Finnish education policy, educational legislation and the entire education system changed significantly during the 1990s as part of a general restructuring of public administration. There has been a clear divergence from the former tradition of a system of regulation, founded on detailed legislation and the principle of equality. The new governance, which is based more on individual choice, efficiency and evaluation, emphasizes that the development of a high standard of education is a necessity in the light of global competition. This study explores the legislative process regarding education policy in the Finnish Parliament during the 1990s, and highlights in particular how the international discourse on education policies was restructured in the context of Finnish legislation. The research material consists of all the public parliamentary documents relating to education, including government proposals, minutes from the discussions in the chamber and archive material (final protocols, reports and statements) for the Committee for Education and Culture. The discourse on the process of drafting and passing education legislation is modelled on three interrelated policy technologies (market, management and performance), which are understood here as mechanisms connecting general political ideas to normative legislation. The changes in the regulation of education were part of a general public administration reform instigated during the mid 1980s. The research results will prove that during the left-right coalition cabinet of PM Harri Holkeri, new policy technologies affected the parliamentary discourse on education policy. This was particularly influenced by a change in the preconditions for the management of education that was created as a result of the numerous demands to deregulate and delegate decision-making authority to the local and school levels while rendering the whole education system more effective. At the turn of the decade, market-type mechanisms were more indirectly manifested in the forms of individuality and freedom of choice, which were reflected, for example, in proposals to “lower the hurdles” by separating general from vocational secondary education with a view to encouraging students to select courses from other educational establishments, in addition to relaxing the requirements for establishing private schools and abolishing a hundred-year-old strict national catchment-area system. Later, in the course of the 1990s, after the subjects, players, and methods of evaluation had been more precisely defined, evaluation based on performance would result in the active measurement of the attainment of set objectives. In the spring of 1991, from the outset of PM Esko Aho's right-centre coalition cabinet, the education budget suffered cutbacks as a result of a global recession and this influenced the legislative work of, and discourses in, parliament. Representatives of the parties in power regarded the recession solely as an external factor that was remote from the political arena. In their view, the education system should rise to the challenge by ensuring the efficient and innovative use of the resources available and by developing new forms of indicators for evaluating results. Representatives of the opposition opposed the cabinet’s standpoint as a result of the recession, criticized the measures taken by pointing out the harmful effect of constantly cutting the budget and argued that the government had made political capital out of the recession by using it as an opportunity to give more room to market, management and performance technologies within the Finnish education system. Criticism of the new education policy became even stronger during PM Paavo Lipponen's first “rainbow” coalition cabinet with critical views being expressed not only from the opposition but also from representatives within the government. Representatives from the left demanded legislative restrictions and the instigation of measures to relieve the presumed negative effects of market, management and performance in the name of educational equality. The new management by results steering method within the university sector and the introduction of commercial education services in compulsory education were fiercely criticized. The argument over “setting outer limits” including, for example, the demands for more detailed legislation and earmarked state subsidies was characteristic of Parliament’s legislative discourse in the latter part of the 1990s. This co-written chapter was included in an edited book featuring invited authors from different countries and different areas of museum research and practice. The chapter uses a theory of play by Johan Huizinga (1938) to frame case studies of play-based interactive experiences in museums in various countries. The aim was to use theory to ground museum practice, in order to evaluate existing practical implementations as well as to inform the design of new ones. The book was nominated as one of the 10 best museum education books of 2011 by Museum Education Monitor, and the chapter led to a subsequent technology residency the author undertook in the Spike Island gallery, Bristol in 2012, funded by the National Endowment for Science, Technology and the Arts, Arts and Humanities Research Council and Arts Council England. It also informed his subsequent postgraduate teaching, an example of which is a recent MA project, which deconstructs play from a computational perspective. Collaborations have continued with the co-author, which have resulted in a number of invited lectures. In this chapter the authors explore play as a structure for supporting visitor learning, drawing from international research in museums and interaction design. Four aspects of play first proposed by Huizinga are explored – the free-choice aspect of play, play as distinct from real life, play as an ordering structure, and the role of play in bridging communities. The chapter argues that play provides museums with ready-made structures and concepts, which can help planning for visitor learning. The research was equally divided between the co-authors, who developed the conceptual and theoretical aspects of the article by drawing on their own research alongside key examples of museum design and digital media.

