Granting economic development incentives (or “EDIs”) has become commonplace throughout the United States, but the efficiency of these mechanisms is generally unwarranted. Both the politicians granting, and the companies seeking, EDIs have incentives to overestimate the EDIs benefits. For politicians, ribbon–cutting ceremonies can be the highly desirable opportunity to please political allies and financiers, and the same time that they demonstrate to the population that they are successful in promoting economic growth – even when the population would be better off otherwise. In turn, businesses are naturally prone to seek governmental aid. This explains in part why EDIs often “fail” (i.e. don’t pay–off). To increase transparency and mitigate the risk of EDI failure, local and state governments across the country have created a number of accountability mechanisms. The general trait of these accountability mechanisms is that they apply controls to some of the sub–risks that underlie the risk of EDI failure. These sub–risks include the companies receiving EDIs not generating the expected number of jobs, not investing enough in their local facilities, not attracting the expected additional businesses investments to the jurisdiction, etc. The problem with such schemes is that they tackle the problem of EDI failure very loosely. They are too narrow and leave multiplier effects uncontrolled. I propose novel contractual framework for implementing accountability mechanisms. My suggestion is to establish controls on the risk of EDI failure itself, leaving its underlying sub–risks uncontrolled. I call this mechanism “Contingent EDIs”, because the EDIs are made contingent on the government achieving a preset target that benchmarks the risk of EDI failure. If the target is met, the EDIs will ex post kick in; if not, then the EDIs never kick in.

As incubadoras de empresas são um tipo especial e diferenciado de organização que tem crescido em número e representatividade no Brasil. Criadas como uma forma de fomentar e consolidar o surgimento de novas empresas, as incubadoras são consideradas um importante mecanismo para o desenvolvimento econômico e tecnológico de países que o utilizam. A despeito da importância econômica que as incubadoras de empresas possam desempenhar, pouco se sabe ou se pesquisa a respeito das experiências vivenciadas pelos empresários que têm seus negócios incubados. Por meio de uma pesquisa exploratória descritiva, este trabalho coletou histórias vividas por empresários que tiveram um empreendimento incubado com o objetivo de compreender quais são as contribuições da incubação e do plano de negócios ao processo de planejamento desses empreendimentos. Os resultados da pesquisa deixam claro que há um distanciamento entre a teoria e a prática do planejamento com as necessidades das organizações que estiveram incubadas. Sugere-se, nas conclusões deste trabalho, que a teoria e a prática do planejamento podem avançar em profundidade e refinamento com a inclusão do conflito e do poder e com o discernimento da formalidade e informalidade do processo dentro do seu conteúdo.

As mudanças tributárias realizadas na última década priorizaram o ajuste fiscal com uma elevação da carga de impostos que saltou de 27% do PIB, em 1994, para cerca de 36% do PIB, em 2003. Esse aumento da carga tributária esteve associado principalmente ao aumento das contribuições sociais cumulativas. Além dessa crescente cumulatividade, outras características que têm marcado o sistema tributário brasileiro são a complexidade e os conflitos federativos que alimentam uma profunda guerra fiscal entre Estados e municípios. Em abril de 2003, o Governo Lula encaminhou ao Congresso Nacional uma ampla proposta de reforma tributária, tendo como objetivos principais (i) simplificar o sistema tributário brasileiro, (ii) reduzir a cumulatividade dos tributos e (iii) acabar com a guerra fiscal. Apesar do reconhecimento generalizado de que a carga tributária brasileira é excessivamente elevada, o governo federal limitou-se a assumir o compromisso de não promover aumentos adicionais de impostos. Inserido nesse contexto, este estudo analisa (i) o quadro fiscal brasileiro, procurando identificar as reais restrições que impedem a redução da carga tributária brasileira e (ii) as medidas tributárias propostas pelo Governo Lula, destacando suas implicações sobre o desenvolvimento econômico brasileiro.

A pesquisa analisa a aparição do Conselho de Desenvolvimento Econômico e Social (CDES) na cena midiática. Instituído pelo Governo Lula no início de 2003, o Conselho é formado por representantes de diversos segmentos da sociedade e ocupa-se do debate de temas da agenda política. O estudo acompanha a entrada e desenvolvimento desse debate na cena midiática, verificando em especial as vozes que ganharam mais visibilidade. A análise concentra-se sobre o material produzido por cinco jornais – Folha de São Paulo, O Estado de São Paulo, Jornal do Brasil, O Globo e Correio Braziliense – durante os anos de 2003 e 2004. Os dados reunidos para esta pesquisa foram submetidos a um processo de interpretação. O intuito é avaliar se a forma como os temas da agenda política foram lançados para a esfera pública pode privilegiar determinados segmentos na disputa pela formação da opinião pública. É através da midiatização das atividades do CDES que grande parcela da população tem acesso a esses temas. Esses subsídios alimentam o debate público. Ao produzir o material simbólico, a mídia atua como ator importante na disputa pela opinião pública.

