The acquisition of the information system technologies using the services of an external supplier could be the the best options to reduce the implementation and maintenance cost of software solutions, and allows a company to improve the efficient use of its resources. The focus of this paper is to outline a methodology structure for the software acquisition management. The methodology proposed in this paper is the result of the study and the convergence of the weakness and strengths of some models (CMMI, SA-CMM, ISO/IEC TR 15504, COBIT, and ITIL) that include the software acquisition process.

In this article, the authors examine the current status of different elements that integrate the landscape of the municipality of Olias del Rey in Toledo (Spain). A methodology for the study of rural roads, activity farming and local hunting management. We used Geographic Information Technologies (GIT) in order to optimize spatial information including the design of a Geographic Information System (GIS). In the acquisition of field data we have used vehicle "mobile mapping" instrumentation equipped with GNSS, LiDAR, digital cameras and odometer. The main objective is the integration of geoinformation and geovisualization of the information to provide a fundamental tool for rural planning and management.

The objective of this paper is to present a framework that can facilitate the university level learning process in the Project Management of different students who are enrolled in different universities in different locations and attending their own Project Management courses, but running a virtual experience in executing and managing projects. The framework includes both information systems and methodological procedures that are integrated in the information system, making it possible to assess learning performance.

Over the past few years, the common practice within air traffic management has been that commercial aircraft fly by following a set of predefined routes to reach their destination. Currently, aircraft operators are requesting more flexibility to fly according to their prefer- ences, in order to achieve their business objectives. Due to this reason, much research effort is being invested in developing different techniques which evaluate aircraft optimal trajectory and traffic synchronisation. Also, the inefficient use of the airspace using barometric altitude overall in the landing and takeoff phases or in Continuous Descent Approach (CDA) trajectories where currently it is necessary introduce the necessary reference setting (QNH or QFE). To solve this problem and to permit a better airspace management born the interest of this research. Where the main goals will be to evaluate the impact, weakness and strength of the use of geometrical altitude instead of the use of barometric altitude. Moreover, this dissertation propose the design a simplified trajectory simulator which is able to predict aircraft trajectories. The model is based on a three degrees of freedom aircraft point mass model that can adapt aircraft performance data from Base of Aircraft Data, and meteorological information. A feature of this trajectory simulator is to support the improvement of the strategic and pre-tactical trajectory planning in the future Air Traffic Management. To this end, the error of the tool (aircraft Trajectory Simulator) is measured by comparing its performance variables with actual flown trajectories obtained from Flight Data Recorder information. The trajectory simulator is validated by analysing the performance of different type of aircraft and considering different routes. A fuel consumption estimation error was identified and a correction is proposed for each type of aircraft model. In the future Air Traffic Management (ATM) system, the trajectory becomes the fundamental element of a new set of operating procedures collectively referred to as Trajectory-Based Operations (TBO). Thus, governmental institutions, academia, and industry have shown a renewed interest for the application of trajectory optimisation techniques in com- mercial aviation. The trajectory optimisation problem can be solved using optimal control methods. In this research we present and discuss the existing methods for solving optimal control problems focusing on direct collocation, which has received recent attention by the scientific community. In particular, two families of collocation methods are analysed, i.e., Hermite-Legendre-Gauss-Lobatto collocation and the pseudospectral collocation. They are first compared based on a benchmark case study: the minimum fuel trajectory problem with fixed arrival time. For the sake of scalability to more realistic problems, the different meth- ods are also tested based on a real Airbus 319 El Cairo-Madrid flight. Results show that pseudospectral collocation, which has shown to be numerically more accurate and computa- tionally much faster, is suitable for the type of problems arising in trajectory optimisation with application to ATM. Fast and accurate optimal trajectory can contribute properly to achieve the new challenges of the future ATM. As atmosphere uncertainties are one of the most important issues in the trajectory plan- ning, the final objective of this dissertation is to have a magnitude order of how different is the fuel consumption under different atmosphere condition. Is important to note that in the strategic phase planning the optimal trajectories are determined by meteorological predictions which differ from the moment of the flight. The optimal trajectories have shown savings of at least 500 [kg] in the majority of the atmosphere condition (different pressure, and temperature at Mean Sea Level, and different lapse rate temperature) with respect to the conventional procedure simulated at the same atmosphere condition.This results show that the implementation of optimal profiles are beneficial under the current Air traffic Management (ATM).

