The starting point is the understanding of the dramatic text as literary text, thus it could be analyzed with methodologies coming from literary studies: the dramatic text is literature, creation of language and it can be read and interpreted as such. Of course I acknowledge the text’s performativity, implicit in its characteristic and functions. The analysis of Enrico IV (1921) constitutes a practical application of the proposal and the opportunity for opening the discussion to new perspectives.

In light of the existing theories about institutional change, this paper seeks to advance a common framework to understand the unfolding of decentralization and federalization in three countries: Brazil, Spain, and South Africa. Although in different continents, these three countries witnessed processes after their respective transitions to democracy that transferred administrative and fiscal authority to their regions (decentralization) and vertically distributed political and institutional capacity (federalization). This paper attempts to explain how institutional changes prompted a shift of power and authority towards regional governments by looking at internal sources of change within the intergovernmental arena in the three countries. This analysis is organized around two propositions: that once countries transit to democracy under all-encompassing constitutions there are high incentives for institutional change, and that under a bargained intergovernmental interaction among political actors subnational political elites are able to advance their interests incrementally. In short, through a common framework this paper will explain the evolving dynamics of intergovernmental dynamics in three countries.

The core objective of this research process was to design an operational tool for place brand analysis. By modelling the emotional significance and the deeper-lying symbols associated to a specific place identity I expected to create a semiotic tool that could be applied, mutatis mutandis, on other similar place brands. As a field case study to develop the instrument, my choice of the research arena was Barcelona city, the capital of Catalonia Autonomous Community, Spain. Barcelona brand identity was approached in the line of the Chicago Urban Anthropology School. The research methods were designed according to the prescriptions of the urban anthropology, namely qualitative methods: in-depth interviews and discourse analysis. The final research outcome was a model summarizing a range of specific emotional values that support a place brand to position in the collective mindset and to assume a positively valued status and identity in the world order.

Nuestro trabajo que hemos realizado a lo largo del curso consiste en el estudio de las plantas desalinizadoras, su mercado y producción, y en la elaboración de un plan de empresa que esperamos que sea útil a todas aquellas personas que estén interesadas en nuestro proyecto. De igual forma esperamos que nuestro trabajo y modelo de empresa sirva de ejemplo a seguir por terceros, cuya actividad esté relacionada o involucrada con las plantas desalinizadoras.El tema lo elegimos debido a su alto contenido ecológico, puesto que vivimos enuna sociedad en la que el cambio climático y la escasez de agua son graves problemas que afectan a nuestro globo terráqueo. Nosotros como habitantes del planeta nos sentimos con la obligación y el deber de intentar poner nuestro grano de arena para poder protegerlo.Los objetivos que nos planteamos al principio del trabajo y que hemos intentadoalcanzar han sido: el estudio de la situación del agua de la zona en la que noshemos centrado (Blanes, Lloret, Tossa y Maresme Nord) y las oportunidades de negocio que abre una empresa como la nuestra: Planta desalinizadora.Creemos que la creación de este tipo de empresas es una clara solución futura para solventar los problemas de falta de agua. Y en este grave problema hemos encontrado una oportunidad de negocio que a la larga se convierte en solución.En resumen, nuestro trabajo, una vez conocido el mercado y producción de estasplantas, consiste en la elaboración de un plan de empresa, las características del cuál se detallaran más adelante.

This article focuses on work disability and sick leave and their cost; it also discusses the value of vocational rehabilitation programmes in rheumatic conditions such as rheumatoid arthritis, ankylosing spondylitis, hip and knee osteoarthritis. It acknowledges the importance of work not only for the worker who has one of these diseases but also for the public purse. Much can be done to improve the health of the persons and reduce their disability and its impact in the workplace which will have an important effect on their and their family's quality of life. It is important that neither rehabilitation nor vocational rehabilitation are regarded as bolt-on activities after drug treatment but are seen as an integral part of effective management. Publications dealing with return to work are relatively common in rheumatoid arthritis, less common in ankylosing spondylitis and relatively rare in osteoarthritis. Vocational rehabilitation programmes should aim to facilitate job retention or, failing that, to improve the ability to return to work. The process must be started with in the health arena and it has to be recognised that slow or poor practice in the health service can jeopardise the patient's work potential

El propósito de este estudio es comprender cómo es ser enfermera vivenciando el cuidado de pacientes drogodependientes que ingresan al Servicio de Medicina de un hospital público de Chile. Se opta por un estudio de tipo cualitativo, de trayectoria fenomenológica, según el referencial de Martín Heidegger. La pregunta orientadora fue: ¿Cómo es cuidar a pacientes drogodependientes que ingresan en tu servicio? Los discursos de las enfermeras fueron interpretados bajo el referencial de Fenómeno Situado de Joel Martins. Después del análisis de las entrevistas, se identificó 3 temas que expresan el fenómeno: hablando del paciente drogodependiente, cuidando al paciente en un medio adverso, superando el miedo para cuidar. El estudio muestra la necesidad de capacitar al personal de salud en dependencia en alcohol y drogas para superar los preconceptos y mejorar el cuidado de estos pacientes.

