Cette étude se fonde sur des recherches ethnographiques menées autour de la mise en oeuvre d'une politique publique de gestion de la nature à Tobré, une région baatonu au Bénin. L'étude se place dans une dynamique d'appropriation des ressources naturelles en rapport avec l'entrée en jeu de multiples acteurs publics et privés dans l'arène locale de gestion de la nature. En effet, ces acteurs ont acquis ces dernières années de l'expérience et de l'efficacité à la faveur des changements institutionnels et politiques et s'incluent davantage dans le processus de décision au point de suppléer l'Etat dans les actions qui étaient ses prérogatives. L'étude met en lumière les rapports de conflits, de compétitions, de concurrence ou de compromis autour des enjeux sociaux, politiques et économiques de protection de la nature. Elle décrit et analyse les formes d'interactions entre les différents acteurs individuels, collectifs et institutionnels, afin de voir en quoi ces interactions participent du processus de mobilisation d'acteurs locaux et de confrontation de vision, qui finalement définit et oriente les politiques locales de protection de la nature. Pour atteindre cet objectif, l'étude mobilise des apports théoriques de plusieurs disciplines, notamment de la socio- anthropologie du développement, de l'histoire et de la sociologie politique. Elle repose également sur des données empiriques collectées à partir d'une combinaison d'outils techniques, des entretiens et des observations jusqu'au dépouillement de presse et des études de cas. Les principaux résultats montrent que les acteurs locaux, particulièrement les comités de gestion sont parvenus à inscrire la gestion des ressources naturelles dans l'espace public à travers les débats dans les médias, les forums, les marches de protestation, etc. De fait, ils ont été capables d'influer sur le processus de définition et de mise en oeuvre des politiques locales de protection de la nature et donc de reconfigurer l'arène locale de gestion des ressources naturelles. Ce qui amène l'Etat et ses services déconcentrés, en premier lieu les services des Eaux et Forêts et la mairie à pactiser avec ces différents comités, sans pour autant perdre de leur notoriété. Au contraire, ils participent de la gouvernance de l'ensemble des actions et permettent de mettre en place des formes de gestion négociée. - This is an ethnographic research on the implementation of a public policy for the management of natural resources in Tobre, a baatonu village in Benin. The study focuses on the dynamic of natural resources ownership in a context of multiple stakeholders in the public and private sectors. In recent years, these stakeholders have become more experienced and efficient as a result of several institutional and policy changes. The stakeholders are more involved in the decision making process to the point that they can complement the role of the State in natural resources management. This study highlights the conflicts, competition, or compromise associated with the social, political and economic constraints of nature conservation. The interactions between individual, collective and institutional stakeholders were analyzed, to understand their role in the process of mobilizing local stakeholders and confronting their visions. This process ultimately defines and guides local policies on the management of nature. To achieve this goal, this study combined theoretical approaches from developmental socio-anthropology, history and political sociology with empirical data collected using interviews, observations, newspapers analysis and case studies. The results show that local stakeholders, particularly the management committees, were successful at introducing the need for sustainable natural resource management in the mainstream public discourse through the media, forums, and demonstrations. They were able to influence the process of identifying and implementing local policies on nature conservancy. This has encouraged the State, through its forestry services, and the district mayors to collaborate with these committees in the shared governance of natural resources.

Amb l’avinentesa que l’any 2006 coincideix amb el setantè aniversari de l’inici de la Guerra Civil espanyola, aquest article analitza l’Ajuntament de Vic en el període bèl·lic a partir de les actes municipals. Tenint en compte les limitacions de la documentació oficial, l’article tracta sobre el context polític de la ciutat i la seva evolució, l’actuació municipal i, finalment, les conseqüències personals que va tenir per als tres alcaldes que va tenir Vic en aquells anys.

The subnational debt in Brazil was marked by successive bailouts by the federal government. The path of subnational debt induced some locals and state authorities to claim for further renegotiations. More specifically, some governors and mayors demanded a revision of the refinancing contracts. This article intends to present arguments sustained by simulations of the evolution of the path of the subnational debt, denying the necessity of changes in legal framework, which rules the state debt. The first section consists of a brief overview. The following section treats the institutional framework designed to safeguard the fiscal intertemporal balance. In the third section, the implications of new institutional framework on the subnational debt are approached; in the fourth, the possible causes that distorted the expected path of the debt are discussed. The fifth section analyses the future perspectives for the debt in general terms and focuses some specific cases, while the sixth section discusses the problem under a federal optics. Finally, the conclusion is presented.

