The sprat of the Baltic Sea is not as short-lived as inother Seas probably because fish predator species arerestricted mainly on cod and salmon. Sea bird popula-tions are much smaller and marine mammals are rare inthe Baltic Sea. The sprat stock biomass is fluctuatingstrongly. The fluctuation is mainly influenced by thestock recruitment and is also dependent on the strengthof the cod stock. After a strong decrease during the1980ies sprat catches increased again from 1992 onwardsand reached a peak with over half a million tonnes in 1997. At about the same time the character of the BalticSea sprat fishery changed from catches mainly for hu-man consumption to catches mainly for industrial pur-poses initiated by the fishery of Sweden. The recentrecord high catches of sprat have been possible only dueto the low level of the cod stock of the main Baltic SeaBasins over some years. A sprat fishery on such a highcatch level might cause conflicts with a recovering codstock in future.

The sensitiveness of different demersal and pelagic fish species of 70 hauls in the North and Baltic Sea in water depths of 60 to 250 m and 15 to 80 m, respectively, amount of catch of 100 to 3500 kg and trawling times of 0,5 to 6 h on board of the FRV “Walther Herwig III” was investigated. Some demersal fish species , e.g. saithe (Pollachius virens), were even still sensitive, when caught at a water depth of 250 m at a trawling time of 1,5 h. Generally the number of sensitive fishes was reduced with increasing water depth, amount of catch, trawling time and following storage of the catch on board. Among demersal fishes the species without swimbladder and flat fishes were clearly more resistent to mechanical stress. On the contrary, pelagic fish species were generally less robust. After trawling times of 2 h no sensitive animals were observed. In some fisheries there are mixed catches of demersal and pelagic fish species with different sensitiveness. In commercial fisheries, there is therefore – under animal welfare aspects – for the time being, no prospect for an improvement of the catching and slaughtering procedure on board

The spring session of ACFM gave advice for a number of stocks in the North Atlantic, North Sea and Baltic. The present assessment of the situation is given here for stocks of higher importance for the German fishery. These are: Blue Whiting: the stock is still relatively high, this, however, will not last very long, due to too intense fishing. Cod in Kattegat: stock is outside safe biological limits. No immediate recovery in sight. Cod in 22–24 (Baltic): stock is inside save biological limits. F, however, is above the recommendation of the IBSFC. Greenland Halibut: state of the stock not quite clear. The present fishing intensity seems to be sustainable. Herring (Atlanto- scandian, Norwegian spring spawner): stock is within safe biological limits, weak recruitment of the recent years will lead to a reduction of biomass. Herring: for Baltic spring spawner in 22–24 and IIIa still no increasing tendency detectable. North Sea Herring: further increasing tendency, with 900 000 t over B lim, good recruitment. Herring in VIa: stable. Redfish: generally decreasing tendency observed, a reduction of the fishery is recommended. Signs of recovery, however, visible for some units

Analyses of the previous years showed that the reproduction of the Belt Sea cod stock (Gadus morhua morhua) is also very important for the cod stock of the central Baltic Sea (Gadus morhua calarias). Oeberst (1999, 2000) proved, that between 20 % and 50 % of the cods caught in the Bornholm Sea at the age of 2 or 3 years between 1994 and 1998, were spawned in the Belt Sea. On account of this large significance of the Belt Sea cod stock, information regarding the reproduction process are important. The goal of the article presented is the description of the actual spawning areas of the Belt Sea cod stock by means of the spatial distribution of the spawners based on characteristic parameters as the maturity stages and the proportion of the sexes. The basis for these analyses are data sampled between 1992 and 1999. The analyses showed that the actual main spawning areas in the western Baltic Sea were the deeper regions of the Kiel Bay, of the Fehmarn Bay and of the western Mecklenburg Bay. In these regions spawning cods were regularly observed with high intensity. Furthermore, the deeper basin of the Arkona Sea is an important spawning area.

Several fishery independent estimates of the year-class strength are necessary for the assessment and the management of the total fish stock. An index for the year-class strength of the spring spawning herring in the western Baltic Sea is estimated on the basis of larvae surveys in the most important spawning ground. The results of this year’s herring larvae survey indicate a weak year-class 2000.

On the basis of the ”Gdansk Convention on Preservation of Living Resources of the Baltic Sea” the International Baltic Sea Fishery Commission (IBSFC) has been regulating catches of most important fish species in the area since 1974. This article reviews, in a first step for Baltic Sea cod, the development of stocks and fishery since 1970 in the light of respective catch regulations of IBSFC. TACs have been fixed by IBSFC by species for the whole Baltic Sea and resulting quotas have been split according to national and/or international fishery zones from 1975 up to now. The Baltic Sea cod is on biological background treated in scientific stock assessment as two separate stocks. Both stocks, in the western and eastern Baltic Sea, show clearly different developments over the period since 1970. After a short living peak in stock size of the eastern compartment about 20 years ago this stock has been on a very low level since the late 1980’s. During that period with increasing effort big cod catches have been landed.. The level of fishing effort is more or less the same still with much lower catches nowadays. A detailed description of development of stock sizes and recruitment is given. The conclusion is that with the present regime of regulation on the basis of one TAC for the total Baltic Sea and with high fishing capacity available for cod it will be impossible to meet the aim of good and stable yields.

The German larvae surveys in the main spawning area of the herring of the western Baltic Sea - an international important program. The article gives an overview over the German herring larvae surveys in the Greifswalder Bodden and Strelasund. This program is performed under ecological points of view annually in the main spawning area of the herring of the western Baltic Sea and delivers indices, which are well suited as independent estimates of the herring year-class strength.

