Os conflitos por múltiplos usos da água, no reservatório da UHE Tucuruí, surgem com o anúncio da construção da mega hidrelétrica na região, e os conflitos socioambientais subseqüentes. Aliada a elevação do nível de percepção social em relação aos problemas ambientais cresce também a busca por eficientes processos de gestão e gerenciamento de recursos hídricos. Este estudo objetiva analisar e tipificar os conflitos por múltiplos usos da água no reservatório da UHE Tucuruí, utilizando-se como ferramenta de apoio à decisão o software de modelagem qualitativa NVivo 8, e dessa forma verificar as melhores alternativas a serem adotadas para a conciliação dos usos múltiplos no reservatório. As tipificações realizadas basearam-se na análise dos conflitos, seus componentes, elementos e aspectos, tipo, natureza e origem. Sendo assim, identificaram-se três principais tipos de conflitos no reservatório da UHE Tucuruí: conflitos entre distintos grupos de usuários da água, conflitos por obras hidráulicas e conflitos decorrentes de poluição ambiental. Para este estudo adotou - se uma abordagem qualitativa, através do método de mapeamento cognitivo. Este tipo de mapeamento possibilitou a construção de um modelo cognitivo para a gestão dos conflitos no reservatório de Tucuruí. Sendo assim, o software NVivo 8 possibilitou, além da análise dos dados obtidos nas entrevistas e no levantamento bibliográfico, a construção do modelo gráfico de apoio à gestão de conflitos por múltiplos usos da água. Verificou-se que uma das formas de solução dos conflitos é através da análise destes, em vistas de se investigar os mecanismos adequados para sua resolução, e posterior proposição de medidas estruturais e/ou nãoestruturais para a gestão de recursos hídricos. As principais ações para a solução dos conflitos estão enquadradas nos métodos de resolução institucional de longo prazo. O modelo pode funcionar como suporte ao planejamento e tomada de decisão, tendo em vista os problemas ambientais, a participação dos usuários da água no sistema hídrico, as políticas públicas, e também a gestão integrada dos recursos hídricos. Concluiu- se, então, que a exploração dos recursos hídricos deve proporcionar os múltiplos usos da água em atendimento aos princípios da sustentabilidade ambiental, inseridos num processo de gestão dos conflitos por múltiplos usos da água e gerenciamento integrado dos recursos hídricos.

The purpose of this thesis is to analyse interactions between freshwater flows, terrestrial ecosystems and human well-being. Freshwater management and policy has mainly focused on the liquid water part (surface and ground water run off) of the hydrological cycle including aquatic ecosystems. Although of great significance, this thesis shows that such a focus will not be sufficient for coping with freshwater related social-ecological vulnerability. The thesis illustrates that the terrestrial component of the hydrological cycle, reflected in vapour flows (or evapotranspiration), serves multiple functions in the human life-support system. A broader understanding of the interactions between terrestrial systems and freshwater flows is particularly important in light of present widespread land cover change in terrestrial ecosystems. The water vapour flows from continental ecosystems were quantified at a global scale in Paper I of the thesis. It was estimated that in order to sustain the majority of global terrestrial ecosystem services on which humanity depends, an annual water vapour flow of 63 000 km3/yr is needed, including 6800 km3/yr for crop production. In comparison, the annual human withdrawal of liquid water amounts to roughly 4000 km3/yr. A potential conflict between freshwater for future food production and for terrestrial ecosystem services was identified. Human redistribution of water vapour flows as a consequence of long-term land cover change was addressed at both continental (Australia) (Paper II) and global scales (Paper III). It was estimated that the annual vapour flow had decreased by 10% in Australia during the last 200 years. This is due to a decrease in woody vegetation for agricultural production. The reduction in vapour flows has caused severe problems with salinity of soils and rivers. The human-induced alteration of vapour flows was estimated at more than 15 times the volume of human-induced change in liquid water (Paper II).

