To Analyze the Managing Plans of Natal in the decades of 1970, 1980 and 1990, identifying elements that had contributed for the growth of the Lagoa Nova quarter, capital one of the Rio Grande do Norte state. Ahead of the sped up growth of the urban centers, many times is not given to analyze which law had taken care of to its objective, and which the imperfections that had appeared during the application of these laws. According to article 182 of the Brazilian Federal Constitution, cities should perform social function, what brings the concept that the city should be a place for one to live well. For that to happen, it should be well administered by its public managers. However, so that there is a sound administration, one that really performs that social function, there must be, first, an efficient planning. We understand that such a thing occurs when the master plan is the main planning instrument of a city and serves as basis for its administration. We notice, however, that in most of the cities the master plan is formulated as a law that regulates urban planning but that both the population and the government most of the times are not aware of its importance concerning the relevant issues related to municipal administration, such as its relationship with the economy, taxation, the social issue, land use regulation, and, in summary, with all the aspects that constitute and that a municipal government should manage in the best possible way. One also knows that, in general, the attempt of city planning has always been connected to the duration of a mandate and that way public managers many times implement restricted measures aiming to just attain a political-electoral objective and publicizing their administration. That implies actions and works that in some cases have negative impacts or ones that cannot be removed from the cities. This study intends to show that the master plan should be the planning instrument guiding the municipal administration but that, however, what we note is a lack of connection between that instrument and the government guidelines of the municipal managers. In order to study what happens to the cities that have a planning which is not taken into account in its administration, we will use the city of Fortaleza, capital of the State of Ceará as a case study. Historically, in Fortaleza the public managers have seldom decided to administer the city in according to the master plans developed for it. We should emphasize that planning begins in the city quite late and until the current days it is being substituted by temporary measures. Through the analysis of the planning process and of the urban management of the city of Fortaleza, especially the master plans predicted since 1933, we explain that if such plans had been implemented, they could have been important tools for its administration to attain a social function, becoming therefore a place for one to live well

This research presents a study investigating the correlation between the environmental-physycal charcateristics of cities and the formation of its micro-climates. The study was conducted in the central area of Fortaleza characterized as a stable and consolidated area, where the city originated and currently faces serious problems in its urban dynamics. The points of measurements were determined by the elaboration and analysis of topography maps, height of buildings, land use, type of surface coating and vegetation, following the methodology of Katzschner (1997). A zoning map was then determined, according to common morphological characteristics of the 12 measurement points, which were based on a set of Romero s (2001) bioclimatic criteria. Air measurements, temperature, humidity, intensity and direction of winds were made in transect form in two different circuits in the study area, with six points of data collection in each area, in three different times: 6:00 am, 1:00pm and 7:00pm, during two periods of the year: August 2008 and March 2009. The results verified the influence of different environmental-physical types in the behavior of the climatic variables that were collected. The highest average air temperature and lower humidity were recorded at the point I at all times. This situation may have been in result of the high density, poor vegetation and extended paving of the ground. According to the results, it s clear the positive influence vegetation has on easing air temperature. Another indicator observed that areas with a greater variation in building heights tend to present decreased average air temperature. High rise structure, planned in accordance to urban air quality parameters, can reduce air temperatures by the shading of urban spaces and the possibility of greater penetration of natural ventilation

En el planteamiento de la presente disertación, se tienen en consideración las premisas sobre los orígenes de la ciudad, su influencia industrial y su resolución a través de la Teoría de la Lógica Social del Espacio como herramienta de trabajo para los análisis sobre los planes urbanos propuestos para el municipio a estudio, su historia y para la elaboración de propuestas de interacción futuras. Inicialmente, la propuesta surge de la importancia de las vías de comunicación, como elemento creador urbano, es decir, de una determinada infraestructura, la calle-carretera como el “eje” de consolidación de la ciudad, donde se realizan la mayoría de recorridos o flujos en este caso, ejemplificado en la villa de Porriño. El urbanismo pos-moderno, hasta finales de 1970 e inicios de 1980, no abordaba una articulación entre social y técnica, una ciencia de lucha de clases. En este contexto, en 1984, Bill Hillier y Julienne Hanson escriben “La Lógica Social del Espacio” donde argumentan que los movimientos o flujos obedecen a una lógica racional, según la cual, cualquier desplazamiento es llevado a cabo por el menor recorrido y, por tanto, el urbanismo influye en esos flujos. La configuración urbana genera condiciones de accesibilidad y da origen a una diferenciación espacial jerarquizada con conceptos como la conectividad, integración y segregación en un espacio influenciado y construido por la dinámica social. De este modo, la Teoría de la Sintaxis Espacial describe la configuración del trazado urbano y las relaciones entre el espacio público y privado a través de medidas cuantitativas, las cuales permiten entender aspectos importantes del sistema urbano como la accesibilidad y la distribución y usos del suelo consolidado. Por tanto, en la teoría existe una correlación establecida entre las propiedades de los elementos presentados, espacio y sociedad, de modo que cada elemento incumbe al otro y no existiría sin su presencia, siendo fundamental para la definición de la forma. Esta herramienta, Space Syntax, busca la integración del espacio en la ciudad, mediante un análisis y una evaluación a diversas escalas en la red urbana, con una correcta distribución de los espacios, sus usos y las vías de transporte o comunicación necesarios para llegar a los diferentes lugares de la ciudad. La realización de la investigación se centrará en el análisis de la infraestructura viaria en el municipio de Porriño y sus regiones colindantes a lo largo del período histórico analizado, centrándose en tres momentos históricos, 1956, 1986 y la actualidad 2015, debido a los vuelos fotogramétricos de dichas etapas. Así, se obtendrán las respectivas mediciones correspondientes a través del programa informático Depthmap, las cuales se contrarrestarán y compararán entre sí en cada etapa analizada y entre los propios años examinados, para lograr obtener las consideraciones establecidas a lo largo del estudio en cuanto a la influencia comunicativa de los flujos de interacción social en el entorno urbano definido y la respectiva lucha de los sectores industriales y residenciales. En conclusión, se pretende la justificación del origen de la ciudad a través de la comparación sus vías, las cuales fueron fomentadas por el comercio e industria para su creación, dotando así a la industria del dominio del espacio para satisfacer sus necesidades, creando y ampliando su área de intervención, la cual puede ser analizada y tratada no sólo independientemente, sino en el conjunto urbano en el que se sitúa, Porriño.

