Este relatório visa analisar criticamente todas as ações que foram concretizadas durante o estágio pedagógico, realizado ao longo do ano letivo 2014/15, na Escola Secundária de Francisco Franco. O estágio pedagógico é constituído por diversas componentes. A prática letiva foi a mais extensa, sendo que as tarefas docentes implicaram a gestão do processo ensino-aprendizagem durante as fases de pré-impacto, impacto e pós-impacto. A assistência às aulas constituiu uma mais-valia para adquirirmos competências enquanto observadores, e para confrontarmos outras estratégias e modelos de ensino. Além da prática letiva, há a considerar outras componentes curriculares, nomeadamente a caracterização da turma e o estudo de caso. As restantes componentes surgem como complementos curriculares, tais como a atividade de extensão curricular, ação de intervenção na comunidade escolar e as atividades de natureza científico-pedagógica. O presente relatório é constituído por 10 capítulos, nos quais procuramos analisar criticamente as atividades referenciadas nos dois parágrafos anteriores. Não pretendemos que seja encarado como o mero descritivo da soma das várias ações, mas sim como uma ação global que ocorreu em vários níveis de intervenção, todos eles com um considerável contributo para a nossa formação docente. A elaboração deste relatório não pretende emergir como uma ode ao trabalho realizado no decurso do ano letivo, mas almeja enquadrar e analisar criticamente esse mesmo trabalho, justificando as decisões tomadas e apresentando sugestões, com vista à melhoria do caminho que percorrido.

No processo para obter habilitações para a função docente realizámos o estágio pedagógico na Escola Básica e Secundária Dr. Ângelo Augusto da Silva. O presente trabalho tem como objetivo descrever e analisar criticamente o mesmo. O estágio pedagógico caracteriza-se por um conjunto muito abrangente de atividades que procura conferir competências como docentes e investigadores ativos. Desenvolvemos, ao longo do ano letivo de 2014/2015, tarefas incluídas no estágio pedagógico tais como a prática letiva, a observação de aulas, a caracterização da turma, o estudo de caso, a atividade de extensão curricular, a atividade de intervenção na comunidade escolar e duas atividades de natureza científico-pedagógica - uma individual e outra coletiva. Estivemos envolvidos desde o planeamento até à concretização das atividades onde definimos estratégias de organização e de intervenção que foram, no final, analisadas e discutidas criticamente identificando principais dificuldades, opções para as ultrapassar e competências adquiridas. O relatório está dividido em seis secções: enquadramento do estágio pedagógico, onde contextualizamos um conjunto de situações essenciais para melhor compreensão das opções tomadas; a prática letiva que expressa o nosso trabalho desenvolvido junto da turma enquanto docentes e onde são expressas estratégias pedagógico-didáticas utilizadas e reflexões sobre as mesmas; a assistência às aulas do colega de estágio que nos permitiu identificar e analisar a nossa evolução e do colega, ao longo do ano letivo. Na seção seguinte estão presentes as atividades que nos permitiram conhecer melhor os alunos e, assim, adequar estratégias de acordo com as suas necessidades: caracterização da turma, atividade de extensão curricular e estudo de caso. Posteriormente apresentamos a atividade de intervenção na comunidade identificando a interação entre os professores estagiários e a restante comunidade escolar. As atividades de cariz científico-pedagógico apresentam-se de seguida e foram desenvolvidas como meio de promover a contínua formação dos professores. Por fim apresentamos as conclusões.

Las experiencias colectivas como canales de acceso a mejores condiciones de vida, engendradas por los sectores populares y, especialmente, por las populaciones rurales, nos motivaron a la realización de esta investigación. Teniendo como unidad de análisis una cooperativa constituida por agricultores y agricultoras familiares, investigada por medio de un estudio de caso y como base teórica las concepciones de economía solidaria y popular, nuestra cuestión central fue comprender ¿cuales las prácticas adoptadas que han posibilitado su éxito? Para ello, partimos de la hipótesis de que el éxito de esas organizaciones depende de la aplicación de los principios cooperativistas, cuales sean: adhesión libre y voluntaria, democracia, participación, intercooperación, educación e información, preocupación con el entorno, autonomía e independencia; y de sus relaciones externas con el Estado y otras instituciones de apoyo. Para cumplir nuestro propósito, fueron seleccionados también algunos indicadores, una amuestra aleatoria de la población elegida y los representantes de las instituciones involucradas con la cooperativa. Siendo una investigación de carácter más cualitativa, pero usando dados cuantitativos, fueron utilizados para la coleta de los datos encuestas semi-estructuradas, cuestionarios con preguntas abiertas y cerradas, observaciones directas, registros fotográficos y análisis documentales. Los principales resultados encontrados indican que la hipótesis fue confirmada, o sea, el éxito de la cooperativa estudiada tuvo vinculación directa con la aplicación de los principios cooperativistas, con el acceso a los recursos públicos disponibles y con los apoyos de otras instituciones, generando beneficios socioeconómicos para los cooperados y externalidades positivas para el desenvolvimiento del entorno