La mission éducative des musées auprès de la société en générale aujourd’hui est incontestable et les musées d’art contemporain sont des endroits importants de formation et de délectation. Cette recherche de maîtrise qui s’inscrit dans le cadre de la recherche Le grand public et l’art contemporain : du rejet au plaisir menée par A.M. Émond et C. Dufresne-Tassé de 2009 à 2014 identifie les sources de plaisir qui peuvent émerger chez les visiteurs de type grand public lors d’une visite à un musée d’art contemporain. Pour ce faire, nous avons analysé 30 discours de visiteurs de type grand public qui ont visité le Musée d’art contemporain de Montréal dans le cadre de la recherche d’Émond et de Dufresne-Tassé. La présente recherche de maîtrise privilégie l’approche qualitative, étant à la fois exploratoire, empirique et fondamentale. Nos résultats ont démontré l’existence de plaisirs qui émergent en fonction de trois grandes catégories (objet muséal, visiteur lui-même et impression générale) et qui se subdivisent en dix-huit sous-catégories. Nous avons décrit chacune de ces catégories et sous-catégories de plaisir à l’aide d’exemples extraits des discours des visiteurs. Cette recherche contribue à l’avancement des connaissances en fournissant aux musées d’art contemporain des indications sur la présence de diverses sources de plaisir dans l’appréciation des visiteurs lors de leur traitement de l’art contemporain. Ainsi, les secteurs éducatifs des musées pourront réinvestir ces résultats de recherche dans l’élaboration de stratégies éducatives muséales destinées à ce public non spécialiste.

Desde la perspectiva del comercio internacional la prestación de servicios, en particular la de servicios públicos, ha sido un tema reciente. En el caso de la educación este tema se consideraba tradicionalmente como una actividad propia del Estado, asociada al concepto de servicio público. En la actualidad estos conceptos han cambiado y hoy se considera que la educación no sólo puede ser objeto de transacciones comerciales, como cualquier otro servicio, sino que además puede ser exportada. Para Colombia este tema cobra especial importancia de cara a las negociaciones del Tratado de Libre Comercio (TLC) con los Estados Unidos de América, no sólo por la especial situación de Colombia como importador neto de servicios de enseñanza, sino también por los posibles efectos que pueda tener este tratado sobre la educación en el país. El objetivo de este documento es analizar las disciplinas del comercio de servicios y su aplicación a los servicios de enseñanza superior en particular, así como las implicaciones concretas para Colombia de las negociaciones de un TLC que incluya en su ámbito de aplicación el tema de los servicios de educación.

Introducción: Fueron calificados en Colombia con pérdida de la capacidad laboral (PCL), de Incapacidad Permanente Parcial (5%-49%), 54.272 casos, de los cuales en el Departamento del Meta se calificaron 730 casos. Objetivo: Establecer los factores sociodemográficos y laborales asociados con la calificación de PCL de patologías de origen laboral y común por la Junta Regional de Calificación de Invalidez del Meta (JRCIM) (2012-2013). Metodología: Estudio de corte transversal, observacional, con una población muestra de 1.140 registros de personas calificadas con pérdida de la capacidad laboral entre 2012-2013, la información se recolectó mediante la base de datos de pacientes calificados en la JRCIM, en donde se indagó sobre los factores sociodemográficos, laborales y porcentaje de PCL. Resultados: 73.6 % de la población fueron de género masculino, la actividad económica que predominó fue la de servicios domésticos con el 76.5%, la mayoría desempeñaba el cargo de oficios varios con el 6%, el 53.7 % fueron calificados con PCL del 16 – 30 %. No se evidenció asociación estadísticamente significativa entre el porcentaje de PCL y factores laborales y socio-demográficos. Conclusiones: La calificación de PCL, en el Meta está marcada por factores tales como la edad y el género masculino, igualmente la actividad económica que predominó fue la de servicios domésticos, transporte y educación, estos sectores deben ser intervenidos en términos de vigilancia epidemiológica para prevenir estados de incapacidad permanente parcial e invalidez.

La corrupción sigue siendo uno de los principales problemas del Estado de Derecho en el siglo XXI. Su incidencia reduce la eficacia de la inversión, aumenta el valor de los bienes y servicios, reduce la competitividad de las empresas, vulnera la confianza de los ciudadanos en el ordenamiento jurídico y sobre todo condena a la miseria a quienes deben ser destinatarios de las políticas públicas.Sin embrago, la lucha que han realizado muchos gobiernos y funcionarios judiciales contra este fenómeno ha modificado sus formas de aparición, pues es cada vez menos frecuente la apropiación directa de los caudales públicos o la entrega de sobornos a los funcionarios, prefiriéndose métodos mucho más sutiles como los sobrecostos, la subcontratación masiva o la constitución de complicadas sociedades, en las cuales tienen participación los funcionarios públicos o sus familias.Este libro constituye un esfuerzo por el estudio jurídico y criminológico de la corrupción y los delitos contra la administración pública en Europa y Latinoamérica y reúne la selección de los temas penales más relevantes de la tesis doctoral del profesor Carlos Guillermo Castro Cuenca, denominada Aproximación a la Corrupción en la contratación pública y defendida en la universidad de Salamanca en febrero de 2008, con lo cual obtuvo la calificación de sobresaliente por unanimidad.

