Mikania micrantha (Asteraceae) commonly known as mikania, is a major invasive alien plant (IAP) in the tropical humid agricultural and forest zones of the Asia-Pacific region. This fast-growing Neotropical vine is able to smother plants in agricultural ecosystems, agroforestry and natural habitats, reducing productivity and biodiversity. Fungal pathogens were first investigated for the classical biological control of this weed in 1996. This resulted in the selection and screening of the highly host-specific and damaging rust pathogen, Puccinia spegazzinii (Pucciniales). It was first released in India and China in 2005/6, although it is not believed to have established. Since then, it has been released successfully in Taiwan, Papua New Guinea (PNG), Fiji and most recently Vanuatu. The rust has established and is spreading rapidly after applying lessons learned from the first releases on the best rust pathotype and release strategy. In PNG, direct monitoring of vegetation change has demonstrated that the rust is having a significant impact on M. micrantha, with no unpredicted non-target impacts. Despite this, the authorities in many countries where mikania is a problem remain cautious about releasing the rust. In Western Samoa, introduction of the rust was not pursued because of a conflict of interest, and the perception that mikania suppresses even worse weeds. For some, ‘pathophobia’ is still a major obstacle. In Indonesia, where insects for weed CBC have been introduced, pathogens will currently not be considered. In other countries such as Bhutan and Myanmar, there are no baseline data on the presence and impact of IAPs and, with no history of CBC, no institutional framework for implementing this approach. Malaysia has a well-developed framework, but capacity needs to be built in the country. Overall, it remains critical to have champions at decision making levels. Hence, even with an effective ‘off-the-shelf’ agent available, implementation of mikania CBC still requires significant inputs tailored to the countries’ specific needs.

This paper reports on staff perceptions arising from a review process designed to assist staff in making informed decisions regarding educational design, approaches to engage students in learning, and the technology to support engagement in the classroom and across multiple locations and delivery modes. The aim of the review process was to transform the level of student engagement in the business faculty of an Australian university. The process took a collaborative approach through consultation with academic staff involved in the design and delivery of the units under review, and included targeted professional development as necessary. An institutional framework that characterises engagement indicator contexts and their attributes facilitated dialog during the review process. This paper reports on a mixed method study that included a survey of participants, and purposeful interviews to evaluate the effectiveness of the process. Although the study identified factors that hindered implementation and operationalization of review recommendations in some instances, study participants were generally of the view that recommendations would enhance student engagement. It is demonstrated that the bottom-up approach described in this paper is consistent with theoretical frameworks for transformational change in teaching and learning and the adoption of innovations.

Central and East European countries have faced a difficult process of transition since the dissolution of the Soviet bloc. Ten transition countries (Hungary, Poland, teh Czech Republic, Slovakia, Slovenia, Lithuania, Latvia, Estonia, Bulgaria and Romania have chosen to join the EU and have moulded their transition reforms to ensure the compliance of their legal and institutional framework with EU requirements. The high levels of FDI attracted by the candidate countries for EU membership had been attributed to rapid transition of the countries aiming to join the European Union and the fact that favourable evaluations by EU authorities of the progress made by the candidates had a large impact on improving investor confidence. The aim of this paper is to investigate the reform strategies of the Czech Republic and Slovakia undertaken when the countries were preparing for EU membership and the dynamics of FDI inflows into these economies. Subsequently a comparative analysis of FDI stocks in these countries is conducted. We find that both countries faced similar economic challenges in implementing structural and institutional reforms. In accordance with EU requirements the Czech Republic and Slovakia have perfected their legal and institutional framework, increased the authority of regulatory and supervisory bodies and focused on implementation of new or amended legislation. During the period of the analysis (1998 - 2007) the Czech Republic and Slovakia have attracted increasing amounts of FDI. Comparative analysis in terms of important determinants of FDI reveals further similar features: macroeconomic stability; an open and liberalised market; low labour costs compared to EU-15 and a similar breakdown of FDI inflows by investor country. Consequently, the fact that the Czech Republic received much larger volumes of net FDI inflows could be attributed to the difference in market size between the two states. This conclusion is consistent with previous empirical studies that list market size among the main determinants of FDI. However, when we look at FDI as a percentage of GDP the evidence is more mixed. In 2004 - 2007, Slovakia has surpassed the Czech Republic twice. Whether this tendency will persist remains to be seen. The analysis in this paper based on empirical data. However, the choice of the method, namely case studies and comparative analysis, means that the conclusions of this study are theoretical and remain to be further tested in quantitative models.