!Acre! Un lugar místico marcado por las luchas y conquistas que traen en su historia las bellezas de sus riquezas naturales y la diversidad cultural. Este es el escenario en que se constituye ese trabajo como resultado de estudios sobre la implantación de una universidad en la región del Alto Juruá-Acre, denominada de Universidad de la Floresta. Esta surge como proceso de fortalecimiento y expansión del Campus de la Universidad Federal de Acre, en el município de Cruzeiro del Sul. Envuelto por los movimientos sociales que cambiaron los rumbos de su historia, incluyendo la identidad acreana, Acre resguarda a sus hijos el derecho de exigir conciencia ecológica y desarrollo con la preservación de la floresta y de la sustentabilidad. Así, los movimientos como empates, socioambientalismo y florestanía impulsionarán el proyecto de implantación de la Universidad de la floresta, donde el reconocimiento de los saberes de las poblaciones tradicionales y el convívio diário de eses pueblos con la naturaleza representa un nuevo paradigma para el concepto de universidad. Todo eso apunta para una nueva forma de pensar y sistematizar la educación. Para el desarrollo del análisis sobre la implantación de esra universidad me fundamenté en los princípios referendados por el abordaje de la complejidad a travéz de los pensamientos de grandes sábios, entre los cuales destaco Edgar Morin, Claude Lévi-Straus y Conceição Almeida. Para transitar metodológicamente opté por trillar en caminos futiristas, donde mi escrita se construye a partir de mi punto de vista, de mi sentir y de mis conversaciones con la Floresta. De esta forma, presento los princípios y la estructura interinstitucional de la universidad de la Floresta, formada por tres grandes ejes: Centro de formación y tecnologías de la Floresta CEFLORA, Instituto de la Biodiversidad y Manejo Sustentable de los recursos Naturales IB y el Campus UFAC / Floresta. Estas tres unidades deverán funcionar de modo integrado componiendo el tripé enseñanza, pesquisa y extensión de la Universidad de la Floresta. Por fin, delante de la especificidad de esta universidad y de sus propuestas, afirmo la importancia de interactuar los saberes de la tradición a los saberes de la academia como forma de valorizar lLa cultura de los pueblos de la floresta

According to the methodological presuppositions of the understanding interview (KAUFMAAN, 1996), the present work aims to understand the Digital Inclusion starting from the oral speeches of eight monitors of Digital Inclusion and Citizenship Schools of the Technical Assistance and Rural Extension Company EMATER, located in municipal districts that belong to six regions of the state of Rio Grande do Norte. It also had the intention to analyze it (the Digital Inclusion), while educational process and its relation with the citizenship. In its first part, an analysis of the discussions about digital inclusion was developed, and a reflection about the new technologies in current times, followed by a contextualization of the rural space and the methodological course of the study, when its guiding axis and the travelled roads were presented, where the object of study is built slowly and progressively through a theoretical elaboration that increases day by day, as of the technologies forged in the field of research and formation of the subject. The second part presents the study of the collected information, that is organized in three chapters denominated as follows: Conceptions of the local context; What does digital inclusion mean? and The monitor as an educator. The reports do evidence a peculiar dissatisfaction with the social reality where they are found, that contradicts the positive reflections and perspectives of the studied authors, once that, within the actual conjuncture, the rural space has acquired another meaning, no longer being seen as a far late place. By trying to define the digital inclusion, the monitors make an association with change, the access to knowledge, active participation in society and improvement of the life conditions. Here a mission sense stands out, related to the ideological precept, which has been managing its activities. Towards the monitor‟s relation within the classroom, the senses evidence how they are and how they have been developing their daily activities. Tensions, fears and insecurities are identified, but at the same time, a compromise. The final considerations implicate to the need of reorientations in the formative process of this professionals, detaching the importance of their activities while agents of inclusion and social transformation

