Il presente lavoro di ricerca si propone di discutere il contributo che l’analisi dell’evoluzione storica del pensiero politico occidentale e non occidentale riveste nel percorso intellettuale compiuto dai fondatori della teoria contemporanea dell’approccio delle capacità, fondata e sistematizzata nei suoi contorni speculativi a partire dagli anni Ottanta dal lavoro congiunto dell’economista indiano Amartya Sen e della filosofa dell’Università di Chicago Martha Nussbaum. Ci si ripropone di dare conto del radicamento filosofico-politico del lavoro intellettuale di Amartya Sen, le cui concezioni economico-politiche non hanno mai rinunciato ad una profonda sensibilità di carattere etico, così come dei principali filoni intorno ai quali si è imbastita la versione nussbaumiana dell’approccio delle capacità a partire dalla sua ascendenza filosofica classica in cui assume una particolare primazia il sistema etico-politico di Aristotele. Il pensiero politico moderno, osservato sotto il prisma della riflessione sulla filosofia della formazione che per Sen e Nussbaum rappresenta la “chiave di volta” per la fioritura delle altre capacità individuali, si organizzerà intorno a tre principali indirizzi teorici: l’emergenza dei diritti positivi e sociali, il dibattito sulla natura della consociazione nell’ambito della dottrina contrattualista e la stessa discussione sui caratteri delle politiche formative. La sensibilità che Sen e Nussbaum mostrano nei confronti dell’evoluzione del pensiero razionalista nel subcontinente che passa attraverso teorici antichi (Kautylia e Ashoka) e moderni (Gandhi e Tagore) segna il tentativo operato dai teorici dell’approccio delle capacità di contrastare concezioni politiche contemporanee fondate sul culturalismo e l’essenzialismo nell’interpretare lo sviluppo delle tradizioni culturali umane (tra esse il multiculturalismo, il comunitarismo, il neorealismo politico e la teoria dei c.d. “valori asiatici”) attraverso la presa di coscienza di un corredo valoriale incentrato intorno al ragionamento rintracciabile (ancorché in maniera sporadica e “parallela”) altresì nelle tradizioni culturali e politiche non occidentali.

A jelentés nem jöhetett volna soha jobbkor. A felkérés még 2008 februárjában történik. Akkor, amikor sok szakértő azt nyilatkozza, hogy a válságot Európa meg fogja úszni. Valószínűleg a megbízó, Nicolas Sárközy francia elnök sem előrelátóbb, de ösztönösen ráérez a problémára és a lehetőségre. Vagy okos tanácsadói javasolják. A válság mindenesetre még egyértelműbbé teszi, hogy statisztikai rendszerünk több szempontból is tökéletlen. A bizottság mandátuma eredetileg szerényebb, de az új események fényében tevékenységük felértékelődik. A rangos munkaközösség tagjai Joseph E. Stiglitz (Columbia Egyetem) és Amartya Sen (Harvard Egyetem) Nobel-díjasok, a testület koordinátorának Jean-Paul Fitoussi neves francia professzort kérik fel. Rajtuk kívül még 21 közismert szakértő vesz részt a munkában, főként amerikai és francia egyetemekről. A jelentést 2009. szeptember 14-én mutatják be egész napos konferencia keretében a Sorbonne egyetem aulájában.

Amartya Sen, se considera a sí mismo como “uno más” de los economistas de la corriente principal quien, tan sólo, ha intentado llamar la atención del resto de sus colegas sobre la existencia de problemas a los que pocas veces dedican su análisis (Swedberg, 1990: 259). Sin embargo, al recorrer las páginas de sus numerosos libros y artículos nos llama la atención un tratamiento de la disciplina económica que no es, para nada, reflejo de la imagen habitual de los profesionales de la tendencia dominante en la economía. No que no maneje los conceptos y la lógica fundamental de ésta. Todo lo contrario. Su exquisita formación demuestra conocimiento de la tradición neoclásica, una capacidad en el uso de la formalización matemática, y un dominio de la econometría, que no le dejan a la zaga de ningún otro economista de los que definen el panorama actual de la profesión.Sin embargo, lo sorprendente en él, es que no se limita a moverse en el ámbito definido por los intereses de la corriente principal, sino que se pasea con comodidad en el conocimiento de los clásicos y trasciende los límites habitualmente considerados como fronteras de la economía, para utilizar instrumentos analíticos de lo que algunos pudieran considerar sociología, así como para profundizar en el campo filosófico.

Amartya Sen’s capability approach is, on the one hand, in line with universalism such as exhibited in Martha Nussbaum’s capabilities approach and Len Doyal and Ian Gough’s human need theory. On the other hand, his approach puts priority on people’s “self-evaluation” of capabilities and needs. The latter emphasis makes his approach distinctly sensitive to people’s differences such as gender, ethnicity, disability, sexual orientation, etc.. One could ask, however, how successfully the former commitment to universalism relates to this latter feature that places importance on taking difference seriously. This question is especially relevant with respect to global justice and gender, for example. To offer a potential answers to this question is main goal of this paper.

This Paper is part of a broader project examining the ways in which Amartya Sen’s “capability approach” provides a framework for thinking about global poverty as a denial or a violation of basic human rights. The Paper compares the “capability approach” as a basis for thinking about global poverty and human rights with the alternative framework developed by Thomas Pogge. Both the “capability approach” and Pogge’s theory of “severe poverty as a violation of negative duties” support the idea of “freedom from severe poverty as a basic human right”. However, there are important differences. The Paper examines the limitations of Pogge’s “apparent minimalism” and establishes the ways in which Sen’s treatment of the “capability approach” and human rights moves beyond a “minimalist normative position” whilst avoiding Pogge’s charge of “implausibility”.