The study scrutinizes the dynamics of the Finnish higher education political system. Dynamics is understood as the regularity of interaction between actors. By actors is meant the central institutions in the system. The theoretical framework of the study draws on earlier research in political science and higher education political studies. The theoretical model for analysis is built on agenda-setting theories. The theoretical model separates two dimensions of dynamics, namely the political situation and political possibilities. A political situation can be either favourable or contradictory to change. If the institutional framework within the higher education system is not compatible with the external factors of the system, the political situation is contradictory to change. To change the situation into a favourable one, one needs either to change the institutional structure or wait for external factors to change. Then again, the political possibilities can be either settled or politicized. Politicization means that new possibilities for action are found. Settled possibilities refer to routine actions performed according to old practices. The research tasks based on the theoretical model are: 1. To empirically analyse the political situation and the possibilities from the actors point of view. 2. To theoretically construct and empirically test a model for analysis of dynamics in the Finnish higher education politics. The research material consists of 25 thematic interviews with key persons in the higher education political system in 2008. In addition, there are also documents from different actors since the 1980s and statistical data. The material is analysed in four phases. In the first phase the emphasis is on trying to understand the interviewees and actors points of view. In the second phase the different types of research material are related to each other. In the third phase the findings are related to the theoretical model, which is constructed over the course of the analysis. In the fourth phase the interpretation is tested. The research distinguishes three historical periods in the Finnish higher education system and focuses on the last one. This is the era of the complex system beginning in the 1980s 1990s. Based on the interviews, four policy threads are identified and analysed in their historical context. Each of the policy threads represents one of the four possible dynamics identified in the theoretical model. The research policy thread functions according to reform dynamics. A coalition of innovation politics is able to use the politicized possibilities due to the political situation created by the conception of the national innovation system. The regional policy thread is in a gridlock dynamics. The combination of a political system based on provincial representation, a regional higher education institutional framework and outside pressure to streamline the higher education structure created a contradictory political situation. Because of this situation, the politicized possibilities in the so-called "regional development plan" do not have much effect. In the international policy thread, a consensual change dynamics is found. Through changes in the institutional framework, the higher education political system is moulded into a favourable situation. However, the possibilities are settled: a pragmatic national gaze prevailed. A dynamics of friction is found in the governance policy thread. A political situation where political-strategic and budgetary decision-making are separated is not favourable for change. In addition, as governance policy functions according to settled possibilities, the situation seems unchangeable. There are five central findings. First, the dynamics are different depending on the policy thread under scrutiny. Second, the settled possibilities in a policy thread seemed to influence other threads the most. Third, dynamics are much related to changes external to the higher education political system, the changing positions of the actors in different policy threads and the unexpected nature of the dynamics. Fourth, it is fruitful to analyse the dynamics with the theoretical model. Fifth, but only hypothetically and thus left for further research, it seems that the Finnish higher education politics is reactive and weak at politicization.

While previous research has helped to improve our understanding of corporate governance and boards of directors, less is known about the factors that affect boards’ tasks and roles and directors’ motivation and engagement. This requires knowledge of how board decisions are being made and the internal and external factors that affect the decision-making process. Large inferential leaps have been made from board demographics to firm performance with equivocal results. This thesis concentrates on how the institutional, behavioral and social identification factors impact the enactment of board roles and tasks. Data used in this thesis were collected in 2009 through a mailed survey to Finnish large and middle-sized corporations. The findings suggest that firstly, the national context of an organization is reflected in board roles and shapes how and for what reasons the board roles are carried out; secondly, the directors’ human and external social capital invariably impacts their engagement in board tasks and that conflicts among directors moderate those relationships; finally, directors’ identification with the organization, its shareholders and its customers affect the directors’ involvement in board tasks. By addressing the impact of organisational context, board-internal behaviour and social identification of board members on board roles and tasks, this thesis firstly complements the shareholder supremacy view as the only reason for the board’s involvement with specific tasks; secondly questions the existence of the board as separate from its institutional context; and thirdly questions the view that a board is a ‘black box’, subject to a selection of input demographic variables and producing quantifiable results. The thesis demonstrates that boards are complex organisational bodies, which involve much interaction among board members. Director behaviour and its influence on board decision making is an important determinant of board tasks and boards are likely subjected to inter-group tensions and are susceptible to the influence of internal and external social forces.

Factors influencing the effectiveness of democratic institutions and to that effect processes involved at the local governance level have been the interest in the literature, given the presence of various advocacies and networks that are context-specific. This paper is motivated to understand the adaptability issues related to governance given these complexities through a comparative analysis of diversified regions. We adopted a two-stage clustering along with regression methodology for this purpose. The results show that the formation of advocacies and networks depends on the context and institutional framework. The paper concludes by exploring different strategies and dynamics involved in network governance and insists on the importance of governing the networks for structural reformation through regional policy making.

