geostrophic forms, and reduce to those forms in the limit of small Rossby number. The results are derived for both the f-plane Boussinesq form of semi-geostrophic dynamics, and its extension to β-plane compressible flow by Magnusdottir & Schubert. Novel features particular to semi-geostrophic dynamics include apparently unnoticed lateral boundary stability criteria. Unlike the boundary stability criteria found in the first part of this study, however, these boundary criteria do not necessarily preclude the construction of provably stable basic states. The interior semi-geostrophic dynamics has an underlying Hamiltonian structure, which guarantees that symmetries in the system correspond naturally to the system's invariants. This is an important motivation for the theoretical approach used in this study. The connection between symmetries and conservation laws is made explicit using Noether's theorem applied to the Eulerian form of the Hamiltonian description of the interior dynamics.

There exists a well-developed body of theory based on quasi-geostrophic (QG) dynamics that is central to our present understanding of large-scale atmospheric and oceanic dynamics. An important question is the extent to which this body of theory may generalize to more accurate dynamical models. As a first step in this process, we here generalize a set of theoretical results, concerning the evolution of disturbances to prescribed basic states, to semi-geostrophic (SG) dynamics. SG dynamics, like QG dynamics, is a Hamiltonian balanced model whose evolution is described by the material conservation of potential vorticity, together with an invertibility principle relating the potential vorticity to the advecting fields. SG dynamics has features that make it a good prototype for balanced models that are more accurate than QG dynamics. In the first part of this two-part study, we derive a pseudomomentum invariant for the SG equations, and use it to obtain: (i) linear and nonlinear generalized Charney–Stern theorems for disturbances to parallel flows; (ii) a finite-amplitude local conservation law for the invariant, obeying the group-velocity property in the WKB limit; and (iii) a wave-mean-flow interaction theorem consisting of generalized Eliassen–Palm flux diagnostics, an elliptic equation for the stream-function tendency, and a non-acceleration theorem. All these results are analogous to their QG forms. The pseudomomentum invariant – a conserved second-order disturbance quantity that is associated with zonal symmetry – is constructed using a variational principle in a similar manner to the QG calculations. Such an approach is possible when the equations of motion under the geostrophic momentum approximation are transformed to isentropic and geostrophic coordinates, in which the ageostrophic advection terms are no longer explicit. Symmetry-related wave-activity invariants such as the pseudomomentum then arise naturally from the Hamiltonian structure of the SG equations. We avoid use of the so-called ‘massless layer’ approach to the modelling of isentropic gradients at the lower boundary, preferring instead to incorporate explicitly those boundary contributions into the wave-activity and stability results. This makes the analogy with QG dynamics most transparent. This paper treats the f-plane Boussinesq form of SG dynamics, and its recent extension to β-plane, compressible flow by Magnusdottir & Schubert. In the limit of small Rossby number, the results reduce to their respective QG forms. Novel features particular to SG dynamics include apparently unnoticed lateral boundary stability criteria in (i), and the necessity of including additional zonal-mean eddy correlation terms besides the zonal-mean potential vorticity fluxes in the wave-mean-flow balance in (iii). In the companion paper, wave-activity conservation laws and stability theorems based on the SG form of the pseudoenergy are presented.

In this paper we put forward the concept of architectural enthusiasm—a collective passion and shared emotional affiliation for buildings and architecture. Through this concept and empirical material based on participation in the architectural tours of The Twentieth Century Society (a UK-based architectural conservation group), we contribute to recent work on the built environment and geographies of architecture in three ways: first, we reinforce the importance of emotion to people’s engagements with buildings, emphasising the shared and practised nature of these engagements; second, we highlight the role of architectural enthusiasts as agents with the potential to shape and transform the built environment; and third, we make connections between (seemingly) disparate engagements with buildings through a continuum of practice incorporating urbex, local history, architectural practice and training, and mass architectural tourism. Unveiling these continuities has important implications for future research into the built environment, highlighting the need to take emotion seriously in all sorts of professional as well as enthusiastic encounters with buildings, and unsettling the categories of amateur and expert within architectural practices.

