This is a historical case study on school desegregation and power in Broward County, Florida from 1970 to 1998. The purpose of this study is to describe, explain and analyze types of power used by the School Board of Broward County, Florida and community activists, in their efforts to influence desegregation decisions from 1970 to 1998. In addition, this study explains who benefited and who won from the School Board's desegregation decisions and who governed those decisions? A historical case study approach was used as the method for conducting this study. Data sources included 11 interviews of individuals who were involved in school desegregation issues as either School Board officials or community activists and 10 archival data sources. The theoretical models of Russell, Galbraith, Wartenberg and Domhoff were used to determine the different types of power techniques used by School Board officials and community activists and to answer the questions: who benefited and who won from the School Board's desegregation decisions and who governed those policies and practices? The primary beneficiaries of school desegregation policies and practices in Broward County were: white, affluent communities and the builders, developers, realtors and other businesses in the western suburban communities. All of the data sources indicated that the black community did not benefit from the School Board's desegregation policies. The primary power techniques used by School Board officials to influence desegregation policies and practices was "power over opinions" and compensation. These power techniques were manifested by the School Board publicly disputing the allegations raised by community activists and by compensating those who supported and promoted the School Board's desegregation policies and practices. The power techniques primarily used by community activists were coercive force and "power over opinions." They effectively used these power techniques to change the School Board's policies and practices they felt were detrimental to black children and the black community. Based on the analysis of the qualitative data, it can be concluded that black children did not benefit from school desegregation in Broward County, Florida and the community continues to suffer residual effects from past desegregation policies and practices.

In the early years of the current decade, I spearheaded my school's and school board's participation in a research program on parental involvement led by Kenneth Leithwood from the Ontario Institute for Students in Education (OISE) at the University of Toronto. Despite all the extensive work I did as part of this research program and the ongoing professional reading I have done with respect to parental involvement and engagement, I have yet to share fully the knowledge gained with my staff or our parent community. Therefore, this purpose of this master's project is to provide a means for such dissemination. To do so, I have created two parallel presentations/workshops: one for staff during out first professional development day in September and one for parents at their second Parent Council meeting in October. The final chapter moves beyond these workshops to allow me to reflect on the progress made to date with parental engagement in my school and to look forward toward where I as Principal hope to lead my school community in the future.

To the apparent surprise of policy makers at the provincial and school board levels, Ontario’s public schools are about to experience a massive exodus of principals and vice principals. This report, funded by a grant from the Ontario Principals’ Council, details the scale of the retirement wave currently hitting Ontario’s public school boards. Data collected from 946 practicing school administrators suggest that the retirement rates will be almost 20 per cent higher than provincial estimates. Anecdotal evidence suggests that the pool of qualified candidates for these positions is also shrinking. Already, fewer individuals are applying for each available vacancy. The study examines the major dissatisfiers in the current role of school principal as experienced by incumbents. Interviews were also conducted with 92 individuals identified as exceptional candidates for the principalship who had opted not to follow that career path in order to determine what factors they found most important in their decision making. The report concludes with recommendations for the province, school boards and principals' organizations.

Esta pesquisa é fundamentada e metodologicamente construída objetivando descrever e analisar o que e como é o Programa Bairro-Escola de Nova Iguaçu, implementado como política educacional, em 2006, para organização curricular da Rede Municipal de Ensino. O foco deste estudo qualitativo está centrado na identificação das principais diretrizes e características produzidas por essa política curricular no/para o desenvolvimento da gestão democrática e na melhoria da prática educativa. Para tanto, a metodologia utilizada para a elaboração deste trabalho foi a abordagem qualitativa, a investigação teórica de eixos temáticos e o estudo de caso do significado do Programa Bairro-Escola para os sujeitos que o vivenciam em Nova Iguaçu, abordando especificamente quais são as principais características que o Programa tem produzido, até então, na gestão macro e micro educacional, na prática educativa e na relação entre ambas as práticas, sob a ótica dos sujeitos que o vivenciam no seu cotidiano de desenvolvimento. Para tanto, este estudo de caso de cunho descritivo-analítico utilizou como campo de investigação duas escolas municipais (situadas em bairros geograficamente distantes) como amostragem e a Secretaria Municipal de Educação de Nova Iguaçu para a obtenção, por meio de entrevistas semiestruturadas (realizadas no segundo semestre de 2011), de informações que "respondessem" aos objetivos desta pesquisa. No entanto, os sujeitos escolhidos para serem entrevistados foram: (um) representante da Secretaria Municipal de Educação de Nova Iguaçu, (dois) diretores, (dois) coordenadores, (dois) orientadores, (dois) professores, (dois) estagiários, (dois) agentes comunitários, (dois) pais de alunos e (dois) alunos, os quais relataram nas entrevistas que o Programa Bairro-Escola iguaçuano, apesar de ser uma política educacional ainda recente, tem contribuído para a melhoria da prática educativa, na medida em que as oportunidades educativas foram ampliadas com a implantação do Horário Integral através das oficinas fixas de aprendizagem, esporte, cultura, informática, entre outras experiências socioeducativas desenvolvidas no âmbito escolar ou em ambientes parceiros nas comunidades do entorno das escolas. E na gestão educacional através da conquista da implementação do conselho escolar, o qual tem possibilitado uma gestão mais participativa e mais autônoma nas escolas. Mas expuseram também que, para um "melhor rendimento", o Bairro-Escola, aqui, ainda carece de variados recursos infraestruturais (recursos de natureza física, humana ou pedagógica) e de mais estratégias que dinamizem a gestão mais participativa, o envolvimento comunitário e o reconhecimento do Programa.

