This paper illustrates how delayed debt stabilizations can arise in a society without any emerging conflict of interests among its members. We argue that, under a majority voting rule, the economy may generate excessive levels of government spending and larger debts over time, and that this delay is increasing in income inequality. The intuition for this result is simple: a majority of citizens may find in delaying stabilizations a way to increase government expenditures, transferring in this way resources from the richest to the poorest citizens in the economy. This process may explain the upward trend and the difficulty to reduce public expenditures, the so called "ratchet effect."

This paper explores how international sanctions affect authoritarian rulers’ decisions concerning repression and public spending composition, and how different authoritarian rulers respond to foreign pressure. If sanctions are assumed to increase the price of loyalty to the regime, then rulers whose budgets are not severely constrained by sanctions will tend to increase spending in those categories that most benefit their core support groups. In contrast, when constraints are severe due to reduced aid and trade, dictators are expected to greatly increase their levels of repression. Using data on regime types, public expenditures and spending composition (1970–2000) as well as on repression levels (1976–2001), we show that the empirical patterns conform well to our theoretical expectations. Single-party regimes, when targeted by sanctions, increase spending on subsidies and transfers which largely benefit more substantial sectors of the population and especially the urban classes. Likewise, military regimes increase their expenditures on goods and services, which include military equipment and soldiers’ and officers’ wages. Conversely, personalist regimes reduce spending in all categories, especially capital expenditures, while increasing repression much more than other regime types when targeted by sanctions.

Unlike classical theoretical expectations, our empirical study shows that financial transfers to decentralised governments increase local public expenditures much more than would be triggered by an equivalent rise in local income. This empirical evidence of the presence of a flypaper effect is achieved using panel data from 375 municipalities located in the Swiss canton of Vaud covering the period 1994 to 2005. During that time there was a major change in the financial equalisation scheme. Furthermore, our study confirms the analysis of the public choice theory: the effect depends partly on the degree of complexity of the municipal bureaucracy. These results show that local bureaucratic behaviour may impede the effectiveness of a financial equalisation scheme that aims to reduce disparities in local tax.

In this paper, we study how public and private expenditures in health and education affect economic growth by their influence on people's health, abilities, skills and knowledge. We consider a growth accounting framework in order to test whether welfare expenditures more than offset the efficiency losses caused by distortionary taxation, and whether the effects of public expenditure on economic growth differ from those of private expenditure. Our empirical analysis is based on a panel of 19 OECD countries observed between 1971 and 1998. The results are consistent with the hypothesis that the contribution of welfare expenditures more than compensates for the distortions caused by the tax system; and the estimated positive impact is stronger for health than for education. We also find some evidence that public expenditure influences GDP growth more than private expenditure.

A government would like to subsidize an indivisible good. Consumers' valuations of the good vary according to their wealth and benefits from the good. A subsidy scheme may be based on consumers' wealth or benefit information. We translate a wealth-based policy to a benefit-based policy, and vice versa, and give a necessary and sufficient condition for the pair of policies to implement the same assignment: consumers choose to purchase the good under the wealth-based policy if and only if they choose to do so under the translated benefit-based policy. General taxation allows equivalent policies to require the same budget.

Drawing on a database for 1988-2006 containing information on 157 countries, we investigate the effects on military spending of government form, electoral rules, concentration of parliamentary parties, and ideology. From an OLS regression on pooled data, our results show that presidential democracies spend more than parliamentary systems on defense, whereas the presence of a plurality voting system will reduce the defense burden. Our findings suggest that, in contrast to theoretical predictions in the literature, institutions do not have the same impact on the provision of all public goods. We present as well evidence regarding the effect of ideology on defense spending.

This paper discusses the role of the political and institutional factors in the contemporary theories on the growth of government expenditures. Based on a comparative analysis of studies produced in the two last decades on the field of political economy, the analysis attempts to deal with the main assumptions, the types of explanation, and the causal status of political and institutional variables provided by these theories. The theories are classified according to the type of explanation and the causal primacy of different political and institutional variables in each model.