The economical value of turbot (Psetta maxima) from the Baltic Sea has distinctly increased in the past decade. Compared to the eighties the catches of this species on the main fishing grounds increased threefold. Besides a more directed fishery on this species and an improved catch statistic the main reason for this fact is probably an increased stock size. Improved protection measures caused three consecutive strong year-classes. The main parameters of the turbot stock are presented.

Information is given about the results of the latest meeting of the Herring Assessment Working Group for the Area South of 62° N and the Baltic Fisheries Assessment Working Group, which were conducted in March and April at ICES headquarters in Copenhagen. The actual stock development and the catch options estimated for different assessment units of herring and sprat are presented. The spawning stock size of North Sea herring reached in 1998 for the first time since 1991 a level above the Minimum Biological Acceptable Level (MBAL) of 800 000 t. Keeping the fishery at the present level the spawning stock size should reach in 1999 a level of about 1.2 mio. t. For the Western Baltic Spring spawning herring stock no actual stock estimate was presented. Due to uncertainties in splitting the catches in North Sea autumn and Baltic spring spawners no analytical assessment was accepted.

Ichthyoplankton material provides information on the species composition in an area of investigation and leads to a better understanding of the entire fish community. Since 1993 every year in May and/or June an ichthyoplankton survey in ICES-Subdivision 22 and 24 has been performed to sample the plankton community of fishery resources in the western Baltic Sea. One objective was to get signs of possible changes in the natural structures of this fish community. The time series derived from the Bongo-Net samples does not show a clear trend in larval densities. Values varied, but up to now samplings in the western Baltic Sea yielded only low mean densities. According to the kind of reproductive biology the fish species were divided in three major groups: • Fish species with a long developmental phase in the plankton community • Small short living species with benthic eggs and a reduced plankton phase • Guests without local spawning populations. Species could be identified, which were absent in the fish larvae catches of the western Baltic Sea in the 60s and 70s.

In 1998 the longtime series of the standardized bottom trawl surveys conducted in the western Baltic (ICES Sub-division (SD) 22 and 24 since 1978) during spring and autumn and also in the eastern Baltic (ICES Sub-division since 1993) during spring were continued. The results of the surveys as well as those of a sampling programme carried out on board of commercial cutters (mainly financed by an EU study project) and on the market, the investigation of the survival rate of the discards, and the landing statistics are the basis of the analysis of the German and international cod fishery in 1998. The German cod fishery was concentrated on the ICES SD 22 and 24 (total landings 9722 t). The total landings from the fishing grounds east off Bornholm, the traditional German fishing ground, amounted only to about 1270 t. The German cod quota was utilized at 64 %. The fishery in the ICES SD 22 and 24 was characterized by a discard rate of undersized cod of 13 %. That corresponds to about 7.3 million specimens of 0-group, one- and two-years-old youngfish, respectively. The total international cod landings of the Baltic amounted to 101 500 t. In comparison with 1997 (total landings 129 600 t) the landing decreased by 23 %. The percentage utilization of the cod TAC (1998: 140 000 t) amounted to 74 % in 1998.

The utilization of spring herring caught off the eastern German Baltic Sea coast in the waters around Rügen Island has a long tradition. Since 1991 there was a dramatic decrease in herring fisheries in this area. To promote the better use of this typical spring herring stock an exploratory fishery was started from January to May 1999 accompanied by quality investigations. The results show the possibilities of utilization according to length distribution, fat content and quality aspects.

Die Tagung fand in Warschau, dem Sitz des Sekretariats der IBSFC, statt. Arbeitsebenen der Tagung sind Plenarsitzungen und Sitzungen der beiden Ständigen Komitees „Regulierungsmaßnahmen“ und „Finanzen“. Die Plenarsitzungen und Sitzungen des Ständigen Komitees für Regulierungsmaßnahmen mit insgesamt 34 Tagungsordnungspunkten waren geprägt von der Analyse der nationalen Fischereien im Basiszeitraum, d.h. von der Ausnutzung der nationalen Quoten für 1996 und z.T. 1997, den Beratungen zum Fischereimanagement für 1998, aber auch vom Vorsorgeansatz im Fischereimanagement und den Auswirkungen der sogenannten Rio-Konferenz (UN-Konferenz über Umwelt und Entwicklung, Rio de Janeiro 1992) für den Ostseeraum.

Die Tagung setzte den während der vorigen Jahrestagung zu beobachtenden Kurs einer Schwerpunktverlagerung generell fort. Diese ist durch die stärkere Berücksichtigung des Vorsorgeansatzes im Fischereimanagement auf der Grundlage wissenschaftlicher Empfehlungen des ACFM (Management-Komitee für Fischerei) des ICES gekennzeichnet. Damit traten die in der Vergangenheit fischereipolitisch dominierten nationalen Managementinteressen weitestgehend in den Hintergrund und trugen somit zu einer sachlichen Tagungsatmosphäre bei. Wichtigste Tagungsthemen waren die Ausnutzung der nationalen Quoten für 1997 und 1998 (1. Halbjahr), die Festlegung der zulässigen Gesamtfangmengen (TAC) für die internationalen Fischereien 1999, aber auch Strategien zur Nutzung der lebenden Ressourcen der Ostsee unter den Bedingungen des Vorsorgeansatzes im Fischereimanagement. An den Beratungen nahmen Ländervertreter und Experten Estlands, der EU, Lettlands, Polens und der Russischen Föderation sowie Beobachter des ICES (Internationaler Rat für Meeresforschung) und der HELCOM (Helsinki-Kommission) teil.