O objetivo deste artigo é definir capital social como infra-estrutura social e procurar incluir tal variável num modelo de crescimento econômico. O capital social, visto de tal forma, teria impacto sobre a produtividade dos fatores de produção. Em primeiro lugar, discutirei como as variáveis institucionais podem afetar o crescimento. Em segundo lugar, analisando várias definições de capital social, mostrarei quais são as virtudes e problemas de cada uma e definirei, para a introdução de tal variável num modelo de crescimento, capital social como infra-estrutura social. Por fim, tentarei abrir espaço para estudos empíricos posteriores, tanto no campo da mensuração de estoque de capital social, como em estudos entre economias no sentido de captar o impacto do capital social sobre o crescimento econômico.

This research argues that Brazil should create conditions for long run financing of development. The end of the inflationary process is just a first step. A second step is the development of an institutional framework to offer good alternatives to investors that have long run targets, such as pension funds etc. Particularly, in the Brazilian market predominates the trade of preferred shares instead of common shares that give more prerrogatives for investors that plan to hold these shares on long term basis. This attitude turns the market more volatile and in this way corporations lose the chance of financing their projects with large amounts of capital and have to rely instead on more debt which weakens their financial strenght.

The Brazilian energetic sector is passing through deep transformations. The restructure is mainly characterized by the passage from a vertical and centrally coordinated system, in hands of the State, to a more horizontal one, with characteristics of a network, in which organizations, such as the National Agency of Electric Energy (ANEEL), the new regulator entity, the Wholesaler Market of Electric Energy (MAE), the National Operator of Electric System (ONS), Eletrobrás and the National Bank of Economic and Social Development (BNDES) are designated as the principals integrators of the system. The objective of the present work was to analyze the influence of the privatization and restructuring processes in the integration of the Brazilian system of electric energy. The analysis was based on the instruments offered by the network approach. The results of the research show that the Brazilian sector of electric energy cannot be considered as a highly integrated network. In this new horizontal configuration, the social actors are affirming its roles, functions and objectives, while the key-organization like ANEEL, ONS, MAE, Eletrobrás, and BNDES are being structured to strengthen its integrative role.

The developed democracies only have results or crystallise, when the exercise of the government policies has two dimensions: the first one, is the dimension of the government decisions making: in which, the governor accomplishes the priorities and orientations submitted to the population by electoral decisions. Then the second dimension, is the functionality of the State: capable to transform policies into convergent actions for accomplishment of the negotiated results. The consolidation of the democracy and the consequent increase of the social demand by decisions and public and government lawsuits, able to generate results that attend collectively the different levels of the society and able to aggregate and articulate additional values to their interests, imposes to the public sector administration, great challenges of public policies. Nowadays, the indispensable condition to guarantee a minimum governmental benchmark, it to overcome these challenges, in the plan of the public administration, demanded for the promotion of the economic development, in the democratic scope, to reach the politician-institutional values of the society. However, It is undeniable, the universality of the challenges of public administration that consequently, are the effects of modern administrative systems. To attempt the best result, the mast satisfy the attributes of speed, flexibility, integration and innovation, amongst others. The diffusion of guided doctrines of public management by results is reflecting in the institutionalization of new types of bureaucratic activities and amongst this context, it is distinguished as a basic importance of what we call Performance Audit. This work intends to describe how the control organs and especially the Accounts Court of the Union, the sensitive demands of the society, and attending to new constitutional order, they are structuring itself to face the new organizational and institutional challenges, in consequence of the gradual redefinition of your task, more and more liable uncertainties, current of the intimate nature of the performance audit, in development, face the traditional audit, which characterizes them in general. Therefore, the main goal of this these, is the analysis of the organizational challenges and consequently ,the lawsuits changes of the organizational structures faced in general by the Brazilian¿s Accounts Courts, which we believe, will help to elaborate paths of propulsive evaluating and restrictive elements to the innovations that are intended to introduce the systems of necessary control in the evaluation of government programs.

