The Centre for European Policy Studies (CEPS) is an independent policy research institute in Brussels. Its mission is to produce sound policy research leading to constructive solutions to the challenges facing Europe. The views expressed in this book are entirely those of the authors and should not be attributed to CEPS or any other institution with which they are associated or to the European Union. This book, commissioned by the Foreign Trade Association, aims to provide an independent and in-depth contribution on the status of bilateral economic exchanges and persistent trade barriers between the European Union and China. A second objective is to encourage a frank and open dialogue, based on a scientific evaluation and without prejudice, of the possibility of a preferential trade agreement between the two sides. The study was carried out by CEPS, in cooperation with the World Trade Institute at the University of Bern.

This paper reviews the growing influence of human rights issues on land rights, administration, management and tenure. In the last few decades, attention focussed on integrating economic and environmental considerations to achieve sustainable land use. The World Trade Organisation began in 1995. As a condition of membership, nations undertook legislative programmes aimed at reducing price distortions and barriers to international trade. Reducing trade barriers has direct effects on agricultural production as a major land use. Similarly, as signatories to the 1992 Rio Declaration, nations undertook caring for and reporting on the state of the environment. However, quality of life is also an issue in deciding what is sustainable development. The Universal Declaration of Human Rights, proclaimed in 1948, provided a framework for a series of international human rights conventions. These conventions now influence national legislative programmes. The purpose of this paper is to review some of the implications of human rights on rights in land and the production and use of spatial information.

La internacionalización es un paso muy importante para las empresas que desean alcanzar mercados exteriores e incrementar ventas asegurando la sostenibilidad en el tiempo. La globalización viene siendo un tema crucial no solo para las naciones sino también para las empresas. Mientras que los gobiernos deben preocuparse por establecer políticas que los haga competitivos frente al mundo, las empresas, estando en ese lecho de políticas deben generar estrategias que garantice su perdurabilidad en los mercados. Por otro lado las empresas deben ser conscientes que las necesidades se transforman y en cuanto esto pase, las organizaciones deben tener la capacidad de respuesta oportuna para satisfacer lo que la demanda requiera, pues los consumidores de hoy, son altamente exigentes y difícilmente fieles. Las empresas que desean internacionalizarse deben ser estrategas para realizar los pasos adecuados tomando las decisiones más acertadas, por lo que esta investigación busca basarse en fuentes bibliográficas y guías en expertos para consolidar la información y traducirla en el diseño del plan exportador que busque reducir riesgos. DAGALA Plásticos E.U es la empresa en la cual esta investigación se va a basar, dicha organización es una pyme colombiana que se dedica a la producción de ganchos plásticos de excelente calidad con material reciclado (polipropileno). Por ende es una empresa que pertenece al sector de los plásticos, pero se enfoca a un nicho de mercado mucho más popular pues el producto que ofrecen es de bajo precio debido al material que usan. Su clasificación internacional industrial uniforme es 2529 que hace referencia a la fabricación de artículos de plástico, este código está acorde con el International Standard of Industrial Classification of All Economic Activities (ISIC) el cual es el código internacional desarrollado por UN como una manera estándar para la calificación de las actividades económicas. Se busca diseñar el plan exportador para dicha empresa, dividiendo el estudio en etapas. En la primera se pretende realizar un diagnóstico situacional con el fin de saber cómo está la empresa actualmente lo cual nos resolverá su potencial para exportar dado en fortalezas y debilidades. Si la primera etapa arroja resultados satisfactorios, el siguiente paso es realizar un estudio de mercado para encontrar el país más propicio a exportar, con un análisis debido de competencia y de barreras al comercio. Por el contrario, si no arrojan resultados positivos, se enfocará en las debilidades para hacer más posible en un futuro la exportación. La tercera etapa se concentrará en formular la logística del producto desde su punto de fabricación hasta el país final. Y finalmente se concluirá el trabajo. Algunas empresas colombianas, ya sean PYMES o grandes compañías, tienen dificultades para realizar exportaciones y comercializar sus productos en un mercado extranjero, ya sea por barreras comerciales, desconocimiento de los procesos de internacionalización o temor al fracaso. Dadas las diferentes barreras de internacionalización, las compañías son ajenas al conocimiento de su potencial exportador, lo cual genera mayor dificultad para dar el paso de internacionalizarse. Por lo anterior, surge la necesidad de realizar un análisis de caso de cómo una empresa Colombiana de la industria textil, logra internacionalizarse enfrentado barreras y tomando decisiones acertadas, con el fin de servir como ejemplo para otras compañías de la misma industria que deseen internacionalizarse.

Durante los últimos años debido a la implementación de TLC’s con diferentes países del mundo, Colombia ha obtenido ventajas y desventajas de estos tratados por cuanto estos permiten la eliminación de barreras comerciales para promover e impulsar la exportación e importación entre los países miembros. Por otro lado, existen desventajas debido a que los países tienen diferentes capacidades económicas, tecnológicas y además se exigen ciertas características fitosanitarias que los productos deben tener para prevenir cualquier daño al bienestar humano, animal y vegetal. Estas medidas fitosanitarias pueden ser establecidas por cada país o si los países miembros del tratado lo desean pueden aceptar las medidas fitosanitarias internacionales determinadas por la Organización Mundial del Comercio (OMC), como es el caso del Tratado de Libre Comercio entre Colombia y Suiza, países que aceptaron implementar dichas medidas a sus productos, entre los cuales se encuentran los hortofrutícolas, temas que se analizarán en la presente investigación.