A proposta deste trabalho é de, a partir de uma crítica da dicotomia juízos de valor/juízos de fato, realizar uma reflexão crítica sobre a “Teoria Econômica” convencional ou neoclássica e propor uma análise econômica baseada na superação daquela dicotomia. De acordo com Amartya Sem (1999-2007), a análise econômica tem duas raízes: a primeira relacionada à ética e à concepção política, a qual apesar de levantar questões irredutíveis de análise econômica, tem sido desqualificada pela análise econômica moderna, por ser considerada “não científica” e a outra concepção, a abordagem de engenharia, desenvolvida a partir da análise de estados do sistema econômico, e que procurou basear-se grandemente na “análise estática” da Física. Este é o veio principal da Teoria econômica convencional e que por causa de sua analogia com os sistemas físicos é considerada “científica”.

In this paper, we seek to operationalize Amartya Sen's concept of human capability to guide a scholarly investigation of student career choice capability. We begin by outlining factors affecting youth labour markets in Australia; a prosperous country that is affected by a ‘two-speed’ national economy. We then examine recent government initiatives that have been designed to combat youth unemployment and cyclical disadvantage by enhancing the aspirations and career knowledge of secondary school students. We argue that these policy measures are based on four assumptions: first, that career choice capability is a problem of individual agency; second, that the dissemination of career information can empower students to act as ‘consumers’ in an unequal job market; third, that agency is simply a question of will; and finally, that school education and career advice – as a means to freedom in the space of career development – is of equal quality, distribution and value to an increasingly diverse range of upper secondary school students. The paper concludes by outlining a conceptual framework capable of informing an empirical research project that aims to test these assumptions by measuring and comparing differences between groups in the range of freedom to achieve and, therefore, to choose.

This study investigated Bhutanese teachers' concerns and experiences in teaching children with Special Educational Needs in both inclusive and special schools. A mixed method design, combining quantitative and qualitative methods was used to answer the research questions. The aim of collecting quantitative data was to identify the key concerns. The aim of collecting qualitative data was to find out how teachers were experiencing including students with SEN in the classrooms. In doing so, three major issues were highlighted from this study: lack of classroom and human resources, lack of policy and lack of professional development for teachers.

The work reported hen was motivated by a desire to verify the existence of structure - specifically MP-rich clusters induced by sodium bromide (NaBr) in the ternary liquid mixture 3-methylpyridine (Mf) + water(W) + NaBr. We present small-angle X-ray scattering (SAXS) measurements in this mixture. These measurements were obtained at room temperature (similar to 298 K) in the one-phase region (below the relevant lower consolute points, T(L)s) at different values of X (i.e., X = 0.02 - 0.17), where X is the weight fraction of NaBr in the mixture. Cluster-size distribution, estimated on the assumption that the clusters are spherical, shows systematic behaviour in that the peak of the distribution shifts rewards larger values of cluster radius as X increases. The largest spatial extent of the clusters (similar to 4.5 nm) is seen at X = 0.17. Data analysis assuming arbitrary shapes and sizes of clusters gives a limiting value of cluster size (- 4.5 nm) that is not very sensitive to X. It is suggested that the cluster size determined may not be the same as the usual critical-point fluctuations far removed from the critical point (T-L). The influence of the additional length scale due to clustering is discussed from the standpoint of crossover from Ising to mean-field critical behaviour, when moving away from the T-L.

Tolerance of Noise as a Necessity of Urban Life. Noise pollution as an environmental problem and its cultural perceptions in the city of Helsinki This study looks at the noise pollution problem and the change in the urban soundscape in the city of Helsinki during the period from the 1950s to the present day. The study investigates the formation of noise problems, the politicization of the noise pollution problem, noise-related civic activism, the development of environmental policies on noise, and the expectations that urban dwellers have had concerning their everyday soundscape. Both so-called street noise and the noise caused by, e.g., neighbors are taken into account. The study investigates whether our society contains or has for some time contained cultural and other elements that place noise pollution as an essential or normal state of affairs as part of urban life. It is also discussed whether we are moving towards an artificial soundscape, meaning that the auditory reality, the soundscape, is more and more under human control. The concept of an artificial soundscape was used to crystallize the significance of human actions and the role of modern technology in shaping soundscapes and also to link the changes in the modern soundscape to the economic, political, and social changes connected to the modernization process. It was argued that the critical period defining noise pollution as an environmental problem were the years from the end of the 1960s to the early 1970s. It seems that the massive increase of noise pollution caused by road traffic and the introduction of the utopian traffic plans was the key point that launched the moral protest against the increase of noise pollution, and in general, against the basic structures and mindsets of society, including attitudes towards nature. The study argues that after noise pollution was politicized and institutionalized, the urban soundscape gradually became the target of systematic interventions. However, for various reasons, such as the inconsistency in decision making, our increased capacity to shape the soundscape has not resulted in a healthy or pleasant urban soundscape. In fact the number of people exposed to noise pollution is increasing. It is argued that our society contains cultural and other elements that urge us to see noise as a normal part of urban life. It is also argued that the possibility of experiencing natural, silent soundscapes seems to be the yardstick against which citizens of Helsinki have measured how successful we are in designing the (artificial) soundscape and if the actions of noise control have been effective. This work discusses whose interests it serves when we are asked to accept noise pollution as a normal state of affairs. It is also suggested that the quality of the artificial soundscape ought to be radically politicized, which might give all citizens a better and more equal chance to express their needs and wishes concerning the urban soudscape, and also to decide how it ought to be designed.