Development aid involves a complex network of numerous and extremely heterogeneous actors. Nevertheless, all actors seem to speak the same ‘development jargon’ and to display a congruence that extends from the donor over the professional consultant to the village chief. And although the ideas about what counts as ‘good’ and ‘bad’ aid have constantly changed over time —with new paradigms and policies sprouting every few years— the apparent congruence between actors more or less remains unchanged. How can this be explained? Is it a strategy of all actors to get into the pocket of the donor, or are the social dynamics in development aid more complex? When a new development paradigm appears, where does it come from and how does it gain support? Is this support really homogeneous? To answer the questions, a multi-sited ethnography was conducted in the sector of water-related development aid, with a focus on 3 paradigms that are currently hegemonic in this sector: Integrated Water Resources Management, Capacity Building, and Adaptation to Climate Change. The sites of inquiry were: the headquarters of a multilateral organization, the headquarters of a development NGO, and the Inner Niger Delta in Mali. The research shows that paradigm shifts do not happen overnight but that new paradigms have long lines of descent. Moreover, they require a lot of work from actors in order to become hegemonic; the actors need to create a tight network of support. Each actor, however, interprets the paradigms in a slightly different way, depending on the position in the network. They implant their own interests in their interpretation of the paradigm (the actors ‘translate’ their interests), regardless of whether they constitute the donor, a mediator, or the aid recipient. These translations are necessary to cement and reproduce the network.

En este trabajo se presenta un método para la detección de subjetividad a nivel de oraciones basado en la desambiguación subjetiva del sentido de las palabras. Para ello se extiende un método de desambiguación semántica basado en agrupamiento de sentidos para determinar cuándo las palabras dentro de la oración están siendo utilizadas de forma subjetiva u objetiva. En nuestra propuesta se utilizan recursos semánticos anotados con valores de polaridad y emociones para determinar cuándo un sentido de una palabra puede ser considerado subjetivo u objetivo. Se presenta un estudio experimental sobre la detección de subjetividad en oraciones, en el cual se consideran las colecciones del corpus MPQA y Movie Review Dataset, así como los recursos semánticos SentiWordNet, Micro-WNOp y WordNet-Affect. Los resultados obtenidos muestran que nuestra propuesta contribuye de manera significativa en la detección de subjetividad.

La presente herramienta informática constituye un software que es capaz concebir una red semántica con los siguientes recursos: WordNet versión 1.6 y 2.0, WordNet Affects versión 1.0 y 1.1, WordNet Domain versión 2.0, SUMO, Semantic Classes y Senti WordNet versión 3.0, todos integrados y relacionados en una única base de conocimiento. Utilizando estos recursos, ISR-WN cuenta con funcionalidades añadidas que permiten la exploración de dicha red de un modo simple aplicando funciones tanto como de recorrido como de búsquedas textuales. Mediante la interrogación de dicha red semántica es posible obtener información para enriquecer textos, como puede ser obtener las definiciones de aquellas palabras que son de uso común en determinados Dominios en general, dominios emocionales, y otras conceptualizaciones, además de conocer de un determinado sentido de una palabra su valoración proporcionada por el recurso SentiWordnet de positividad, negatividad y objetividad sentimental. Toda esta información puede ser utilizada en tareas de procesamiento del lenguaje natural como: • Desambiguación del Sentido de las Palabras, • Detección de la Polaridad Sentimental • Análisis Semántico y Léxico para la obtención de conceptos relevantes en una frase según el tipo de recurso implicado. Esta herramienta tiene como base el idioma inglés y se encuentra disponible como una aplicación de Windows la cual dispone de un archivo de instalación el cual despliega en el ordenador de residencia las librerías necesarias para su correcta utilización. Además de la interfaz de usuario ofrecida, esta herramienta puede ser utilizada como API (Application Programming Interface) por otras aplicaciones.

