The National Uniform Crime Reporting System began with 400 cities representing 20 million inhabitants in 43 states on January 1st, 1930. Since the establishment of the Uniform Crime Reporting Program, the volume, diversity, and complexity of crime steadily increased while the UCR program remained virtually unchanged. Recognizing the increasing need for more in-depth statistical information and the need to improve the methodology used for compiling, analyzing, auditing, and publishing the collected data, an extensive study of the Uniform Crime reports was undertaken. The objective of this study was to meet law enforcement needs into the 21st century. The result of the study was NIBRS (National Incident Based Reporting System). Adoption of the NIBRS system took place in the mid 1980’s and Iowa began organizational efforts to implement the system. Conversion to IBR (Incident Based Iowa Uniform Crime Reporting) was completed January 1, 1991, as part of a national effort to implement incident based crime reporting, coordinated by the Federal Bureau of Investigation and the Bureau of Justice Statistics of the U.S. Department of Justice. Iowa was the fifth state in the nation to be accepted as a certified “reporting state” of incident based crime data to the national system.

In accordance with TEA-21, the environmental review process for this project has been documented as a Streamlined Environmental Assessment (EA). This document addresses only those resources or features that apply to the project. This allowed study and discussion of resources present in the study area, rather than expend effort on resources that were either not present or not impacted. Although not all resources are discussed in the EA, they were considered during the planning process and are documented in the Streamlined Resource Summary, shown in Appendix A. The following table shows the resources considered during the environmental review for this project. The first column with a check means the resource is present in the project area. The second column with a check means the impact to the resource warrants more discussion in this document. The other listed resources have been reviewed and are included in the Streamlined Resource Summary.

The development of new rail systems in the first part of the 21st century is the result of a wide range of trends that are making it increasingly difficult to maintain regional mobility using the two dominant intercity travel modes, auto and air. These trends include the changing character of the economic structure of industry. The character of the North American industrial structure is moving rapidly from a manufacturing base to a service based economy. This is increasing the need for business travel while the increase in disposable income due to higher salaries has promoted increased social and tourist travel. Another trend is the change in the regulatory environment. The trend towards deregulation has dramatically reduced the willingness of the airlines to operate from smaller airports and the level of service has fallen due to the creation of hub and spoke systems. While new air technology such as regional jets may mitigate this trend to some degree in medium-size airports, smaller airports will continue to lose out. Finally, increasing environmental concerns have reduced the ability of the automobile to meet intercity travel needs because of increased suburban congestion and limited highway capacity in big cities. Against this background the rail mode offers new options due to first, the existing rail rights-of-way offering direct access into major cities that, in most cases, have significant capacity available and, second, a revolution in vehicle technology that makes new rail rolling stock faster and less expensive to purchase and operate. This study is designed to evaluate the potential for rail service making an important contribution to maintaining regional mobility over the next 30 to 50 years in Iowa. The study evaluates the potential for rail service on three key routes across Iowa and assesses the impact of new train technology in reducing costs and improving rail service. The study also considers the potential for developing the system on an incremental basis. The service analysis and recommendations do not involve current Amtrak intercity service. That service is presumed to continue on its current route and schedule. The study builds from data and analyses that have been generated for the Midwest Rail Initiative (MWRI) Study. For example, the zone system and operating and capital unit cost assumptions are derived from the MWRI study. The MWRI represents a cooperative effort between nine Midwest states, Amtrak and the Federal Railroad Administration (FRA) contracting with Transportation Economics & Management Systems, Inc. to evaluate the potential for a regional rail system. Términos como la apropiación, la autoría o la subjetividad del artista se ponen en juego cuando se activa el dispositivo del collage como modelo. Aquí se plantea una actividad de aprendizaje que confronta el trabajo individual con el colectivo y que tiene como objetivo principal la reflexión sobre el lenguaje pictórico.

This document describes planned investments in Iowa’s multimodal transportation system including aviation, transit, railroads, trails, and highways. A large part of funding available for highway programming comes from the federal government. Accurately estimating future federal funding levels is dependent on having a multiyear federal transportation authorization bill in place and having a sustainable and solvent federal Highway Trust Fund. The most recent federal authorization, Moving Ahead for Progress in the 21st Century (MAP-21), will expire September 30, 2014. At the same time that MAP-21 expires and absent Congressional action, the federal Highway Trust Fund will no longer be able provide funding at current levels resulting in up to a 90 percent reduction in federal highway funding for federal fiscal year 2015. These two issues provide funding uncertainty with this program in fiscal years 2015 and beyond.
