Regulaattorin asettama tehostamistavoite monopoliasemassatoimivalle yritykselle täydentää tuottotasosääntelyä ja laatutason valvontaa. Monopolilla on mahdollisuus ylivoittoihin kilpailun puuttuessa ja sääntelyllä sekä erityisesti tehostamistavoitteella pyritään korvaamaan kilpailun puuttuminen. Mahdollisia tehostamismenettelyitä ovat kustannussääntely, kustannuskattosääntely, vertailuun perustuva sääntely ja neuvotteluun perustuva sääntely. Tässä tutkielmassa on tarkasteltu tehokkuuden käsitettä, eri tehostamismenettelyitä ja tehokkuuden mittausmenetelmiä. Niiden lisäksi on tarkasteltu sääntelyn taustalla vaikuttavia syitä, kuten monopolin toiminta ja agentti-teorian mukainen informaatioetu ja moraalisen riskin ongelma. Tehostamistavoitteen asettamisessa onkyse neuvotteluprosessista regulaattorin kanssa. Tätä neuvotteluprosessia varten tutkielmassa laadittiin strategia energiatoimialalla Suomessa toimivalle yritykselle. Strategian perusteina käytettiin resurssiriippuvuusteorian ja resurssipohjaisen näkemyksen mukaisia lähtökohtia. Tutkielman lopputuloksena ehdotetaan konkreettisia strategia- ja taktiikkavaihtoehtoja yrityksen tehostamismenettelyn asettamisprosessia varten.

VALOSADE (Value Added Logistics in Supply and Demand Chains) is the research project of Anita Lukka's VALORE (Value Added Logistics Research) research team inLappeenranta University of Technology. VALOSADE is included in ELO (Ebusiness logistics) technology program of Tekes (Finnish Technology Agency). SMILE (SME-sector, Internet applications and Logistical Efficiency) is one of four subprojects of VALOSADE. SMILE research focuses on case network that is composed of small and medium sized mechanical maintenance service providers and global wood processing customers. Basic principle of SMILE study is communication and ebusiness insupply and demand network. This first phase of research concentrates on creating backgrounds for SMILE study and for ebusiness solutions of maintenance case network. The focus is on general trends of ebusiness in supply chains and networksof different industries; total ebusiness system architecture of company networks; ebusiness strategy of company network; information value chain; different factors, which influence on ebusiness solution of company network; and the correlation between ebusiness and competitive advantage. Literature, interviews and benchmarking were used as research methods in this qualitative case study. Networks and end-to-end supply chains are the organizational structures, which can add value for end customer. Information is one of the key factors in these decentralized structures. Because of decentralization of business, information is produced and used in different companies and in different information systems. Information refinement services are needed to manage information flows in company networksbetween different systems. Furthermore, some new solutions like network information systems are utilised in optimising network performance and in standardizingnetwork common processes. Some cases have however indicated, that utilization of ebusiness in decentralized business model is not always a necessity, but value-add of ICT must be defined case-specifically. In the theory part of report, different ebusiness and architecture models are introduced. These models are compared to empirical case data in research results. The biggest difference between theory and empirical data is that models are mainly developed for large-scale companies - not for SMEs. This is due to that implemented network ebusiness solutions are mainly large company centered. Genuine SME network centred ebusiness models are quite rare, and the study in that area has been few in number. Business relationships between customer and their SME suppliers are nowadays concentrated more on collaborative tactical and strategic initiatives besides transaction based operational initiatives. However, ebusiness systems are further mainly based on exchange of operational transactional data. Collaborative ebusiness solutions are in planning or pilot phase in most case companies. Furthermore, many ebusiness solutions are nowadays between two participants, but network and end-to-end supply chain transparency and information systems are quite rare. Transaction volumes, data formats, the types of exchanged information, information criticality,type and duration of business relationship, internal information systems of partners, processes and operation models (e.g. different ordering models) differ among network companies, and furthermore companies are at different stages on networking and ebusiness readiness. Because of former factors, different customer-supplier combinations in network must utilise totally different ebusiness architectures, technologies, systems and standards.

