La comuna de Llay Llay se caracteriza por la existencia de una economía de enclave articulada en torno a las empresas frutícolas. La presencia de estas empresas no ha significado ningún impacto positivo en el territorio sino más bien una doble precarización, tanto laboral, dada la temporalidad del trabajo y los bajos salarios percibidos por los trabajadores, como ambiental, por la extensión de la frontera agrícola en dirección a las laderas de los cerros. Además, se constata un proceso creciente de concentración de tierras y acaparamiento de agua por parte de las empresas agrícolas, en desmedro de la subsistencia de los pequeños productores. La pérdida de la tierra y el agua es la contracara del proceso de asalarización campesina. Un proceso que en definitiva es funcional a las necesidades de agro empresas, en cuanto a los recursos físicos y humanos que éstas demandan

Os conceitos de qualidade e capital humano são amplamente conhecidos e a sua importância aceite por todos. A aplicação destes pressupostos à realidade do trabalho temporário, tomou-se um imperativo face ao contexto económico actual, repleto de rápidas mudanças organizacionais, caracterizado por colaboradores detentores de um novo leque de competências e flexibilidade profissional. Ao longo deste trabalho. procurou-se analisar a possível integração do trabalho temporário num novo modelo de relações laborais, na tentativa de distanciamento da corrente associação do trabalho temporário a uma "forma atípica de trabalho'', estabelecendo ainda uma breve evolução do trabalho temporário na Península de Setúbal. baseada na apreciação de trabalhos análogos. Em resultado da aplicação de questionário. definiu-se uma hierarquia de características individuais e organizacionais, como critério válido para um futuro processo de recrutamento e selecção, permitindo averiguar, ao nível do individuo, um aumento de competências profissionais e técnicas, acompanhado pelo incremento de formação e experiência profissional. Concluindo ao nível organizacional que qualidades como flexibilidade e dinamismo, aliado à experiência profissional, são factores críticos no processo de recrutamento e selecção, sendo imprescindíveis na procura contínua da qualidade, facilitando o alcance da excelência individual e organizacional. ABSTRACT: Quality and Human Capital are widely know concepts and their importance is accepted by all. Therefore, it has become imperative to make use of them in the contex t of temporary work given the current economic situation for they are present wherever organizational change happens rapidly and stakeholders possess a wide range of professional competencies and flexibility. The aim of this work is to study the possible integration of temporary work into a new model for labour relations, in an effort to distance temporay work from the notion of "atypical form of work" with which it is presently associated. Moreover, it presents a brief evolution of temporary work in the Peninsula of Setúbal, based on the analiysis of similar works. The findings obtained from our surveys ena bled us to define a hierarchy of individual and organizational characteristics which can serve as valid criteria in future recruitment and selection processes. With these processes it is al so possible to assess any increase of professional and technical competencies regarding the individual as well improvement as regards training and professional experience. At the organizational level, qualities such as nexibility and dynamism, together with professional experience, turned out to be critical factors in the recruitment and selection process. Not only are they indispensable in the constant pursuit of quality, but they also make it easy to achieve individual and organizational excellence.

This paper studies the duration pattern of xed-term contracts and the determinantsof their conversion into permanent ones in Spain, where the share of xed-termemployment is the highest in Europe. We estimate a duration model for temporaryemployment, with competing risks of terminating into permanent employment versusalternative states, and exible duration dependence. We nd that conversion rates aregenerally below 10%. Our estimated conversion rates roughly increase with tenure,with a pronounced spike at the legal limit, when there is no legal way to retain theworker on a temporary contract. We argue that estimated di¤erences in conversionrates across categories of workers can stem from di¤erences in worker outside optionsand thus the power to credibly threat to quit temporary jobs.

Public travel by motor vehicles is often necessary in road and street sections that have been officially closed for construction, repair, and/or other reasons. This authorization is permitted in order to provide access to homes and businesses located beyond the point of closure. The MUTCD does address appropriate use of specific regulatory signs at the entrance to closed sections; however, direct guidance for temporary traffic control measures within these areas is not included but may be needed. Interpretation and enforcement of common practices may vary among transportation agencies. For example, some law enforcement officers in Iowa have indicated a concern regarding enforcement and jurisdiction of traffic laws in these areas because the Code of Iowa only appears to address violations on roadways open to “public travel.” Enforcement of traffic laws in closed road sections is desirable to maintain safety for workers and for specifically authorized road users. In addition, occasional unauthorized entry by motor vehicles is experienced in closed road areas causing property damage. Citations beyond simple trespass may be advisable to provide better security for construction sites, reduce economic losses from damage to completed work, and create safer work zones.