Este trabalho apresenta os resultados de uma investigação que buscou conhecer o trabalho do orientador pedagógico (OP) na rede do município de Duque de Caxias, Rio de Janeiro. Especificamente, buscou-se responder as seguintes questões de pesquisa: (a) Quais os dispositivos legais que conformam a profissão do OP no município de Duque de Caxias?, (b) que atribuições são demandadas pela escola a este profissional? e (c) como o OP percebe o trabalho por ele desempenhado na escola? Para a realização da pesquisa, partimos de uma retrospectiva histórica da função deste profissional, por meio da análise de documentos legais (leis, decretos, pareceres e diretrizes), identificando marcos da constituição desta profissão. A pesquisa também fez uso de entrevistas a uma amostra de orientadores que atuam na rede escolar desse município, escolhidos de forma aleatória. As entrevistas foram analisadas segundo orientações de Bardin e visaram à identificação do modo como este profissional concebe a sua atuação no âmbito da orientação pedagógica na escola. Por meio de análise estatística aos dados dos diretores da Prova Brasil 2009, a pesquisa buscou ainda identificar, em uma perspectiva panorâmica, como a direção da escola percebe o trabalho do orientador pedagógico. A análise aos documentos evidenciou mudanças significativas na concepção e atuação do orientador pedagógico, ampliando sua atuação às questões da gestão escolar. As análises estatísticas evidenciaram que a maioria das escolas públicas brasileiras conta com o apoio de um orientador pedagógico e que o diretor escolar considera fundamental contar com tal profissional na unidade. As entrevistas evidenciaram que os orientadores pedagógicos se enxergam como um elemento de potencialidade nas escolas e colocam em destaque a necessidade de uma formação profissional que dê conta tanto dos aspectos políticos envolvidos na gestão educacional, como dos aspectos pedagógicos demandados pela escola

The purpose of this study was to determine the effect that calculators have on the attitudes and numerical problem-solving skills of primary students. The sample used for this research was one of convenience. The sample consisted of two grade 3 classes within the York Region District School Board. The students in the experimental group used calculators for this problem-solving unit. The students in the control group completed the same numerical problem-solving unit without the use of calculators. The pretest-posttest control group design was used for this study. All students involved in this study completed a computational pretest and an attitude pretest. At the end of the study, the students completed a computational posttest. Five students from the experimental group and five students from the control group received their posttests in the form of a taped interview. At the end of the unit, all students completed the attitude scale that they had received before the numerical problem-solving unit once again. Data for qualitative analysis included anecdotal observations, journal entries, and transcribed interviews. The constant comparative method was used to analyze the qualitative data. A t test was also performed on the data to determine whether there were changes in test and attitude scores between the control and experimental group. Overall, the findings of this study support the hypothesis that calculators improve the attitudes of primary students toward mathematics. Also, there is some evidence to suggest that calculators improve the computational skills of grade 3 students.

The last several decades have been marked by tremendous changes in education - technological, pedagogical, administrative, and social. These changes have led to considerable increments in the budgets devoted to professional development for teachers ~ with the express purpose of helping them accommodate their practices to the new realities oftheir classrooms. However, research has suggested that, in spite of the emphasis placed on encouraging sustained change in teaching practices, little has been accomplished. This begs the question of what ought to be done to not only reverse this outcome, but contribute to transformational change. The literature suggests some possibilities including: a) considering teachers as learners and applying what, is known about cognition and learning; b) modifying the location and nature ofprofessional development so that it is authentic, based in the classroom and focusing on tasks meaningful to the teacher; c) attending to the infrastructure underlying professional development; and d) ensuring opportunities for reflective practice. This dissertation looks at the impact of each ofthese variables through an analysis ofthe learning journeys of a group ofteachers engaged in a program called GrassRoots in one midsized school board in Ontario. Action research was conducted by the researcher in his role as consultant facilitating teacher professional growth around the use of Web sites as culminating performance tasks by students. Research focused on the pedagogical approach to the learning of the teachers involved and the infrastructure underlying their learning. Using grounded theory, a model for professional development was developed that can be used in the future to inform practices and, hopefully, lead to sustained transformational school change.