Resumen: A partir de la crisis financiera y económica internacional, ha caido la visión del mundo unipolar (basada en la interpretación extrema del libre mercado) para dar lugar al retorno de la intervención del Estado en la economía, en un mundo multipolar en donde se da la competencia de modelos nacionales o socio-culturales de capitalismo. Este trabajo analiza los límites que presenta este sistema de capitalismo estado, y lo contrasta con La Economía Social de Mercado como sistema de ordenamiento de la economía. Este es un sistema que requiere la presencia de un marco institucional sólido que la regule y está focalizado en la equidad y la autosuperación de las personas. Se busca así analizar el funcionamiento de estos sistemas en el marco que les dio origen y analizar su efectividad y su crecimiento en el mundo en los últimos años. Finalmente, se emplea el análisis de estas teorías para el caso latinoamericano.

This study on marine protected areas (MPAs) in India analyzes the legal and institutional framework for their establishment, and uses two case studies – the Gulf of Mannar National Park and Biosphere Reserve, and the Malvan (Marine) Wildlife Sanctuary – to document and understand the experiences and views of local communities, particularly fishing communities, with respect to the various aspects of design and implementation of protected areas. Stressing the need for fishing communities to be equal partners in all aspects of MPA design, implementation and monitoring, the study concludes with specific recommendations. (68 pp.)

Technology generation and dissemination are important components of rural transformation programmes. Nigerian fisheries sub-sector is still hampered by low productivity (especially in aquaculture) and low output (capture fisheries and post-harvest technologies). Research institutions and the Universities have made efforts in developing improved technologies to find solution to these problems, yet the level of adoption of the technologies remain low. This is due to a combination of various factors among which are faulty agricultural policies; institutional framework and unfavourable socio-economic environment. Niger State plays an important role in production in Nigeria and host the only research institute with the mandate in inland fisheries. It is important therefore to know the effectiveness of various extension approaches used in disseminating the technologies developed and their impact on adopters. Forty fishers were randomly selected in Shiroro L.G.A. of the Niger State and interviewed. The study probed into their socio-economic characteristics, traditional practices, extent of awareness and adoption for fisheries technologies and the effectiveness and impact of various approaches used by the extension organizations to disseminate the technologies. The results show that the economically active age group of the fishers was in the range of 20-50 years (87.5%). Males (95%) dominate the fisher population. 47.5% of the respondents have average household size of 6-10 and 57.5% were below primary school in educational attainment. Only 57.5% belonged to cooperative societies, while 90.0% of the fishers have no access to credit other than personal finance. Majority of fish-farmers (60%) operate at homestead level with pond size less than 50 square meter, stock under polyculture fishing methods are at subsistence level, while 67.5% of processors use mud-oven to cure, by smoking, freshly caught fish. Disseminated aquaculture technologies have low level of awareness (5-20%) and adoption (2.5-22.5%). For capture fisheries and post-harvest technologies awareness levels of 47.5-72.5% and adoption levels of 27.5-50.0% were recorded. Method demonstration (87.5%), result demonstration (75.0%) and field days (47.5%) are the major approaches used by the ADP. Respondents were of the opinion that method demonstration (65%), result demonstration (57.5%) and field day (30.0%) are effective. 62.5% of respondents had enhanced income due impact of extension activities

Esta dissertação analisa o Serviço Social no Comando da Aeronáutica COMAER, a partir dos elementos sócio-institucionais, teórico-metodológico e ético-política profissionais na instituição. O interesse em estudar este espaço socioocupacional do assistente social define-se pela necessidade de produção de conhecimento teórico e crítico acerca do trabalho desenvolvido pelo Serviço Social nas esferas militares: um campo de trabalho profissional em crescimento, porém pouco conhecido e debatido no âmbito acadêmico. O COMAER é uma instituição militar, repleta de singularidades, pautada nos princípios de hierarquia e disciplina. Configura-se como um espaço de contradições, correlação de forças e disputas por poder. Porém, é neste terreno contraditório e tenso que o Serviço Social se realiza e se concretiza. Para melhor compreensão acerca desta instituição, torna-se imprescindível a apreensão da realidade concreta, seus limites e possibilidades no movimento real de sua historicidade. Portanto, dedicamos parte deste estudo para desenvolver uma análise institucional. Além da referida análise, o presente estudo reconstrói o processo de implementação do Sistema de Assistência Social no COMAER, situa o trabalho do Serviço Social neste espaço socioocupacional num contexto de reestruturação produtiva, bem como se apropria do debate teórico-metodológico acerca do Projeto Ético Político Profissional para analisar as possibilidades de materialização dos princípios fundamentais do Código de Ética dos Assistentes Sociais no âmbito institucional. Esta dissertação conta também com pesquisa realizada com 24 assistentes sociais civis e militares, através de formulário auto-aplicável, a partir do qual foi possível traçar o perfil das assistentes sociais do COMAER e as condições em que o trabalho profissional se realiza. Ressaltamos o protagonismo do trabalho desenvolvido pelo Serviço Social no COMAER e afirmamos que é possível realizar um trabalho crítico, coerente com os princípios do Código de Ética Profissional e norteados pelo Projeto da Profissão numa instituição militar.