Ramp metering has been successfully implemented in many states to improve traffic operations on freeways. Studies have documented the positive mobility and safety benefits of ramp metering. However, there have been no studies on the use of ramp metering for work zones. This report documents the results from the first deployment of temporary ramp meters in work zones in the United States. Temporary ramp meters were deployed at seven urban short-term work zones in Missouri. Safety measures such as driver compliance, merging behavior, and speed differentials were extracted from video-based field data. Mobility analysis was conducted using a calibrated simulation model and the total delays were obtained for under capacity, at capacity, and over capacity conditions. This evaluation suggests that temporary ramp meters should only be deployed at work zone locations where there is potential for congestion and turned on only during above-capacity conditions. The compliance analysis showed that non-compliance could be a major safety issue in the deployment of temporary ramp meters for under-capacity conditions. The use of a three-section instead of a traditional two-section signal head used for permanent ramp metering produced significantly higher compliance rates. Ramp metering decreased ramp platoons by increasing the percentage of single-vehicle merges to over 70% from under 50%. The accepted-merge-headway results were not statistically significant even though a slight shift towards longer headways was found with the use of ramp meters. Mobility analysis revealed that ramp metering produced delay savings for both mainline and ramp vehicles for work zones operating above capacity. On average a 24% decrease in total delay (mainline plus ramp) at low truck percentage and a 19% decrease in delay at high truck percentage conditions resulted from ramp metering.

This handbook provides a broad, easy to understand reference for temporary traffic control in work zones, addressing the safe and efficient accommodation of all road users: motorists, bicyclists, pedestrians, and those with special needs. When impacting a pedestrian facility, provide ten calendar days advance notification to the local jurisdiction and the National Federation of the Blind of Iowa (www.nfbi.org). The information presented is based on standards and guidance in the 2009 Edition of the Manual on Uniform Traffic Control Devices (MUTCD). References to the MUTCD sign designations in this handbook are shown in parentheses, e.g. (W20-1). Not all the recommendations in this handbook will apply to every circumstance faced by local agencies, and each unique situation may not be addressed. Modifications of the typical applications in this handbook will be required to adapt to specific field conditions. Therefore, use engineering judgment, seeking the advice of experienced professionals and supervisors in difficult and complex interpretations. This handbook can be used as a reference for temporary traffic control in work zones on all city or county roadways. However, always check contract documents and local agency requirements for any pertinent modifications.

År 1974 började den finska regeringen kanalisera pengar för utvecklingssamarbete genom medborgarorganisationer. Tre år senare och fram till år 1988 beviljade regeringen ett speciellt anslag specifikt för missionsorganisationers utvecklingsprojekt. De finska pingstvännerna, lutheranerna och de ortodoxa utvidgade samtliga sitt sociala arbete i Kenya med statens stöd. Deras projekt var likadana: alla byggde läroanstalter, utvecklade Kenyas hälsoservice och sysselsatte kenyaner. Olikheterna mellan pingstvännerna, lutheranerna och de ortodoxa blev tydliga genom diverse problem som de mötte inom ramen för utvecklingssamarbetet. Den finska pingströrelsen bestod av självständiga församlingar, och pingstvännerna måste omvandla sin takorganisation, Suomen Vapaa Ulkolähetys, så att utvecklingsprojekt blev en viktig gren av dess verksamhet. Lutheranerna som till en början hade sänt missionärer för att arbeta i den kenyanska kyrkans tjänst började i medlet av 1970-talet i ökande grad bygga sociala anstalter med statens pengar. Ett problem var att statens stöd varade endast för en begränsad tid och att den lutherska kyrkan i Kenya inte hade råd att överta dessa anstalter och täcka deras löpande kostnader i framtiden. De finska ortodoxa, för sin del, igångsatte sociala projekt i samarbete med de ortodoxa i Kenya. Under några år fick de dock lära sig att de inte kunde driva självständiga utvecklingsprojekt i Patriarkens i Alexandria maktsfär. Den finska ortodoxa missionen blev tvungen att underkasta sig ärkebiskopen i Nairobi. År för år beviljade den finska regeringen större anslag för missionsorganisationernas utvecklingsprojekt och statens ansvar för kostnaderna ökade från 50% till 60% år 1984. Intressant nog mottog både lutheranerna och de ortodoxa mindre statliga pengar för utvecklingssamarbete år 1989 än 1984. Däremot växte pingstvännernas utvecklingssamarbete i Kenya under hela 1980-talet. Eftersom pingstvännerna inte ville använda sina medlemmarnas pengar (som var avsedda för missionsverksamhet) till sociala projekt täckte de sin andel i utvecklingskostnaderna med pengar från utanförstående. Pingstvännerna utvecklade en omfatttande komersiell och även industriell verksamhet för att samla in pengar för sina utvecklingsprojekt.

In this paper, we examine the role of investment promotion agencies (IPAs) in promoting outward FDI from Japan and Korea. Looking at two home countries enables us to control for both country-pair time-invariant characteristics and host country time-varying characteristics. Our empirical results suggest that home-country IPAs tend to be more effective in promoting outward FDI in politically risky host countries. However, this finding depends on whether the home-country firm is listed or unlisted. More specifically, we find that the positive effect of home country IPAs on outward FDI in politically risky countries is limited to unlisted home- country firms, which are widely assumed to be less competitive and productive.

The problematic gestation of the Directive on temporary agency work shows the presence of several criticalities that there are also in the national transposition in relation to the principle of equal treatment and to the mechanisms for preventing abuse during successive assignments. From a first analysis it can be said that in some EU Member States only the derogations have been implemented and not the general principle of equal treatment. At the same time, the obligation of the Member States, contained in the Directive on temporary agency work, to establish mechanisms for preventing abuse during successive assignments is crucial, especially in the light of the recent case law of the EU Court of Justice in which the Court does not apply to the temporary agency workers the protective rules of the Directive on fixed-term contracts (see C-290/12 , Della Rocca).