This dissertation investigated the insert and use of the education technologies in the on-line social net Orkut, as an extension of the classroom, especially for debates. With that experience accomplished in a discipline of a Brazilian public institution of higher education, it was tried to go beyond the use of the atmosphere for entertainment and to look Orkut as a tool of assistance to the process of teaching and learning. The research was based in the Paulo Freire´s communication concept and in the Célestin Freinet´s school cooperation concept. In this dissertation, in methodological terms, was adopted the category of the qualitative research. The adopted method was a combination of case´s study with research-action. The technique was the application of questionnaires, the collect of data was personal and the types of data were primary. Finally, introduces, then, prognostics about the future of the on-line social nets and finally suggest the formation of academicals on-line social networks

The socioeducational program of actions developed by Dom José de Medeiros Delgado, first Bishop of Diocese of Caicó city in Rio Grande do Norte, from 1941 to 1951, is analyzed by the present work in a historical perspective, based upon the school culture refecence.Through this reference point, the general and peculiar school culture proper of catholic schools founded by Dom Delgado was learned.The schools are: the Ginásio Diocesano Seridoense (1942), the Escola Doméstica Popular Darci Vargas (1943, the Prevocacional School of Caicó (1944) and the Santo Cura d ars Seminar (1946). The socioeducational actions of Dom Delgado Bishop affected seven other towns surrounding Caicó. Places where catholic schools were founded and named after Escola do Pobre . In fight for schools for all social segments of city and rural natures, Dom Delgado founded four rural schools in the surroundings of Serra Negra, São João do Sabugi, Jardim do Seridó e Lagoa Nova. It is also part of his beneficial work the creation of rural cooperatives for the parents of the students from such schools

This study focuses on a methodology of unchained action by Father Sabino Gentili in Mãe Luiza, suburb of Natal-RN, which has enhanced social participation in what Castells calls project identity. The perception of collective actions, focused on the development of subjects from the perspective of Alain Touraine occurs continuously in a popular neighborhood, whose history marked by conflict mainly related to the resistance in the remaining living space. It is argued that there was an appropriation of resistance identity, which was already present in the community of Mãe Luiza, in order to channel it to create a project identity, through an implicit methodology that has been identified as Pedagogy of Consensus, based on Paulo Freire s concepts of dialogue and participation. Therefore, by means of qualitative research, using tools such as semi-structured interviews and documented sources, we tried to describe the intent of the action of a social actor and the political and educational strategies that motivate the collective action aiming a social change, observing the elements present in this action that allowed the continuity of organizational and participating processes through the dynamics of Mãe Luiza s neighborhood

In this thesis we propose to investigate the contribution that the Universitary Television from Rio Grande do Norte state, Brazil (TVU RN), offers to democratization of information and diffusion of the scientific knowledge produced by the Federal University of Rio Grande do Norte (UFRN) from the perception of their own students. We adopt the basic assumption in wich the TVU RN needs to be connected with the scope of the current UFRN policy, since plays an important role regarding democratization and social inclusion policies in UFRN. We support the thesis that TVU UFRN offers important information for those who are part of academic culture (COULON, 1995a; 1995b, CHARLOT, 2000; BOURDIEU, 2007, 2005, 1997, 1996, 1975), as well as for society in wich it is inserted, since it contributes to the dissemination of scientific knowledge and relevant information about the university. We consider TVU RN a Public Sphere (HABERMAS, 2002; 2003a, 2003b; 2003c; 1999; 1989) conducive to discussion of issues involving higher education. Researches on Universitary Television are recent and some studies on it advanced in the way to define it and present it as a means of dissemination of scientific knowledge (ROCHA, 2006; COUTINHO, 2006; CALLIGARO, 2007; AIRES, 1999; PORCELLO, 2002; PRIOLLI, 2003, 2008, 2009; MAGALHÃES, 2002, 2008; RAMALHO, 2008; 2010; CARVALHO, 2006). For our investigation we chose the combination of quantitative and qualitative methods, both equally valid and accepted by many authors (FLICK, 2009; BAUER; GASKELL, 2002; RICHARDSON, 1999; LAVILLE; DIONNE, 1999). We developed a questionnaire initially with objective questions ending up with open questions of free text. The questionnaire was developed and hosted from a tool of Google Docs and the link to the webpage containing those questionnaires was sent by e-mail by the Permanent Commission of Vestibular of UFRN, COMPERVE, for all university students who were with their registration (status) active in the COMPERVE registers of the second half of 2010. The analysis of this material was performed using the techniques of content analysis and, within this mode was chosen thematic analysis considered appropriate for both qualitative and quantitative research (BARDIN, 2004; MINAYO, 2002). The investigation found that although most students consider that the TVU RN contributes to the democratization of information and dissemination of scientific knowledge produced in university, and moreover to arouse the interest of the academic community, still has not yet become an object of interest of the entire academy. Therefore, the research highlights the relevance and abrangency of further studies on the TVU RN due to the strategic role it plays in this new reality of public universities in the country. In addition, we suggest to the UFRN managers that they put TVU within the hall of discussions in order to receive the so much needed investment for any university organ

