Government websites offer great benefits to citizens and governments. Such benefits, however,cannot be realized if websites are unusable. This study investigates usability of government websites in Uganda.Using the feature investigation method, the study evaluated four Ugandan government websites according tothree perspectives. Results show that websites are partially usable in the design layout and navigationperspectives but are rather weak in stating legal policies. Evaluation results provide the Ugandan governmentwith a clear picture of what needs to be improved according to international website design standards. Moreover,the parsimonious evaluation framework proposed in the research is useful for any country that wants to do aquick and easy evaluation of their government websites.

The provenance of entities, whether electronic data or physical artefacts, is crucial information in practically all domains, including science, business and art. The increased use of software in automating activities provides the opportunity to add greatly to the amount we can know about an entityâ??s history and the process by which it came to be as it is. However, it also presents difficulties: querying for the provenance of an entity could potentially return detailed information stretching back to the beginning of time, and most of it possibly irrelevant to the querier. In this paper, we define the concept of provenance query and describe techniques that allow us to perform scoped provenance queries.

Despite rapid economic growth and poverty reduction, inequality in Chile has remained high and remarkably constant over the last 20 years, prompting academic and public interest in the subject. Due to data limitations, however, research on inequality in Chile has concentrated on the national and regional levels. The impact of cash subsidies to poor households on local inequality is thus not well understood. Using poverty-mapping methods to asses this impact, we find heterogeneity in the effectiveness of regional and municipal governments in reducing inequality via poverty-reduction transfers, suggesting that alternative targeting regimes may complement current practice in aiding the poor.

We construct and simulate a theoretical model in order to explain particular historical experiences in which inflation acceleration apparently helped to spur a period of economic growth. Government financed expenditures affect positively the produtivity growth in this model so that the distortionary effect of inflation tax is compensated by the productive effect of public expenditures. We show that for some interval of money creation rates there is an equilibrium where money is valued and where steady state physica1 capital grows with inflation. It is a1so shown that zero inflation and growth maximization are never the optimal policies.

Whether human capital increases or decreases wage uncertainty is an open question from an empirical standpoint. Yet, most policy prescriptions regarding human capital formation are based on models that impose riskiness on this type of investment. In a two period and finite type optimal income taxation problem we derive prescriptions that are robust to the risk characteristics of human capital: savings should be discouraged, human capital investments encouraged and both types of investment driven to an efficient level from an aggregate perspective. These prescriptions are also robust to the assumptions regarding what choices are observed, despite policy instruments being not.

Este relatório apresenta os resultados de pesquisa sobre a incorporação da perspectiva de gênero por políticas públicas e programas governamentais desenvolvidos por governos municipais e estaduais no período recente no Brasil. O trabalho dá continuidade a pesquisa anterior sobre este mesmo tema (FARAH, 1998a), considerando um novo conjunto de programas e políticas. Analisam-se tanto iniciativas que têm como foco a mulher, como iniciativas de diversas áreas e setores, em que a questão de gênero é integrada a políticas e programas governamentais. Utilizou-se como base empírica banco de dados do Programa Gestão Pública e Cidadania, programa de premiação e disseminação de inovações em governos subnacionais, desenvolvido pela Fundação Getulio Vargas de São Paulo e pela Fundação Ford, com apoio do BNDES, considerando iniciativas governamentais inscritas no Ciclo de 1997. O trabalho analisa 41 programas, dos quais sete têm foco na mulher e 34 consistem em programas de diversos setores que incorporam a questão de gênero. A principal referência para a análise consiste em agenda formulada por movimentos e entidades ligadas à questão de gênero, agenda esta reconstituída no âmbito da presente pesquisa e da que a antecedeu. A análise sugere que, tanto nos programas com foco na mulher, como nas demais iniciativas governamentais, ao lado de uma abordagem que tende a reforçar os papéis tradicionais da mulher ou que apenas a considera como um grupo de risco sobretudo nos programas de saúde materno-infantil emerge uma nova perspectiva que incorpora reivindicações de movimentos e entidades ligadas à questão de gênero, as quais destacam a existência na sociedade brasileira de desigualdades de gênero. Neste segundo caso, os programas governamentais desenvolvem mecanismos e estratégias orientados para a redução das desigualdades de gênero, nos campos específicos de sua atuação.

