As discussões sobre o uso de indicadores aplicado à formulação de políticas públicas ganham força no cenário nacional. Entre os desafios que englobam o tema está pensar instrumentos apropriados para apoiar os gestores de pequenos municípios a fazer diagnósticos e planejamento baseados no conhecimento estruturado da realidade. O presente artigo visa contribuir para esta temática ao buscar entender quais elementos possibilitariam a criação de instrumentos capazes de apoiar gestores de municípios de pequeno porte na utilização de indicadores para diagnóstico e planejamento da atividade pública. Para chegar a tal objetivo, recorreu-se a bibliografia especializada e a realização de uma investigação que englobou entrevistas com prefeitos e especialistas de instituições produtoras e disseminadoras de dados. Os resultados da pesquisa apresentados nesse artigo apontaram para uma série de especificidades que dificultam o uso de indicadores por administrações municipais menores, o que possibilitou sugerir recomendações para subsidiar instituições produtoras e disseminadoras de dados a direcionar produtos mais adequados a esse público.

A teoria sobre a atividade de Compras argumenta que as empresas deveriam delegar para esta área a atividade de adquirir insumos e serviços. O objetivo é obter competitividade sem perder a qualidade, através da competência e especialidade desta área. Em muitas empresas, esta área não é envolvida em todas as situações de processos de contratação. Poucos artigos e trabalhos publicados estudam a relação do cliente interno com o Departamento de Compras. Esta tese de doutorado tem como objetivo identificar os problemas que interferem no envolvimento do departamento de Compras, em processos de aquisição de serviços profissionais. A Teoria da Agência é utilizada como suporte teórico, por ser uma relação de um Principal, o cliente interno, e um Agente, o departamento de Compras. As hipóteses testadas verificaram se o envolvimento do Departamento de Compras difere por categoria de Compras e se tem relação com as premissas da Teoria da Agência. A pesquisa quantitativa teve 519 respostas de empresas nacionais e multinacionais no Brasil, de diversos setores da Economia. (367 de clientes internos e 152 de profissionais de Compras). Escalas utilizadas em trabalhos anteriores foram validadas, e os dados foram analisados a partir dos resultados da Análise de variância e de Regressão múltipla. O questionário foi disponibilizado na internet para os clientes internos do Departamento de Compras, com objetivo de focar nas razões do não envolvimento do departamento. Os resultados indicam que, na percepção dos clientes internos o envolvimento do departamento de Compras difere por tipo de serviço profissional. A relação entre as dimensões de envolvimento com as premissas da Teoria da Agência foi confirmada. As respostas recebidas dos profissionais de Compras confirmam que as percepções sobre o envolvimento do departamento de Compras diferem, ao comparar com as respostas dos clientes internos. A contribuição teórica foi de utilizar a Teoria da agência para estudos de problemas na cadeia de suprimentos, além da validação das escalas e a produção de pesquisa especificamente em categorias não relacionadas à produção. No campo gerencial, os resultados obtidos explicam a relação existente entre as quatro dimensões do envolvimento e a Teoria da Agência e são apresentadas as diferenças do envolvimento pela categoria a ser contratada.

O presente trabalho explora e busca o entendimento do porquê dos Hospitais do Distrito Federal se engajam em práticas de Responsabilidade Social Corporativa. Iniciou-se com o levantamento da conceituação de RSC, analisando o que existe sobre o assunto, depois com uma definição específica foi elaborada uma pesquisa qualitativa de entrevistas com a alta gestão, e confortando com a visão dos colaboradores e da comunidade em que o hospital esta inserido. O mercado e a sociedade pressionam as empresas no que se refere à Responsabilidade Social e estas mudanças impactam diretamente na organização, nos seus objetivos e nas suas atividades junto à sociedade. Boa parte das políticas e ações de Responsabilidade Social Corporativa destes hospitais baseiam-se em visões não tão claras sobre o que é Responsabilidade Social, sendo uma resposta como consequência de pressões e obrigações. Porém verifica-se em alguns casos uma ação proativa de resposta social e fundamental na estratégia empresarial gerando benefícios para a empresa e toda sociedade. Este estudo revela que os hospitais privados do Distrito Federal possuem políticas e ou ações de responsabilidade social, devido a atividade ser inerente a saúde e por ter uma forte legislação e certificações que cobram destas empresas tais atitudes.

