A presente dissertação utiliza o instrumental teórico da Public Choice para analisar a política dos tributos indiretos proposta pelo Gov~rno Fernando Henrique Cardoso (1995/1998), enfatizando a interação e a motivação individual dos diversos agentes envolvidos no processo : políticos, burocratas, grupos de interesse, poder judiciário, grupos externos, cidadão/ contribuinte. Como resultado dessa análise, duas questões relevantes são levantadas : 1. a grande influência do sistema eleitoral brasileiro na elaboração das normas tributárias; 2. a ausência de uma proposta de aperfeiçoamento da administração fazendária.

Os fenômenos da tradução, assim como vários dos diversos percursos históricos e teóricos apresentados ao longo da História sobre o tema, serão explicitados e discutidos. A avaliação comparatista de duas traduções de Moll Flanders, de autoria de Daniel Defoe, será desenvolvida, levando-se em consideração as concepções mais atuais dos Estudos de Tradução, como a teoria da Reescritura de Andre Lefevere. Aspectos como o status do tradutor, assim como o sistema literário do qual este provém, são fatores que também serão pertinentes às referidas análises críticas.

O presente trabalho busca, através da análise da conjuntura política das relações raciais no Brasil no final dos anos 1990 e início dos anos 2000, apontar para o surgimento de um campo específico das políticas públicas: a promoção da igualdade racial. Para obter tal finalidade analiso a trajetória das políticas de ação afirmativa do governo Fernando Henrique Cardoso (1995-2002), desenvolvidas em vários Ministérios, tais como Justiça, Desenvolvimento Agrário, Educação, Relações Exteriores e Trabalho e também no Supremo Tribunal Federal para determinar qual a contribuição e significado de tais políticas e do discurso político-simbólico desse governo para o avanço do debate sobre as relações raciais no Brasil.

Deep in the South Pacific region about 2,300 miles southwest of the Hawaiian islands1 lies a United States territory that many Americans have never heard of nor known anything about. However, some famous Americans such as Troy Polamalu of the Pittsburgh Steelers, semi retired professional wrestler Dwayne “The Rock” Johnson, and Hawaii Congresswoman Tulsi Gabbard have genealogical roots there. More importantly, many of the Territory’s sons and daughters have served and lost their lives for the United States flag and the cause of freedom around the world. This place is called American Samoa, a collection of seven islands that if glued together would have a total landmass of approximately 76 square miles, just a tad bigger than the capital city of the United States. According to the United States Census Bureau, there were 55,519 residents of American Samoa in 2010.1 The majority of them are ethnic Samoans, a Polynesian sect that traces its history back to early migrants from Southeast Asia who settled the islands around 1500 B.C.2 3 The climate is warm all year long and the forests along the mountains are ripe with vegetation. The main island is Tutuila with its beautiful and coveted landlocked harbor that was used as a coaling station by the United States naval ships during World War II. In fact, it was the Pago Pago Harbor that diminished the impact of the 2009 Tsunami that devastated the Samoan islands by channeling the waters of the Pacific Ocean towards the end of the harbor instead of flooding many other villages surrounding the Pago Pago Bay area. Lives and property were destroyed near the end of the Harbor but it could have been worse for the entire Bay area. Locally grown foods include coconut, taro, banana, guava, sugar cane, papaya, yam, pineapple, and breadfruit. It is completely surrounded by the Pacific Ocean from which the locals obtain a variety of seafood. Robert Shaffer, American Samoa: 100 Years Under the United States Flag (Honolulu, Hawaii: Island Heritage Publishing, 2000), 34. 4 because people live off of the land’s and the ocean’s abundant resources.” To the west of American Samoa lies a larger group of four islands that make up the Sovereign State of Samoa, which became independent from New Zealand in 1962. Samoa and American Samoa share the same language, culture, and religion but are divided by government and political systems. The focus of this study will be on American Samoa, which became a United States territory in 1900 when the principal chiefs of Tutuila (the largest island in American Samoa) ceded the islands to the United States.