This study examined some basic health care approaches toward human needs, with a particular focus on nursing. We aimed to incorporate these approaches into the discussion of the mental health of adolescent offenders who consume alcohol. We discuss specific needs of the delinquent group, critique policies that prioritize coercion of adolescent offenders, and the role that nurses could play in the sphere of juvenile delinquency.

The passage of the Workforce Investment Act (WIA) of 1998 [Public Law 105-220] by the 105th Congress has ushered in a new era of collaboration, coordination, cooperation and accountability. The overall goal of the Act is “to increase the employability, retention, and earnings of participants, and increase occupational skill attainment by participants, and, as a result improve the quality of the workforce, reduce welfare dependency, and enhance the productivity and competitiveness of the Nation.” The key principles inculcated in the Act are: • Streamlining services; • Empowering individuals; • Universal access; • Increased accountability; • New roles for local boards; • State and local flexibility; • Improved youth programs. The purpose of Title II, The Adult Education and Family Literacy Act (AEFLA), of the Workforce Investment Act of 1998 is to create a partnership among the federal government, states, and localities to provide, on a voluntary basis, adult education and literacy services in order to: • Assist adults become literate and obtain the knowledge and skills necessary for employment and self-sufficiency; • Assist adults who are parents obtain the educational skills necessary to become full partners in the educational development of their children; • Assist adults in the completion of a secondary school education. Adult education is an important part of the workforce investment system. Title II restructures and improves programs previously authorized by the Adult Education Act. AEFLA focuses on strengthening program quality by requiring States to give priority in awarding funds to local programs that are based on a solid foundation of research, address the diverse needs of adult learners, and utilize other effective practices and strategies. To promote continuous program involvement and to ensure optimal return on the Federal investment, AEFLA also establishes a State performance accountability system. Under this system, the Secretary and each State must reach agreement on annual levels of performance for a number of “core indicators” specified in the law: • Demonstrated improvements in literacy skill levels in reading, writing, and speaking the English language, numeracy, problem solving, English language acquisition, and other literacy skills. • Placement in, retention in, or completion of postsecondary education, training, unsubsidized employment or career advancement. • Receipt of a secondary school diploma or its recognized equivalent. Iowa’s community college based adult basic education program has implemented a series of proactive strategies in order to effectively and systematically meet the challenges posed by WIA. The Iowa TOPSpro Data Dictionary is a direct result of Iowa’s pro-active efforts in this educational arena.

Recent evidence supports and reinforces the concept that environmental cues may reprogramme somatic cells and change their natural fate. In the present review, we concentrate on environmental reprogramming and fate potency of different epithelial cells. These include stratified epithelia, such as the epidermis, hair follicle, cornea and oesophagus, as well as the thymic epithelium, which stands alone among simple and stratified epithelia, and has been shown recently to contain stem cells. In addition, we briefly discuss the pancreas as an example of plasticity of intrinsic progenitors and even differentiated cells. Of relevance, examples of plasticity and fate change characterize pathologies such as oesophageal metaplasia, whose possible cell origin is still debated, but has important implications as a pre-neoplastic event. Although much work remains to be done in order to unravel the full potential and plasticity of epithelial cells, exploitation of this phenomenon has already entered the clinical arena, and might provide new avenues for future cell therapy of these tissues.

Blowflies utilize discrete and ephemeral sites for breeding and larval nutrition. After the exhaustion of food, the larvae begin dispersing to search for sites to pupate or to additional food source, process referred as postfeeding larval dispersal. Some of the most important aspects of this process were investigated in Chrysomya megacephala, utilizing a circular arena to permit the radial dispersion of larvae from the center. To determinate the localization of each pupa, the arena was split in 72 equal sectors from the center. For each pupa, distance from the center of arena, weight and depth were determined. Statistical tests were performed to verify the relation among weight, depth and distance of burying for pupation. It was verified that the larvae that disperse farther are those with higher weights. The majority of individuals reached the depth of burying for pupation between 7 and 18 cm. The study of this process of dispersion can be utilized in the estimation of postmortem interval (PMI) for human corpses in medico-criminal investigations.