The effect of reelection intention on public health expenditures: An analysis based on reputation models. The political model of reputational-building argues that if the incumbent politician aspires to be reassigned, he/she must act in the voters' interest to obtain their approval and consequently their votes. Considering that voters are sensitive to public health expenditures, we check how reputational incentives shift municipal spending patterns in electoral years. The empirical tests for 3.004 Brazilian municipalities show an increase of health expenditures in those cities in which incumbents are trying to maintain their jobs. In addition, we find an increment in health expenditures where mayors forfeit their chance of being reelected to the benefit of a party mate.

Frank C. (Case) McCordick (1873-1946) was the son of William Henry (1849-1930) and Emily D. Howell (1851-1927) McCordick. William H. McCordick was in the coal business. The McCordick family included Frank Case, Mabel Gertrude, Ethel Howell and Arthur Stanley. Frank C. McCordick was educated in St. Catharines, and worked with his father in the coal business and eventually opened up a leather tanning operation. McCordick was active in the Lincoln Regiment and in 1906 was promoted to captain and in command of Company A, 19th Regiment. He was promoted to major and at the outbreak of war he was sent overseas as a commander of the 35th Battalion of the Canadian Expeditionary Forces (CEF). Upon arrival in France he was made officer commanding the 15th Battalion, King’s Own Yorkshire Light Infantry (KOYLI). After the war and his return to Canada he continued to play an active role in the local military units in the area as well as in Hamilton. After his retirement from the military in 1927 McCordick served as alderman and then mayor of St. Catharines from 1930 to 1931. He was a member of a large number of civic clubs, including St. Catharines Chamber of Commerce, Y.M.C.A., Lion’s Club, St. Catharines Golf Club, Detroit Boat Club, the St Catharines Club, as well as a member of several Masonic lodges. He continued to operate McCordick Tannery and other local investments. In 1903 Frank C. McCordick married May Beatrice Simson, daughter of Thomas E. Simson of Thorold. They had three children, E. (Edward) Frank McCordick, Bruce McCordick and (Margaret) Doris McCordick (m. Hubert Grigaut, d. 1977). The McCordick family resided at 82 Yates Street, near Adams Street. May Simson McCordick (b. 1873) was the daughter of Thomas Edward (1836-1908) and Julia Headlam (1844-1887) Simson of Thorold. Her siblings included: Edward, Frances, John, Augusta, Georgia and Gertrude. E. (Edward) Frank McCordick (1904-1980) was born in St. Catharines, Ont., attended Lake Lodge School in Grimsby, Ridley College in St. Catharines, Beechmont Preparatory School in England, Upper Canada College in Toronto and graduated from Royal Military College in Kingston, Ont. in 1925. Upon graduation he was made a lieutenant in the 10th (St. Catharines) Field Battery. In 1929 he married Helen Stanley Smith, daughter of Stanley George and Mary Walker Smith of St. Catharines. Col. McCordick, now promoted to Major, played an active role in the 10th (St. Catharines) Field Battery, being officer commanding the battery. In late 1939 McCordick headed to England for artillery tactical training and on December 6, 1939 the battery began the long trek overseas. McCordick saw action in Italy and in Holland. Upon his return to Canada at the end of the war he was the Liberal candidate in the federal election for Lincoln County. He remained active in the local military serving as honorary lieutenant-colonel of the 56th Field Regiment (ARCA) and in 1976 as the honorary colonel of the regiment. Col. McCordick held the Efficiency Decoration, the Order of the British Empire, granted in 1945 and was made an officer in the Order of St. John in 1978. He continued to serve his community in various capacities, including the Unemployment Insurance Canada Board, Royal Trust Company and the St. John Ambulance Society. He remained an active member of the alumni of Royal Military College, editing and compiling a newsletter and organizing reunion weekends. He kept in close contact with many of his classmates. Helen Stanley Smith McCordick lived in St. Catharines, Ont., attended Robertson School, and graduated from the University of Toronto in 1926 with a Bachelor of Arts degree in Modern Languages. During the war years (1939-1945) Helen was active in the Transport division of the local branch of the Canadian Red Cross and the Women’s Auxiliary of the 10th Field Battery. In 1932 E. Frank and Helen McCordick welcomed their only child, (Catharine) Anne McCordick. Helen continued to play an active role in her community until her passing in 1997. Stanley George Smith (1865-1960) was born in St. Catharines, Ont., the only child of William Smith (d. June 16, 1876) a native of Edinburgh, Scotland and his wife Hannah Louisa Maria Bulkeley a native of Fairfield, Connecticut. Stanley George Smith married Mary Walker of Guelph, Ont.(d. 1956) Mary was the daughter of Hugh and Elizabeth (d. 1924) Walker. Her siblings included Margaret, Agnes, Jessie, Isabella, Lorne, Ada, Alice, Eva, Alexander and George. Hugh Walker was a prominent fruit and vegetable merchant in Guelph. On 1904 their only child, Helen Stanley Smith was born. He was a post office clerk, and the treasurer for the James D. Tait Co. Ltd., a clothing and dry goods retailer in St. Catharines. The family lived at 39 Church Street in St. Catharines, Ont.