This research acknowledges the difficulties experienced by teachers presenting integrated arts curricula. Instructional support is offered by arts organizations that provide arts partnerships with local schools boards. The study focuses on the experiences of 8 teachers from a Catholic school board in southern Ontario who participated in integrated arts programs offered by The Royal Conservatory of Music's Learning Through the Arts™ (LTTATM) program and a local art gallery's Art Based Integrated Learning (ABIL) program and examines their responses to the programs and their perception of personal and professional development through this association. Additionally, questions were posed to the . "aftisfs"from-tneSe]Jfograrrrs;-and"they liiscus·sed·how"participating in-collaboration with teachers in the development of in-school programs enabled them to experience personal and professional development as well. Seven themes emerged from the data. These themes included: teachers' feelings of a lack of preparedness to teach the arts; the value of the arts and arts partnerships in schools; the role of the artists in the education of teachers; professional development for both teachers and artists; the development of collegiality; perceptions of student engagement; and the benefits and obstacles of integrating the arts into the curriculum. This document highlights the benefits to both teachers and artists of arts partnerships between schools and outside arts organizations.

The purpose of this study was to investigate the issues surrounding the transition into the teaching profession by specifically focusing on teacher induction and mentoring issues while explicitly addressing matters of concern by secondary music teachers in a large suburban school board in southern Ontario. Participants included beginning teachers with fewer than 5 years of teaching, mid career teachers with between 6 and 15 years of instruction, and experienced teachers with more than 16 years of practice. The ' processes of mentoring and inducting new teachers within the board were examined, along with their relationships between proteges, mentors, and administrators. Further, internal and external programs specifically designed and implemented for newer music teachers were scrutinized and discussed. An analysis of key documents and literature on the subject was performed, and data were collected through 16 personal interviews. The findings suggest that although the necessity of mentoring and induction processes has begun to be recognized, there exists a fundamental relationship between mentoring and induction and the effect of the professional attachments to mentoring; the institutional and administrative supports that are enabled; and essential processes and practices between mentors and proteges. Together these three arms combine to support successfiil induction and mentoring initiatives that will help ease the transition into teaching.

The purpose of this study was to examine the student-teaching practicum as an opportunity for professional growth for associate-teachers. Three associate-teachers from one school board in southern Ontario were purposefully selected to participate in the study. Participants were interviewed before and after one 4-week teaching practicum. They were asked to keep a reflective journal during the practicum, and provided with questions to guide their reflection. The literature suggests that meaningful professional development is contextual and requires reflection on practice. For example, Schon's (l987b) hall of mirrors phenomenon occurs when teachers reflect on their own practice while observing and guiding the practice of others. Findings from this study suggest the teaching practicum has the potential to be a valuable professional development opportunity for associateteachers, but that the university and the school board affiliated with the participants do not conceptualize it as such. As well, the research suggests that although all participants found the teaching practicum valuable, the extent to which they were able to grow professionally depended on their professional personality. In addition, it was found that the reflective journal enhanced opportunities for associate teacher reflection. This research suggests that universities and school boards may wish to consider the studentteacher practicum as a professional development opportunity.

This qualitative study explores practicing teachers' experiences of teaching in classrooms of diversity, that is, classrooms where students represent a variety of differences including race, culture, ethnicity, and class. More specifically, this study investigates the types of curricular and pedagogical practices teachers employ in their classrooms. This study attempts to make a contribution to the scholarship of critical pedagogy by drawing upon the works of critical pedagogues to make sense of participants' descriptions oftheir curricular and pedagogical practices. Four participants were involved in this study. Participants were elementary teachers in classrooms of difference in Ontario who contributed the primary sources of data by engaging in 2 individual interviews. Additional sources of data included a focus group meeting that 2 ofthe participants were able to attend, school board curriculum resource documents assisting teachers in teaching critically, as well as a research journal which the researcher kept throughout the study. The scholarship of critical pedagogy (Ellsworth, 1992; Giroux, 1993; McLaren, 1989) informs the analysis of participants' descriptions of their teaching experiences. Many of the participants did not engage in a practice of critical pedagogy. This study explores some of the challenges and possibilities of using critical pedagogy to create spaces in classrooms where teachers can build connections between the curriculum mandated by the government and the multiple identities and experiences that students bring into the classroom. This study concludes with a discussion on what teachers need to know to be able to begin creating equitable and educational experiences in classrooms of difference.

Teachers at local elementary and secondary schools were invited to participate in a survey research study by completing a questionnaire containing 26 statements regarding educational issues (e.g., "I am satisfied with the quality of my interactions with students."). Teachers were asked to indicate whether they agreed, were neutral, or disagreed with each statement; and further, to make a suggestions for appropriate change; to indicate a level at which the change could be implemented (classroom, school, board, ministry, society); and to indicate to what extent they perceive they have influence on change in the area represented in the statement. The responses of 50 elementary and 50 secondary teachers were randomly chosen from among the completed questionnaires and the information was recorded for analysis. Results of frequency counts of responses showed teachers were generally satisfied with their experiences of the areas referred to in the statements. Seventy-two percent of the responses agreed with the statements; 15% of the responses indicated disagreement, and 13% of the responses were neutral. Cross-tabulations of the survey data with demographic information showed differences among the responses of female and male teachers; elementary and secondary teachers; and teachers grouped according to their total years of teaching experience.
