The overall objective of this study is to analyze the efficiency in the use of resources and the quality of public health in the municipalities of Rio Grande do Norte, from 2004 to 2008. It also seeks to identify the determinants of municipal inefficiency and measure the productivity of public spending on health. To this end, three methods of analysis are used: the DEA, the Malmquist index and the Tobit regression model. Among other findings, it appears that municipalities considered more inefficient in the measurement of expenditure on health make the largest expense in this function. On the other hand, from 2004 to 2008, only 13 municipalities showed an increase in the productivity of public spending. It is also noted that municipalities considered efficient in quality of health, although having more physical and human resources, offer fewer health services to the population. In all, the major determinants of health spending inefficiencies are the variables: age of the mayor, coalition, population density, literacy race and budget revenues. Regarding the inefficiency of the health quality, variables such as: coalition, literacy race have strong influence on this behavior. Thereby, the hypotheses proposed by the study have been fully accepted. In other words, for the efficiency of the quality and health spending it is needed more than resources, i.e., the expenditure shows itself as essential, but not enough, for political and economic aspects also interfere with the performance of spent and in the quality of health care offered to the population

The oxytetracyline (OTC) and florfenicol (FLO) are the most used antibiotics for bacterial disease control in fish. The aims are: estimating the lethal concentration 50% initial (LC(I) 50;48h) of OTC (Terramicina (R)) and FLO (Aquaflor (R)) for pacu (Piaractus mesopotamicus); classifying OTC and FLO according to the acute toxicity and the risk of environmental intoxication; and assessing OTC and FLO dilution effect in water quality variables. Fish were acclimatized for 10 days in a bioassay room at 27 +/- 2 degrees C. Then nine animals (three each concentration) were exposed to 7.0; 7.5; 8.0 or 8.5 mg L(-1) of OTC or to 600.0; 700.0; 800.0; 900.0 and 1000.0 mg L(-1) of FLO and a control treatment. The water quality variables recorded daily were: pH, temperature, electric conductivity, and dissolved oxygen. OTC and FLO were classified according to acute toxicity and environmental risk. The estimated OTC LC(I) 50;48h for pacu is 7.6 mg L(-1) and the estimated FLO is > 1000 mg L(-1). OTC reduced the dissolved oxygen concentration, and it was considered moderately toxic, causing risk of environmental intoxication to pacu. FLO is not toxic; it does not cause risk of environmental intoxication to pacu and does not change water quality variables.

Biofertilizers are organic products usually obtained from an anaerobic process, evaluated mainly as phytoprotectors for agriculture, although they can improve fruit production. By this way, a field experiment was carried out in Remigio County, Paraiba State, Brazil, to evaluate the effects of two bovine biofertilizers on yield, medium mass and quality of papaya fruits (Carica papaya L.), 'Baixinho de Santa Amalia cultivar. Treatments were distributed in a randomized complete blocks design with three replications and 15 plants in each parcel, in a 2 x 5 factorial arrangement, with two biofertilizers: simple (water and fresh bovine manure) and supermagro (water, fresh bovine manure, macro and micronutrients and a protein mix), applied in soil under liquid form at five volumes, as follows: 0.0; 0.5; 1.0; 1.5; e 2.0 L cave(-1). There was no statistical difference between biofertilizers for fruit mass, yield and external and internal fruit quality variables, while between volumes differences were registered for both biofertilizers. The results, except for fruit firmness, registered positive effects of the biofertilizers on 'Baixinho de Santa Amalia' papaya cultivar in relation to yield and physical and chemical fruit quality.

Male juveniles of Nile tilapia, Oreochromis niloticus, were stocked in 12, 300-m 2 ponds at a density of 1.7 fish/m 2 to evaluate the effects of different food management methods (natural foods and diets in pellet, floating or minced form) on fish production and carcass characteristics. Water quality variables monitored during the period were within acceptable levels for the species. Total fish production was significantly different (P < 0.05) and the highest values were obtained with diets in pellet (5,997 kg/ha) and floating (5,441 kg/ha) form. The fish fed diets had higher contents of body fat (1.57 to 1.98%) and visceral fat (12.64 to 25.04%) than fish fed natural food, which had levels between 0.17 and 0%, respectively. Natural food treatment yielded lower fish production and fish with lower body fat, while treatments that yielded higher fish production (rations) higher percentage of visceral fat. © 2004 by The Haworth Press, Inc. Aquatic macrophytes are important components of aquatic ecosystems, but these plants have become a problem due to their occurrence in different regions. Some studies aimed to demonstrate the effectiveness of herbicides to control these macrophytes; however, few studies report the possible ecotoxicological effects. The objective of this study was to estimate the acute toxicity (LC (I)50;96h) and assess water quality variables for glyphosate in the Rodeo® formulation, Aterbane® BR surfactant and mixtures of glyphosate + 0.5% and 1.0% of surfactant, for the guaru fish (Phallocerus caudimaculatus). The guaru was exposed to increasing concentrations of glyphosate and a mixture of glyphosate + 0.5 and 1.0% of surfactant. The mixture of glyphosate and glyphosate + 0.5 and 1.0% of surfactant showed (LC (I)50;96h) > 975.0 mg L -1. For the surfactant, the rate was 5.81 mg L -1. The glyphosate and mixtures of glyphosate + 0.5% and 1.0% of surfactant caused a decrease in pH and dissolved oxygen and increased the electrical conductivity of water. Glyphosate in the Rodeo® formulation and the mixtures with surfactant Aterbane® BR can be classified as practically nontoxic, whereas surfactant Aterbane® BR can be considered as moderately toxic to guaru.