Blowflies use discrete and ephemeral substrates to feed their larvae. After they run out of food, the larvae begin to disperse in order to find adequate places for pupation or additional food sources, a process named post-feeding larval dispersion. Some important aspects of this process were studied in a circular arena allowing the combined radial post-feeding dispersion from the center of the arena of C. albiceps and C. megacephala larvae. To determine the location of each pupa, the arena was divided in 72 identical sections starting from the center. The distance from the center, the depth and weight of each pupa were evaluated. Statistical tests were done to verify the relation between weight, depth and distance for pupation. From the total an average of 976 larvae released (488 for each species) were collected considering both experiments 456 C. megacephala pupae and 488 of C. albiceps. This demonstrates that C. albiceps probably preyed on 32 C. megacephala larvae during post-feeding dispersion. The study of this dispersion process can be used to estimate the postmortem interval (PMI) of human cadavers in legal medicine.

This study describes a task that combines random searching with goal directed navigation. The testing was conducted on a circular elevated open field (80 cm in diameter), with an unmarked target area (20 cm in diameter) in the center of 1 of the 4 quadrants. Whenever the rat entered the target area, the computerized tracking system released a pellet to a random point on the open field. Rats were able to learn the task under light and in total darkness, and on a stable or a rotating arena. Visual information was important in light, but idiothetic information became crucial in darkness. Learning of a new position was quicker under light than in total darkness on a rotating arena. The place preference task should make it possible to study place cells (PCs) when the rats use an allothetic (room frame) or idiothetic (arena frame) representation of space and to compare the behavioral response with the PCs' activity.

Public organisations are subjected to weak incentivesfor competition. Therefore, institutional Darwinismcannot apply. Regulation and performance monitoring isrequired to protect the public interest. This isparticularly the case of organisations in the healthcare arena, since strong incentives may risk the wholesupply of public health services. Regarding to the pathdependence of the Spanish public health institutionswith respect to the international experience and theobserved health technological changes, this paper triesto ground some theoretical bases for the organisationalchange in our health system. We do this by building ourargument from the very basic public goal: the improvementof the health status of the Spanish population. Thisrequires a better integration of health care services.To this regard, capitation in finance shows somecomparative advantages: it takes an integral view forthe care of the population, it allows for a betterdecentralisation ('deconcentration') of risks to healthproviders and favours managed care under a globalperspective, replacing partial payment to differentproviders. However, the paper shows some potentiallimitations for this purpose and the need of a gradualstrategy for its implementation.

The origins of electoral systems have received scant attention in the literature. Looking at the history of electoral rules in the advanced world in the last century, this paper shows that the existing wide variation in electoral rules across nations can be traced to the strategic decisions that the current ruling parties, anticipating the coordinating consequences of different electoral regimes, make to maximize their representation according to the following conditions. On the one hand, as long as the electoral arena does not change substantially and the current electoral regime serves the ruling parties well, the latter have no incentives to modify the electoral regime. On the other hand, as soon as the electoral arena changes (due to the entry of new voters or a change in their preferences), the ruling parties will entertain changing the electoral system, depending on two main conditions: the emergence of new parties and the coordinating capacities of the old ruling parties. Accordingly, if the new parties are strong, the old parties shift from plurality/majority rules to proportional representation (PR) only if the latter are locked into a 'non-Duvergerian' equilibrium; i.e. if no old party enjoys a dominant position (the case of most small European states)--conversely, they do not if a Duvergerian equilibrium exists (the case of Great Britain). Similarly, whenever the new entrants are weak, a non-PR system is maintained, regardless of the structure of the old party system (the case of the USA). The paper discusses as well the role of trade and ethnic and religious heterogeneity in the adoption of PR rules.