El Sistema Integrado de Gestión Académica consiste en una plataforma software modular orientada a apoyar la labor del profesorado en la gestión docente de las asignaturas impartidas por el Departamento de Mecánica de la Escuela Técnica Superior de Ingeniería y Diseño Industrial de la Universidad Politécnica de Madrid. Durante los últimos 5 años se ha trabajado en la creación de esta plataforma que se encuentra ahora en su recta final. Es necesario aclarar que toda la plataforma desde su inicio ha sido creada por el mismo autor y que debido al tiempo disponible para la realización del TFG, éste se ha centrado en realizar mejoras sobre lo ya desarrollado y en implementar uno de los módulos. El trabajo desarrollado comienza con un estudio de plataformas educativas online. Se han valorado las alternativas de Moodle y ATutor como posibles soluciones a los requisitos planteados llegando a la conclusión de que era necesario realizar un desarrollo a medida. La plataforma consta de 3 módulos principales:  Plataforma de Gestión Docente en Internet (PGDNet)  Aplicación de Notas (AdN)  Plataforma de Entrega de Prácticas Académicas (PEPA) PGDNet está orientado a la realización de pruebas de evaluación online. El profesor tiene a su alcance un conjunto de opciones que le permiten la creación de actividades y ejercicios de diferente índole, gestionar alumnos y establecer periodos de evaluación. El sistema recoge los resultados y corrige automáticamente permitiendo además exportar los resultados, manteniendo de esta manera la compatibilidad con otros sistemas informáticos de la UPM. PGDNet ofrece además un servicio de correo electrónico para realizar comunicaciones con grupos predefinidos de alumnos, un gestor documental enlazado con las diferentes actividades y un gestor de encuestas programable a medida. AdN se integra en la plataforma como un sistema para la gestión de calificaciones y permite mantener un historial del alumno. Las materias pueden dividirse en diferentes evaluaciones con un determinado peso sobre la calificación final. La nota total se calcula en tiempo real y de forma automática. El alumno puede entrar a consultar sus calificaciones en cualquier momento. El módulo ofrece a los profesores acceso simultáneo a introducir las calificaciones e importar notas guardadas de convocatorias pasadas. PEPA es el nuevo módulo que se añade a la plataforma y el que concentra los esfuerzos de desarrollo de este TFG. Se trata de un sistema de entrega de prácticas online que permite al profesor centralizar la recogida de documentación para su posterior corrección. PEPA dispone de un sistema de plantillas de respuestas fijas utilizadas en los laboratorios que son corregidas de forma automática en la entrega. Los 3 módulos se complementan entre sí compartiendo datos y permitiendo realizar importaciones y exportaciones de información con las aplicaciones actuales de Secretaría de alumnos como puede ser la introducción de listas de alumnos.---ABSTRACT---Academic Management Framework (Sistema Integrado de Gestión Académica) is a module‐oriented software application that aims to help teachers from ETSIDI Department from UPM to manage all information related to graduate courses. The software, which has been in continuous developing during the last 5 years, is now about to be finished. It must be pointed out the fact that the entire application has been designed and implemented by the same author. However, due to time schedule restrictions in this TFG (spanish acronym for “Graduation Project”), it has been focused on developing a few improvements in the software already implemented and creating a specific new module. In the beginning, this TFG includes an educational software comparative study. Moodle and ATutor have been selected as plausible assembled solutions that would fit the requirements given. Nonetheless, the conclusion ends up with rejecting both possibilities and moving the project towards a custom‐developed software. The application is divided in 3 modules:  Network Based Academic Management Platform (Plataforma de Gestión Docente en Internet ‐ PGDNet)  Evaluation Aid Tool (Aplicación de Notas ‐ AdN)  Academic Lab‐Work Delivery Platform (Plataforma de Entrega de Prácticas Académicas ‐ PEPA) PGDNet main purpose is handling online tests for students. There are a bunch of tools available for teachers that allow them to create activities and different types of exercises, manage students and set examination schedules. The system gathers the results and marks exercises automatically. Moreover, the teacher is able to export this information which is compatible with other UPM systems. PGDNet offers a mail service, a document management system and a survey application among others. AdN adds new features to the system. It helps teachers to manage student marks by keeping a history over the years. Subjects can be divided into little parts with a different weight in the final mark. Eventually, the mark is automatically calculated and published. The application can be accessed by both students and teachers simultaneously. This module is also ready to import old marks into the current course and allow all teachers to fill in the results at the same time. PEPA, which is a new module added from scratch, concentrate this TFG efforts. It consists of a practice delivery system that gathers all student documentation in a single site for easy correction. Besides, PEPA deploys an answer template repository for laboratory training. Students fill the templates and PEPA corrects them automatically on sending. These 3 modules are integrated in a single system that allows them to share data and import information such as student lists from the Administration Department.