The thesis Distance learning and didactic material: a study about the course Media in the education in Natal shows a research about the didactic material and its insertion in the distance training course to teachers. In this sense, this research aims to contribute to some universities with reflections about the way to elaborate the didactic material to the distance training course of teachers with the following specific objectives: a) identify some aspects in the didactic material in the extension course Media in the Education that difficult media usage by the teachers members of the course in the pedagogical practice; b) discuss about the way how didactic material to the distance training course to teachers has been created; c) stimulate teachers/members to integrate media in their teacher practice. For that reason, we have developed an action-research (THIOLLENT, 2011; FRANCO, 2005), based on it we elaborated a proposal do complement activities to the course Media in the Education that were applied to two classes during the fifth edition of this course. This research is presented in four steps: 1st) analyze of the course modules; 2nd) creation of a proposal to complement the activities; 3rd) applying the proposal to the students during the fifth edition to the course; 4th) analyze of forums and log books written by teachers/students. Data was analyzed by the contents perspective of Bardin (2011). As a theoretical support, we have Tardif (2012), about teachers knowledge; Dewey (1959; 2011) and Freire (2001; 2009; 2010a; 2010b; 2012) related to learning perspective; Candau (2002), Rays (2003) and Freire (2010a), about the relation theory x practice in the teacher training; Andrade (2003; 2009) and Belloni (2010) about distance teacher training; Bérvot; Belloni (2009), Neves; Medeiros (2005) and Prado (2005), related to Media integration. This research revealed the didactic material of the course Media in the Education has not a proposal to articulate theory and practice, due to this, this course opposed the Media integration. For that reason, teachers/members have real problems to integrate Media in their scholar routine. This research confirmed the way this didactic material was formulated did not help the teachers/students to integrate media in their pedagogical activities

Cette étude présente l anthropophagie comme une notion théorique et experiementale du corps qui réhabilite le sensible et réveille le monde perçu. L argumentation fait ressortir la dimension sensible du corps et de la connaissance, en considerant sa sensibilité et motricité, corps qui ne se sépare pas de la nature et de l histoire, en actuant dans le monde comme présence vive, originaire, en mouvement ; en supposant un sujet qui, au même temps que construit ses propres senses, il dépend de l expérience de l autre et du monde, en créant et en recréant la culture, et il agrandit le processus de connaître, de sentir, de penser, d agir, d être, de se transformer. Cette attitude annonce une connaissance sensible et un corps qui est suscetible de sensations, mais d expréssions aussi, de communication, de création, aspects indispensables pour se pensar l éducation comme un space sensible, d apprantissage et réssignification de la culture ; que dévient possible la communion avec le corps, le temps, le space ; qu enseigne à réapprendre à voir le monde, que considère la réversibilité des senses et l esthésie comme champs de l expérience sensible et de l imputation des senses ; qu évoque la beauté des multiples léctures du vécu et qu agrandit la compréhension du soi et de l autre. L objectif de ce travail est comprendre l anthropophagie comme une attitude du corps et de la connaisance sensible, qu approfondit la rélation de l être au monde, la rélation avec l autre et permet la création de senses culturelles, ésthetiques et éxistentielles our l éducation. Nos présentons l attitude phénomologique de Maurice Merleau-Ponty comme référence théorique et méthodologique de notre recherche. Il s agit d une attitude de la pensée qui place la conaissance au centre de nos expériences vécues au monde ; une attitude qui ne propose pas un sens définitif des choses et des personnes et qui contribue pour la compréhension de l anthropophagie, du corps, du sensible, du monde et de l autre, en indiquant des développements de ces réflexions pour l éducation. En créant des horizonts de sense et strastégies de pérception sur l anthopophagie, nos considérons comme choix notre expérience vécu, comme les voyages; atelier d extension avec des élèves du cours de Technologie en Production Culturelle de l Institut Fédéral d Éducation, Science et Technologie du Rio Grande do Norte-IFRN, Campus Cidade Alta ; l anthropophagie comme élement de l Art Moderne Brésilien ; les créations et les récits des élèves ; images ; filmes et livres recherchés ; dialogues avec les penseurs Lévi-Strauss, Montaigne et Oswald de Andrade, qui constituent nos principales références conceptuelles et qui ont permis traversé des savoirs et promouvoir un dialogue entre divers champs de connaissance, comme l Anthropologie, la Philosophie, l Art et l Éducation. Ces stratégies constituent le resultat partiel et inachevé d un processus de connaisance de soi et de l autre, que permet de revivre des mémoires, faire ressortir des couleurs, des senses, des goûts, des découvertes sensibles et encourageantes sur la connaissance, sur l art, des découvertes sur soi même, sur l autre, sur le monde, sur la vie, indiquant que l éducation peut être un processus fort sensible, dans lequel le corps est une présence indispensable, aussi comme le toucher, le créer, les delires, les affections, les encontres et l invention

