This research primarily analyses relevant climate bargaining dynamics that have been informed by a North-South impasse. This working paper argues that the first stage of negotiations for a climate convention indeed witnessed a North-South divide which became institutionalized in the Framework Convention on Climate Change. However, in subsequent negotiation rounds the key loci of bargaining struggles was centered between developed countries, in which relevant North-South cooperation dynamics were also present. Finally, this paper assesses the unfinished post-Kyoto bargaining process in which two trends are already being observed: both the emergence of a new geopolitics between the United States and major developing countries, and a fragmentation process within the South, in which the Copenhagen Accord itself has begun to institutionalize such fragmentation.

This Study was jointly commissioned by the Department of Health and Children in Ireland and the Department of Health, Social Services and Public Safety in Northern Ireland. The main purpose of the Study is to develop a strategic framework for taking forward on a North-South basis future collaborative work in health and social care and in planning and delivering health and social care services, as may be appropriate. The Study sets out examples of current North-South cooperation and Identifies a number of potential areas within which further collaborative work may benefit people living in each jurisdiction. A participative approach was adopted in conducting this work and the outcome represents the collective views of key professionals and managers in both healthcare systems. While North-South collaboration on health related issues is not new, what this Study provides is a structured approach to its ongoing development, with clearly identified areas for further cooperation and explicit roles and responsibilities for Departments and Agencies in both jurisdictions. South-South Cooperation has become one of the axis of the Brazilian foreign policy, especially when related to Africa. Besides the economic, political and technologic areas, among others, the Brazilian government created a series of cooperation agreements with many African countries in the field of security and defense. This paper analyses the objective and reach of the actions concerning South-South Cooperation between the government of Brazil and the African countries, especially the ones from Atlantic Africa, making use of a bibliography related to the subject and sources derived from the Ministry of External Affairs and the Ministry of Defense.

The Institute of Public Health in Ireland were asked to submit a paper on 'Cross-border cooperation on healthcare' for a joint meeting between the Oireachtas Joint Committee on Health and Children and the Northern Ireland Assembly Health Committee which took place in Leinster House on 1 March 2012. Key points from the submission included: o The Institute of Public Health in Ireland (IPH) is an all-island organisation which promotes cooperation between the Republic of Ireland and Northern Ireland with the aim of improving population health on the island and tackling health inequalities. IPH work is focused on addressing the causes of ill health rather than the design and delivery of treatment services. o North/South cooperation on health was mandated under the Belfast Agreement in 1998 in five domains, including health promotion. IPH has supported the North South Ministerial Council (NSMC) in respect of the health promotion strand since inception. o The Department of Health and Department of Health, Social Services and Public Safety North-South Feasibility Study (December 2011) states that mutual benefits are most evident from cooperation in the areas of (i) anticipating trends and illnesses in a collective manner (ii) public health issues (iii) specialised services where the population or activity required to sustain the service cannot be met by either jurisdiction alone and (iv) in relation to those areas adjacent to the border. o The European Directive on Cross-Border Healthcare will be implemented in the next few years which will have implications in relation to patients travelling for healthcare across the Republic of Ireland/Northern Ireland border. o IPH is supporting the development of new public health strategies in the Republic of Ireland and Northern Ireland which are both due for publication this year. o There are tangible benefits from cross-border cooperation in the health sector, both in public health and in health service planning and delivery and there are many examples of successful initiatives. However, developments are not occurring in the context of an agreed plan or overall strategic context and tend to be project-based and concentrated in border counties. o Successful cross-border cooperation requires high level support and integration into departmental policy cycles. The provision of data on an all-island basis supports cross-border cooperation as does the operation of sustainable all-island organisations which can support research, evaluations and programmes. o In the future, cross-border cooperation in health will be more effective if developed with a strategic planning process intrinsically linked to Departmental priorities. o North-South cooperation in the areas of alcohol, obesity, tobacco health surveys and rare diseases will be particularly beneficial.

This article discusses Brazil's multilateral policy under Luiz Inácio Lula da Silva's administration, highlighting economic, political and environmental themes. The main argument is that Brazil's multilateral relations during this government reached a new significance with the reinforcement of international coalitions and the articulation with the country's new development model. The country has been using multilateral forums as a way to achieve international projection and support for its development project, highlighting bargaining aspects, variable geometry coalitions and the strengthening of South-South cooperation

The 2009 European Elections provide an opportunity to influence health at local and European Government level. IPH has produced a short manifesto identifying 5 areas of action in public health for MEPs and political parties. The Institute of Public Health in Ireland (IPH) aims to improve health on the island of Ireland capitalising on benefits from North South cooperation. Our focus is tackling health inequalities and influencing public policies in favour of health.