In recent years, clusters have become a central part in discussions about local and regional economic development, as well as in the elaboration of public policies for generating jobs and income. Concurrent with the discussions about clusters, the subject globalization has also received growing attention from the media in the academic and government fields. Different aspects are considered in the discussions regarding globalization and one of the subjects is the insertion of local economies into international commerce. One of these ways of insertion is by global value chains. This term began to be used at the end of 90s, and refers to the productive value chains dispersed throughout the world, but with integrated production and commercialization. The aim of this thesis is to understand how the exportation process influences the development of fashion clusters, this being done by the insertion of these clusters into the global value chains. Each year, the Brazilian fashion sector seeks to broaden their participation in the global economy by means of insertion into the global value chains. This insertion, however, has caused impacts in specialized clusters of garment manufacturers, such as beach fashion, jeans and women¿s clothing. As a way of identifying these impacts, three cluster manufacturers were studied in the state of Rio de Janeiro, namely Cabo Frio, São Gonçalo and Niterói. The impacts of internationalization on the companies integrated into these three clusters were explored by means of a six-month field study, including semistructured interviews. This internationalization occurs either by direct exportation or by means of inserting these companies into the global value chains. The results of the study points out the opportunities and threats to these companies, as well as shows the importance of more adequate public policies for the development of Brazilian fashion clusters. Among these threats, the possibility of inserting these cluster companies into the global value chains in a captive manner (Gereffi, Humphrey, Sturgeon, 2005) was singled out, placing them ¿under control¿ of the exporting companies. As for opportunities, the participation of government support agencies and improvements in fashion show good alternatives for inserting these companies into the global value chains, making possible autonomous and competitive performance.

Este trabalho pretende mostrar que a implementação de políticas públicas no setor de turismo não é utopia, e sim um instrumento essencial à dinamização deste segmento tão promissor e rentável, que no mundo todo vem apresentando resultados surpreendentes, e que pode contribuir de forma significativa para o desenvolvimento de uma região. Para auferir os dividendos da indústria do turismo é primordial que sejam realizados investimentos no setor, de modo a oferecer as condições básicas para que o mesmo possa se expandir. Estas condições vão desde a infra-estrutura básica até a capacitação da mão-de-obra local. Cabe aqui destacar que é fundamental também que se dê incentivos fiscais e monetários para atrair investidores. E, estas, são ações que cabem, fundamentalmente, à iniciativa governamental. Uma análise comparativa entre o desempenho da indústria do turismo no mundo, no Brasil e na cidade do Rio de Janeiro, pretendeu-se provar que nas circunstâncias atuais, a elaboração e a implementação de políticas públicas são essenciais para a expansão do setor de turismo, e que este é certamente um próspero caminho a ser trilhado pelo nosso país e pela nossa cidade, considerando o enorme potencial turístico de ambos, rumo ao desenvolvimento econômico-social.

The proposal of this study is to present an assessment of the performance of the Brazilian Government Chamber of Foreign Trade (Camex), which is a board of the Council of Government responsible for the formulation, implementation and coordination of the Brazilian trade policy. The study begins with a historical approach to the international trade and the Brazilian foreign trade, mentioning its origins, features and interfaces with the economic development of the country. Based on the approach aforementioned, several interviews were made with authorities, who have remarkable knowledge about the subject, in order to obtain their views, experiences and suggestions concerning the performance of Camex since its creation in 1995. The list of interviewees includes authorities that are currently responsibles for the conduct of the policy on foreign trade, representatives of the organized society, and authorities who were in important positions in this segment of the federal public administration, regarding both the Minister of State, as Director of Cacex and the Executive Secretary of Camex. The conclusions of the study indicate that the Camex has not been succeeding in fully exercise its mandate of formulate, implement and coordinate the foreign trade policy of Brazil. A combination of factors contributes to this situation, especially its small strutcure, the fact that some ministries compete in the segment of foreign trade ¿don't understand¿ Chamber¿s real purpose, and, at last, the absence of a political mandate"(words taken from Motta Veiga) that would fortify its existing legal mandate. Finally, the study suggests some changes in the current organizational modeling of Camex, especially in its hierarchical position in the federal public administration."

In the last decade, the debate concerning more adequate means of promoting social and economic development, through policies of firm supporting, has been gaining strength. Among several means of support, there is one that addresses issues related to credit and funding. At the same time, interest on the phenomenon of firm agglomeration, known by clustering, is increasing, as well as one of its advantages - facilitating the development and strengthening of its firms. Additionally, there can be spotted advantages on clustering that allow tailoring financial instruments, specifically to firms in it, based on collective solutions, with better conditions. This dissertation focuses on how the capture of these opportunities is being done, in the presence of specific financial products to Brazilian clusters. The present analysis is conducted from the cluster located in Nova Friburgo and Region, specialized in women underwear. This study sought to capture advantages from three main collective solutions: information systems, guarantees systems, alternative funding. These solutions address to the following issues: information asymmetries, absence of guarantees from the credit taker, limited sources of funding. Semi-structured interviews were made with members of the cluster, when it was possible to identify that the capture of advantages is in its early stages, being limited by other issues, such as: adequate degree of human capital, governance framework and process inefficiencies.
