PANA V Evaluation of a Literacy ProjectSUMMARY AND CONCLUSIONSThis evaluation set out to explore the impact of the literacy work carried out through PANA V. It focussed on clarifying effects such as empowerment and poverty reduction in relation to the civil society. Two specific objectives were to evaluate the methodological approach and the didactic materials and to evaluate the sustainability of the project.Although the focus of the evaluation has been PANA V, the project has been evaluated in its context, as one in a series of five projects located in Rwanda ten years after the war and genocide. The conclusion will consider future plans in this field.The evaluator has striven to create a holistic picture of the effects of the project, although the given time for the evaluation was short. Only three weeks were spent in the field study and only ten days in the actual field. Although there were some organisational and logistic problems, as is common when carrying out a study like this in a poor country, many literacy sites were visited and quite many participators were interviewed. The overall impression from the study is overwhelmingly positive. So many people commit themselves in this task of teaching Rwandans reading, writing and numeracy. Despite harsh conditions learners strive to learn and group leaders devote themselves to the task. Many leaders on different levels try their very best to manage their difficult and demanding task. The main objective was to explore the impact of the project on poverty reduction, particularly on empowerment and strategies for everyday life. Women were to be regarded particularly. From the results it is clear that the project has a strong, positive impact both on poverty reduction and empowerment of marginalised groups. Among those who have benefited from the alphabetisation are mainly women. Unfortunately, when it comes to leaders in PANA, who may also be said to have benefited from the project, only a small minority is women. This is something that is recommended that it be reconsidered inside the organisation. As a majority of the targeted learners are women, and as the economic and social situation of women in Rwanda is generally weak, this is a question that I recommend the Pentesostal church and ADEPR to look particularly into. With many women being single breadwinners of their households, it is important that also women get access to positions that may bring benefits of different kind.It is also clear that the project has positive effects for the civil society. In the present situation in Rwanda, during the process of reconciliation and rapid progress, basic education for the poor majority is a democratic issue. In a country with a plethora of internet-cafés in the capital and a small minority that use cars and mobile-telephones to communicate nation-wide, it is of outmost importance that the majority acquires basic education, of which literacy is a central part. To strengthen the civil society in Rwanda literacy is important. One central issue is then that Rwanda develops toward becoming a country where literacy is used for the benefit of the citizens and it is a democratic issue that all citizens get an opportunity to participate. Crucial for this is that strong efforts are put into primary schools nation-wide. Literacy projects for adults, like PANA, may only complement these efforts, but they constitute important and necessary complements. Other relevant ways to promote literacy are campaigns in Radio and TV and through cultural events such as festivals, music and theatre. News papers, magazines and books are natural parts of such campaigns as well as adult education. As stated under the results not much can be said about the didactics in this evaluation. On the whole the methodology and the materials fill their function well and receive a high reputation. As people learn to read and write under very simple conditions, obviously the approach is appropriate. A few suggestions may be given from the study:•Focus groups leaders’ attention on clearness, that they show very clearly what is to be read. Good structuring is probably of great importance for many learners.•Make clear what is tested in the tests and consider the possibility to use a holistic test that would be more congruent with the methodology. The possibility to use only one grade, pass, would enable a more practical test, such as reading a short, relevant text, writing something relevant and solving practical mathematic problems. Avoid tests that demand school knowledge.•Avoid using methaphors such as “fight against illiteracy” and connections between illiteracy/literacy and darkness/light. It is not true that illiteracy causes bad things and that literacy only brings good. •Be prepared that it may be more difficult in the future to achieve the goals as it may be the case that the early learners where the ones who achieved easily. The goal of “literacy in six month” in PANA will probably hold only for some learners but also those who do not manage in six months need literacy skills.A third objective was to secure sustainability. As for sustainability of the project in itself, and of the literacy process, the main conclusion is that there is a good potential. The commitment and devotedness among many involved in PANA proves good. One weakness is individual leaders in ADEPR who do not see this as an important task for the Pentecostal church in Rwanda. Other weaknesses are the unwillingness to mention explicitly the wish, for example among group leaders, to get some kind of incentive and the fear of loosing believers by cooperation with other organisations. A higher degree of transparency in this issue would probably solve some irritations and tensions.As for the sustainability of the literacy skills much may be done to improve. The acquired skills seem to be comparably relevant. The level achieved, and the level tested, may be defined as basic literacy skills, consisting of basic reading, writing and numeracy skills. However, these skills are very restricted and there is a high risk that the skills will decline, which means that there is a high risk that people will forget how to read and write because of lack of exercising. From these conclusions a few suggestions for future development will be given.