In August 2010 Brazil decided to limit foreign direct investments (FDIs) in land, and attracted the attention of politicians as much as the fears of businessmen. However, few months before, in September 2009, it had concluded a trilateral agreement with Japan and Mozambique to implement agribusiness and contract farming on an area of ten million hectares in the Mozambican region of Nacala. In light of that, the paper analyses the apparent duality of the Brazilian politics, and concludes that, exactly like in the case of the novel by Robert Louis Stevenson, it is not a matter of pathology, but a voluntarily induced double personality which is strategic in positioning Brazil at the core of the global capitalist system.

La presente Monografía tiene por objeto realizar un análisis respecto a los alcances y las limitaciones de los programas de microcrédito, desde la teoría institucionalista neoliberal y teniendo presente la cooperación internacional Sur – Sur, como instrumentos mundiales para superar la condición de pobreza en cumplimiento del Primer Objetivo de Desarrollo del Milenio de Naciones Unidas. Toma como caso de estudio la aplicación de la metodología del Banco Grameen en Colombia

La cooperación sur-sur (CSS) ha adquirido mayor importancia en la política exterior de los países periféricos durante los últimos años. Brasil y Cuba pueden ser considerados como Estados representativo en el tema por la importancia que tiene este tipo de cooperación en su política exterior; sin embargo cada uno tiene particularidades en la forma en que la han desarrollado. La presente monografía busca determinar la forma en que la CSS hacia otros países de América Latina fue utilizada como instrumento de política exterior por parte de Brasil y Cuba desde 1993 hasta el 2006. Para lograr lo anterior se hizo un análisis de la situación internacional y la política exterior de estos países a finales de la Guerra Fría para ver la relevancia que tenía este tipo de cooperación durante esa época. Posteriormente se analizó cómo fue la dinámica de este tipo de cooperación por parte de Brasil y Cuba durante el periodo estudiado, teniendo en cuentas las motivaciones, las acciones llevadas a cabo y los destinatarios. Finalmente se analizaron los aportes que tuvo la CSS para obtener mayor autonomía en la política exterior de Brasil y Cuba y la posición de Estados Unidos frente a esto.

En el sistema internacional África es un continente que todavía se encuentra jalonando en su proceso de desarrollo socioeconómico. Esquemas de cooperación norte-sur no han logrado los resultados esperados en el continente y por esta razón es necesario mirar hacía otras alternativas. Este trabajo de grado presenta un modelo de cooperación regional y de cooperación sur-sur que surge del Renacimiento Africano para responder a este dilema de la cooperación tradicional. Presenta los aspectos principales del Renacimiento Africano como la solución de problemas africanos, la recuperación del continente, el Ubuntu y el desarrollo socioeconómico en el contexto específico de la cooperación entre Sudáfrica y Burundi con el fin de comprender la totalidad de este modelo novedoso de la región.

La seguridad de los Estados, que ha sido el eje central del desarrollo tanto de las políticas mundiales como de la actividad de los organismos internacionales y de los gobiernos, ha sido objeto de reconceptualizaciones recientes como resultado de cambios sociopolíticos generados por el fenómeno de la globalización y el surgimiento de nuevas amenazas. A pesar de los obstáculos que permanentemente han impedido a lo largo del tempo consolidar un proyecto que vincule a todos los países del hemisferio americano y particularmente a aquellos situados al sur del Río Grande, diversos enfoques de seguridad han promovido la cooperación Sur-Sur, en parte liderada por Brasil, interesado en fomentar una integración de los países suramericanos en el marco del nuevo modelo de regionalismo abierto. Este proyecto, que no pierde de vista las amenazas transnacionales y la existencia de actores no estatales, se aleja de la visión hegemónica de los Estados Unidos en la que prevalece la defensa del territorio por medios militares y coercitivos y tiene como objetivo la defensa de intereses nacionales sin recurrir a confrontaciones violentas.

Las desigualdades económicas y sociales entre los Estados del Norte y del Sur son evidentes, ante esta premisa surge la Cooperación Sur-Sur como una herramienta eficaz para potencializar el desarrollo económico y social de las naciones del Sur bajos los principios de horizontalidad, consenso y equidad. En este sentido, se analizan las estrategias de Cooperación Sur-Sur entre Brasil y Colombia y su aplicación en uno de los sectores prioritarios de los Estados del Sur como es el sector agropecuario.
