The Early Cretaceous alkaline magmatism in the northeastern region of Paraguay (Amambay Province) is represented by stocks, plugs, dikes, and dike swarms emplaced into Carboniferous to Triassic-Jurassic sediments and Precambrian rocks. This magmatism is tectonically related to the Ponta Pora Arch, a NE-trending structural feature, and has the Cerro Sarambi and Cerro Chiriguelo carbonatite complexes as its most significant expressions. Other alkaline occurrences found in the area are the Cerro Guazu and the small bodies of Cerro Apua, Arroyo Gasory, Cerro Jhu, Cerro Tayay, and Cerro Teyu. The alkaline rocks comprise ultramafic-mafic, syenitic, and carbonatitic petrographic associations in addition to lithologies of variable composition and texture occurring as dikes; fenites are described in both carbonatite complexes. Alkali feldspar and clinopyroxene, ranging from diopside to aegirine, are the most abundant minerals, with feldspathoids (nepheline, analcime), biotite, and subordinate Ti-rich garnet; minor constituents are Fe-Ti oxides and cancrinite as the main alteration product from nepheline. Chemically, the Amambay silicate rocks are potassic to highly potassic and have miaskitic affinity, with the non-cumulate intrusive types concentrated mainly in the saturated to undersaturated areas in silica syenitic fields. Fine-grained rocks are also of syenitic affiliation or represent more mafic varieties. The carbonatitic rocks consist dominantly of calciocarbonatites. Variation diagrams plotting major and trace elements vs. SiO(2) concentration for the Cerro Sarambi rocks show positive correlations for Al(2)O(3), K(2)O, and Rb, and negative ones for TiO(2), MgO, Fe(2)O(3), CaO, P(2)O(5), and Sr, indicating that fractional crystallization played an important role in the formation of the complex. Incompatible elements normalized to primitive mantle display positive spikes for Rb, La, Pb, Sr, and Sm, and negative for Nb-Ta, P, and Ti, as these negative anomalies are considerably more pronounced in the carbonatites. Chondrite-normalized REE patterns point to the high concentration of these elements and to the strong LRE/HRE fractionation. The Amambay rocks are highly enriched in radiogenic Sr and have T(DM) model ages that vary from 1.6 to 1.1 Ga. suggesting a mantle source enriched in incompatible elements by metasomatic events in Paleo-Mesoproterozoic times. Data are consistent with the derivation of the Cerro Sarambi rocks from a parental magma of lamprophyric (minette) composition and suggest an origin by liquid immiscibility processes for the carbonatites. The Patino Formation sandstones, which crop out in Aregua neighborhood in Eastern Paraguay and show columnar joints near the contact zone with a nephelinite dyke, have as their main characteristics the high proportion of syntaxial quartz overgrowth and a porosity originated from different processes, initially by dissolution and later by partial filling and fracturing. Features like the presence of floating grains in the syntaxial cement, the transitional interpenetrative contact between the silica-rich cement and grains as well as the intense fracture porosity are strong indications that the cement has been formed by dissolution and reprecipitation of quartz from the framework under the effect of thermal expansion followed by rapid contraction. The increase of the silica-rich cement towards the dyke in association with the orthogonal disposition of the columns relative to dyke walls are indicative that the igneous body may represent the main heat source for the interstitial aqueous solutions previously existing in the sediments. At macroscopic scale, the increasing of internal tensions in the sandstones is responsible for the nucleation of polygons, leading to the individualization of prisms, which are interconnected by a system of joints, formed firstly on isotherm surfaces of low temperature and later on successive adjacent planes towards the dyke heat source.

Through Voltaire’s novella Candide, this essay examines the differences between a scientific and a religious mindset and the consequences of poor decision-making when a political leader has a religious mindset that he misapplies to fundamentally scientific questions. By analyzing various decisions that President Bush has made, it is argued that he has a religious mindset that has resulted in several fallacious choices of extreme import, yielding considerable losses. As such, a decision-maker with power should be able to distinguish questions best answered with a scientific mindset from those that are in the realm of philosophy or religion and apply a scientific mindset to the former. A scientific mindset formulates a theory that yields testable propositions, it acquires data and uses that to evaluate the verity of the theory. As the data contradict the theory’s predictions, the theory is adjusted. The religious mindset proffers certain explanations but then holds steadfastly to them. It ignores contrary evidence, does not adjust its tenets, or alter its prescribed behaviors, attacks the integrity of those who espouse contrarian viewpoints, and commits logical falla- cies, such as inverting the causative relationship.

The distribution and physiological condition of 116 Caiman crocodilus yacare was assessed over one year in the Southern Pantanal. Body mass and intermediary plasma metabolites were measured at three different time periods, representing large differences in the abundance of surface water. During the wet season the study site was completely submerged under water and C. c. yacare were distributed evenly throughout. High levels of [glucose] and [triglyceride] in the plasma indicated regular feeding. As the dry season progressed C. c. yacare became increasingly crowded around the remaining ponds. They showed a reduction in plasma [glucose] and [triglyceride], and an increase in plasma [beta-hydroxy-butyrate], signifying that they were feeding less and utilising fat reserves. At this sampling period, similar to 40% of the male C. c. yacare that were > 10 years old inhabited dry grassland and did not have access to water. These animals were significantly lighter than males of a similar length that had immediate water access, and plasma [uric acid] indicated that they had not fed for a long time and were metabolising tissue proteins. Essentially, the adult male C. c. yacare that inhabited dry grassland were in a state of energy deficiency. This was so severe in some animals that recovery seemed unlikely. The study suggests that fluctuations in the abundance of surface ground water may influence the size and structure of the C. c. yacare population in the Pantanal.