The periphery of the city of Natal was built during the last 20 years, trough informal land developments. This dissertation analyses the urbanization of Natal`s North Zone, the largest residential area in the city where 40% of the population lives. This urban space is characterized as a space of poverty because of its majority of low income dwellers as well as lack of infrastructure. The main objective here is to identify and characterize this space as well as resulting segregation. Variables as income, space morphology, residential typology and the history of real estate development as well as dweller`s history of life are analysed

A Constituição Federal de 1988 e o Estatuto da Cidade estabelecem o Plano Diretor como instrumento básico da política de ordenamento territorial, tendo como princípio fundamental o cumprimento da função social da propriedade e do direito à cidade. Na perspectiva de adequação às diretrizes e objetivos da política urbana estabelecidos em 1988, o município de Natal elaborou os Planos Diretores de 1994 e 2007, definindo instrumentos e parâmetros de regulação do uso e ocupação do solo possíveis de assegurar o cumprimento da função social da propriedade urbana e de gerar subsídios ao planejamento e à gestão da cidade. Apesar de Natal ter sido um dos municípios brasileiros pioneiros na adoção desses princ pios, antecipando e incorporando os instrumentos que em 2001 viriam a ser definidos no Estatuto da Cidade, identifica-se que alguns desses instrumentos e parâmetros direcionados à regulação do uso e ocupação do solo não tiveram sua aplicação plena, a exemplo do mecanismo de acompanhamento e controle dado pelo Estoque de Área Edificável e da Densidade, que foi substituída pelo Coeficiente de Aproveitamento no Plano Diretor de 2007. Questionando esse procedimento, busca-se na presente pesquisa investigar de que maneira essa substituição do parâmetro densidade pelo coeficiente de aproveitamento influenciou na capacidade da gestão pública de regular os processos de uso e ocupação do solo, de forma a adequar a sua intensificação ao suporte da infraestrutura instalada. Foram tomadas como referência teórico-conceitual as contribuições sobre a prática de planejamento urbano no Brasil, nos marcos do ideário da reforma urbana, com destaque para as reflexõe s de Flávio Villaça, Orlando Alves Santos Junior e Daniel Todtmann Montandon, Luiz César de Q. Ribeiro, Raquel Rolnik, Ermínia Maricato, Laura Machado de Bueno e Renato Cymbalista, José Roberto Bassul e Carlos F. Lago Burnett, e, com relação aos parâmetros de controle urbanístico, o estudo identifica as diferentes abordagens sobre a densidade urbana e o coeficiente de aproveitamento com base nas reflexões de Claudio Acioly Jr., Forbes Davidson, Juan Luis Mascaró, Ricardo Ojima, Marcelo de Souza, José Rámon Navarro Vera e Armando Ortuño Padilla, Nestor Goulart Reis, Marta Dora Grostein e Susana Ricardo Alves. Como conclusão, discute-se a hipótese formulada, inicialmente, de que a mudança de parâmetros verificada colocou limites para o município realizar uma gestão adequada do solo urbano e, portanto, de fazer cumprir a função social da propriedade, considerando a necessidade de adequação entre a intensificação do uso e ocupação do solo e a infraestrutura instalada