The use by police services and inquiring agencies of forensic data in an intelligence perspective is still fragmentary and to some extent ignored. In order to increase the efficiency of criminal investigation to target illegal drug trafficking organisations and to provide valuable information about their methods, it is necessary to include and interpret objective drug analysis results already during the investigation phase. The value of visual, physical and chemical data of seized ecstasy tablets, as a support for criminal investigation on a strategic and tactical level has been investigated. In a first phase different characteristics of ecstasy tablets have been studied in order to define their relevance, variation, correlation and discriminating power in an intelligence perspective. During 5 years, over 1200 cases of ecstasy seizures (concerning about 150000 seized tablets) coming from different regions of Switzerland (City and Canton of Zurich, Cantons Ticino, Neuchâtel and Geneva) have been systematically recorded. This turned out to be a statistically representative database including large and small cases. During the second phase various comparison and clustering methods have been tested and evaluated, on the type and relevance of tablet characteristics, thus increasing knowledge about synthetic drugs, their manufacturing and trafficking. Finally analytical methodologies have been investigated and formalised, applying traditional intelligence methods. In this context classical tools, which are used in criminal analysis (like the I2 Analyst Notebook, I2 Ibase, ?) have been tested and adapted to address the specific need of forensic drug intelligence. The interpretation of these links provides valuable information about criminal organisations and their trafficking methods. In the final part of this thesis practical examples illustrate the use and value of such information.

The purpose of this dissertation is to increase the understanding and knowledge of field sales management control systems (i.e. sales managers monitoring, directing, evaluating and rewarding activities) and their potential consequences on salespeople. This topic is important because research conducted in the past has indicated that the choice of control system type can on the other hand have desirable consequences, such as high levels of motivation and performance, and on the other hand leadto harmful unintended consequences, such as opportunistic or unethical behaviors. Despite the fact that marketing and sales management control systems have been under rigorous research for over two decades, it still is at a very early stage of development, and several inconsistencies can be found in the research results. This dissertation argues that these inconsistencies are mainly derived from misspecification of the level of analysis in the past research. These different levels of analysis (i.e. strategic, tactical, and operational levels) involve very different decision-making situations regarding the control and motivation of sales force, which should be taken into consideration when conceptualizing the control. Moreover, the study of salesperson consequences of a field sales management control system is actually a cross-level phenomenon, which means that at least two levels of analysis are simultaneously involved. The results of this dissertation confirm the need to re-conceptualize the field sales management control system concept. It provides empirical evidence for the assertion that control should be conceptualized with more details atthe tactical/operational level of analysis than at the strategic levelof analysis. Moreover, the results show that some controls are more efficiently communicated to field salespeople than others. It is proposed that this difference is due to different purposes of control; some controls aredesigned for influencing salespersons' behavior (aim at motivating) whereas some controls are designed to aid decision-making (aim at providing information). According to the empirical results of this dissertation, the both types of controls have an impact to the sales force, but this impactis not as strong as expected. Globalization and new information technologies mean that organizations have to face world-wide competition in rapidly transforming, unpredictable environments, and thus the ability to constantly generate novel and improved products, services and processes has become quintessential for organizational success. Performance in turbulent environments is, above all, influenced by the organization's capability for renewal. Renewal capability consists of the ability of the organization to replicate, adapt, develop and change its assets, capabilities and strategies. An organization with a high renewal capability can sustain its current success factors while at the same time building new strengths for the future. This capability does not only mean that the organization is able to respond to today's challenges and to keep up with the changes in its environment, but also that it can actas a forerunner by creating innovations, both at the tactical and strategic levels of operation and thereby change the rules of the market. However, even though it is widely agreed that the dynamic capability for continuous learning, development and renewal is a major source of competitive advantage, there is no widely shared view on how organizational renewal capability should be defined, and the field is characterized by a plethora of concepts and definitions. Furthermore,there is a lack of methods for systematically assessing organizational renewal capability. The dissertation aims to bridge these gaps in the existing research by constructing an integrative theoretical framework for organizational renewal capability and by presenting a method for modeling and measuring this capability. The viability of the measurement tool is demonstrated in several contexts, andthe framework is also applied to assess renewal in inter-organizational networks. In this dissertation, organizational renewal capability is examined by drawing on three complimentary theoretical perspectives: knowledge management, strategic management and intellectual capital. The knowledge management perspective considers knowledge as inherently social and activity-based, and focuses on the organizational processes associated with its application and development. Within this framework, organizational renewal capability is understood as the capacity for flexible knowledge integration and creation. The strategic management perspective, on the other hand, approaches knowledge in organizations from the standpoint of its implications for the creation of competitive advantage. In this approach, organizational renewal is framed as the dynamic capability of firms. The intellectual capital perspective is focused on exploring how intangible assets can be measured, reported and communicated. From this vantage point, renewal capability is comprehended as the dynamic dimension of intellectual capital, which consists of the capability to maintain, modify and create knowledge assets. Each of the perspectives significantly contributes to the understanding of organizationalrenewal capability, and the integrative approach presented in this dissertationcontributes to the individual perspectives as well as to the understanding of organizational renewal capability as a whole.