Desde 1998 hasta 2008, la tasa global de fecundidad (TGF) en el Paraguay cayó de 4,3 a 2,5 nacimientos por mujer. A su vez, una significativa parte de la TGF corresponde a hijos nacidos fuera de la unión o el matrimonio. En este trabajo se consideran los datos de la Encuesta Nacional de Demografía y Salud Sexual y Reproductiva 2008 (ENDSSR 2008) para estimar la TGF usando el modelo de Bongaarts, y se analiza la capacidad del modelo para predecir sobre la base de la revisión de Stover, que incluye la actividad sexual fuera de la unión o el matrimonio. Finalmente, se utiliza una regresión logística para explorar factores que promueven los nacimientos previos a la primera unión en el Paraguay. Los resultados muestran que la edad, la región de residencia, la religión y el poder adquisitivo se asocian a la probabilidad de que se produzcan nacimientos previos a la unión. Asimismo, se necesitan análisis más detallados para determinar exactamente qué supuestos y qué ecuaciones del modelo de Bongaarts no se ajustan al caso del Paraguay, y también para entender cuáles son los mecanismos subyacentes al comportamiento individual.

Este estudo tem como objetivo central analisar a parceria entre o público e o privado, estabelecida entre as universidades federais e as fundações de apoio privadas (FAP), no gerenciamento de recursos para a instituição apoiada, tendo como caso a relação entre a Universidade Federal do Pará (UFPA) e a Fundação de Amparo e Desenvolvimento da Pesquisa (FADESP), no período de 2004 a 2008, analisadas a partir dos relatórios de prestação de contas e documentos institucionais. Para compreender a realidade como resultado de processos históricos das relações humanas, partiu-se da premissa de que o esgotamento do modelo de gestão das universidades públicas no Brasil, financiadas exclusivamente com recursos do erário, acentuou-se a partir da década de 1990 com a Reforma do Estado no governo de Fernando Henrique Cardoso. Com a materialização das políticas de diminuição de recursos públicos introduziu a perspectiva de busca de vias alternativas de receitas para uma aparente manutenção das instituições públicas por entidades privadas como as FAP, políticas continuadas pelo governo de Luiz Inácio Lula da Silva. O estudo apontou que, apesar da introdução da lógica de mercado e da naturalização da parceria com o privado no interior das Instituições Federais de Ensino Superior (IFES), a relação entre público e privado é sustentada, essencialmente, com recursos públicos. Isso se reflete na expansão no número de FAP credenciadas junto às universidades federais, multiplicando-se em mais de 154% nos últimos 10 anos. Das 55 universidades públicas federais do Brasil, apenas cinco não possuem FAP credenciada, e as restantes apresentam 85 FAP gerenciando seus recursos. No caso da FADESP, no gerenciamento de recursos para a UFPA, abstraiu-se que: a) A FADESP atua há mais de 30 anos no interior da universidade e, embora seus relatórios de prestação de conta sejam apresentados de forma pública no conselho superior, isso se deu somente a partir de 2004 pela exigência do Decreto n° 5.204; b) Há ausência de observância da prestação de contas anual estabelecida pelo marco regulatório das FAP e o regimento da UFPA; c) Os Relatórios de Atividades são organizados diferentemente a cada ano, dificultando a compreensão dos mesmos por parte dos conselheiros da UFPA; d) A fundação apresenta no período investigado (2004-2008) um crescimento de 532,1% no volume de recursos gerenciados; e) Do total de recursos gerenciados pela fundação, em 2008, 94% representam recursos captados pela UFPA, especialmente por professores-pesquisadores, evidenciando uma nova identidade para a universidade pública, como produtora de conhecimento para valorização do capital, na qual a FAP é intermediadora dos processos administrativo-financeiros; t) O apoio real prestado pela fundação à UFPA, através da criação do Programa de Apoio (PROAP), é irrisório considerando o superávit da fundação que, em 2008, ultrapassou um milhão de reais; g) A FADESP atua com entendimento equivocado de Desenvolvimento Institucional, associando este como uma forma de prestação de serviço a outras instituições públicas e privadas, o que desvirtua a observância do marco regulatório das FAP e, por conseguinte, a missão institucional da UFPA.

Compartmentalization is a prerequisite to understand large wetlands that receive water from several sources. However, it faces the heterogeneity in space and time, resulting from physical, chemical and biological processes that are specific to wetlands. The Pantanal is a vast seasonally flooded continental wetland located in the centre of South America. The chemical composition of the waters that supply the Pantanal (70 rivers) has been studied in order to establish a compartmentalization of the wetland based on soil-water interactions. A PCA-based EMMA (End-Members Mixing Analysis) procedure shows that the chemistry of the rivers can be viewed as a mixture of 3 end-members, influenced by lithology and land use, and delimiting large regions. Although the chemical composition of the end-members changed between dry and wet seasons, their spatial distribution was maintained. The results were extended to the floodplain by simple tributary mixing calculation according to the hydrographical network and to the areas of influence for each river when in overflow conditions. The resulting map highlights areas of high geochemical contrast on either side of the river Cuiaba in the north, and of the rivers Aquidauana and Abobral in the south. The PCA-based treatment on a sampling conducted in the Nhecolandia, a large sub region of the Pantanal, allowed the identification and ordering of the processes that control the geochemical variability of the surface waters. Despite an enormous variability in electrical conductivity and pH, all data collected were in agreement with an evaporation process of the Taquari River water, which supplies the region. Evaporation and associated saline precipitations (Mg-calcite, Mg-silicates K-silicates) explained more than 77% of the total variability in the chemistry of the regional surface water sampling.