Partindo de uma análise histórica comparativa do tratamento da questão nuclear no Brasil, buscou-se compreender os condicionantes da estrutura normativa constitucional do tema atômico na atual Carta de 1988 para então lançar-se a uma análise crítica do atual quadro institucional, posto que é anterior à Constituição, mas que teria sido pela mesma recepcionado. Após esta análise crítica, tenta-se, no mesmo ambiente, reconstruir uma tessitura mínima para um ramo jurídico da energia nuclear, analisando, juntamente, a natureza das atividades do chamado ciclo nuclear. Enfim, cotejando todos estes dados, procura-se demonstrar que o atual marco legal é, ao menos, desatualizado e não atende a um projeto maior de desenvolvimento e controle das atividades nucleares no Brasil. Insta ainda salientar que, devido à própria natureza de uma tese de doutoramento, fez-se um recorte temático na questão nuclear, propositadamente não se aprofundando na temática referente à responsabilidade civil por dano nuclear, uma vez que já é tema tratado com bastante propriedade por variados escritos e autores.

O objetivo central desta tese foi analisar em que medida, no contexto das décadas de 1990 e 2000, o agronegócio, ao mitigar desajustes nas contas externas e contribuir para o esforço de estabilização dos preços, recebeu incentivos públicos e também benefícios privados, para isso valendo-se da intermediação política de seus representantes em atividade no Congresso Nacional. Inspirada em trabalhos dedicados ao estudo da distribuição de recursos necessários à modernização da produção agrícola, a análise explora explicações possíveis para dados recentes da distribuição do crédito rural subsidiado com base em variáveis de concentração da propriedade de terras e outras, com destaque para aquelas referentes à localização geográfica das propriedades rurais, ao nível educacional dos seus gestores e ao grau de organização dos mesmos. São ainda analisados debates no Congresso que revelam como a escassez de recursos fiscais pode ter acirrado disputas que trouxeram à tona a preocupação diferenciada dos chamados deputados ruralistas com o apoio governamental de que a agricultura empresarial ainda se faz dependente. As mudanças observadas no crédito rural brasileiro desde os anos 1980 revelam uma semitransição no sentido da maior participação de recursos privados e de uma concentração menor de recursos controlados entre grandes produtores. Porém, o processo não eliminou efeitos da capacidade de captação de recursos financeiros de grandes proprietários, que nela parecem ter encontrado compensações em um ambiente hostil criado por políticas de ajuste macroeconômico. Em perspectiva mais ampla, o arcabouço institucional da economia política do agronegócio constitui uma das variáveis básicas para uma caracterização do modus operandi do capitalismo brasileiro. A dependência do setor em relação a recursos controlados e subsidiados pelo Sistema Nacional de Crédito Rural põe em questão a retórica que outrora associava ao Estado apenas as mazelas do da economia e nenhuma de suas virtudes. sendo paradigmático o caso do agronegócio no Brasil, tratado muitas vezes como exemplo de sucesso exclusivo da aliança entre o espírito de empresa do setor privado e as vantagens comparativas do País em termos de recursos naturais. Ao mesmo tempo, a centralidade da intervenção do Estado no desenvolvimento econômico observado no Brasil é o elemento que mais fortemente questiona tentativas de detectar correspondências dominantes com economias liberais tipicamente anglo-saxônicas ou economias tipicamente eurocontinentais.

This paper assesses the costs and benefits of a proposed project for restocking sandfish (Holothuria scabra) in Khanh Hoa Province, Vietnam. It identifies the key stakeholders, institutional framework, management and financing required for its implementation. The recommended management strategy includes a 50 percent harvest at optimum size. Limiting the number of boats fishing an area, possibly through licensing, can control the number of sandfish removed. The easiest way to prevent harvesting of undersized sandfish is to control the size of processed sandfish from processors. The potential benefits of restocking are shown by the rapid changes in selected indicators, particularly the net present value, the internal rate of return, and the benefit-cost ratio. Probability analysis is used to estimate the uncertainties in the project calculations. Based on a conservative estimate, the restocking of sandfish is expected to be profitable, although cost-benefit analyses are sensitive to the survival of restocked sandfish and their progeny, and the number of boats fishing for sandfish in the release area.