La fabrication, la distribution et l'usage de fausses pièces d'identité constituent une menace pour la sécurité autant publique que privée. Ces faux documents représentent en effet un catalyseur pour une multitude de formes de criminalité, des plus anodines aux formes les plus graves et organisées. La dimension, la complexité, la faible visibilité, ainsi que les caractères répétitif et évolutif de la fraude aux documents d'identité appellent des réponses nouvelles qui vont au-delà d'une approche traditionnelle au cas par cas ou de la stratégie du tout technologique dont la perspective historique révèle l'échec. Ces nouvelles réponses passent par un renforcement de la capacité de comprendre les problèmes criminels que posent la fraude aux documents d'identité et les phénomènes qui l'animent. Cette compréhension est tout bonnement nécessaire pour permettre d'imaginer, d'évaluer et de décider les solutions et mesures les plus appropriées. Elle requière de développer les capacités d'analyse et la fonction de renseignement criminel qui fondent en particulier les modèles d'action de sécurité les plus récents, tels que l'intelligence-led policing ou le problem-oriented policing par exemple. Dans ce contexte, le travail doctoral adopte une position originale en postulant que les fausses pièces d'identité se conçoivent utilement comme la trace matérielle ou le vestige résultant de l'activité de fabrication ou d'altération d'un document d'identité menée par les faussaires. Sur la base de ce postulat fondamental, il est avancé que l'exploitation scientifique, méthodique et systématique de ces traces au travers d'un processus de renseignement forensique permet de générer des connaissances phénoménologiques sur les formes de criminalité qui fabriquent, diffusent ou utilisent les fausses pièces d'identité, connaissances qui s'intègrent et se mettent avantageusement au service du renseignement criminel. A l'appui de l'épreuve de cette thèse de départ et de l'étude plus générale du renseignement forensique, le travail doctoral propose des définitions et des modèles. Il décrit des nouvelles méthodes de profilage et initie la constitution d'un catalogue de formes d'analyses. Il recourt également à des expérimentations et des études de cas. Les résultats obtenus démontrent que le traitement systématique de la donnée forensique apporte une contribution utile et pertinente pour le renseignement criminel stratégique, opérationnel et tactique, ou encore la criminologie. Combiné aux informations disponibles par ailleurs, le renseignement forensique produit est susceptible de soutenir l'action de sécurité dans ses dimensions répressive, proactive, préventive et de contrôle. En particulier, les méthodes de profilage des fausses pièces d'identité proposées permettent de révéler des tendances au travers de jeux de données étendus, d'analyser des modus operandi ou d'inférer une communauté ou différence de source. Ces méthodes appuient des moyens de détection et de suivi des séries, des problèmes et des phénomènes criminels qui s'intègrent dans le cadre de la veille opérationnelle. Ils permettent de regrouper par problèmes les cas isolés, de mettre en évidence les formes organisées de criminalité qui méritent le plus d'attention, ou de produire des connaissances robustes et inédites qui offrent une perception plus profonde de la criminalité. Le travail discute également les difficultés associées à la gestion de données et d'informations propres à différents niveaux de généralité, ou les difficultés relatives à l'implémentation du processus de renseignement forensique dans la pratique. Ce travail doctoral porte en premier lieu sur les fausses pièces d'identité et leur traitement par les protagonistes de l'action de sécurité. Au travers d'une démarche inductive, il procède également à une généralisation qui souligne que les observations ci-dessus ne valent pas uniquement pour le traitement systématique des fausses pièces d'identité, mais pour celui de tout type de trace dès lors qu'un profil en est extrait. Il ressort de ces travaux une définition et une compréhension plus transversales de la notion et de la fonction de renseignement forensique. The production, distribution and use of false identity documents constitute a threat to both public and private security. Fraudulent documents are a catalyser for a multitude of crimes, from the most trivial to the most serious and organised forms. The dimension, complexity, low visibility as well as the repetitive and evolving character of the production and use of false identity documents call for new solutions that go beyond the traditional case-by-case approach, or the technology-focused strategy whose failure is revealed by the historic perspective. These new solutions require to strengthen the ability to understand crime phenomena and crime problems posed by false identity documents. Such an understanding is pivotal in order to be able to imagine, evaluate and decide on the most appropriate measures and responses. Therefore, analysis capacities and crime intelligence functions, which found the most recent policing models such as intelligence-led policing or problem-oriented policing for instance, have to be developed. In this context, the doctoral research work adopts an original position by postulating that false identity documents can be usefully perceived as the material remnant resulting from the criminal activity undertook by forgers, namely the manufacture or the modification of identity documents. Based on this fundamental postulate, it is proposed that a scientific, methodical and systematic processing of these traces through a forensic intelligence approach can generate phenomenological knowledge on the forms of crime that produce, distribute and use false identity documents. Such knowledge should integrate and serve advantageously crime intelligence efforts. In support of this original thesis and of a more general study of forensic intelligence, the doctoral work proposes definitions and models. It describes new profiling methods and initiates the construction of a catalogue of analysis forms. It also leverages experimentations and case studies. Results demonstrate that the systematic processing of forensic data usefully and relevantly contributes to strategic, tactical and operational crime intelligence, and also to criminology. Combined with alternative information available, forensic intelligence may support policing in its repressive, proactive, preventive and control activities. In particular, the proposed profiling methods enable to reveal trends among extended datasets, to analyse modus operandi, or to infer that false identity documents have a common or different source. These methods support the detection and follow-up of crime series, crime problems and phenomena and therefore contribute to crime monitoring efforts. They enable to link and regroup by problems cases that were previously viewed as isolated, to highlight organised forms of crime which deserve greatest attention, and to elicit robust and novel knowledge offering a deeper perception of crime. The doctoral research work discusses also difficulties associated with the management of data and information relating to different levels of generality, or difficulties associated with the implementation in practice of the forensic intelligence process. The doctoral work focuses primarily on false identity documents and their treatment by policing stakeholders. However, through an inductive process, it makes a generalisation which underlines that observations do not only apply to false identity documents but to any kind of trace as soon as a profile is extracted. A more transversal definition and understanding of the concept and function of forensic intelligence therefore derives from the doctoral work.

