ENGLISH: The Inter-American Tropical Tuna Commission (IATTC) operates under the authority and direction of a convention originally entered into by Costa Rica and the United States. The convention, which came into force in 1950, is open to adherence by other governments whose nationals fish for tropical tunas and tuna-like species in the eastern Pacific Ocean (EPO). We address the valuation of an operating wind farm and the finite-lived option to invest in it under different reward/support schemes: a constant feed-in tariff, a premium on top of the electricity market price (either a fixed premium or a variable subsidy such as a renewable obligation certificate or ROC), and a transitory subsidy, among others. Futures contracts on electricity with ever longer maturities enable market-based valuations to be undertaken. The model considers up to three sources of uncertainty: the electricity price, the level of wind generation, and the certificate (ROC) price where appropriate. When analytical solutions are lacking, we resort to a trinomial lattice combined with Monte Carlo simulation; we also use a two-dimensional binomial lattice when uncertainty in the ROC price is considered. Our data set refers to the UK. The numerical results show the impact of several factors involved in the decision to invest: the subsidy per MWh generated, the initial lump-sum subsidy, the maturity of the investment option, and electricity price volatility. Different combinations of variables can help bring forward investments in wind generation. One-off policies, e.g., a transitory initial subsidy, seem to have a stronger effect than a fixed premium per MWh produced.

This paper summarizes current information on the American shad, Alosa sapidissima, and describes the species and its fishery. Emphasis is placed on (1) life history of the fish, (2) condition of the fishery by State and water areas in 1960 compared to 1896 when the last comprehensive description was made, (3) factors responsible for decline in abundance, and (4) management measures. The shad fishery has changed little over the past three-quarters of a century, except in magnitude of yield. Types of shad-fishing gear have remained relatively unchanged, but many improvements have been made in fishing techniques, mostly to achieve economy. In 1896 the estimated catch was more than 50 million pounds. New Jersey ranked first in production with about 14 million pounds, and Virginia second with 11 million pounds. In 1960 the estimated catch was slightly more than 8 million pounds. Maryland ranked first in production with slightly more than 1.5 million pounds, Virginia second with slightly less than 1.4 million pounds, and North Carolina third with about 1.3 million pounds. Biological and economic factors blamed for the decline in shad abundance, such as physical changes in the environment, construction of dams, pollution, over-fishing, and natural cycles of abundance, are discussed. Also discussed are methods used for the rehabilitation and management of the fishery, such as artificial propagation, installation of fish-passage facilities at impoundments, and fishing regulations. With our present knowledge, we can manage individual shad populations; but, we probably cannot restore the shad to its former peak of abundance.

Esta é uma tese sociológico-histórica sobre o constitucionalismo liberal na América Latina. A hipótese principal deste trabalho seria de que o liberalismo colocado em prática nas constituições latino-americanas durante o século XIX foi sofrendo algumas transformações que levaram à atenuação de sua proposta original. A matriz inicial extremamente focada na afirmação abstrata da individualidade natural e autocentrada das pessoas sujeitos de direito presente nas constituições promulgadas no século XIX passou por processos de redefinição e re-substancialização no decorrer do século XX e princípio do XXI. É o que chamamos de transformação da noção de pessoa. Nesse processo de atenuação transformadora, podemos, também, observar que o Estado não possui a mesma raison detre que possuía no século XIX. De maneira descontínua, no século XX e começo do XXI processos que demonstram a demanda por maior legitimidade das estruturas do Estado podem ser igualmente observados. Os dois principais marcos que nos permitiriam falar do processo de atenuação do liberalismo são: a incorporação dos direitos trabalhistas na primeira metade do século XX e os processos recentes de reconhecimento dos direitos das populações originárias e/ou afrodescendentes. Ao contrário do que algumas análises indicam, atestamos que essas reformas, por não representarem um rompimento definitivo com processos anteriores não têm colocado em cheque a concepção moderna do liberalismo constitucional. Modernidade essa que, como sustentamos na tese, tem a América Latina como um de seus principais protagonistas, não sendo correto admitir que a região é um agente histórico passivo e que seja colocada como periferia de um sistema externalizado. Por meio da análise qualitativa das constituições proclamadas em cinco países latino-americanos Argentina, Bolívia, Brasil, México e Panamá foi possível colocar em uma perspectiva histórica como o liberalismo tem se atenuado, como a transformação da noção de pessoa tem acontecido e como o Estado, de maneira descontínua, tem sido transformado para se tornar mais legítimo

We examined the incidental catches of American shad (Alosa sapidissima) taken during research cruises and in commercial and recreational landings along the Pacific coast of North America during over 30 years of sampling. Shad, an introduced species, was mainly found over the shallow continental shelf, and largest catches and highest frequency of occurrences were found north of central Oregon, along the coasts of Washington and Vancouver Island, and in California around San Francisco Bay. Migrations to the north off Washington and Vancouver were seen during spring to fall, but we found no evidence for large-scale seasonal migrations to the south during the fall or winter. The average weight of shad increased in deeper water. Sizes were also larger in early years of the study. Most were caught over a wide range of sea surface temperatures (11–17°C) and bottom temperatures (6.4–8.0°C). Abundance of shad on the continental shelf north of 44°N was highly correlated with counts of shad at Bonneville Dam on the Columbia River in the same year. Counts were negatively related to average weights and also negatively correlated with the survival of hatchery coho salmon (Oncorhynchus kisutch), indicating that survival of shad is favored by warm ocean conditions. Examining the catch during research cruises and commercial and recreational landings, we concluded that American shad along the Pacific coast have adapted to the prevailing environmental conditions and undertake only moderate seasonal migrations compared with the long seasonal migrations of shad along the Atlantic coast of North America. We suggest that the large spawning populations in the Columbia River and San Francisco Bay areas explain most of the distributional features along the Pacific coast.
