Motivation is a major driver of project performance. Despite team member ability to deliver successful project outcomes if they are not positively motivated to pursue joint project goals, then performance will be constrained. One approach to improving the motivation of project organizations is by offering a financial reward for the achievement of set performance standards above a minimum required level. However, little investigation has been undertaken into the features of successful incentive systems as a part of an overall delivery strategy. With input from organizational management literature, and drawing on the literature covering psychological and economic theories of motivation, this paper presents an integrated framework that can be used by project organizations to assess the impact of financial reward systems on motivation in construction projects. The integrated framework offers four motivation indicators which reflect key theoretical concepts across both psychological and economic disciplines. The indicators are: (1) Goal Commitment, (2) Distributive Justice, (3) Procedural Justice, and (4) Reciprocity. The paper also interprets the integrated framework against the results of a successful Australian social infrastructure project case study and identifies key learning’s for project organizations to consider when designing financial reward systems. Case study results suggest that motivation directed towards the achievement of incentive goals is influenced not only by the value placed on the financial reward for commercial benefit, but also driven by the strength of the project initiatives that encourage just and fair dealings, supporting the establishment of trust and positive reciprocal behavior across a project team. The strength of the project relationships was found to be influenced by how attractive the achievement of the goal is to the incentive recipient and how likely they were to push for the achievement of the goal. Interestingly, findings also suggested that contractor motivation is also influenced by the fairness of the performance measurement process and their perception of the trustworthiness and transparency of their client. These findings provide the basis for future research on the impact of financial reward systems on motivation in construction projects. It is anticipated that such research will shed new light on this complex topic and further define how reward systems should be designed to promote project team motivation. Due to the unique nature of construction projects with high levels of task complexity and interdependence, results are expected to vary in comparison to previous studies based on individuals or single-entity organizations.

Client-side project manager face challenges in motivating project organisations to pursue exceptional design and construction performance. One approach to improving the motivation of project organisations is by offering a financial incentive reward for the achievement of voluntary performance standards above the minimum required standard. However, little investigation has been undertaken into the features of a successful incentive system as a part of an overall procurement strategy. In response to a lack of information available to client-side project managers tasked with the initial design of an incentive system, the paper explores motivation undera successful incentive and identifies key learnings for client-side project managers to consider when designing incentives. Our findings are based on the results of a large Australian case study which is interpreted against a conceptual framework based on both economic and psychological perspectives of motivation. The results suggest the motivation towards incentive goals is influenced by the value the project organisations place on the incentive reward as a commercial opportunity to increase their profit margins. However, perhaps more important are the relationship management processes that promote commitment to the project; and pride in the achievement of project goals. In the case study, these processes intensified the direct motivational effect of the incentive reward on offer. The findings also highlight the importance of ensuring that incentive goals and performance measurement processes remain relevant to the organisation throughout a project to continuously encourage motivation under changing project conditions.

Laboratory and field data reported in the literature are confusing with regard to “adequate” protection thresholds for borate timber preservatives. The confusion is compounded by differences in termite species, timber species and test methodology. Laboratory data indicate a borate retention of 0.5% mass/mass (m/m) boric acid equivalent (BAE) would cause >90% termite mortality and restrict mass loss in test specimens to ≤5%. Field data generally suggest that borate retentions appreciably >0.5% m/m BAE are required. We report two field experiments with varying amounts of untreated feeder material in which Coptotermes acinaciformis (Froggatt) (Isoptera: Rhinotermitidae) responses to borate-treated radiata (Monterey) pine, Pinus radiata D. Don, were measured. The apparently conflicting results between laboratory and field data are explained by the presence or absence of untreated feeder material in the test environment. In the absence of untreated feeder material, wood containing 0.5% BAE provided adequate protection from Coptotermes sp., whereas in the presence of untreated feeder material, increased retentions were required. Furthermore, the retentions required increased with increased amounts of susceptible material present. Some termites, Nasutitermes sp. and Mastotermes darwiniensis Froggatt, for example, are borate-tolerant and borate timber preservatives are not a viable management option with these species. The lack of uniform standards for termite test methodology and assessment criteria for efficacy across the world is recognized as a difficulty with research into the performance of timber preservatives with termites. The many variables in laboratory and field assays make “prescriptive” standards difficult to recommend. The use of “performance” standards to define efficacy criteria (“adequate” protection) is discussed.