This dissertation is about an Education which is made concrete through orality and gestuality of the elderly joking masters of the territory of Mato Grande/RN and proposes a reflection about the exchange between these two knowledges and school education. Thus, it presents the following objectives: identifying the joking elderly in the region; recording their life experiences related to the jokes of the tradition and the way they realize such references at present; besides investigating and recording educative practices which consider the elderly s jokes at the present education. The investigation is supported by the metaphor in the making of a quilt as a methodological resource in the actions of measurement, choice of patches, sewing and binding off. The mapping of the territory of Mato Grande/RN has enabled the identification of seventeen joking elderly people. It considers and records their experiences with the popular amusements and from them, it discusses the ways through which the oral tradition in Mato Grande may be recognized in four categories/actions, namely, narrating, singing, dancing and getting old, which are analyzed under the studies by authors like Benjamin, Zumthor, Almeida, Porpino, among others. Finally, it also focuses the relation between the elderly, the knowledge of the tradition and the systemized education. It describes and articulates educative actions able to connect the knowledge by the joking elderly people and the knowledges taught at school, possibilities of concretization of a rebinding of knowledges which might bring orality and writing, the new and the old, science and tradition close to each other

Since the enactment of LDBEN 9.9394/96, Physical Education began to be understood as a curricular component in school. Thus, we see the need for systematization of content. We observed that the physical education classes at the public schools in Natal/RN from the game content, teachers did not use the existing proposals for systematization. And it was on this reality that the study occurred, aiming to present and discuss a proposal to systematization the game content in physical education classes in elementary and secondary education. Accordingly, we departed of following question: What possibilities of systematization of the game content in school physical education classes?. The methodology used was the action research, which allowed us to structure the intervention plan for the game content, directed to a reflective didactic process. The dialogue with action research provided an opportunity to understand of the proposal of systematization, the knowledge of game content, the planning and process of teaching and learning in physical education lessons developed. We use the proposed systematization the book Educação Física Escolar e Organização Curricular , to direct and organize the lesson plans. As research technique, we use the participant observation, filming, photographic records and field diary, guiding us in the debates and discussions about the field of research. The applications of the lesson plans were carried out in three schools, all located in Natal / RN: Escola Municipal Professora Ivonete Maciel, Escola Municipal Professor Ulisses de Góis e Professor Escola Estadual Josino Macedo. The members of this study were students PIBID-EF-UFRN, teachers, supervisors and school. They made the bridge between research and action, theoretical foundation and pedagogical practice, university and school. The results were advanced for beyond the propositions submitted by the above-mentioned book. For the Elementary School 1, the proposed systematization broadened experiences and learning of knowledge of the game and of playful and body manifestations. Provided an opportunity to know and learn about game of make account, rules, popular games, cooperative games, among others. For Elementary Schools 2 and Middle education, systematized lessons allowed the practical, the incorporation of knowledge of the game and its features: such as rules, origin, meaning of the name, different denominations, among others. The students experienced and learned, popular games, pre-sport games, cooperative games, with recycled material, among others. The treatment from three dimensions of contents: procedural, conceptual and attitudinal, occurred parallel to approach the game content, and in conjunction with our interventions, not being done separately during practice, but an ongoing process during class. This new perspective of work the game, in a systematized way, with applying, description and discussion the activities, allowed elaborate a summary framework of thematizations for game content, by year of teaching