This study identifies differences in the monetary policy transmission mechanism across countries in the euro area. It is argued that part of the differences in the response of economic activity to monetary policy during the pre-EMU period reflected differences in monetary policy reaction functions, rather than different transmission mechanisms. In particular, monetary policy appears to have been more persistent in Germany and in those countries closely following Germany (such as Netherlands and Austria) in the European Exchange Rate Mechanism. Monetary policy in these countries appears to have had significant effects on domestic output. The corollary is that under EMU other countries—in particular France, Italy, Ireland, and Finland—are expected to see more sensitivity of output to monetary policy under EMU. Nevertheless, a common monetary policy is still found to bring about heterogeneous output responses across countries, reflecting variations in the strength of the interest, credit, and exchange rate channels that remain under EMU.

A partir da redemocratização, as Forças Armadas passaram a assumir de forma cada vez mais frequente atividades estranhas à sua função precípua de defesa externa. Esse estudo pretendeu analisar o caso da Marinha do Brasil, e avaliar o impacto, para a Força, da assunção de funções subsidiárias. Para isso, foram coletados dados sobre a parcela de recursos provisionados à Marinha, para o financiamento de tais atividades, e sobre o quantitativo de pessoal e meios da Força Naval reservados ao cumprimento dessas missões. Os dados orçamentários foram levantados através de consulta ao Sistema do Plano Diretor, sistema informatizado específico da Marinha do Brasil. Os dados estatísticos foram extraídos do Anuário Estatístico da Marinha 2013/2014; do Memento nº 68 do Ministério da Defesa; junto às Organizações Militares da Marinha; em pesquisas realizadas nos sites da intranet e em publicações da Força Naval. Os resultados evidenciam que houve um crescimento considerável dos recursos destinados ao financiamento das atividades subsidiárias, ao longo do período 2001-2014, mais evidente a partir do governo Luís Inácio Lula da Silva e perpassando o mandato de Dilma Rousseff. Apesar disso, eles somam apenas 2% dos valores destinados à Força Naval em 2014, fatia que revela-se modesta diante da mobilização de pessoal e meios operativos necessários ao cumprimento dessas funções. Concluiu-se que o exercício de funções domésticas gera impactos negativos no aprestamento da Força, além de comprometer a qualidade da democracia, ao incentivar a ampliação da atuação militar no universo civil.

The purpose of this research is to study the portable or reassemblable architectures, which, different from conventional architecture (whose designs are of permanent buildings), corresponds to the designing of spaces with temporary purposes. The focus of the study is the architectural design of spaces that are produced from building systems that can to be moved to different places (process of assembly / disassembly / reassembly) in order to identify the types of spaces generated and the processes used in their design / projecting. The aim is to investigate relationships between the initial project conceived based on a Reassemblable Construction System (RCS) and its application in the architectural design of professionals and students in order to contribute to the understanding of the specificities of this type of design activity. To this end it was developed the exploratory research based on multimedia methods, which includes: documentary analysis, technical visits, interviews, surveys, academic exercise and documentation by images. Although the study is not conclusive, the results indicate significant differences between the point of view of the RCS´s designers and its users (architects and architecture students) since the users demonstrated to have some difficulty to access the features provided for the first group, in particular the students. It is also demonstrated that the use of RCSs seems to change the appreciation / hierarchization of the conditions of project design, since, unlike what happens in traditional architectural design, the designers who use them seem to be more concerned with constructive issues, especially the structural elements (support and covering), instead of functionality, aesthetics and even physical characteristics of the site

