The library professional in an academic institution has to anticipate the changing expectations of the users, and be flexible in adopting new skills and levels of awareness. Technology has drastically changed the way librarians define themselves and the way they think about their profession and the institutions they serve. In addition to the technical and professional skills, commitment to user centred services and skills for effective oral and written communication; they must have other skills, including business and management, teaching, leadership, etc. Eventually, library and information professionals in academic libraries need to update their knowledge and skills in Information and Communication Technology (ICT) as they play the role of key success factor in enabling the library to perform its role as an information support system for the society.

Testing for Hidden Information and Action in Automobile Insurance Market

I test the presence of hidden information and action in the automobile insurance market using a data set from several Colombian insurers. To identify the presence of hidden information I find a common knowledge variable providing information on policyholder s risk type which is related to both experienced risk and insurance demand and that was excluded from the pricing mechanism. Such unused variable is the record of policyholder s traffic offenses. I find evidence of adverse selection in six of the nine insurance companies for which the test is performed. From the point of view of hidden action I develop a dynamic model of effort in accident prevention given an insurance contract with bonus experience rating scheme and I show that individual accident probability decreases with previous accidents. This result brings a testable implication for the empirical identification of hidden action and based on that result I estimate an econometric model of the time spans between the purchase of the insurance and the first claim, between the first claim and the second one, and so on. I find strong evidence on the existence of unobserved heterogeneity that deceives the testable implication. Once the unobserved heterogeneity is controlled, I find conclusive statistical grounds supporting the presence of moral hazard in the Colombian insurance market.

Trabajar de manera comparativa en un contexto europeo ayuda a comprender mejor su propia posición y sirve de base para tomar decisiones y para desarrollar nuevos proyectos en el futuro. Ha crecido el interés en utilizar la información y documentación educativa durante las últimas décadas. Actualmente los ministros de educación ya no pueden seguir su trabajo sin recurrir a todos aquellos datos que han sido recopilados en los respectivos países y presentados a través de las redes europeas como EURYDICE, la red europea de información en educación (htttp://www.eurydice.org).

More women in informatics research and education

Speaker: Lynda Hardman Organiser: Time: 04/02/2015 12:30-13:30 Location: B32/3077 Abstract The challenges of addressing gender inequalities in science, technology, engineering, mathematics and medicine is widely acknowledged. We currently hold a bronze award and ECS is one of many academic units in the University which has gained Athena Swan Charter status. In this seminar, Professor Lynda Hardman, Chair of the Informatics Europe working group "Women in Informatics Research and Education” will be explaining the causes of issued underlying gender inequality and constructive routes to addressing this important agenda. In undertaking to commit to an action plan which is a prerequisite of gaining charter status, the University or academic department agreed to accept and incorporate the Athena Swan six principles listed below: * To address gender inequalities requires commitment and action from everyone, at all levels of the organisation * To tackle the unequal representation of women in science requires changing cultures and attitudes across the organisation * The absence of diversity at management and policy-making levels has broad implications which the organisation will examine * The high loss rate of women in science is an urgent concern which the organisation will address * The system of short-term contracts has particularly negative consequences for the retention and progression of women in science, which the organisation recognises * There are both personal and structural obstacles to women making the transition from PhD into a sustainable academic career in science, which require the active consideration of the organisation. This seminar is designed to provide an opportunity to explore these issues NOTE: Lynda will be basing here talk on some of the work she directed as chair of the "Women in Informatics Research and Education” working group. The purpose of the working group is to actively participate and promote actions that contribute to improve gender balance in Information and Communication Sciences and Technologies. The first concrete result of the working group's activities was the publication of the booklet "More Women in Informatics Research and Education" in 2013. The booklet is a compact source of clear and simple best practices to deans and heads of departments that aim to increase the participation of women as both students and employees in their institutions. Many tips included were also inspired by colleagues already in leading positions who have already implemented actions in their institutions to attract more women and ensure their continued participation in the organization at commensurate ratios with their male colleagues. The booklet is endorsed by the European Commission and features a foreword by Neelie Kroes, Vice-President of the European Commission, responsible for the Digital Agenda.

