O presente trabalho pretende apresentar uma comparação crítica entre o novo modelo de Planejamento, Orçamento e Gestão, adotado pelo Governo Federal na formulação do Plano Plurianual (PPA) 2000-2003, e as bases conceitual, metodológica e organizacional do Planejamento Estratégico Situacional (PES), proposto pelo Prof. Dr. Carlos Matus. Os fundamentos de tal comparação encontram-se na constatação de que o processo de elaboração e gestão do PPA foi, e está sendo, marcado pelo Determinismo Inconsciente dos planejadores públicos, o que Matus denominou de "Procustomania", ou seja, a capacidade de amputar a realidade, concebendo o planejamento de forma autoritária e propenso a ignorar tudo quanto escape às suas capacidades de controle e predição. A análise focou a elaboração e gestão do PPA 2000-2003 no âmbito do Ministério da Justiça, no período de dezembro de 1998 e outubro de 2002, destacando a experiência de aplicação parcial do PES no processo de elaboração dos Programas daquela Pasta no PPA.

A presente pesquisa tem como propósito objetivar uma análise acerca dos condicionantes objetivos, estruturais e institucionais que determinam a distribuição sócio-espacial de apenados, em Porto Alegre, entre os anos de 2000 e 2003. Desse modo, intenta-se construir uma reflexão sociológica que identifique os fatores que revelam maior influência no condicionamento da probabilidade de envolvimento dos indivíduos com a questão criminal. Nesta pesquisa são abordadas quatro modalidades de crime, a saber: tráfico de entorpecentes (art. 12), homicídio doloso (art. 121), furto qualificado (art.155) e roubo (art. 157). A análise é realizada a partir de uma tipologia sócio-espacial construída para Porto Alegre, em função das categorias sócio-ocupacionais predominantes nos diferentes espaços da cidade. Tal tipologia foi desenvolvida por pesquisadores do Núcleo de Estudo Regionais e Urbanos (NERU/FEE), para o estudo das desigualdades sócio-espaciais na região metropolitana e na capital. A pesquisa se justifica tanto do ponto de vista das políticas públicas de segurança, já que se propõe a fornecer uma visão mais acurada do problema do crime, quanto do ponto de vista teórico-metodológico, por abrir novas perspectivas de análise da questão criminal na cidade.

This thesis aimed to evaluate the implementation of the Food Acquisition Program(PAA) through CONAB RN in the period of 2003-2010 with the perception of all agents involved in the implementation of the government program.For the methodological trajectory it was adopted a descriptive bibliographical and documentary approach with triangular qualitative and quantitative, also called evaluative research.The theoretical model was supported by the authors Draibe (2001), Aguilar and Ander-Egg (1994) and Silva(2001), among others, that focused on family farming and evaluation of implementation of public policy having as a category of analysis the size implementation of policy and the latter divided into 10 theoretical dimensions.The universe consisted of three groups: the first were the managers and technicians from CONAB(RN and Brasilia), totaling 15 subjects. The second group was of associations/cooperatives that participated in the programin 2010, totaling a sample in each access of 15 representatives. The third group of subjects totaled with 309 representatives of governmental and non-governmental organizations that received donations of food for the same period. Semi-structured interviews and forms were adopted as instruments of data collection.The data were processed qualitatively by the analysis of content (interviews and documents) and quantitatively by means of statistical tests that allowed inferences and adoption of frequencies. Among the key find ingests that the program is not standing as a structure supported by planning. The interests of the performers do not necessarily converge with the objectives of the Food Acquisition Program (PAA). A shockof goals was identified (within the same program) when comparingthe financial agent (Ministry of Rural Development and of Social Development and Fight Against Hunger Ministry r) and the executor, CONAB/RN. Within the assessed dimensions, the most fragileis the sub-managerial decision-making and Organizational Environment and internal assessment, still deserves attention the sizeof logistical and operational Subsystem, as this also proved weak.The focusin the quest toexpand thequantificationof the resultsof theFood Acquisition Program (PAA)by CONAB/RN does forget a quality management focused on what really should be:the compliance with the institutional objectives of the government program.Finally, the perspective for the traded implementation should be re-examined because excessive discretion by managers along with technical staff has characterized there al role of the Food Acquisition Program (PAA) as public policy. We conclude that the implementation model, which apparently aggregates values to the benefitted citizens, has weakened the context of work on family farms having the management model of the implementation process be reviewed by the Federal Government and point too ther paths, which have as a guide line the emancipation and developmentof the field or in the field andat the same time enables the reduction of nutritional deficiency of beneficiaries in a balanced and coherent way

The relative importance of small forms of copepods has been historically underestimated by the traditional use of 200-300-µm mesh nets. This work quantified the distribution and abundance of copepods, considering two size fractions (<300 µm and >300 µm), in superficial waters (9 m deep) of the Drake Passage and contributed to the knowledge of their interannual fluctuations among three summers. Four types of nauplii and eleven species of copepods at copepodite and adult stages were identified, with abundance values of up to 13 ind/L and 28,300 µg C/m**3. The <300-µm fraction, composed of Oithona similis, small cyclopoids and nauplii, dominated the copepod communities in the 3 years; it accounted for more than 77% of the total number and for between 40 and 63% of the total biomass. Changes in density and biomass values among the three cruises differed according to copepod size fraction and water mass; the >300-µm fraction showed no changes among the 3 years, both in Antarctic (density and biomass) and in Subantarctic waters (density), whereas the <300-µm fraction showed higher (density and biomass) values in 2001 both in Subantarctic and in Antarctic waters. Sea surface temperature and its anomaly accounted for the largest proportion of variability in copepod density and biomass, particularly for the <300-µm fraction.