This study assessed the level of knowledge, attitude and practice of Pap smear and human papillomavirus (HPV), in addition to analyzing the prevalence of genital HPV infection, Herpes Simplex Type 2 (HSV-2) and Chlamydia trachomatis in teenagers. The study consisted of two approaches, one based only on interviews conducted with adolescents enrolled in public schools or in public health facilities in the city of Natal. The other approach involved only a group of 132 adolescents enrolled among those admitted to two health units in Natal-RN. This second group of participants two specimens were collected for laboratory analysis: one was directed to prepare the blade for the Pap test, and other processed for DNA extraction for molecular analysis, focusing on the detection of HPV, HSV-2 and C . trachomatis. The presence of DNA of the three pathogens was investigated by the technique of polymerase chain reaction (PCR). The presence of each of the three pathogens was analyzed in terms of socio-demographic characteristics, as well as sexual and reproductive activity to identify risk factors for infection and development of lesions of the uterine cervix. The results show that the adolescents in this study had levels of knowledge and attitude very low, both in relation to cytology to HPV as though they have made a reasonable percentage of adequate practice exam and prevention of HPV infection. The overall prevalence of HPV infection was 54.5% and 48.2% in adolescents with normal cytology and 86.4% in those with abnormal cytology. We observed a higher proportion of cases of infection in the age group of 18 to 21. The prevalence of HPV infection was slightly higher among pregnant teenagers. The overall prevalence of HSV-2 infection was 13.6% and 11.8% in women with normal cytology and 22.7% in those with abnormal cytology. A higher proportion of cases of infection was found in the age group from 14 to 17, with a slightly higher prevalence among pregnant women. The C. trachomatis was found with an overall prevalence of 19.7% and 21.8% in adolescents with normal cytology and 9.1% in those with abnormal cytology. Seaweeds are organisms known to exhibit a variety of biomolecules with pharmacological properties. The coast of Rio Grande do Norte has over 100 species of seaweeds, most of them not yet explored for their pharmacological potential. Sugars and phenolic compounds are the most studied of these being assigned a range of biological properties, such as anticoagulant , antiinflammatory, antitumor and antioxidant activities. In this work, we obtained methanolic extracts from thirteen seaweeds of the coast of Rio Grande do Norte (Dictyota cervicornis; Dictiopterys delicatula; Dictyota menstruallis; D. mertensis; Sargassum filipendula; Spatoglossum schröederi; Acanthophora specifera; Botryocladia occidentalis; Caulerpa cupresoides; C. racemosa; C. prolifera; C. sertularioides e Codium isthmocladum). They were evaluated as anticoagulant and antioxidant drugs, as well as antiproliferative drugs against the tumor cell line HeLa. None of the methanolic extracts showed anticoagulant activity, but when they were evaluated as antioxidant drugs all of extracts showed antioxidant activity in all tests performed (total antioxidant capacity, sequestration of superoxide and hydroxyl radicals, ferric chelation and reductase activity), especially the algae D. mentrualis, D. cilliolata and C. prolifera, who had the greatest potential to donate electrons.In addition, the ability of iron ions chelation appears as the main antioxidant mechanism of the methanolic extracts of these seaweeds mainly for the extract of the C. racemosa seaweed, which reached almost 100% activity. In the MTT assay, all extracts showed inhibitory activity at different levels againts HeLa cells. Moreover, D. cilliolata (MEDC) and D. menstrualis (MEDM) extracts showed specific activity to this cell line, not inhibiting the viability of 3T3 normal cell line, so they were chosen for detailing the antiproliferative mechanism of action. Using flow cytometry, fluorescence microscopy and in vitro assays we demonstrated that MEDC and MEDM induced apoptosis in HeLa cells by activation of caspases 3 and 9 and yet, MEDC induces cell cycle arrest in S phase. Together, these results showed that the methanolic extracts of brown seaweed D. menstrualis and D. cilliolata may contain agents with potential use in combatting cells from human uterine adenocarcinoma. This study also points to the need for more in-depth research on phytochemical and biological context to enable the purification of biologically active products of these extracts

The object of study of this thesis is the use of (self)training workshops as a fundamental process for the constitution of the teaching subject in mathematics education. The central purposes of the study were to describe and analyze a learning process of mathematics teachers supported by the training-research methodology, which procedures have been affected with the practice of (self)training workshops as a way of collaborating to the constitution of the teaching subject in Mathematics Education. The survey was conducted with a group of teachers in the city of Nova Cruz, Rio Grande do Norte through a process of continued education realized in the training workshops having as main goal the realization of the group s (self)training sessions in order to lead participants to the extent of their autonomy in their personal and professional transformations. The results obtained in the formative processes have shown the need to develop activities of mathematics teaching as a contribution to overcome the conceptual difficulties of the teachers, apart from their (self)reflections about themselves and the educational processes in which they belong. The results raised some propositions about (self)training workshops that may be incurred in practices to be included in the curriculum frameworks or materialize as a strategy of pedagogical work in training courses for teachers of mathematics. Also, they can constitute an administrative and educational activity to be instituted in the public schools of Basic Education

Esta pesquisa visa estudar a produção da subjetividade no contexto institucional de um Seminário Católico. Este estabelecimento funciona em regime de internato no qual atualmente 70 seminaristas estudam Filosofia durante 3 anos, numa etapa preparatória para o sacerdócio. Pesquisamos o funcionamento da vida institucional através da observação participante e utilizamos entrevistas semi-estruturadas para entender como o seminarista experiencia sua vida. Os resultados preliminares indicam que a vida no contexto institucional do Seminário produz diversas modalizações da subjetividade nos seminaristas internados no estabelecimento: há uma perda considerável de autonomia pessoal, da liberdade de ir e vir, agir e decidir, originando comportamentos de dependência excessiva, de resistência à mudança, de conversão ao papel proposto, de rivalidade fraterna. A contradição detectada entre o aparelho repressivo e o discurso participativo parece produzir nos indivíduos características marcadas pela clivagem e pela recusa.