O crescimento do emprego no setor terciário - comercio e serviços - tem se configurado como uma tendência histórica. Há tempos este setor vem sendo o grande absorvedor da mão-de-obra liberada pelos demais ramos da economia. Será ele, porém, capaz de gerar empregos na medida exata para possibilitar tal absorção? E quanto à qualidade das vagas criadas? O presente trabalho objetiva fornecer uma resposta a tais questões. Para tanto, procede-se à minuciosa análise do setor terciário. O primeiro capítulo começa por elencar as características de um serviço e seus impactos para a mensuração do produto da atividade e do agregado em nível setorial. No segundo capítulo busca-se compreender a expansão da participação dos serviços no produto e no emprego da economia mundial. Cinco hipóteses poderiam explicar o fenômeno: elasticidade-renda da demanda superior à unidade, menor produtividade do trabalho no setor terciário, crescente integração entre indústria e serviços, maior demanda por serviços coletivos e, por fim, o papel de "colchão" social desempenhado pelo setor. O capítulo seguinte examina o caso brasileiro e conclui que o processo de urbanização desenfreada, bem como o agravamento. dos conflitos sociais demandaram uma política ativa de contratação de mão-de-obra por parte do Estado. Estes fatores fizeram com que o emprego terciário se expandisse, mas muitos migrantes podem ter sido relegados à execução de funções de baixa qualificação. Em função disso, o quarto e último capítulo analisa a qualidade dos postos de trabalho terciários na Região Metropolitana de São Paulo. Percebe-se a existência de um trade-off entre geração e qualidade do emprego. Enquanto os serviços especializados, de educação e saúde parecem os mais adequados para a aplicação de políticas de emprego, pois aliam postos de excelente qualidade e alguma capacidade de geração, 73% do emprego terciário da região encontra-se em ramos com vagas de baixa qualidade. E o que é pior: estes ramos foram responsáveis por 93% dos postos gerados no triênio 1995/97, o que representa grande preocupação para a "saúde" de nosso mercado de trabalho.

Esta tese é uma reflexão sobre a construção de escritas da História do Brasil em museus, a partir da década de 1920, momento fulcral para o estabelecimento de uma “pedagogia da nacionalidade” republicana, que tem por suporte o discurso museal. Alguns dos esforços político-pedagógicos dessas instituições foram observados, com o objetivo de compreender as principais características de um paradigma educativo para o saber histórico nos museus. Assim, a análise das comemorações cívicas, dos guias de divulgação e das exposições permitiu uma aproximação das ativações memoriais ensejadas pelos atores dos museus, com atenção para as continuidades, as negociações e as transformações dos projetos, especialmente em sua dimensão pedagógica. O Museu Mariano Procópio foi selecionado para a realização de um estudo de caso, tanto por suas especificidades, que nos induzem a pensar o “concerto” dos museus nacionais a partir do interior do país como pela relevância de seu acervo e pela intensidade de ações educativas desenvolvidas na gestão de Geralda Armond (1944-1980). A gestão Armond é o foco da tese, sendo marcada pela defesa da continuidade institucional e do enquadramento da memória da família Lage; pela luta pela sustentação material do Museu, inclusive com uma forte aproximação com o regime civil e militar; e pela busca da profissionalização de quadros e do dinamismo das ações. Os resultados atentam para a multiplicidade e fragilidade na construção identitária do Museu, associada ao fato de ser um museu “municipal”. Uma situação que explica, ao menos em parte, seu esquecimento no cenário nacional a despeito de seu acervo expressivo e das articulações encetadas com o sistema escolar, por meio do fortalecimento do sentido cívico de suas ações pedagógicas.

With the increasing offer of education services in Brazil, it is necessary to evaluate the quality of service in education, especially in those institutions for vocational education which have a greater interaction with the labor market, in order to form qualified professionals and meet the growing demand that the country has today[A1] . In Brazil, the evaluation of the quality of library services has influenced the assessment of educational institutions and in this context, there needs to be a process to monitor the quality of services provided by libraries. However, the service is not done in a single moment and thus to a more detailed assessment it needs to be measured and evaluated each different time the customer uses it. Therefore, the aim of this work consists in measuring the quality in every moment of truth of a cycle of library services to assess which are the most relevant moments in the client's perspective at the library of the Federal Institute of Education, Science and Technology of Rio Grande do Norte (IFRN) Campus João Câmara in building the overall quality of service. In the literature review, internal secondary sources were used, from the database of the institution studied, and also external sources, through literature in books, articles, dissertations, theses and journals on compost quality, service quality, cycle services, measuring quality, satisfaction, teaching activities, and on library services specifically. We applied a questionnaire to students in the library based on models of quality measurement SERVPERF and SERVQUAL and its variations such as SERVQUAL pondered and SERVPERF pondered . Through analysis based on concepts of reliability and validity of measuring instruments, it was found that the SERVPERF model is the instrument that most closely matches the dimensions of quality assessed in the library with customer satisfaction measured by the questionnaire. From there, the search results as measured by statistical techniques of analysis, indicated that the initial and final moments of truth of the cycle of service quality had the greatest influence on overall customer satisfaction with the library service
