Las nuevas Tecnologías de la Información y la Comunicación han emergido en los últimos años como el principal cambio en la conformación de redes de acción colectiva y en la mutación de los canales que sustentan el debate público. En este ámbito, la reciente aparición de plataformas virtuales para la deliberación ha contribuido a transformar profundamente la naturaleza de la acción participativa, tanto en su concepción expresiva como instrumental. Dichas nuevas herramientas se caracterizan esencialmente por proporcionar un soporte que aúna la posibilidad del debate plural en torno a asuntos políticos y cambio social, y a la vez integra en él (en grados muy diversos como se comprobará) la toma de decisiones como fruto de la deliberación colectiva. Estas propiedades les dotan de una naturaleza que no es asimilable a aplicaciones virtuales de comunicación política netamente discursivas, y perfilan un objetivo expreso de simular las características propias de un ágora presencial, ofreciendo un incentivo participativo a través de su intento por solventar las limitaciones y condicionantes espacio-temporales o de amplitud poblacional propios de la interacción comunicativa tradicional. La integración del componente expresivo e instrumental de la participación ciudadana que abordan este tipo de plataformas y aplicaciones, plantea sin duda un reto en el ya amplio debate académico en torno al alcance real de Internet como esfera significativa para conformación de voluntad colectiva y cambio político, que hasta ahora quedaba escindido entre escépticos y partidarios. La propuesta se articula a partir de la exploración y análisis comparativo de las principales plataformas y aplicaciones virtuales en español para la deliberación y la toma de decisiones colectivas. A efectos de análisis se establecen criterios evaluativos combinando las propuestas dimensionales desarrolladas por Coleman y Gøtze (2001) y Dahlgren (2005) para cuestiones relativas a Internet, comunicación y deliberación política, con especial énfasis en el análisis diferencial de las capacidades estructurales e interactivas de cada una de las herramientas.

Esta dissertação aborda aspectos das práticas comunicacionais no contexto da comunicação de saúde. Como foco, os discursos instaurados nos Portais Nacionais das Sociedades Científicas Cardiol e Diabetes . O recorte temporal centrou-se no período de 1º de setembro a 1º de dezembro de 2008. A metodologia empregada é a qualitativa e deve-se, preferencialmente, ater ao texto, ao conteúdo latente (insinuado) e à linguagem manifesta. Verifica-se, também, a apresentação do layout e alguns tópicos de avaliação da usabilidade das páginas. O estudo é fundamentado na perspectiva da Análise de Discurso francesa (AD). Outras abordagens teóricas interdisciplinares também compõem as reflexões. Observa-se que a proposta de inserção de um discurso de prevenção de doenças e promoção de saúde, em seu sentido mais amplo, e nas atuais discussões, parece promissora para a descrição dessas representações nos diversos estágios de desenvolvimento humano e sociocultural. Há indícios de que a promoção da saúde amplia seu escopo e passa a relacionar vida, saúde, solidariedade, equidade, democracia, cidadania, desenvolvimento, participação e intenção de parceria com todos os indivíduos e segmentos. Os exemplares analisados indicam que nos enunciados, compreendidos como unidades reais da comunicação discursiva, os editores falam pelo especialista caracterizando, assim, também, como gênero científico.(AU)

Optimizing paths on networks is crucial for many applications, ranging from subway traffic to Internet communication. Because global path optimization that takes account of all path choices simultaneously is computationally hard, most existing routing algorithms optimize paths individually, thus providing suboptimal solutions. We use the physics of interacting polymers and disordered systems to analyze macroscopic properties of generic path optimization problems and derive a simple, principled, generic, and distributed routing algorithm capable of considering all individual path choices simultaneously. We demonstrate the efficacy of the algorithm by applying it to: (i) random graphs resembling Internet overlay networks, (ii) travel on the London Underground network based on Oyster card data, and (iii ) the global airport network. Analytically derived macroscopic properties give rise to insightful new routing phenomena, including phase transitions and scaling laws, that facilitate better understanding of the appropriate operational regimes and their limitations, which are difficult to obtain otherwise.

El objetivo de este trabajo es contribuir al estudio del campo de la comunicación en movimientos sociales de la era de la Web social. La investigación plantea como hipótesis que han aparecido nuevas estrategias comunicativas en los “cibermovimientos sociales” para influir en el cambio social. Propone una clasificación en la que se distinguen transformaciones en el ámbito de la comunicación interpersonal (las redes informales) y la comunicación pública (los repertorios de acción colectiva). Los resultados se apoyan en una exhaustiva revisión bibliográfica y en la observación directa virtual, especialmente de los movimientos sociales de indignación global de 2011.

Interactive health communication using Internet technologies is expanding the range and flexibility of intervention and teaching options available in preventive medicine and the health sciences. Advantages of interactive health communication include the enhanced convenience, novelty, and appeal of computer-mediated communication; its flexibility and interactivity; and automated processing. We outline some of these fundamental aspects of computer-mediated communication as it applies to preventive medicine. Further, a number of key pathways of information technology evolution are creating new opportunities for the delivery of professional education in preventive medicine and other health domains, as well as for delivering automated, self-instructional health behavior-change programs through the Internet. We briefly describe several of these key evolutionary pathways, We describe some examples from work we have done in Australia. These demonstrate how we have creatively responded to the challenges of these new information environments, and how they may be pursued in the education of preventive medicine and other health care practitioners and in the development and delivery of health behavior change programs through the Internet. Innovative and thoughtful applications of this new technology can increase the consistency, reliability, and quality of information delivered.