The Best Use Modelling for Sustainable Australian Sports Field Surfaces project has achieved significant success. The project has attracted participation from councils throughout Australia, with in excess of 300 sports fields evaluated from 18 councils to date. An important project component is the derivation of a recommended standard procedure for specifying the performance of playing surfaces. An associated step has been to establish recommended playing surface performance standards for community level sports fields. The derived modelling also provides information on the expected usage and associated costs of different sports surface development options. This is expected to assist the Australian turf production industry through demonstrating to councils that cost effective natural turf options exist that can meet higher usage expectation (as a viable alternative to synthetic turf). A web-accessed data base system will be made available to councils from January 2010 on (reference to www.passturf.com). This system will enable participating councils to record and analyse field performance over time. The system is considered world-leading, and will help keep the Australian parks industry to the international forefront. Tools developed as part of the project offer councils the opportunity to internally assess the performance of their current sports field provision, to identify any deficiencies and to determine the best corrective measure if any deficiency is identified. This is expected to offer community benefits to both sports facility providers and facility user groups. In turn this will aid the provision of affordable community access to safe and good quality playing surfaces. Tools and associated information material will be made available to councils throughout Australia by the end of this year, via the Parks and Leisure Aust. web site. The Best Use Modelling Project is work in progress. On-going input will be needed to ensure the web-accessed database software is as user friendly as possible, new performance testing data will need to be inputted, and tools provided to participating councils updated. Through the support of HAL there is now a well-structured, nationally-supported system in place for benchmarking playing surfaces and for assisting councils to optimise their resource allocation to sports field upgrade or maintenance work.

Resumen: El Artículo 4(1) de la Convención Americana protege la vida de la persona por nacer desde el momento de la concepción. Esta nota analiza críticamente la interpretación restrictiva de este artículo realizada por la Corte Interamericana de Derechos Humanos en el caso Artavia Murillo y otros vs. Costa Rica, sobre la prohibición de la fecundación in vitro en ese país. La nota describe cómo la Corte revirtió parcialmente el reconocimiento del derecho a la vida del niño no nacido, qué hicieron los Estados latinoamericanos, al adoptar la Convención Americana, a través de una aplicación distorsionada de sus propias técnicas de interpretación y de las normas internacionales de interpretación de los tratados.

The co-organized Alliance for Coastal Technologies (ACT) and National Data Buoy Center (NDBC) Workshop "Meteorological Buoy Sensors Workshop" convened in Solomons, Maryland, April 19 to 21,2006, sponsored by the University of Maryland Center for Environmental Science (UMCES) Chesapeake Bay Laboratory (CBL), an ACT partner institution. Participants from various sectors including resource managers and industry representatives collaborated to focus on technologies and sensors that measure the near surface variables of wind speed and direction, barometric pressure, humidity and air temperature. The vendor list was accordingly targeted at companies that produced these types of sensors. The managers represented a cross section of federal, regional and academic marine observing interests from around the country. Workshop discussions focused on the challenges associated with making marine meteorological observations in general and problems that were specific to a particular variable. Discussions also explored methods to mitigate these challenges through the adoption of best practices, improved technologies and increased standardization. Some of the key workshop outcomes and recommendations included: 0cean.US should establish a committee devoted to observations. The committee would have a key role in developing observing standards. The community should adopt the target cost, reliability and performance standards drafted for a typical meteorological package to be used by a regional observing system. A forum should be established to allow users and manufacturers to share best practices for the employment of marine meteorological sensors. The ACT website would host the forum. Federal activities that evaluate meteorological sensors should make their results publicly available. ACT should extend their evaluation process to include meteorological sensors. A follow on workshop should be conducted that covers the observing of meteorological variables not addressed by this workshop. (pdf contains 18 pages)

Assessment and management of risk is needed for sustainable use of genetically modified aquatic organisms (aquatic GMOs). A computer software package for safely conducting research with genetically modified fish and shellfish is described. By answering a series of questions about the organism and the accessible aquatic ecosystem, a researcher or oversight authority can either identify specific risks or conclude that there is a specific reason for safety of the experiment. Risk assessment protocols with examples involving transgenic coho salmon, triploid grass carp and hybrid tilapia are described. In case a specific risk is identified, the user is led to consider risk management measures, involving culture methods, facilities design and operations management, to minimize the risk. Key features of the software are its user-friendly organization; easy access to explanatory text, literature citations and glossary; and automated completion of a worksheet. Documented completion of the Performance Standards can facilitate approval of a well designed experiment by oversight authorities.

