Summary of resolutions recently adopted by CDCC and resolutions of ECLAC and other organs of the United Nations which might be of special interest to member countries of ECLAC/CDCC

This paper brings to the attention of member countries of the Caribbean Development and Cooperation Committee (CDCC) resolutions adopted by past sessions of the Committee, since 2000, and the process of their implementation. Resolutions 55 to 66 for the period 2000- 2006 have been extracted from the reports of the eighteenth to twenty first sessions of the CDCC Also included for the information of member countries are selected resolutions recently adopted by the Economic Commission for Latin America and the Caribbean (ECLAC) and other organs of the United Nations. These resolutions greatly influence the preparation of the programme of work and are expected guide the day-to-day functioning of the secretariat. It is a great source of information for delegations, given the perceived special relevance of the resolutions to the membership of the CDCC. The resolutions listed in this document are pertinent to all subprogrammes of ECLAC and indeed the CDCC subprogramme 12 of ECLAC. However, the content of these resolutions either marked no real advance on the outcomes of the corresponding conferences that were held within recent times or were cast in a globally relevant context that did not address specific concerns of Caribbean countries to any significant extent.

Caminhos da política de saúde no Brasil: determinantes da “universalização excludente” em curso

O interesse deste estudo foi, de modo geral, poder identificar como o modelo privatista influenciou as ações da política pública de saúde no Brasil, como se deram os impactos da política macroeconômica neste sentido. Um dos pontos chave a ser verificado gira em torno da desigualdade de acesso da população ao serviço de saúde, com a não concretização da universalidade, gerando um processo denominado “universalização excludente”. Esse processo que consiste na migração de usuários do SUS para as operadoras de planos de saúde privados contribui para a mudança da racionalidade da saúde como direito para a racionalidade da eficiência, a racionalidade burguesa. Parte-se do referencial da Reforma Sanitária brasileira, como um marco da luta dos movimentos sociais pela democratização no país e como ponto inicial do reconhecimento da saúde enquanto direito de todos e dever do Estado, buscando fazer um resgate histórico deste movimento. Tem, ainda, como referência o pressuposto da minimização da atuação do Estado no trato às políticas sociais e a interferência direta de grandes organismos financeiros internacionais na condução do modo de fazer política de saúde, a exemplo do Banco Mundial. Esta consiste em uma pesquisa qualitativa, de cunho teórico, com o objetivo de proporcionar subsídios para a discussão do tema da política de saúde no Brasil, bem como promover e ampliar o debate teórico acerca da função que o Estado desempenha no modo de pensar e executar essa política.

Projeto de telefonia celular GSM baseada em open source e open hardware para comunidades rurais isoladas e carentes na região amazônica: estudo de caso em Itabocal – Irituia – Pará

Este trabalho teve como proposta realizar pesquisa das tecnologias existentes para telefonia e integração das mesmas para concepção de um sistema inovador e projetado para a realidade Amazônida. O trabalho incluiu avaliar a implementação de um sistema GSM open source / open hardware de custo zero para a população (telefonia celular gratuita) em comunidades rurais na Amazônia, com enfoque nas comunidades isoladas e carentes onde geralmente não há cobertura celular de operadoras comerciais, devido a falta de estímulo do governo e/ou interesse comercial de prover telefonia para essas populações mais pobres.

Procedures to Evaluate the Efficiency of Protective Clothing Worn by Operators Applying Pesticide

Control of microorganisms of oral health interest with Arctium lappa L. (burdock) extract non-cytotoxic to cell culture of macrophages (RAW 264.7)

Objectives: To evaluate the antimicrobial activity of Arctium lappa L. extract on Staphylococcus aureus, S. epidermidis, Streptococcus mutans, Candida albicans, C. tropicalis and C. glabrata. In addition, the cytotoxicity of this extract was analyzed on macrophages (RAW 264.7).Design: By broth microdilution method, different concentrations of the extract (250-0.4 mg/mL) were used in order to determine the minimum microbicidal concentration (MMC) in planktonic cultures and the most effective concentration was used on biofilms on discs made of acrylic resin. The cytotoxicity A. lappa L. extract MMC was evaluated on RAW 264.7 by MTT assay and the quantification of IL-1 beta and TNF-alpha by ELISA.Results: The most effective concentration was 250 mg/mL and also promoted significant reduction (log(10)) in the biofilms of S. aureus (0.438 +/- 0.269), S. epiderrnidis (0.377 +/- 0.298), S. mutans (0.244 +/- 0.161) and C. albicans (0.746 +/- 0.209). Cell viability was similar to 100%. The production of IL-beta was similar to the control group (p > 0.05) and there was inhibition of TNF-alpha (p < 0.01).Conclusions: A. lappa L. extract was microbicidal for all the evaluated strains in planktonic cultures, microbiostatic for biofilms and not cytotoxic to the macrophages. Comments on correlation functions of large spin operators and null polygonal Wilson loops

We discuss the relation between correlation functions of twist-two large spin operators and expectation values of Wilson loops along light-like trajectories. After presenting some heuristic field theoretical arguments suggesting this relation, we compute the divergent part of the correlator in the limit of large 't Hooft coupling and large spins, using a semi-classical world-sheet which asymptotically looks like a GKP rotating string. We show this diverges as expected from the expectation value of a null Wilson loop, namely, as (ln mu(-2))(2). mu being a cut-off of the theory. (C) 2012 Elsevier B.V. All rights reserved.