Intellectual Property Protection is been understood in this paper as IP laws and enforcement of these laws in order to protect intellectual property rights. The goal of this research work is to understand how Swedish companies view issues regarding to Intellectual Property Protection (IPP) and how it influences a foreign company?s market entry mode. In order to achieve this objective, the Nigerian market situation and its? laws that govern IPP will be used to analyzed this issue. This paper argues that IPP is an important factor that influences a company?s entry mode and this argument finds IP laws and enforcement as two variables that influence the market while the market situation influences the foreign company. In carrying out this research literature was reviewed and interviews carried out. The research methodology section has presented a qualitative research and explains the nature of the interview stages that have been used to achieve the goals concerning the findings of the empirical data. A qualitative method was adopted by carrying out in-depth semi-structured interviews. The empirical data collected from the investigation were gathered and analyzed based on the research questions. The findings show that IPP of a host market influences a potential foreign company through the market situation that is also influenced by IP laws and enforcement. The outcome of these findings argues that the Swedish companies that were interviewed in this research will enter the Nigerian market through an intermediary mode. This has been based on the current IPP system of Nigerian.

Media Piracy in Emerging Economies is the first independent, large-scale study of music, film and software piracy in the developing world, with a focus on Brazil, India, Russia, South Africa, Mexico and Bolivia. Based on three years of work by some thirty-five researchers, the study tells two overarching stories: one tracing the explosive growth of piracy as digital technologies became cheap and ubiquitous around the world, and another following the growth of industry lobbies that have reshaped laws and law enforcement around copyright protection. The report argues that enforcement efforts have largely failed, and that the problem of piracy is better addressed as a failure of affordable access to media in legal markets.

Este trabalho faz uma abordagem acerca da política de segurança pública no Estado de Minas Gerais. Discute-se o próprio processo de formulação da política pública, procedendo-se a uma análise de seus fundamentos e da forma pela qual o Governo do Estado trata as questões a ela inerentes. Através de pesquisa seletiva, chegou-se a diagnósticos que demonstram a situação atual da política considerada, enfocando-se principalmente os aspectos relacionados a recursos humanos, logística e orçamento, sempre confrontados com os demais setores de atuação do Estado na vida social. A premissa básica que penneia toda a pesquisa é a de que não existe uma política de segurança pública, sistematizada, no Estado de Minas Gerais. A lógica da investigação da participação orçamentária da atividatfe de segurança pública, confrontada com a evolução do aparato policial, está na tentativa de se demonstrar a ausência do Estado no efetivo acompanhamento da necessidade social de segurança. Por meio da análise dos instrumentos utilizados na pesquisa, referendou-se o processo decisório da política, com a ausência de participação do staff político e gerencial do governo, mas centrado na divisão dicotômica dos organismos policiais do Estado, a Polícia Militar e a Polícia Civil, como planejadores, decisores e executores de toda a ação que envolva segurança pública. A dimensão institucional dessa atuação é calcada numa resposta pro ativa até certo ponto, mas a sua tônica é o "agir" ante as demandas surgidas e, principalmente, quando acionadas pelo clamor público. A alusão ao sistema de defesa social, previsto na Constituição do Estado, é a resposta da pesquisa para o atendimento dessa demanda social, aliado à adoção do policiamento comunitário.

This thesis is comprised of three chapters. The first article studies the determinants of the labor force participation of elderly American males and investigates the factors that may account for the changes in retirement between 1950 and 2000. We develop a life-cycle general equilibrium model with endogenous retirement that embeds Social Security legislation and Medicare. Individuals are ex ante heterogeneous with respect to their preferences for leisure and face uncertainty about labor productivity, health status and out-of-pocket medical expenses. The model is calibrated to the U.S. economy in 2000 and is able to reproduce very closely the retirement behavior of the American population. It reproduces the peaks in the distribution of Social Security applications at ages 62 and 65 and the observed facts that low earners and unhealthy individuals retire earlier. It also matches very closely the increase in retirement from 1950 to 2000. Changes in Social Security policy - which became much more generous - and the introduction of Medicare account for most of the expansion of retirement. In contrast, the isolated impact of the increase in longevity was a delaying of retirement. In the second article, I develop an overlapping generations model of criminal behavior, which extends prior research on crime by taking into account individuals' labor supply decisions and the stigma effect that affects convicted offenders, lowering their likelihood of employment. I use the model to guide a quantitative assessment of the determinants of crime and of a counterfactual experiment in which an income redistribution policy is thought as an alternative to greater law enforcement. The model economy considered in this paper is populated by heterogeneous agents who live for a realistic number of periods, have preferences over consumption and leisure, and differ in terms of their age, their skills as well as their employment shocks. In addition, savings may be precautionary and allow partial insurance against the labor income shocks. Because of the lack of full insurance, this model generates an endogenous distribution of wealth across consumers, enabling us to assess the welfare implications of the redistribution policy experiment. I calibrated the model using the US data for 1980 and then use the model to investigate the changes in criminality between 1980 and 1996. The main results that come out of this study are: 1) Law enforcement policy was the most important factor behind the fall in criminality in the period, while the increase in inequality was the most important single factor promoting crime; 2) Stigmatization is not a free-cost crime control policy; 3) Income redistribution can be a powerful alternative policy to fight crime. Finally, the third article studies the impact of HIV/AIDS on per capita income and education. It explores two channels from HIV/AIDS to income that have not been sufficiently stressed by the literature: the reduction of the incentives to study due to shorter expected longevity and the reduction of productivity of experienced workers. In the model individuals live for three periods, may get infected in the second period and with some probability die of Aids before reaching the third period of their life. Parents care for the welfare of the future generations so that they will maximize lifetime utility of their dynasty. The simulations predict that the most affected countries in Sub-Saharan Africa will be in the future, on average, thirty percent poorer than they would be without AIDS. Schooling will decline in some cases by forty percent. These figures are dramatically reduced with widespread medical treatment, as it increases the survival probability and productivity of infected individuals.