Background: Care for patients with colon and rectal cancer has improved in the last twenty years however still considerable variation exists in cancer management and outcome between European countries. Therefore, EURECCA, which is the acronym of European Registration of cancer care, is aiming at defining core treatment strategies and developing a European audit structure in order to improve the quality of care for all patients with colon and rectal cancer. In December 2012 the first multidisciplinary consensus conference about colon and rectum was held looking for multidisciplinary consensus. The expert panel consisted of representatives of European scientific organisations involved in cancer care of patients with colon and rectal cancer and representatives of national colorectal registries. Methods: The expert panel had delegates of the European Society of Surgical Oncology (ESSO), European Society for Radiotherapy & Oncology (ESTRO), European Society of Pathology (ESP), European Society for Medical Oncology (ESMO), European Society of Radiology (ESR), European Society of Coloproctology (ESCP), European CanCer Organisation (ECCO), European Oncology Nursing Society (EONS) and the European Colorectal Cancer Patient Organisation (EuropaColon), as well as delegates from national registries or audits. Experts commented and voted on the two web-based online voting rounds before the meeting (between 4th and 25th October and between the 20th November and 3rd December 2012) as well as one online round after the meeting (4th-20th March 2013) and were invited to lecture on the subjects during the meeting (13th-15th December 2012). The sentences in the consensus document were available during the meeting and a televoting round during the conference by all participants was performed. All sentences that were voted on are available on the EURECCA website www.canceraudit.eu. The consensus document was divided in sections describing evidence based algorithms of diagnostics, pathology, surgery, medical oncology, radiotherapy, and follow-up where applicable for treatment of colon cancer, rectal cancer and stage IV separately. Consensus was achieved using the Delphi method. Results: The total number of the voted sentences was 465. All chapters were voted on by at least 75% of the experts. Of the 465 sentences, 84% achieved large consensus, 6% achieved moderate consensus, and 7% resulted in minimum consensus. Only 3% was disagreed by more than 50% of the members. Conclusions: It is feasible to achieve European Consensus on key diagnostic and treatment issues using the Delphi method. This consensus embodies the expertise of professionals from all disciplines involved in the care for patients with colon and rectal cancer. Diagnostic and treatment algorithms were developed to implement the current evidence and to define core treatment guidance for multidisciplinary team management of colon and rectal cancer throughout Europe.