Henry Haight Collier, was born in Howard, Steuben County, N. Y., November 28, 1818. His father, Richard Collier, was from Green County, in the same State. His grandfather, Isaac Collier, and his great-grandfather were originally from England. His mother, Mary Haight, was of Dutch origin. In 1835, Henry went to St. Catharines, where his elder brother, Richard Collier, resided. He spent two years at Grantham Academy, and then returned to Steuben County, to read law in Bath, with Edward Howell, and subsequently with Hammond and Campbell. Mr. Collier never opened a law office. He studied law for two years and in 1839 he went to Texas where he was connected with the State and Treasury Departments. In 1845 Mr. Collier returned to St. Catharines and opened a general store called St. Catharines Agricultural Works with his brother. The store remained open until May, 1877. He added the manufacturing of lumber in 1850, and manufacturing of agricultural implements in 1869. He built one of the first saw mills on the canal, on Lock No. 5, in St. Catharines. In July, 1877, he was appointed Collector of Customs. He became a Village Councilor for St. Paul’s Ward in 1859, and held that office from fifteen to twenty years. He was Deputy Reeve and member of the County Council for two terms. He was the Mayor of St. Catharines in 1872 and 1873. He was also Chairman of the Board of Water Commissioners of the city, during the time that the works were being built. He was a Justice of the Peace for twenty years or more. Mr. Collier was affiliated with the Reform Party and he was a Knight Templar in the Masonic fraternity and an Odd Fellow. He was also active in the Methodist Church. On June 1, 1858, he married Cornelia, daughter of Moses Cook, of "Westchester Place," St. Catharines, and had a daughter and son. Mary J. (married name: Mrs. Frank Camp) was a graduate of the Female Seminary at Hamilton, and Henry Herbert was a student in the University of Toronto. Henry H. A News Release draft to be sent to "100 newspapers, radio and television stations (virtually all those with offices within 20 miles of the Lakes), make them available to the Press Gallery, special interest groups, trade publication and Mayors etc. of Great Lake-side communities". The release discusses the need for an upgrade to "the 1972 Canada-U.S. Great Lakes Water Quality agreement". Within the document, O'Sullivan is quoted that the agreement "should be upgraded to become a treaty with the United States, so that after all the effort which has already been put into tyring to clean up the Great Lakes we the provision which provides for cancellation by either party giving twelve months (notice) to do so". The total report is 61 pages in length.

The organization gave charitable aid to soldiers and it assisted the dependents of deceased soldiers. The federation of women was formed to promote patriotism, loyalty and service to others. The mayors of Canada’s major cities were urged to call together the prominent women of their communities to join in this endeavor. In 1979, the name I.O.D.E was officially adopted. The organization is federally chartered not-for-profit. The focus is on improving the quality of life for children, youth and the underprivileged through educational, social service and citizenship programs. The membership list for this chapter lists 1917 as the beginning date and 1994 as the end date. The Niagara Rangers Chapter was located in Niagara Falls, Ontario.

The Colonel Kerby Chapter of Fort Erie, Ontario began on August 19, 1914 under the direction of Captain the Reverend A.C. Mackintosh. The chapter was named after Colonel James Kerby who was a legislator and a soldier. This chapter worked during two world wars raising large sums of money for war work, the community, health and education. In 1931, this chapter created the Douglas Memorial I.O.D.E. Hospital Fund to assist needy veterans. Other fundraisers included: their Salvage Shop, card parties and the Margaret Graham Memorial which raised funds for the Canadian Institute for the Blind. In June of 1989 the last meeting of the chapter took place.