L'absentéisme parmi le personnel soignant prend de plus en plus d'ampleur dans les institutions sanitaires publiques au Cameroun. Il représente à l'heure actuelle l'une des principales causes de l'effondrement du système de soins de santé. Ce phénomène se doit d'être réduit à des proportions raisonnables; cependant, les informations nationales sur les niveaux d’absentéisme parmi ce personnel, les coûts associés, ainsi que sur les facteurs qui le déterminent restent encore très faibles. Cette recherche avait pour objectifs de mesurer le niveau d’absentéisme parmi les prestataires de soins de santé des hôpitaux publics du Cameroun ; de déterminer l’influence des caractéristiques personnelles et des facteurs occupationnels sur le comportement d’absence parmi ces professionnels ; et d’évaluer les répercussions économiques de l’absentéisme en termes de coûts associés à la perte de productivité pour les employeurs. Elle portait sur du personnel soignant, notamment les médecins, les infirmiers et les aides-soignants exerçant dans les formations sanitaires publiques (hôpitaux) du Cameroun au mois d’octobre 2008. L’absentéisme était mesuré par le nombre d’heures et d’épisodes (fréquence) d’absences et concernait les retards et les absences de trois jours consécutifs et moins. Les facteurs personnels et occupationnels étudiés étaient l’âge, le sexe, le statut civil, les responsabilités familiales (nombre d’enfants), le niveau d’éducation, l’unité de soins, le type d’emploi, le régime d’emploi, l’horaire de travail, le temps supplémentaire, l’ancienneté dans l’hôpital, la taille de l’hôpital et le revenu de l’employé. Les données ont été recueillies dans 15 formations sanitaires publiques réparties dans six régions du Cameroun, sur la période allant du 1er au 31 octobre 2008, à partir des documents officiels émanant du gouvernement et des hôpitaux. Les analyses statistiques comportaient des analyses descriptives, des analyses bivariées et des analyses multivariées. Le taux de participation moyen des employés a été de 50,7%. Sur les 516 personnes qui composaient l’échantillon, 93,4% avaient eu au moins une absence au travail au mois d’octobre 2008. Le taux d’absentéisme global était de 7,2%, et variait entre 2% et 37% dans les hôpitaux. Chaque participant avait en moyenne 12 épisodes d’absences pendant cette période et la durée moyenne d’absences par participant était d’environ 13 heures et 21 minutes. La durée de l’horaire de travail, le fait de travailler dans un hôpital régional, de travailler selon un horaire fixe, d’être un personnel PPTE et de ne pas effectuer du temps supplémentaire, sont associés significativement à une plus grande fréquence des absences. La durée de l’horaire de travail, le fait d’être médecin, de travailler dans un service d’accueil et des urgences, de travailler selon un horaire fixe et d’être une femme, ont un lien significativement positif avec la durée des absences. Cet absentéisme a absorbé environ 8% de la masse salariale d’octobre 2008. On estime à environ 4 088 568 dollars US courants (2008), les dépenses consacrées par le secteur public de la santé du Cameroun à cet absentéisme en 2008, ce qui représentait approximativement 2,1% des dépenses publiques de santé. La réduction de l’absentéisme de courte durée parmi les professionnels de la santé du secteur public au Cameroun passe par l’amélioration du style de gestion des hôpitaux et l’approfondissement des recherches sur le comportement d’absence parmi ces professionnels.

en esta investigación diagnóstica se desarrolla un análisis en torno a las asignaciones presupuestales referentes al gasto público social durante el gobierno del presidente Uribe Vélez y como dichas asignaciones incidieron en las condiciones y la calidad de vida de la población colombiana. Finalmente, el autor de esta investigación propone una alternativa de solución al problema planteado presentando algunos nuevos parámetros para que la asignación del GPS cumpla con los objetivos propuestos de eficacia y eficiencia.

Este artículo plantea que los TLC se inscriben dentro de una lógica de profundización de la globalización económica y del pensamiento neoliberal, en donde los mercados abiertos, el desmantelamiento del Estado y la reducción del gasto público, entre otras, son las condiciones necesarias para dicha profundización. De acuerdo con el autor los TLC son otra de las estrategias de Estados Unidos frente a la arremetida de los bloques económicos como la Unión Europea y a la lentitud de las negociaciones en la OMC, por lo tanto este tipo de acuerdos solo reedita la misma lógica neo liberal e implica un sometimiento a la geopolítica de Estados Unidos.