Nas últimas três décadas, intensificou-se na academia o debate sobre o tema gestão de carreiras. As transformações sociais, econômicas, tecnológicas e sua influência sobre o mercado de trabalho aguçaram o interesse dos pesquisadores organizacionais em entender como os indivíduos conduzem suas carreiras nesse novo cenário. A noção da responsabilidade pessoal na administração da própria carreira torna-se relevante, diminuindo o papel da organização nesse processo. Flexibilidade, autoconhecimento e abertura à mobilidade no trabalho são novos requisitos. Surgem na literatura dois modelos que bem expressam essa realidade: a carreira proteana e sem fronteiras. Este estudo teve como objetivo explorar de que forma servidores públicos federais da área de segurança pública – os peritos criminais do Instituto Nacional de Criminalística da Polícia Federal – gerenciam suas carreiras à luz de tais fenômenos, considerando o ambiente organizacional tradicional no qual estão imersos. Aspectos de comprometimento e entrincheiramento na carreira também foram considerados. Optou-se pela estratégia qualitativa com uso de estudo de caso e pesquisa documental. Foram realizadas onze (11) entrevistas em profundidade, cujo conteúdo foi analisado de acordo com uma grade temática pré-estabelecida. Os resultados revelam que atitudes de carreira proteana e sem fronteiras são identificadas mesmo com a rigidez do modelo administrativo de carreira do serviço público federal. Além disso, há indícios de entrincheiramento voluntário na carreira, sem, no entanto, afetar o comprometimento com a carreira. A pesquisa pretende abrir novas possibilidades de entendimento sobre o tema no setor público, em especial na área de segurança pública, considerando as peculiaridades de suas carreiras.

It is well documented the positive impact of the Private Equity and Venture Capital (PE/VC) industry on the creation and development of highly successful innovative companies in a few countries, mainly in the United States. PE/VC firms provide not only capital to startups and small and medium enterprises (SMEs) that usually have financing gap, especially in emerging markets, but also strategic resources that enable these enterprises to commercialize innovation. As consequence, government incentive and nurture of local PE/VC industries would be expected in emerging economies due to innovation‟s importance to economic growth. This paper aims to identify if the Brazilian government has supported local PE/VC industry throughout the years in order to foster favorable conditions to creating and developing successful innovative businesses. It also analyzes Brazil‟s main public policies towards PE/VC and if they encompass all the three stages of its cycle – fundraising, investing and exiting. I conducted an empirical research which collected primary data from a sample of 127 PE/VC firms (90% of the population) operating in Brazil as of June, 2008. All firms answered a webbased questionnaire that collected quantitative data regarding their investment vehicles, portfolio companies, investments and exits. I compared the data obtained from the survey with the main local governmental PE/VC support programs. First, I confirmed the hypothesis that the Brazilian government has been using the PE/VC industry as a public policy towards entrepreneurship and innovation. Second, I identified that although PE/VC public policies in Brazil are mostly concentrated in fundraising phase, they have been able to positively impact the whole cycle. Third, it became clear that the Brazilian government became more concerned about Seed and Venture Capital (VC) Early stages due to their importance to the entire PE/VC value chain. As consequence, I conclude that those public policies have been very important to build a dynamic and strong local PE/VC industry, whose committed capital grew 50% per year between 2005 and 2008 to achieve US$27 billion, which invested US$ 11 billion, which employs 1,400 professionals (75% with postgraduate degrees) and maintains 482 portfolio companies, mostly SMEs. In addition, PE/VCbacked companies represented one third of the Initial Public Offerings (IPOs) that occurred in Brazil between 2004 and 2008 (approximately US$15 billion).