Purpose: The purpose of this paper is to present an exception to the common belief "If you can't measure it, you can't manage it". It aims to show how in certain situations particular practices, attitudes and cultures can remove the need for individual performance measurement. Design/methodology/approach: First, the paper identifies the usual roles of performance measurement in managing individual employees as described by control and motivation theorists. Second, it identifies a market-leading organisation where managers deliberately refuse to use their top-level performance measurement system to manage the performance of individual employees. A case study is carried out to test what non-measurement mechanisms fulfil the roles of individual performance measurement in this organisation. Findings: Building on situations observed at this company, a set of possible characteristics of companies that do not require formalised individual performance measurement systems in order to achieve high performance standards is put forward. Practical implications: Managers should not always assume that individual performance measurement is the only way to achieve excellent performance. This study shows that, by granting responsibilities and providing appropriate support, managers can channel workers' enhanced motivation towards meeting wider organisational goals. Originality/value: This work broadens the understanding of how excellent performance can be achieved. It shows that excellence can be achieved through practices based on shared values linked to motivation, trust, and a common sense of mission, without the need to install individual performance measurement systems based on cybernetic principles. © Emerald Group Publishing Limited.

There is limited binding international law specifically covering the provision of humanitarian assistance in response to natural and human-made disasters. Yet a variety of authoritative soft law texts have been developed in the past 20 years, including the UN Guiding Principles on Internal Displacement, the Red Cross Red Crescent Code of Conduct and the Sphere Project’s Humanitarian Charter and Minimum Standards in Disaster Response. While such ‘non-binding normative standards do not carry the weight of international law, they play an essential role in the provision of humanitarian assistance albeit subject to their limited enforceability vis-à-vis intended beneficiaries and to their voluntary application by humanitarian actors. Notwithstanding a lack of legal compulsion, certain non-binding normative standards may directly influence the actions of States and non-State actors, and so obtain a strongly persuasive character. Analysis of texts that influence the practice of humanitarian assistance advances our understanding of humanitarian principles and performance standards for disaster response. As the International Law Commission debates draft articles on the Protection of Persons in the Event of Disasters, such non-binding normative standards are crucial to the development of an internationally accepted legal framework to protect victims of disasters.

Energy-using Products (EuPs) contribute significantly to the United Kingdom’s CO2 emissions, both in the domestic and non-domestic sectors. Policies that encourage the use of more energy efficient products (such as minimum performance standards, energy labelling, enhanced capital allowances, etc.) can therefore generate significant reductions in overall energy consumption and hence, CO2 emissions. While these policies can impose costs on the producers and consumers of these products in the short run, the process of product innovation may reduce the magnitude of these costs over time. If this is the case, then it is important that the impacts of innovation are taken into account in policy impact assessments. Previous studies have found considerable evidence of experience curve effects for EuP categories (e.g. refrigerators, televisions, etc.), with learning rates of around 20% for both average unit costs and average prices; similar to those found for energy supply technologies. Moreover, the decline in production costs has been accompanied by a significant improvement in the energy efficiency of EuPs. Building on these findings and the results of an empirical analysis of UK sales data for a range of product categories, this paper sets out an analytic framework for assessing the impact of EuP policy interventions on consumers and producers which takes explicit account of the product innovation process. The impact of the product innovation process can be seen in the continuous evolution of the energy class profiles of EuP categories over time; with higher energy classes (e.g. A, A+, etc.) entering the market and increasing their market share, while lower classes (e.g. E, F, etc.) lose share and then leave the market. Furthermore, the average prices of individual energy classes have declined over their respective lives, while new classes have typically entered the market at successively lower “launch prices”. Based on two underlying assumptions regarding the shapes of the “lifecycle profiles” for the relative sales and the relative average mark-ups of individual energy classes, a simple simulation model is developed that can replicate the observed market dynamics in terms of the evolution of market shares and average prices. The model is used to assess the effect of two alternative EuP policy interventions – a minimum energy performance standard and an energy-labelling scheme – on the average unit cost trajectory and the average price trajectory of a typical EuP category, and hence the financial impacts on producers and consumers.

This study examines the adaptability of the Finland model to meet the educational disparities currently observed in the education system in Ontario, Canada. A literature review and a database highlight key characteristics of the Finland model. From this information, Finland and Ontario’s systems are found to be similar in the areas of systemic structure and educational philosophies, and international testing and performance standards. The systems are found to be different in the areas of geography and demographics, social perceptions and attitudes towards education, school system structure, teaching philosophies, teacher education and professional status, and standardized and high-stakes testing. Discussion regarding use of Finnish philosophies to meet Ontario’s needs in the following areas takes place: social perceptions and attitudes towards education, our teaching philosophies, our teacher education and professional status, and our use of high-stakes and standardized testing. Opportunities for future research are also discussed and the major research paper includes a workshop and survey.