[spa] En este trabajo se analiza con datos de España los efectos de la corrupción local sobre los resultados electorales. En base a las noticias publicadas entre 1996 y 2009, se construye una nueva base de datos que recoge los casos de corrupción y noticias relativas a cambios en los planes urbanísticos que no han seguido el procedimiento legal. La base de datos muestra que los primeros escándalos de corrupción urbanística surgieron durante el mandato electoral de 1999-2003, pero que éstos alcanzaron sus niveles máximos justo antes de las elecciones de 2007. Se estima una ecuación del porcentaje de voto obtenido por el partido en el poder en estas elecciones locales y se encuentra que la pérdida media de voto después de un caso de corrupción se sitúa alrededor del 4%. Este efecto es más elevado (del 9%) si el caso de corrupción ha recibido una amplia cobertura por los diarios. Los efectos estimados para las elecciones de 2003 son significativamente inferiores. Cuando se consideran los casos en que los políticos han tenido cargas judiciales por corrupción y amplia cobertura por los diarios, la pérdida de voto asciende hasta el 12%. No obstante, la cobertura por los diarios genera un efecto negativo en el voto incluso cuando no hay cargas judiciales.

En aquest treball s’estudia la connexió entre el suport dels votants per una educació pública i les preocupacions sobre la seva jubilació. Mostrem com els votants anticipen els efectes positius que té l’educació sobre les pensions futures. Així, el recolzament a un sistema educatiu públic s’incrementa si el sistema de pensions és més redistributiu, cosa que també es dóna entre els ciutadans que prefereixen una educació privada. També mostrem que el tipus d’equilibri “ends against the middle” pot ocórrer fins i tot quan la taxa impositiva preferida pels votants és decreixent amb la renda.

[spa] En este trabajo se analiza la relación entre la heterogeneidad étnica y la redistribución, utilizando la reciente y masiva llegada de inmigrantes a España. En concreto, se estudia el efecto de los cambios en la densidad de inmigrantes, observada entre 1998 y 2006, sobre los cambios en el gasto social municipal. La densidad de inmigrantes se instrumenta utilizando los patrones de establecimiento por país de origen para asignar los flujos predichos de inmigrantes a cada municipio. Los resultados evidencian que el gasto social incrementó menos en los municipios con mayores incrementos en la densidad de inmigrantes. También se proporciona evidencia de la existencia de una relación positiva entre la densidad de inmigrantes y el porcentaje de voto obtenidos por los partidos de derecha. Por tanto, estos resultados son consistentes con las teorías que predicen una relación negativa entre la heterogeneidad étnica y la redistribución.

Issue ownership means that some parties are considered by the public at large as being more able to deal with, or more attentive to, certain issues. The theory has been used to explain both party behaviour - parties are expected to focus on owned issues - and voter behaviour - when a voter considers a party to own an issue, this affects the odds of voting for that party. The purpose of this article is, first, to provide a look backward at the existing research through a literature review of the studies that were conducted in the past decade-and-a-half. Secondly, it takes stock of the current conceptualisation and argues that issue ownership is a multidimensional concept. Thereafter the article discusses how this multidimensionality affects both the role of issue ownership in voter and in party behaviour. Finally, the article outlines a number of shortcomings of the extant literature and discusses potential avenues for future research.

When the popular initiative "against mass immigration" was accepted by the Swiss people and cantons on 9 February 2014, Ticino had by far the highest approval rate. The Italian-speaking canton thus once more confirmed its singular position, assumed since the 1990s, on popular votes regarding immigration and foreign policy. This seems to be indicative of wider crises and changes in both the economic and political spheres that have favoured the emergence of a political opposition between centre and periphery. The results of a survey among 1400 citizens of Ticino after the vote of 9 February confirm this. In essence, on top of the question of immigration, the vote was influenced by a fearful perception of Ticino as a "double periphery" vis-à-vis both Berne and Lombardy.