With the redefinition of the constitutional paper of the State, the federal Government developed through the Ministry of the Federal Administration and of the Reform of the State a ¿Director Plan of the Reform of the State Apparatus¿. Having as main objective the retaking of the capacity of management of the State, this Managing Plan proposes the introduction of the methodologies of modernization of the public administration and the revision in the ways of property of the State. As a complement to this Plan the Program of Quality and Participation in the Public Administration ¿ QPAP ¿ was developed. This Program proposes the accomplishment of some strategic projects. Among those projects it stands out the one of Restructuring and Quality in the Federal Executive Power, which defines as one of the work stages, the dissemination of the strategic planning in all the entities of the public administration. The strategic planning is considered nowadays only one of the stages of the strategic administration and it is fundamental that all elements of sistematization and analysis in all the phases of the administration of an organization are knomn. This dissertation tries to show that the dissemination of the strategic planning in the public institutions, especially in the IBGE, it is opportune and coherent, but that it will also be necessary to do an analysis of all the limitations and challenges that the leaders will face so that the strategic restructuring is implemented with the effective participation and all the employees commitment.

This dissertation is an analysis of how is happening in practice, the control of relations between the public sector and civil society organisations (NGOs) after the establishment of the legal framework of the third sector at the end of the decade of 90. This analysis focuses on the prospects of two organisations of the Brazilian government: Tribunal de Contas da União (TCU) and Tribunal de Contas do Estado do Rio de Janeiro (TCE-RJ). This study addresses the problem from the description of the historical context in relation to recent changes in the role of the state and public management. We proceed a review of the literature on the new models of public management, detailing the relevant aspects. It was also, briefly, as Brazil is facing these changes, the new legal framework of the third sector and the question of control of the relationship between state and civil society organizations. To evaluate the situation on the control of NGOs is held, initially, a survey of information collected in several audits conducted by TCU and TEC-RJ, as well as interviews with representatives of these organisations to achieve the main issues involving the control of transfers of public resources for these entities in the third sector. The analysis of results suggests that the control of the results expected in the new legal framework of the third sector is not consolidated in practice, and even in relation to traditional bureaucratic control there remain significant gaps that put at risk the correct application of public funds earmarked for NGOs.

The present study is focused on the analysis of the political, economical and social factors that may interfere with the possibility of a Green Revolution as a solution for Mozambique to reach self-sufficiency and to reduce poverty. In order to perform such analysis, the study analyzes the consequences of the decolonization process in Mozambique focusing that the independence process in Mozambique did not create non-colonial models for the Agriculture Sector. Later on, the study tries to understand the impact of HIV/AIDS and Malaria on the labor force. By then, it explores the concepts of the Green Revolution and its successful history in India. At the end, it tries to evaluate if a Green Revolution is possible in Africa, especially in Mozambique, first identifying the factors, which characterized the Green Revolution in India, and trying to link those factors with the reality of Mozambique. The report is structured as followed; Chapter 2, ¿The decolonization process and its impacts on the agriculture sector¿. It gives information about the decolonization process, and explores its consequences. Chapter 3, ¿The Impacts of HIV/AIDS and Malaria on the Labor Force¿. It analyzes the impact of those diseases in the labor force. Chapter 4 ¿The Green Revolution and the Agriculture Sector¿, explores the concepts of Green Revolution, its success in India and its history in Mozambique. Chapter 5, finally, centers on conclusions, findings and recommendations.

This dissertation seeks to recognize the factors, which are relevant to the construction of the processes Government-to-Government (G2G), and how these factors influence the success of those processes. For this research, two existing cases in Banco Central do Brasil (Bacen) were used: i) the Banco Central do Brasil (BACEN) X Senado Federal case; and the Bacen x Poder Judiciário case. The framework of this dissertation is based on the methodology of multiple study cases described by Robert Yin (2001). This work analyzed separately each of the cases and compared the results obtained in each analysis. In this way, this research aimed at analyzing the reasons that led these cases to gain such distinct outcomes, despite the existing potential benefits in each one of them. The obtained results suggest that three factors influence the success of G2G processes in a relevant way: computational safety; the culture of the organizations involved; and the capacitation of people involved. Each of these factors, according to what results showed, bring a set of considerations which should be observed by the public administrator in relation to the strategies of implementation of G2G processes.