Les référentiels de compétences et la formation professionnelle des enseignants sont devenus des sujets qui suscitent beaucoup d’intérêt de la part de plusieurs chercheurs en éducation, dont Paquay (1994), Perrenoud (2001) et Berchoud (2007). La présente étude est une recherche-développement qui se donne pour objectif principal de concevoir et d’élaborer un référentiel de compétences pour les futurs enseignants de français langue étrangère (FLE). Pour y parvenir, notre démarche générale consistait à partir de l’analyse des référentiels de formation des enseignants ainsi que des standards de performance que nous pouvions déjà trouver partout dans le monde. Cette analyse nous a amenée à repérer les points communs et, par la suite, à les synthétiser pour trouver les éléments pertinents qui pourraient nous inspirer pour une première ébauche de notre référentiel. Ainsi, nous avons dressé une liste des domaines de performance nécessaires à la formation des futurs enseignants que nous avons repérés dans les écrits. Pour enrichir cette liste, nous avons mené des consultations auprès de quelques experts en Égypte où le français est enseigné comme deuxième langue étrangère dans les écoles publiques. Et, à l’aide de trois outils de recherche, les entrevues individuelles, le focus-group et le questionnaire, nous avons pu développer et valider des standards de performance pertinents à chacun des domaines identifiés ainsi que des indicateurs pour chaque standard. L’analyse statistique des données recueillies nous a permis d’en faire une description globale, de confirmer des points de convergence de façon significative, et aussi de repérer des éléments sujets à discussion. Ainsi, nous sommes parvenue à élaborer un référentiel qui comprend trois composantes principales : les domaines de performance, les standards et les indicateurs. Ce référentiel contient vingt standards de performance essentiels à la formation des futurs enseignants de FLE. Les standards sont regroupés sous six catégories appelées domaines : compétence linguistique, communication, processus d’enseignement, gestion de classe, évaluation et professionnalité. Le référentiel comprend aussi soixante-trois indicateurs reliés aux standards retenus. Le résultat de notre recherche est donc ce référentiel de compétences destiné aux futurs enseignants de FLE et dont les éléments ont été validés en Égypte. Nous croyons que cet outil servira, d’une part, de cadre de référence pour les professeurs des facultés d’éducation surtout lors du choix de contenu de leurs cours et, d’autre part, comme un guide pour les futurs enseignants qui leur permettra de s’autoévaluer et de se situer par rapport aux différents standards de performance identifiés dans ce référentiel.

"TRAINING FOR THE UNIVERSAL MUSEUM" addresses a theme of our time. A Canadian, Marshall McLuhan, coined the phrase "global village" for this age which has witnessed mass travel, mass communications, even mass credit. Are we now about to see the "mass museum", a museum presumably homogenized and popularized for whatever constitutes the greatest cohort of global visitor which might arrive on the doorsteps of every-museum, every-where? The contributors to this volume think not. But there is in these papers some evidence of worry that we as individuals and institutions responsible for the education and professional development of museum workers are failing to consider seriously the impacts of the "global" forces at work in modern societies. Angelica Ruge discusses how the Germans are re-organizing museum training into a cohesive scheme, searching out the best elements from the former two states that now comprise the new German state. Margaret Greeves and Chris Newbery document the British search for a value free (and universally applicable?) set of museological skills which will underpin performance standards in the workplace. Both of these papers offer a response to the redefinition of the post-modern national state which as we watch, is redrawing political boundaries on every continent, and emphasizing the portability of skills and learning for the itinerant knowledge-industry worker.

Since the first years of the regulation of Psychology as a profession in Brazil, it has been carried out studies on the academic graduation, practice, workplace and the social commitment of the category. Despite the diversity of goals and propositions, these studies show that psychologists have been significantly inserted into the social policies field, implying changes in the profession. Since the 1980s, researches in Rio Grande do Norte corroborate the results of national studies. The aim of this paper is to study the insertion and professional career of psychologists in the social policies field in Rio Grande do Norte. In order to accomplish the final results of this paper, it was developed an exploratory research, with the use of a questionnaire, comprised of four parts: general data, academic graduation, complementary graduation and professional experience. The results show three groups of information: characterization, insertion and professional performance. It has been verified expressive insertion of psychologists into the social policies field (41%). The socio-demographic and graduation characteristics are not different from those shown by literature: women, young, from families with an average of 7 to 15 minimum wages. Most of them graduated from public institutions and with post-graduation studies in clinical area. The professionals studied seem to be in worse working conditions compared to the rest of the category, which are also in unfavorable conditions, especially the psychologists who work in social assistance institutions, which present greater problems in its structure. The activities developed do not show anything new, reserving conservative practices instead of effective innovations, emphasizing the discussion on the profession for not considering demands presented to the psychologists in the social policies field. With unique scenario, the eproduction of liberal values corroborates classic performance standards; an unpolitical and uncritical practice is diffused. It is then reconsidered the importance of critical studies that organize goals to the category, with the aim of political transformation concerning the current scenario.