O presente Relatório Detalhado de Atividade Profissional é apresentado no âmbito da obtenção do Grau de Mestre dos Oficiais do Exército licenciados pré-Bolonha pela Academia Militar na Área específica de Administração Militar. A sua redação e estruturação tem por base o definido na NEP 520 e NEP 517/1ª da AM, para esta tipologia de trabalhos, tendo o autor, optado por desenvolver um tema no âmbito da sua atividade profissional, considerado como pioneiro e inovador. O Tenente-Coronel de Administração Militar do Exército Português, Luís Miguel Gonçalves, nasceu a 25 de Novembro de 1971. Do seu percurso académico e formativo, consta frequência pré-Universitária, em estabelecimento militar de ensino, no Instituto Militar dos Pupilos do Exército, na área de Contabilidade e Administração; a Licenciatura em Ciências Militares, na especialidade de Administração Militar, pela Academia Militar, em 1995, com a Classificação final de 13,58 valores; o tirocínio para Oficiais de Administração Militar, com a nota final de 15,38 valores; o Curso de Operações Irregulares, tendo obtido a classificação de 17,67 valores; o Curso de Promoção a Capitão, com 16,63 valores; e o Curso de Promoção a Oficial Superior do Instituto de Altos Estudos Militares, com a classificação final de 14,50 valores. No âmbito da formação de pós-graduação, tem averbado créditos no módulo de Metodologia de Investigação Cientifica, pela Academia Militar, no Ano Letivo 2013/14, com a classificação final de 16,00 valores. Para além destes, o Environmental Course For Portugal – NATO School/ SHAPE; formação em Gestão de Projetos/ Exército - Microsoft Enterprise Project Management; o Curso de Formação Pedagógica Inicial de Formadores do Instituto de Emprego e Formação Profissional, com Homologação das Competências Pedagógicas; e vários certificados de formações no âmbito da Contabilidade, Administração, Finanças Públicas e Auditorias Financeiras, atribuídas pela Direção de Finanças do Exército e pelo Instituto de Gestão e Administração Pública do Porto. Ao longo dos 25 anos de serviço prestado ao Exército Português, como Oficial de Administração Militar, desempenhou diversos cargos e funções de Comando e Chefia, em várias UEO, nas áreas setoriais e funcionais, da formação, da instrução, da componente operacional, da logística, do pessoal, das finanças públicas, das inspeções e auditorias, da gestão e da Administração Militar. Atualmente o Tenente-Coronel Miguel Gonçalves, desempenha as Funções de Comandante de Batalhão na Escola dos Serviços. Para além dos cargos e funções averbadas no seu Curriculum Vitae detalhado, constituiu em 1996 o Núcleo Logístico de Projeção, Implantação, Acompanhamento e Ajuda Técnica no âmbito do emprego dos meios táticos e operacionais da Área de Responsabilidade FND/ IFOR na Bósnia-Herzegovina (Jugoslávia). Tem publicado na Revista da Administração Militar, vários artigos no âmbito da logística operacional, na função de combate Apoio de Serviços. Na área da formação, foi orientador e supervisor de vários trabalhos, individuais e de grupo aos cursos de promoção a capitão; e constitui-se como elemento primariamente responsável pelo planeamento e implementação dos primeiros cursos no Exército, com formação certificado pela Agência Nacional para a Qualificação e Ensino Profissional, I.P., do Sistema Nacional de Qualificações, certificação inserida no Catálogo Nacional de Qualificações. Na área Inspetiva, integrou várias equipas de Inspeção-Geral do Exército, como inspetor responsável pelas áreas de Logística e Finanças, bem como as de Inspetor, para a área dos recursos humanos – Despesas com Pessoal, nas equipas de inspeção do Comando do Pessoal do Exército. No desempenho das funções de Auditor Financeiro do Centro de Finanças do Comando do Pessoal, realizou diversas auditorias financeiras às UEO do Comando do Pessoal, na sua dependência, tendo desenvolvido e implementado um sistema pioneiro e inovador de monitorização e controlo interno, de auditorias “Online” com análise e reporte mensal, às contas das UEO do Comando do Pessoal, tendo em vista a validação das Demonstrações Financeiras para a Conta de Gerência Anual do Exército. A escolha do tema, “O Controlo Interno e a implementação de Auditorias Online no SAFEx em contexto de e-Governance: Tecnologias, desafios e oportunidades” surge na sequência da implementação destes procedimentos pelo autor, numa altura em que o Exército entrava em operativo com o Sistema Integrado de Gestão (SIG/DN), tendo sido à data reconhecido publicamente pelo TGEN Comandante do Pessoal do Exército, como sendo um procedimento inovador, com notáveis vantagens para a eficiência e eficácia do sistema administrativo-financeiro do Comando do Pessoal e consequentemente do Exército.

This paper reviews the key features of an environment to support domain users in spatial information system (SIS) development. It presents a full design and prototype implementation of a repository system for the storage and management of metadata, focusing on a subset of spatial data integrity constraint classes. The system is designed to support spatial system development and customization by users within the domain that the system will operate.

Land-surface processes include a broad class of models that operate at a landscape scale. Current modelling approaches tend to be specialised towards one type of process, yet it is the interaction of processes that is increasing seen as important to obtain a more integrated approach to land management. This paper presents a technique and a tool that may be applied generically to landscape processes. The technique tracks moving interfaces across landscapes for processes such as water flow, biochemical diffusion, and plant dispersal. Its theoretical development applies a Lagrangian approach to motion over a Eulerian grid space by tracking quantities across a landscape as an evolving front. An algorithm for this technique, called level set method, is implemented in a geographical information system (GIS). It fits with a field data model in GIS and is implemented as operators in map algebra. The paper describes an implementation of the level set methods in a map algebra programming language, called MapScript, and gives example program scripts for applications in ecology and hydrology.