Élaborée à partir d’une étude de cas extensive focalisant sur les perspectives multiples et concurrentes ayant émergé lors des négociations sur la gouvernance de l’Internet, thématique ayant dominé l’agenda politique du Sommet mondial sur la société de l’information (SMSI), cette thèse examine les manières avec lesquelles les débats mondiaux sur la gouvernance de l’Internet influencent la notion d’intérêt public en communication. Établie sur la base d’une observation participante extensive, d’entrevues semi-structurées et de l’analyse d’une documentation formelle et informelle associée au SMSI, cette thèse fait état de l’émergence des enjeux associés à la gouvernance de l’Internet au SMSI et présente une analyse approfondie des négociations ayant porté sur cet enjeu. Le cadre théorique développé par Lawrence Lessig au travers duquel « le code est la loi » est appliqué afin d’expliquer comment les différents acteurs ont débattu et ultimement atteint un consensus sur les frontières venant séparer les enjeux normatifs de politique publique et les questions techniques de régulation et de gestion du réseau. Cette thèse discute également de l’évolution des débats autour de la gouvernance mondiale de l’Internet ayant pris place à la suite de la conclusion du SMSI. Sur la base de cette étude de cas, un ensemble de conclusions sont formulées sur les acteurs et les caractéristiques institutionnelles ayant influencé les négociations sur la gouvernance de l’internet. Il est également suggéré que le SMSI a redéfini une discussion étroite sur la gestion d’un ensemble de fonctions techniques de l’Internet en un domaine de politique publique plus large de gouvernance mondiale de l’Internet. Il est également défendu que la notion d’intérêt public dans la gouvernance mondiale de l’Internet est conceptualisée autour des processus de participation et d’intégration des différentes parties prenantes au processus politique. Les implications directes et indirectes qui découlent de ce constat pour comprendre plus largement la notion d’intérêt public dans le domaine de la communication sont également présentées et discutées. En conclusion, cette thèse s’interroge sur les implications programmatiques des éléments ayant été précédemment soulevées pour la recherche médiatique et communicationnelle.

Computer and telecommunication networks are changing the world dramatically and will continue to do so in the foreseeable future. The Internet, primarily based on packet switches, provides very flexible data services such as e-mail and access to the World Wide Web. The Internet is a variable-delay, variable- bandwidth network that provides no guarantee on quality of service (QoS) in its initial phase. New services are being added to the pure data delivery framework of yesterday. Such high demands on capacity could lead to a “bandwidth crunch” at the core wide-area network, resulting in degradation of service quality. Fortunately, technological innovations have emerged which can provide relief to the end user to overcome the Internet’s well-known delay and bandwidth limitations. At the physical layer, a major overhaul of existing networks has been envisaged from electronic media (e.g., twisted pair and cable) to optical fibers - in wide-area, metropolitan-area, and even local-area settings. In order to exploit the immense bandwidth potential of optical fiber, interesting multiplexing techniques have been developed over the years.

National and international studies demonstrate that the number of teenagers using the inter-net increases. But even though they actually do have access from different places to the in-formation and communication pool of the internet, there is evidence that the ways in which teenagers use the net - regarding the scope and frequency in which services are used as well as the preferences for different contents of these services - differ significantly in relation to socio-economic status, education, and gender. The results of the regarding empirical studies may be summarised as such: teenager with low (formal ) education especially use internet services embracing 'entertainment, play and fun' while higher educated teenagers (also) prefer intellectually more demanding and particularly services supplying a greater variety of communicative and informative activities. More generally, pedagogical and sociological studies investigating "digital divide" in a dif-ferentiated and sophisticated way - i.e. not only in terms of differences between those who do have access to the Internet and those who do not - suggest that the internet is no space beyond 'social reality' (e.g. DiMaggio & Hargittai 2001, 2003; Vogelgesang, 2002; Welling, 2003). Different modes of utilisation, that structure the internet as a social space are primarily a specific contextualisation of the latter - and thus, the opportunities and constraints in virtual world of the internet are not less than those in the 'real world' related to unequal distribu-tions of material, social and cultural resources as well as social embeddings of the actors involved. This fact of inequality is also true regarding the outcomes of using the internet. Empirical and theoretical results concerning forms and processes of networking and commu-nity building - i.e. sociability in the internet, as well as the social embeddings of the users which are mediated through the internet - suggest that net based communication and infor-mation processes may entail the resource 'social support'. Thus, with reference to social work and the task of compensating the reproduction of social disadvantages - whether they are medial or not - the ways in which teenagers get access to and utilize net based social sup-port are to be analysed.

This brief note announces the publication of a nonmetric cranial trait database as a freely available resource on the Internet at: http://library.queensu.ca/web- doc/ssdc/cntd. The files were constructed in the program Excel, and are available also in comma-delimited format. These one-observer data on 38 traits were recorded in 1963–2003 in skeletal collections curated at many muse- ums. The 8,016 crania represent individuals from a broad geographic and temporal range of recent human popula- tions, with regions best represented being the Arctic and northwestern North America.