The regulation of Internet content. A qualitative, Colombian and comparative law study

 The incursion of Internet has created new forms of information and communication. As a result, today’s generation is culturally socialized by the influence of information and communication technologies in their various forms. This has generated a series of characteristics of social and cultural behaviour which are derivative of didactic, academic or recreational use. Nevertheless the use of the Internet from an early age represents not only a useful educational tool; it can constitute a great danger when it is used to access contents unsuitable for their adaptive development. Accordingly, it is necessary to study the legal regulation of internet content and to evaluate how such regulation may affect rights. Further, it is also important to study of the impact and use of this technological tool at level of the familiar unit, to understand better how it can suggest appropriate social mechanisms for the constructive use of Internet. The present investigation involves these two aspects with the purpose of uniting the legal and social perspective in a joint analysis that allows one more a more integral vision of this problem of great interest at the global level. 

The Peruvian Citizen Perception and Expectation toward the e-Government. The Electronic Tax Payment Successful e-Gov Project

En este capítulo, los autores tratan de demostrar como los gobierno latinoamericanos, específicamente el peruano, evalúan los esfuerzos que realizan en la implementación de iniciativas de gobierno electrónico, identificando las expectativas que tienen los ciudadanos frente a estas iniciativas y como las perciben, aplicando un modelo de evaluación al servicio de  pago electrónico de impuestos implementado como una iniciativa exitosa en Latinoamérica. El modelo propuesto fue desarrollado por uno de los autores como parte de su tesis doctoral y evaluado por el otro como jurado en el tribunal de la misma. Incluye cinco constructos latentes independientes, actitud, aptitud, confianza, relevancia y satisfacción que afecta a dos constructos latentes dependientes, la percepción y la expectativa frente a su relación con la administración pública vía el uso de las tecnologías de la información y las comunicaciones – TIC, bajo el efecto de variables ilustrativas relacionadas con los ciudadanos, las instituciones y el contexto.

Academic achievement in sciences: the role of preferences and educative assets

This paper provides new evidence on the effect of pupil’s self-motivation and academic assets allocation on the academic achievement in sciences across countries. By using the Programme for International Student Assessment 2006 (PISA 2006) test we find that both explanatory variables have a positive effect on student’s performance. Self-motivation is measured through an instrument that allows us to avoid possible endogeneity problems. Quantile regression is used for analyzing the existence of different estimated coefficients over the distribution. It is found that both variables have different effect on academic performance depending on the pupil’s score. These findings support the importance of designing focalized programs for different populations, especially in terms of access to information and communication technologies such as internet.

Children' s school study : an experimental theory of verbal information and social attitudes. 'Estudio de la escuela primaria: una teoría experimental de la información verbal y las actitudes sociales'.

Determinar los conceptos diferenciales alcanzados por los alumnos de segunda etapa de EGB con respecto a los alumnos de primera etapa en el area de ciencias sociales. Medir mediante una escala de Likertel cambio de actitudes producido como consecuencia de los aprendizajes en el area de humanidades.. La muestra aleatoria la componían 284 alumnos (145 chicos y 139 chicas) de 5õ y 8õ de EGB y 3õ de BUP, alumnos en centros de un centro urbano (Cáceres) y 3 núcleos rurales de la misma provincia.. La investigación se divide en dos bloques, el primero de ellos, de corte más teórico, estudia la cibernética y la teoría de la información como ciencias y su aplicación en el campo de la psicopedagogía. Se determinan también los esquemas generales para la construcción de escalas de medida de actitudes, y se trata de determinar experimentalmente la existencia de diferencias significativas en el caudal lingüístico entre alumnos procedentes de un medio rural y los procedentes de un medio urbano. El segundo bloque, de corte experimental, analiza el concepto de escala usado en ciencias sociales, y se trata de determinar las actitudes que representan un mayor grado de madurez en la dimensión socio-política. Para ello se aplica a los sujetos de la muestra la Social-responsability Scale.. Escala Likert. Quessing-game method (modificado). Social Responsability Scale de Berkowitz y Lutzeman.. Análisis de Varianza. Análisis de correlación. En terminos de transinsformación didáctica puede considerarse que durante la segunda etapa de EGB hay adquisición de conocimientos que suponen un substancial enriquecimiento del caudal lingüístico. El ambiente posibilita y condiciona el enriquecimiento o desarrollo de las facultades individuales.