Based on the Heckscher-Ohlin-Vanek model, this paper investigates relative factor abundance in Brazil, as revealed by its international trade. We study two different time periods: one characterized by high trade barriers (1980 to 1985) and the trade liberalization period (1990 to 1995). Two alternative methodologies are used: the estimation of factor intensity regressions on net exports and the direct computation of factor content in net exports. In the factor intensity regression, we incorporate technological changes that might have occurred over time, and those turned out to be significant. Both methods yield the same results: the Brazilian international trade reveals relative abundance in capital, land and unskilled labor, and scarcity in skilled labor, with qualitatively equivalent results for the two time periods studied.

Mercados são instituições criadas para facilitar uma atividade de comercialização. Isto é possível porque um mercado é constituído por instituições que foram desenhadas para reduzir os custos de transação associados a este processo de troca. A partir dessas duas ideias, esta tese possui três objetivos principais. (i) Analisar por que a literatura de análise de cointegração tem mensurado estes custos de forma imprecisa. A principal razão é certa confusão entre os conceitos de custos de transação, de transporte e de comercialização. (ii) Propor um procedimento para mensurar indiretamente os custos de transação de mercado variáveis combinando os modelos de cointegração com mudança de regime e a estrutura teórica oferecidas pela Nova Economia Institucional. Este procedimento é aplicado para quantificar quanto custa comercializar etanol no mercado internacional usando suas atuais instituições. (iii) Por fim, usando os mesmos modelos e a mesma estrutura teórica, esta dissertação contesta a hipótese de que já existe um mercado internacional de etanol bem desenvolvido, tal qual a literatura tem assumido. De forma semelhante, também é avaliada a hipótese de que a remoção das barreiras comerciais norte-americanas para o etanol brasileiro seria uma condição suficiente para o desenvolvimento deste mercado internacional. Os testes aplicados rejeitam ambas as hipóteses.

Recent research has underlined the efficiency of the GATT/WTO rules from the standpoint of politically motivated governments, emphasizing that the current multilateral rules are capable of delivering a politically efficient equilibrium. Such an equilibrium is, however, economically inef- ficient. Global free trade, in particular, is generally unattainable even in a fully cooperative world, provided that governments have distributive motivations. In such a context, we show that regional trade agreements can help move the world towards a welfare superior equilibrium. The reason is that, as members of regional trade agreements lower trade barriers against one another, they are induced to reduce their multilateral tariffs as well. Once we account for these endogenous changes–and only then–we find that regionalism can raise world welfare even in a fully cooperative (but political) world. We also find, however, that members are likely to gain "too much" from regional integration, thereby harming outsiders.

The World Trade Organization (WTO) was established in 1994 as a result of the Uruguay Round, and has as its principal aim advocate for the maintenance of free trade between nations. The preamble of its Constitutive Agreement specifically cites as an institution the goal of achieving sustainable development and the pursuit of protecting and preserving the environment, bringing into the sphere of world trade the idea that concern for the environmental cause is not restricted only the group of environmentalists, but rather has entered the economic landscape in a way not only ideological, but also pragmatic. The General Agreement on Tariffs and Trade (GATT) 1947, part of the GATT 1994, contains a device that allows the adoption of trade restrictive measures, provided that such measures aimed at protecting the environment - Article XX. The Settlement Body (DSB) is part of the WTO and acts in dissolving disputes between the countries motivated by trade. It examines two cases where countries have imposed restrictive trade measures with environmental justification. The first case was closed in 1996, with award of damages given to Brazil, on the breakdown of U.S. environmental legislation imposed on imported gasoline from Brazil - and the second, begun in 2005 and closed in 2007, coming out victorious again Brazil is on the import ban on retreaded tires to Brazil. The objective is to answer the question: how the environment is treated in the midst of trade discussions - which is aimed at its protection or its use with economic objectives in disguise? For the preparation of this work, extensive documentary research was undertaken with the virtual site of the WTO to review the entire production of legal cases and subsequent analysis of the key issue for the work, and literature of authors who have studied the tense relationship between trade international environment. The first case, it could be seen that the political movement performed by the U.S. with the aim of achieving acceptable standards of air quality was an institutional effort to ensure the quality of air, and thus would be inappropriate to say that the regulation of gasoline was merely a disguised trade barrier.However, a careful analysis of the implementation and operation of gasoline regulation may reveal intentions disguised trade and U.S. environmental argument did not hold. The weight of this environment was relegated, since there were clearly outside interests to the environmental cause. The second case, it was realized that, despite clear attempts by the EC to promote ecological dumping, send when brought to Brazil, supposedly a country with weaker environmental structure on surveillance, a residue that, pursuant to internal policies, as could not be sent to their own landfills, the Brazilian discourse remained focused on the environmental cause, and this sort there was the existence of disguised trade barriers, but of importance, at least a priori, the discussion of foreign forces on the environment environment because there is no way to legally justify the reversal of the total understanding of the first judging body, the sight of all the arguments presented by Brazil and the nonsubmission of new facts upon appeal. Still, quite heartening to reflect on the role of trade liberalization on the environment in general, because, while they do not reach a definitive conclusion will reveal positions in both directions, both for and against, the that only adds to the discussions and makes this a very fertile topic for future research