O objetivo deste trabalho de conclusão de curso é dialogar com a história e a memória dos teatros Alvorada e Leopoldo Fróes. Ao partir em busca de documentação que fornecesse a trilha deste percurso, procurou-se, inicialmente, a Mitra Arquidiocesana de Niterói, dona do imóvel que, infelizmente, não guarda registros das atividades ali desenvolvidas desde a doação do terreno, em 1947, muito menos dos eventos culturais realizados nas quatro décadas de sua existência. Foi através de Albino Ferreira dos Santos, fundador do teatro Alvorada, que antecede o Leopoldo Fróes, e a partir de suas memórias e farta documentação, que foi iniciada a pesquisa acerca das histórias e das memórias que o Edifício Dom João da Matta guarda. Além da pesquisa em jornais e arquivos públicos e privados da cidade de Niterói, contou-se com o importante depoimento daqueles que direta ou indiretamente viveram essa história. O resultado da pesquisa está em um documentário de 40 minutos - "Sonhos em Cena: histórias e memórias do Leopoldo Fróes" -, no qual são mostrados os diferentes momentos do teatro, os principais personagens, seus sonhos e desencantos, construindo, assim, um pouco da história do teatro e de suas relações com a cidade de Niterói e seus artistas.

A Constituição da República, em seu artigo 215 determina que o Estado garanta a todos o pleno exercício dos direitos culturais e acesso às fontes da cultura nacional, além de apoiar e incentivar a valorização e a difusão das manifestações culturais. Este trabalho tem como objetivo analisar como a festa oficial é utilizada para fins políticos-eleitoreiros. A pesquisa de campo contou com a observação não participante nas festas juninas de Mossoró, Patos, Campina Grande, Caruaru e São Luis. A partir dos resultados da fase de observação, a coleta dos dados primários ocorreu nos municípios de São Luis e Campina Grande, sem a intenção de comparação entre os respondentes. As informações obtidas com as entrevistas foram alvo de uma análise de conteúdo, momento em que se revelaram percepções, valores e novos elementos a serem analisados a partir da categorização das falas dos informantes. Sob a alegação do apoio e incentivo às manifestações, o governo vem consolidando um processo de apropriação da cultura tradicional e popular, criando nos atores e grupos culturais uma dependência que leva à sujeição. Como resultado, o governo passa a dominar a cena cultural classificando e comandando a reprodução das manifestações da cultura tradicional e popular, com favorecimentos e discriminações, na constante campanha que se desenrola de forma explícita, em discursos e na própria atuação dos atores políticos. O governo deve agir no campo cultural, de modo que permita o pleno exercício dos direitos culturais de todos, conforme mandamento constitucional. Entretanto, sua atuação como produtor cultural prescinde da participação social, e a festa oficial, mais do que atender às necessidades e demandas culturais, vem justificando uma intervenção indevida e direcionada a questões de interesse político, principalmente para vincular a imagem do governo à cultura, na qualidade de seu protetor. Essa comprovação ajuda a responder o problema formulado e confirma a tese de que a festa oficial é o meio de apropriação da cultura tradicional e popular para fins de uso político-eleitoreiro.

The companies are part of an important segment of the society, besides, it exercises a significant contribution, being also responsible for helping in the improvement of the quality of life of the population. Like this being, to present research looked for to investigate the perception that the entrepreneurs of the building site of Aracaju/SE have concerning the theme Business Social Responsibility (RSE). besides the perceptions, it was part also of the research, to know the entrepreneur's of the building site social construction and the possible practices of Social Responsibility. The research grew in two different moments. The first looked for the theoretical embasamento, trying to study the economical sociology, understanding the effects provoked by the economy, understanding to you reason them that you/they took to the appearance of the perceptions that you/they permeate the historicity among the market, the nascedouro of the associations as company and his/her dynamics in the society. It was also researched, the concept of social responsibility in national and local extent, as well as, the contextualização of the state of Sergipe, detaching the municipal district of Aracaju, and describing how it happened his/her development starting from what is considered urbanization. In the second moment, the accomplishment of interviews in five companies, allowed to notice the entrepreneurs' perception concerning business social responsibility, as well as, actions of different characteristics in four of the samples. In these actions, they are patronage in cultural events, donations of projects for charity institutions, the concern with the preservation of the environment in the use of work materials ecologically correct, preventive health and employees' training. Concluding the research, I introduce the conclusions which it allowed to arrive me, and I point some suggestions for future researches that enlarge the reflection on this theme

Physical Education establishes relations about sex-gender-sexuality by its programs. Thinking approaches among gender and sexuality questions from scholar Physical Education is a productive challenge. Inspired in post-structuralism studies, we problematized dialogues among body, gender, identity and body movement culture. Bodily our sports practices educate citizens beyond their performances, health and beauty. Their "truths" produce gender and sexuality brands in a culture process of branding differences. Cultural events are related in binary categories as good-bad, beautiful-ugly, thin-fat, similar-different, normal-unnatural, man-women, heterosexual-homosexual, that don't let to observe the multiplicity of people educate. We must to understand the pedagogical speeches about bodies as constituents of their own bloods.