The Republic of Haiti struggles to sustainably manage its water resources. Public health is compromised by low levels of water supply, sanitation, and hygiene, and water resources are often contaminated and unsustainably allocated. While poor governance is often blamed for these shortcomings, the laws and institutions regulating water resources in Haiti are poorly understood, especially by the international community. This study brings together and analyzes Haitian water laws, assesses institutional capacities, and provides a case study of water management in northern Haiti in order to provide a more complete picture of the sector. Funded by the Inter-American Development Bank as part of the Water Availability, Quality and Integrated Water Resources Management in Northern Haiti (HA-T1179) Project, this study took place from January-July 2015, with the help of local experts and participating stakeholders. The results indicate that Haiti’s water law framework is highly fragmented, with overlapping mandates and little coordination between ministries at the national level, and ambiguous but unrealistic roles for subnational governments. A capacity assessment of institutions in northern Haiti illustrates that while local stakeholders are engaged, human and financial resources are insufficient to carry out statutory responsibilities. The findings suggest that water resources management planning should engage local governments and community fixtures while supplementing capacities with national or international support.

In order to organize distributed educational resources efficiently, to provide active learners an integrated, extendible and cohesive interface to share the dynamically growing multimedia learning materials on the Internet, this paper proposes a generic resource organization model with semantic structures to improve expressiveness, scalability and cohesiveness. We developed an active learning system with semantic support for learners to access and navigate through efficient and flexible manner. We learning resources in an efficient and flexible manner. We provide facilities for instructors to manipulate the structured educational resources via a convenient visual interface. We also developed a resource discovering and gathering engine based on complex semantic associations for several specific topics.

In this reservoir, the parameters being assessed are very important in the aspect of fish culture. These parameters are: physical parameters which includes temperature (O), Transparency (M).Chemical parameters include: Dissolve oxygen (mg/l) pH concentration and the Biological Parameters which include phytoplankton and zooplankton. The phytoplankton and zooplankton identification and estimation were carried out in the NIFFR Limnology Laboratory, (Green House), New Bussa. Each identified zooplankton and phytoplankton species was placed according to its major group e.g. zooplankton was grouped into three families, Roifera, Cladocera and Copepods. During this study period it was observed that copepods have the highest total number of zooplankton both beside the poultry and monk (station 'A'&'B'). Water temperature of station 'A' (beside the poultry house) ranges from 27 C-29, 5 c also same station 'B' (near the monk). Dissolve oxygen station 'A' range from 6.30mg/l-7.40mg/l while that of station 'B' ranges from 6.20mg/7.50mg/l, turbidity reading of station A'ranges from 0.19m-0.3m while station 'B' ranges from 0.22m-0.37m. The last parameter, which is pH concentration, in both stations 8.2 was observed this is an indication that the pH was constant. According to some literature review all the water parameter figures obtained were good for fish culture

Despite the expenditure of huge amounts of money and human effort, the Green Revolution has largely failed to benefit the vast majority of the rural poor in Africa: those smallholding farmers who sell little, if any, of what they grow and rely almost entirely upon natural soil fertility, rainfall and traditional broodstock and seed varieties. New approaches on food production and income generation in the rural areas must be found if this sector of agricultural community is to be assisted. Integrated resources management (IRM) in general, and integrated agriculture-aquaculture (IAA) in particular, may offer some solutions in cases where the classical methods of improving farm output have failed and/or been unsustainable.

In both developed and developing countries, there is increased competition for water resources, resulting in deficiencies in supply and in various forms of pollution. In developing countries, the nutritional potential of aquatic resources is very important. To realize this potential, integrated research and management for sustainable water resource use are needed. This requires a sound understanding of the structure and function of aquatic ecosystems. A programme is presented which stresses the interrelationships of the physical, chemical and biological components of aquatic systems and their catchments. The programme consists of 16 stages in 5 phases, which are as follows: System description; System functioning and modelling; Resource assessment/dynamics; Resource potential; and, Resource utilization for sustainability. This programme enables workers within different disciplines to identify how their expertise contributes to the overall research requirements to support resource development.

A review is presented of the various marine resources and their potential, concerning fishing, aquaculture, transportation, pollution, hydrocarbons and solid minerals, renewable energy and ocean thermal energy conversion. Administrative problems confronting their rational management in Sri Lanka are examined, considering coastal area management and development, management issues, and alternatives.