Depois de 1991, as políticas de comunicação desenvolvidas em Cabo Verde estiveram assentes numa contrariedade entre os planos do discurso e os planos da acção: se a nível discursivo, a liberdade de imprensa foi encarada como o pilar das opções do regime, a nível das práticas da governação um conjunto de acções e inacções dificultaram a implementação de um ambiente de liberdade no seio dos profissionais da comunicação social. Desde logo, o processo de transição de regime empurrou os jornalistas e os actores políticos no poder para uma situação de colisão eminente, resultando numa acumulação de processos judiciais contra os profissionais da comunicação social; também, o monopólio público do sector da televisão, para além de provocar a desregulação do sector – com as autarquias a instalarem antenas parabólicas para satisfazer a população com conteúdos de canais internacionais –, dificultou o pluralismo de opinião, já que sobre a estação pública recaem críticas constantes que apontam para a intervenção dos governos na sua actuação; ainda, regista-se, entre 1991 e 2009, uma política de desinvestimento dos sucessivos governos no sector mediático, relegando-o para um plano secundário das opções de governação. Se, nos primeiros anos da democracia pluralista, houve um aumento significativo do investimento no sector da comunicação social, cedo verificou-se uma quebra do investimento, que não deu espaço aos media estatais para crescerem e contribuírem efectivamente na solidificação do sistema democrático. Na correlação das políticas de comunicação com a liberdade de imprensa, resultam duas fases no percurso de Cabo Verde: a) fase de insatisfação generalizada (sobretudo na década de 90), em que, a par da fraca qualidade dos produtos mediáticos disponibilizados aos cidadãos, os jornalistas e a classe política entraram em rota de colisão; a classe jornalística dividiu-se, passando a haver os considerados ‘jornalistas próximos do PAICV’ e ‘jornalistas próximos do MpD’ (devemos levar em consideração que o MpD e o PAICV são os dois únicos partidos políticos virtualmente ilegíveis na arena política caboverdiana). Assim, a conivência entre os profissionais da comunicação social e os actores políticos fez com que alguns jornalistas passassem a ser apelidados de ‘comissários políticos’; b) fase de satisfação conveniente ou precária: instalou-se depois dos períodos mais conturbados da transição política, sobretudo a partir do início do novo milénio, com a substituição do partido no poder e uma mudança de atitude dos governantes em relação às actividades da comunicação social. A mudança de regime levou a uma redefinição do posicionamento dos jornalistas face aos partidos políticos, passando a haver profissionais que trabalham mais alinhados com o governo e profissionais que trabalham mais alinhados com a oposição. Esta situação resultou de uma má concepção de democracia instalada em Cabo Verde em que os partidos políticos figuram como as únicas entidades que gozam efectivamente de uma liberdade de actuação. Associado aos partidos políticos, encontramos uma concentração de poderes: o poder político (através do escrutínio público), o poder económico (grande parte dos empresários cabo-verdianos nasceram no seio dos partidos políticos que estiveram no governo, o que faz com que haja uma certa politização da vida económica do país), o poder cultural (a maior parte dos intelectuais está associada aos partidos políticos que, quando estão no governo, subsidiam os seus projectos e a sua aspiração de realização pessoal e profissional) e o poder de influência social (quase todos os órgãos de comunicação social nacionais estão conotados com os partidos políticos e a fraca liquidez do mercado publicitário faz com que não haja empresas auto-sustentáveis no sector mediático). Todos esses condicionalismos sociológicos acabam por dificultar a implementação de um ambiente de liberdade no seio da comunicação social cabo-verdiana. Apesar de, hodiernamente não haver uma insatisfação generalizada como na década de 90, a aparente normalidade que se regista na relação entre a classe política e os jornalistas é assegurada por uma informação que evita provocar incómodo nos partidos aos quais os órgãos de comunicação social se encontram associados ou com os quais são conotados. Desta forma, a auto-censura torna-se num mecanismo inibidor da liberdade de imprensa. Assim, encontra-se um jornalismo que, por um lado, procura ser incisivo para o partido encarado como oposição e, por outro lado, é cómodo, domesticado e amorfo para o partido ao qual o órgão de comunicação social em causa se encontra vinculado. Neste caso, não sobram condições para falar-se na isenção das práticas jornalísticas, nem no rigor das mensagens que são difundidas no seio da sociedade. Notamos que as políticas de comunicação adoptadas em Cabo Verde, depois de 1991, não provocaram uma revolução nas práticas jornalísticas. Se antes, os jornalistas eram considerados de ‘comissários políticos’ por se entender que estavam vinculados ao Partido Único, depois da abertura de regime registou-se uma divisão da classe jornalística entre os dois partidos políticos com mais expressão na sociedade cabo-verdiana. Assim, a concepção jurídica da liberdade de imprensa revestiuse de uma formalidade que não encontrou correspondência nas práticas do dia-a-dia dos jornalistas e, desta forma, perdura uma distância entre a concepção jurídico-formal e a concepção jurídico-material da liberdade de imprensa. Muito caminho preciso de ser feito nesta matéria para que a comunicação social possa vir a ser a voz da sociedade
