ABSTRACT The scheduling problems are very important in today's world. It can be said to be present in all the basics of modern industry, hence the importance that these are optimal, so that they can save resources that are associated with the problem. The appropriate programming jobs in manufacturing processes is an important problem that arises in production in many companies. The order in which they are processed, it is immaterial, but shall determine a parameter of interest, whose values agree optimize the possible. This may be affected the total cost of execution of work, the time needed to complete them or the stock of work in progress that will be generated. This leads directly to the problem of determining what the most appropriate order to carry out the work in order to maximize some of the above parameters or other similar. Due to the limitations of conventional optimization techniques, in this work present a metaheuristic based on a Simple Genetic Algorithm (Simple Genetic Algorithm, SGA) to solve programming problems overall flow rate (Job Shop Scheduling, JSS) and regular flow (Flow Shop Scheduling, FSS), which are present in a workshop with machining technology in order to optimize various performance measures in a plan. The main contribution of this thesis is a mathematical model to measure the energy consumption as a criterion for the optimization of the machines involved in the implementation of a work plan. It also proposes a method to improve performance in finding the solutions, by the simple genetic algorithm, based on the use of idle time.

Automated and semi-automated accessibility evaluation tools are key to streamline the process of accessibility assessment, and ultimately ensure that software products, contents, and services meet accessibility requirements. Different evaluation tools may better fit different needs and concerns, accounting for a variety of corporate and external policies, content types, invocation methods, deployment contexts, exploitation models, intended audiences and goals; and the specific overall process where they are introduced. This has led to the proliferation of many evaluation tools tailored to specific contexts. However, tool creators, who may be not familiar with the realm of accessibility and may be part of a larger project, lack any systematic guidance when facing the implementation of accessibility evaluation functionalities. Herein we present a systematic approach to the development of accessibility evaluation tools, leveraging the different artifacts and activities of a standardized development process model (the Unified Software Development Process), and providing templates of these artifacts tailored to accessibility evaluation tools. The work presented specially considers the work in progress in this area by the W3C/WAI Evaluation and Report Working Group (ERT WG)

Cognitive Wireless Sensor Networks are an emerging technology with a vast potential to avoid traditional wireless problems such as reliability, interferences and spectrum scarcity in Wireless Sensor Networks. Cognitive Wireless Sensor Networks test-beds are an important tool for future developments, protocol strategy testing and algorithm optimization in real scenarios. A new cognitive test-bed for Cognitive Wireless Sensor Networks is presented in this paper. This work in progress includes both the design of a cognitive simulator for networks with a high number of nodes and the implementation of a new platform with three wireless interfaces and a cognitive software for extracting real data. Finally, as a future work, a remote programmable system and the planning for the physical deployment of the nodes at the university building is presented.

Grand Theft Auto & Other Stories is a collection of six linked vignettes and four short stories. The overall theme of the work revolves around the concept of doubt as a destructive force, be it self-doubt or doubt toward others. This work is also about transformation that comes as a result of battling and overcoming doubt. This creative work is introduced by a reflective paper which highlights the writing process, discusses literary influences, and explores the idea of writing as a craft and an art. In its entirety, this project is the culmination of coursework for an advanced degree in liberal studies. This manuscript is a work in progress.

Slim Styles and the Brothers of the Light consists of a short novella, intended to be part of a series, introduced by a narrative essay. The work is about the search for identity, the pursuit of happiness, and the struggle to maintain self assurance while finding a place in the world. The story follows the main character as he slowly learns the truth about an organization he joined looking for a sense of value and worth. With his back against the wall he has to return to the home he was taught to be ashamed of, face the friends he left behind, and apologize to the lover he took for granted. The manuscript is a work in progress.

A Return to Little Things includes three nonfiction pieces that revolve around the mistakes made by mothers and daughters. The collection investigates the idea that our lives are a sum total of the choices we have made. The essays directly address three specific situations that touch on the themes of motherhood, choices, and the human inclination to recall them with bitterness, and offer proof that time often allows us to move forward to forgiveness. Using humor and acceptance, the narrator is led through a labyrinth of emotions to come to peace with these choices. The stories serve as reminders that there are no mistakes, only lessons, and we must seek to understand them to live happy lives. This manuscript is a work in progress.

Designing educational resources allow students to modify their learning process. In particular, on-line and downloadable educational resources have been successfully used in engineering education the last years [1]. Usually, these resources are free and accessible from web. In addition, they are designed and developed by lecturers and used by their students. But, they are rarely developed by students in order to be used by other students. In this work-in-progress, lecturers and students are working together to implement educational resources, which can be used by students to improve the learning process of computer networks subject in engineering studies. In particular, network topologies to model LAN (Local Area Network) and MAN (Metropolitan Area Network) are virtualized in order to simulate the behavior of the links and nodes when they are interconnected with different physical and logical design.

Summary. How do we ensure that public policy represents the interests of all, rather than a select few? How will we ensure it draws upon the best insights and talents of key stakeholders? The European Commission’s DG CONNECT recently announced the results of its Stakeholder Engagement Survey, which is designed to ‘provide empirical results and feedback about existing practices and signal gaps and challenges for action in the area of stakeholder engagement.’ (Directorate-General for Communications Networks, Content and Technology, Stakeholders Unit D4, 2013, p.4). The survey launched a new round of reflection on the Commission’s relations with its stakeholders by asking respondents to reflect on the way in which they interact with DG CONNECT. The strategic objective is to see how ICTs can be used in novel ways to enhance support for policymaking from stakeholders in the EU. The Stakeholder Engagement Survey makes a start at answering critical questions about use of ICT as a tool to build ‘smarter policy’ as part of DG CONNECT’s wider step toward defining a strategy for stakeholder engagement. This IES Policy Brief welcomes this current work-in-progress, and outlines some of the challenges that may await the European Commission as it seeks to exploit the full potential of ICT in stakeholder engagement. It provides an initial analysis of the results of this first Stakeholder Engagement Survey, and concludes that whilst many things have changed with regards to tools that policymakers can use to elicit input into policymaking, certain challenges have remained very much the same.

Founded in 1963 by two prominent Austrians living in exile – the sociologist Paul F. Lazarsfeld and the economist Oskar Morgenstern – with the financial support from the Ford Foundation, the Austrian Federal Ministry of Education, and the City of Vienna, the Institute for Advanced Studies (IHS) is the first institution for postgraduate education and research in economics and the social sciences in Austria. The Political Science Series presents research done at the Department of Political Science and aims to share “work in progress” before formal publication. It includes papers by the Department’s teaching and research staff, visiting professors, graduate students, visiting fellows, and invited participants in seminars, workshops, and conferences. As usual, authors bear full responsibility for the content of their contributions.

"Colombia has experienced conflict for decades. In the 1990s it was a paradigm of the failing state, beset with all manner of troubles: terrorism, kidnapping, murder, drug trafficking, corruption, an economic downturn of major scope, general lawlessness, and brain drain. Today the country is much safer, and the agents of violence are clearly on the defensive. Nonetheless, much work lies ahead to secure the democratic system. Security and the rule of law are fundamental to the task. As the monopoly over the legitimate use of force is established, democratic governance also needs the architecture of law: ministry of justice, courts, legislative scrutiny, law enforcement agencies, regulatory bodies, public defenders, police, correctional system, legal statutes, contracts, university level academic education to train lawyers, judges, and investigators, along with engagement with civil society to promote a culture of lawfulness. Security without the rule of law puts a society at risk of falling into a Hobbesian hell."--P. v.