Shrimp culture represents an important activity to brazilian economy. The northeastern region has presented high levels of production because of its climatic conditions. An important factor for the activity´s major development is related to the introduction of the species Litopenaeus vannamei. The use of an exotic species can disturb the ecosystem. In the last decades, L. vannamei has been the only species cultivated in Brazilian farms, there not being an alternative species for shrimp culture. So, there is an urgent need to developing new studies with the native species, which might represent an alternative concerning shrimp production, with emphasis on Farfantepenaeus subtilis. Another important aspect related to the activity is feeding management, once it is quite usual that feed offer on the pond does not take into account either the species´ physiology and behavior or the influence of environmental variables, such as light cycle and substrate. That knowledge may optimize management and so reduce the impact of effluents in the environment. This study´s objective was characterizing feeding behavior of F. subtilis in laboratory. For that, an ethogram was developed, using 20 wild animals which were observed through ad libitum and all occurrences methods. Two experiments were developed in order to register feeding behavior on different substrates, along 15 days, each. In the first experiment, 40 animals were distributed in eight aquaria, half being observed during the light phase of the 24 hour cycle and the other half in the dark phase, both in halimeda substrate. In the second experiment, 20 animals were distributed in four aquaria, under similar conditions as the previous ones, but in sand substrate. In both experiments, animals were observed respectively one, four, seven and ten hours after the beginning of the phase, for light phase, for the dark phase, in ten minute observation windows, before and immediately after feed offer. The following behaviors were registered: feed ingestion, ingestion of other items, inactivity, exploration, vertical exploration, swimming, crawling, digging, burrowing, and moving by the animals. Observation windows after feed offer also included latency to reach the tray and to ingest feed. Nineteen behaviors were described for the species. F. subtilis presented more behavioral activities in halimeda substrate even in the light phase, while burrowing was predominant in sand substrate. In both substrates, moving, crawling and exploration were more frequent after feed offer, but inactivity and burrowing were more frequent before that. Feed ingestion was more frequent in halimeda, both in light and dark phases. Weight gain was also more prominent in that substrate. In sand substrtate, ingestion was more frequent in the dark phase, which suggests that higher granulometry facilitates feed ingestion in F. subtilis juveniles. Our results demonstrate the importance of studies for the better knowledge of the species, specially its response to environmental stimuli, in order to improve animal management

A catalyst of great interest to the scientific community tries to unite the structure of ordered pore diameter from mesoporous materials with the properties of stability and acid activity to microporous zeolites. Thus a large number of materials was developed in the past decades, which although being reported as zeolites intrinsically they fail to comply with some relevant characteristics to zeolites, and recently were named zeolitic materials of high accessibility. Among the various synthesis strategies employed, the present research approaches the synthesis methods of crystallization of silanized protozeolitic units and the method of protozeolitic units molded around surfactant micelles, in order for get materials defined as hierarchical zeolites and micro-mesoporous hybrid materials, respectively. As goal BEA/MCM-41 hybrid catalysts with bimodal pore structure formed by nuclei of zeolite Beta and cationic surfactant cetyltrimethylammonium were developed. As also was successfully synthesized the hierarchical Beta zeolite having a secondary porosity, in addition to the typical and uniform zeolite micropores. Both catalysts were applied in reactions of catalytic cracking of high density polyethylene (HDPE), to evaluate its properties in catalytic activity, aiming at the recycling of waste plastics to obtain high value-added raw materials and fuels. The BEA/MCM-41 hybrid materials with 0 days of pre-crystallization did not show enough properties for use in catalytic cracking reactions, but they showed superior catalytic properties compared to those ordered mesoporous materials of Al-MCM-41 type. The structure of Beta zeolite with hierarchical porosity leads the accessibility of HDPE bulky molecules to active centers, due to high external area. And provides higher conversion to hydrocarbons in the gasoline range, especially olefins which have great interest in the petrochemical industry