Dirofilaria immitis (Leidy, 1856), an agent of heartworm disease, is an important parasite from both the veterinary standpoint and as a model to study human filariasis. It is a mosquito-borne filarial nematode which inhabits the right ventricle and pulmonary arteries of dogs. D. immitis is an important disease agent on Madeira Island with about 30% of dogs testing positive for this worm. Nevertheless, the vectors of this parasite in Madeira have never been studied, nor has the interaction between pathogen and vector, or the environmental variables that might influence heartworm transmission. Innate susceptibility to infection is only one component of vector competence, and field isolation of naturally infected mosquitoes has shown the capability of D. immitis to exploit a great diversity of vector species under natural conditions. The purpose of this work was to determine which mosquitoes are vectors of heartworm disease, the relation between population density and environment, and the association between immune response of the vector to the filarial parasite. Seasonal abundance of Culex theileri and Culex pipiens molestus was studied. Correlation and canonical correspondence analysis were performed using abundance data of these two species with selected weather variables, including mean temperature, relative humidity and accumulated precipitation. The most important factor determining Cx. theileri abundance was accumulated precipitation, while Cx. pipiens molestus abundance did not have any relationship with weather variables. Field studies were performed to verify whether Cx. theileri Theobald functions as a natural vector of D. immitis on Madeira Island, Portugal. Cx. theileri tested positive for D. immitis for the first time. The same study was made regarding Cx. p. molestus. Two abnormal L2 stage filarial worms were found in Malpighian tubules in field caught Cx. p. molestus. In the laboratory, two strains of Cx. p. molestus were studied for their susceptibility to D. immitis. None presented infective-stage larvae. Finally, because Cx. p. molestus is an autogenous mosquito, we evaluated the reproductive costs when this mosquito mounts an immune response against D. immitis in the absence of a blood meal. This mosquito showed an active immune response when inoculated intrathoracically with microfilariae (mf) of the heartworm. The ovaries from mosquitoes undergoing melanotic encapsulation developed more eggs than those which could not melanize the mf. This fact is contradictory with some previous studies of reproductive costs in Armigeres subalbatus and Ochlerotatus trivittatus, and it was the first time that an autogenous mosquito was used to study this subject.

O trabalho que agora se apresenta centra-se no domínio das relações que se estabelecem entre o modo de narrar de O Delfim, de José Cardoso Pires, e a narração tipicamente cinematográfica. Com efeito, tentamos demonstrar como a forma particular com que naquela obra literária se produz o efeito de uma intermutabilidade dos conteúdos da consciência se obtém em grande parte dessa adopção de procedimentos da gramática e da textura fílmicas, nomeadamente das formas espaciais e temporais do filme e da montagem técnica. O código cinematográfico, ao colaborar, em O Delfim, na expressão de uma temporalidade diversa e inovadora mais conforme à organização do pensamento e da subjectividade, auxiliando-o na representação da modificação perceptiva tão peculiar à arte moderna, surge assim como uma fonte de renovação, permitindo ao texto literário em análise ultrapassar a natureza conceptual e monódica do seu material expressivo.

Extreme rainfall events have triggered a significant number of flash floods in Madeira Island along its past and recent history. Madeira is a volcanic island where the spatial rainfall distribution is strongly affected by its rugged topography. In this thesis, annual maximum of daily rainfall data from 25 rain gauge stations located in Madeira Island were modelled by the generalised extreme value distribution. Also, the hypothesis of a Gumbel distribution was tested by two methods and the existence of a linear trend in both distributions parameters was analysed. Estimates for the 50– and 100–year return levels were also obtained. Still in an univariate context, the assumption that a distribution function belongs to the domain of attraction of an extreme value distribution for monthly maximum rainfall data was tested for the rainy season. The available data was then analysed in order to find the most suitable domain of attraction for the sampled distribution. In a different approach, a search for thresholds was also performed for daily rainfall values through a graphical analysis. In a multivariate context, a study was made on the dependence between extreme rainfall values from the considered stations based on Kendall’s τ measure. This study suggests the influence of factors such as altitude, slope orientation, distance between stations and their proximity of the sea on the spatial distribution of extreme rainfall. Groups of three pairwise associated stations were also obtained and an adjustment was made to a family of extreme value copulas involving the Marshall–Olkin family, whose parameters can be written as a function of Kendall’s τ association measures of the obtained pairs.