This study aims to analyze the process of resignification of Chile Street, in Natal, from the development of a music scene in the late 1990s. Chile Street, as part of the Historic Centre of Natal, had its images constructed from the discursive practices and everyday life of its regular visitors, leading to a series of symbolic and imaging transformations throughout the twentieth century. Initially transformed into glamorous space as a result of urban actions of the new republic of Albuquerque Maranhão, in the early twentieth century, Ribeira and Chile Street, specifically, came to be seen as bohemian area, during the war time"; followed by a marginal phase, it was eventually transformed into the main rocker area of Natal, with the development of a musical scene in the second half of the 1990s. This music scene, its practices, economic interests, cultural events and identity ties created among their practitioners made Chile Street, "in the time of Blackout night club", an "alternative" space. As the historic centers, inserted in the logic of postmodern city marketing, both spaces are dynamic in their practices, as in their images, Chile Street also suffered changes in its meanings and symbols, around the year 2000 when the alternative-underground space became a pop space, where people from various parts of the city began attending its events and places, transforming it into a point of very heterogeneous sociability

Este estudo apresenta como temática o currículo e os saberes culturais, investigando a maneira como o currículo de uma escola ribeirinha do município de Breves se relaciona com os saberes culturais do meio onde se encontra inserido. Numa perspectiva mais ampla, o estudo objetiva contribuir com o aprofundamento da reflexão crítica sobre currículo escolar assumido nas escolas multisseriadas ribeirinhas da Amazônia. De forma mais específica, a pesquisa objetiva identificar aspectos significativos do universo cultural ribeirinho do município de Breves; investigar os saberes presentes no discurso e nas práticas cotidianas de ribeirinhos da comunidade Santa Maria e analisar, no currículo em ação, a relação entre o saber escolar e os saberes culturais ribeirinhos, onde a escola encontra-se inserida. Trata-se de uma pesquisa de campo de abordagem qualitativa realizada em uma comunidade ribeirinha do município de Breves, no Estado do Pará, ancorada em diferentes fontes e consubstanciada pela investigação bibliográfica, base da fundamentação teórica, a partir de dissertações, teses, livros, artigos e outros materiais impressos de diferentes teóricos que tratam do assunto, tanto a partir de um contexto mais geral como: Darcy Ribeiro (2006); regional como: Samuel Benchimol (1999) e local como: Cruz (2008), Pacheco (2009) e outros. Os resultados indicam que, embora tenham características particulares, tanto as populações ribeirinhas quanto a cultura não são algo puro, isolado, imutável ou que apenas produzem tal e qual seus ancestrais modos de vida, manifestações culturais em geral, ao contrário, estão em constante processo de mudança. Os assuntos explorados em sala de aula têm servido muito mais como subterfúgio para se ensinar letras do alfabeto e sílabas soltas do que propriamente como ponto de referência para um diálogo com os educandos. Contudo, o currículo desenvolvido na escola Santa Maria estabelece uma relação de aproximação com os saberes culturais de ribeirinhos da comunidade Santa Maria, à medida que os assuntos que mais se aproximam do contexto cultural dos educandos, não foram encontrados em livros didáticos utilizados na escola, nem tão pouco nos conteúdos programáticos oferecidos pela Secretaria de Educação. De fato, esses conteúdos foram propostos pelo professor a partir da realidade concreta dos educandos.

The Rouanet law is a tax incentive law that allows companies to invest up to 4% of their taxes - based on actual profit - in sponsoring cultural projects previously approved by the Ministry of Culture. By sponsoring these projects, companies can have their name attached to them and, consequently, strengthening their brand and increase its visibility in the market. Whereas this project is aligned to the company vision, its image will be strengthened and the sales will increase. Large companies use the Rouanet Law to sponsor cultural events and have very strong names in the Brazilian market, perhaps worldwide. Examples: Petrobras, Banco do Brasil, Banco Bradesco, BNDES, Usiminas, Vale, among others. The Public Relations professional, who’s responsible for internal and external communication of a company, can use it as a differential of his work, expanding the company's profits with minimum investments, aligning the company's vision to actual practices and using the sponsorship as an agent capable of strengthen its social responsibility and, due to that, to increase the trust of its target audience. This study will address the theoretical and practical aspects of the Rouanet Law and of the public relations professionals, beyond mentioning examples on the subject, with special attention to Petrobras, the largest sponsor of cultural projects in Brazil. The greatest problem of the Rouanet Law is the fact that its sponsored projects are mostly concentrated in the Southeast, specifically in the Rio - São Paulo region. The more popular the Act become, for most places it will spread and Brazil may, after some time, become a world reference in the Cultural point

Although they are two distinct fields of social practices, football and carnival are components of national identity. According the academic research tradition, these two phenomenons are studied separately. However, by characteristics of the city of Sao Paulo, these two social practices are performed by the same social actors: the fans of teams in the city, and join organizations of supporters - the cheerleaders - created from these same institutions, schools samba and now also compete in the Carnival of Sao Paulo, as is the case of Torcida Organizada Gaviões da Fiel, used as an object of study for this work. The approach of these cultural events helped define the question that guided the research: the associations of football fans, when observed by an administrative perspective, can be characterized as diverse organizations? From this question, one tries to describe the way a fan club is organized through the division of tasks that takes, as well as explain the type of organizational structure appropriate to accomplish the two goals it is intended for: cheer for the favorite team and be a part of the carnival parade