The so-called "residential tourism" came to intensify the previous occupation of the coastal zones, characterized by traditional beach houses, and brought significant consequences for their spatial configuration, and especially for its scenic value of the landscape. Although there is the intention to regulate the activities of enterprising groups by some legal instruments to control the use and occupation of land, and to contain some negative effects, the actions of government are still inefficient in trying to follow the implications on the landscape from the accelerated growth of the real estate and touristic sectors. Supported in the speech of economic development and income generation, public managers prioritize areas to attract tourists to the detriment of preserving important physical attributes of the natural environment that contribute significantly to the quality of life. The result can be noticed in the use of natural elements as one of the major components in the land valorization, and in the immediate attraction of investors and enterprising. Therefore, the objective of this work is to contribute to the debate on the landscape preservation a little detailed thematic in view of their relevance in the current context - by indicating subsidies to the creation of a methodology for the evaluation and protection of coastal zones that may assist the government in creating new instruments, and better prepare it in control of the occupation of these areas. For such, was followed two ways to analysis: the indirect method and the direct method. The first is grounded in the evaluation of landscape attributes, which is based on the work of Raquel Tardin (2008) and Eduardo Cuesta, Encarnación Algarra and Isabel Pastor (2001). The second, based on the research of Leticia and Carlos Hardt (2010) and on the concepts of phenomenology - expressed by Antonio Christofoletti (1985) and Yi-Fu Tuan (1983) - considers the population perspective on the quality of the natural scenery. Developed through cartographic materials, photographic collections and quantitative tables, this dissertation utilized as a case study the beaches of Barra de Tabatinga and Camurupim, located in the city of Nísia Floresta/RN. Despite already being sighted spaces of advanced stage of landscape degradation in these locations, areas of remarkable scenic value can still be found, what reinforce the urgency in adopting preservationists actions. The absence of laws focused on the management and protection of the landscape singularities associated with the inefficiency of the government to invigilate the land occupation in coastal zones, encourage the excessive action of the real estate-tourism, and consequently make the government the main responsible for the environmental and landscape impacts in these areas - by its omission or by their connivance. Therefore, the legislation permeates this entire process and constitutes itself as the most effective way to guarantee the right to the landscape to present and future generations. Are also pointed some important considerations to build a methodology, especially concerning possibilities of improvements and adaptations of its applicability in each case

El interés de comprender la manera en la que los instrumentos de planificación afectan la dinámica del mercado inmobiliario, dio origen a la presente investigación que estudia el desarrollo urbano de Bogotá a partir de la implementación del Plan de Ordenamiento Territorial, Decreto 190 de 2004. A través del estudio de las tendencias espaciales de licenciamiento, se evaluó si se logró consolidar el modelo de ocupación propuesto en el POT; encontrándose que las decisiones de localización de los agentes privados no respondieron a la estructura urbana deseada, al no haberse concretado en el territorio por ejemplo la red de centralidades y el programa de renovación urbana.

Ao investigar diferentes autores que dialogam sobre a questão do território, foi possível chegar a uma reflexão teórica sobre diferentes enfoques que o mesmo possibilita, embora neste raciocínio, objetivamos dar ênfase a questão definidora dos processos e institucionalizações enquanto expressão legal e moral do Estado que envolve o processo de metropolização. Para alcançar os resultados, foi utilizado um embasamento teórico, que norteou as reflexões relacionadas aos produtores do espaço urbano, evidenciando o papel do Estado na configuração do território que abarca a Região Metropolitana de Maringá. Importante salientar que, na ciência geográfica, o território possibilita inúmeras concepções que resultam de diferentes momentos históricos impressos através do uso e da forma. Essa discussão abordada respalda um dos muitos fragmentos gerados pela urbanização, possibilitando abordar a questão da metropolização. Concluímos que, as configurações regionais e urbanas resultantes de processos evolutivos funcionais das aglomerações populacionais expressam fluxos de inúmeras naturezas. O foco aqui esboçado seguiu a integração de espaços buscando articular o planejamento e desenvolvimento regional. Aludindo a instituída Região Metropolitana de Maringá na busca da integração e cooperação diante de objetivos comuns de desenvolvimento econômico e social.

No estudo dos ecossistemas procura-se examinar as relações e processos que possuem vínculos com o meio biótico que se relacionam com a paisagem. A partir desse pressuposto, os conceitos da Geoecologia da Paisagem (MATEO,2004) tratam do caráter territorial ou espacial do sistema e sua articulação com a paisagem social. Nesse contexto, o espaço geográfico, como é definido por SANTOS (1996), constitui um nível de organização da complexidade superior, que inclui em si a paisagem natural (CAVALCANTI e MATEO,1997) e permite estabelecer a definição de espaço com a de meio ambiente articulando a questão ambiental à criação de territórios. Assim sendo, pretende-se abordar os conceitos e princípios da geoecologia das paisagens que subsidiam o planejamento ambiental e territorial dos parques urbanos no Brasil considerando algumas funções de proteção e conservação da biodiversidade, seus usos específicos, os conflitos existentes à luz da legislação ambiental brasileira, bem como, a percepção ambiental aplicado ao planejamento urbano a qual dar-se-á pela pesquisa bibliográfica dos estudos de casos dos principais parques urbanos brasileiros.