Le présent travail de recherche se propose d’analyser les dispositifs de gouvernance nodale de la sécurité locale en France, alors que le paradigme a vu le jour et s’est développé dans les pays anglo-saxons fortement décentralisés. C’est qu’en France les dispositifs de gouvernance nodale s’apparentent bien plus à un dialogue entre central et local qu’entre secteur public et privé. La recherche identifie ainsi les caractéristiques de la gouvernance nodale au cœur des dispositifs partenariaux de la sécurité locale, supportés par le Contrat Local de Sécurité (CLS), le Conseil Local de Sécurité et de Prévention de la Délinquance (CLSPD) ou encore le Groupe Local de Traitement de la Délinquance (GLTD). La recherche identifie ainsi les stratégies de décentrage de l’État et de transfert de la production de sécurité vers une diversité d’acteurs locaux, dont les maires et les services municipaux. Une diversité de politiques publiques locales de sécurité de pertinences différentes voit alors le jour. Le premier enseignement de cette recherche est l’importance du rôle joué par le node super-structurel, que nous appelons super-node et qui regroupe le maire ou l’élu local à la sécurité, le responsable de la police d’État, celui de la police municipale et le représentant de l’État. Il apparaît que dans le dispositif de gouvernance nodale, ce groupe informel génère la dynamique collective qui permet de regrouper, tant les producteurs que les consommateurs de sécurité locale gravitant au sein du réseau local de sécurité. La quarantaine d’entrevues qualitatives permet également d’identifier que la Justice, productrice de sécurité comme peut l’être aussi la sécurité privée ou la médiation sociale, apparaît plus distante que ce que pouvait laisser penser l’étude des textes réglementaires organisant le partenariat. Les bailleurs sociaux, les transporteurs et l’Éducation nationale apparaissent clairement comme des acteurs importants, mais périphériques de sécurité, en intégrant cette « famille élargie » de la sécurité locale. Le deuxième enseignement est relatif au fonctionnement même du dispositif nodal ainsi que du super-node, la recherche permettant d’identifier les ressources mutualisées par l’ensemble des nodes. Cela permet également d’identifier les mécanismes de répartition des tâches entre les différents acteurs et plus particulièrement entre les deux organisations policières d’État et municipale, travaillant autant en compétition, qu’en complémentarité. Cette recherche explore également le rôle joué par l’information dans le fonctionnement du super-node ainsi que l’importance de la confiance dans les relations interpersonnelles des représentants des nodes au sein du super-node. Enfin, l’étude permet également de mettre en perspective les limites du dispositif actuel de gouvernance nodale : le défaut avéré d’outils performants permettant d’informer convenablement le super-node quant aux phénomènes de violence ainsi que d’évaluer l’efficience du dispositif. Cela permet également de questionner l’autonomie des dispositifs de gouvernance nodale, la confiance pouvant ouvrir à la déviance et la collégialité au défaut de la traçabilité de la responsabilité. La fracture avec la société civile apparaît clairement et ne facilite pas le contrôle sur un mode de production de sécurité qui se développe en parallèle des dispositifs traditionnels de démocratie locale.

El diseño y la ejecución de las políticas públicas es una de las actividades fundamentales del Estado y es la forma en la que éste ofrece soluciones para suplir necesidades más apremiantes de la sociedad. La formulación y la ejecución de las políticas públicas también dan cuenta de las relaciones entre los gobiernos y la comunidad, y los niveles de legitimidad y gobernabilidad que tienen el Estado en un territorio determinado. La estructura político-administrativa de Bogotá, como Distrito Capital, es muy diferente a la de los demás municipios y departamentos del Colombia, pues desde 1991 se ha desarrollado un proceso de descentralización interna de la ciudad para acercar más al gobierno distrital con la comunidad y permitir la participación activa de los ciudadanos en la construcción de las soluciones a las necesidades de su entorno más cercano, las Localidades. En la primera década de desarrollo de este proceso interno de descentralización, tres administraciones afrontaron el reto de profundizar dicho proceso (Jaime Castro 1992-1994, Antanas Mockus – Paul Bromberg 1995-1997 y Enrique Peñalosa 1998-2000), que estaría enmarcado en el Estatuto Orgánico de Bogotá (Decreto-Ley 1421 de 1993). De estas tres primeras administraciones que se enfrentaron a la figura novedosa en el país de la descentralización al interior de un ente descentralizado como el Distrito Capital, la administración de Enrique Peñalosa adoptó políticas que disminuían la relativa autonomía que habían logrado las Localidades y planteó un modelo de recentralización que transformaba la relación entre los gobiernos locales, el gobierno central distrital y la ciudadanía.

Este Trabajo de Grado se refiere al análisis de los alcances y limitaciones de una de las políticas públicas más interesantes que ha adelantado las autoridades de Bogotá en materia de convivencia ciudadana: El Programa Goles en Paz durante el periodo 1999-2011. Dicha política pública fue creada en la administración de Enrique Peñalosa, luego en la Alcaldía de Antanas Mockus se le dio continuidad al proceso y en las Alcaldías de Luis Eduardo Garzón y Samuel Moreno se fortaleció el proceso que se había iniciado en el año de 1999. Hay que tener en cuenta que Goles en Paz es una política pública Distrital que le apuesta a la convivencia y la seguridad ciudadana, dentro y fuera de los estadios, en las localidades y los barrios de Bogotá y precisamente a lo largo de este documento se pretende realizar un recuento de los principales alcances y limitaciones que ha tenido el Programa en estos doce años de estudio. Para esto el trabajo de grado cuenta con tres capítulos. En el primero se da a conocer y se analiza el fenómeno de las barras bravas en la ciudad. En el segundo capítulo se define qué es una política pública y se reconoce los elementos de dicha definición en el Programa Goles en Paz. Finalmente, en el tercer capítulo se concretan los alcances y limitaciones que ha venido presentando Goles en Paz durante estos doce años de estudio.