The Family Health Strategy (ESF) is emerging as a possible restructuring of services and new practices of intervention in health care; it requires skilled professionals to work with that framework. Within this purpose, we established the Education Programme for Work and Health (PET-Saúde), in order to integrate teaching and service activities, focusing on primary care. On this basis, the aim of this work is to apprehend the social representation of nurse, doctor and dentist (Project PET-Natal Health RN preceptors) on the ESF, while practice field of them. It is a descriptive and exploratory study, with a qualitative approach, carried out in 07 Family Health Units (USF) included in the PET-Saúde Natal (RN). The population was composed of 35 professional components of the primary care team with bachelor's degree of the USF linked to this project. The sample was composed of 05 nurses, 05 physicians and 05 dentists, for a total of 15 subjects. Data were collected through three instruments: the drawing-themed story, a semi-structured individual interviews and field diary. The data relating to the identification of the subjects were entered and tabulated by the Microsoft Excel software 2007 version. The drawing analysis and interpretation is given by the significance attributed to the resource chart from title and keywords assigned by the subjects, considering the ESF as an inductive term. The stories and interviews were transcribed and typed and then subjected to read/listen the material and a lexical analysis through Alceste. After this process, the discursive material was analyzed and discussed by theoretical and methodological feature of the Social Representations theory. The majority of health professionals were female, aged between 46 and 52 years old, married, income less than six minimum wage, time since graduation ranged from 22 to 29 years and working time in the ESF range from 02 to 11 years. From the classification system ALCESTE were selected categories identified by: Category 1 - ESF: relations and territory; Category 2 - Training and bond profile; Category 3 - Working process in the ESF; Category 4 - Articulation between teaching and service; Category 5 - Health care and disease prevention. The representational field construction, while a process, followed the logic of structural cores in existing categories. In this sense, it is clear that the ESF is an environment rich in diversity, experience and relationships with potential such as the relationship "very subject-subject" and the link established between professional-community, but also has some weaknesses such as poor working conditions, lack of popular participation and management support, thus difficulties in the achievement of teamwork. Being essential to that end, the teaching-service aimed at the formation of a new health professional able to work in the ESF. In this research, the training of the representational field encountered a diversity of structural cores, or thoughts on training, about the ESF because of the greater emphasis on the here and now of the interaction between health professionals, the ESF, the community, PET Health-UFRN and students, emphasizing that such proposals are still considered as concepts in the context of recent health and that, therefore, are not fully realized in the social imaginary

The question of participation has been debated in Brazil since the 1980 decade in search a better way to take care of poulation s demand. More specificaly after the democratic open (1985) begins to be thought ways to make population participates of decisions related to alocation of public resources. The characteristic of participates actualy doesn t exist, population to be carried through is, at top, consulted, and the fact population participates stays restrict to some technics interests at the projects, mainly of public politics of local development. Observe that this implementation happens through a process and that has its limits (pass) that could be surpassed through strategies made to that. This dissertation shows results of a research about participative practices in city of Serrinha between 1997 and 2004, showing through a study of the case of Serrinha what was the process used to carry through these pratices in a moment and local considered model of this application. The analyses were developed through a model of research elaborated by the author based on large literature respects the ideal process to implant a participative public politics. The present research had a qualitative boarding, being explorative and descritive nature. The researcher (author of this dissertation) carried through all the research phases, including the transcriptions of interviews that were recorded with a digital voice recorder. Before the analysis of these data was verified that despite the public manager (former-mayor) had had a real interest in implant a process of local development in city, he was not able to forsee the correct process to do it. Two high faults were made. The first was the intention to have as tool a development plan, what locked up to make this plan was the booster of supossed participative pratice and no the ideal model that would be a plan generate by popular initiative. The second one was absence of a critical education project for the population that should be the fisrt step to carry through a politc like that
